Portmagaland   Just got done listening to Silver Doctors podcast and they were saying on Monday that China is going to be allowed to play in the COMEX sandbox regarding gold futures.

Sounds like China will be to gold what JP Morgan is to silver. They will manipulate the price and make tons of money when gold goes up and when gold goes down. Those of us who think we will get a fair shake before we die live in fantasyland apparently.

Kaperoni   My believe still is that they will just simply float the dinar from 1190 and if the investment comes in to create a market economy / private sector the CBI can allow the currency to rise as pressure is created through the financial system from the influx of capital. This would allow a much more substantial gain.

President Barham Salah gave a speech where he said that the shooting of protesters was unacceptable and an investigation would be launched Then he promised reforms like fighting corruption, which is what officials have been saying for years now with no follow up ever happening.

Even worse, National Security Adviser Falah Fayad claimed that the demonstrations were part of a plot to bring down the government, which had failed. He said the perpetrators would be punished. This mirrored comments made in Iran about enemies of the two countries leading the demonstrations.

Finally, U.S. Secretary of State Mike Pompeo called the prime minister and said that that Washington believed in the government and the Iraqi forces. President Salah was the first high official to criticize the security forces for gunning down people in the streets. The rest of his remarks were empty promises.

Security Adviser Fayad repeated rhetoric made last year about the riots in southern Iraq, which attempted to discredit the popular discontent by claiming they were being manipulated. Finally, Secretary of State Pompeo was basically supporting the government’s repression.

This was a revolutionary moment, where popular anger boiled over, made worse by the shootings by the state. It leaves the future of Iraq largely up in the air. What will happen with the upcoming provincial elections? What kind of credibility will the government have?

Will anyone listen to the prime minister after some leaders like Moqatda al-Sadr and Haidar Abadi came out for his removal? Abdul Mahdi was already seen as being ineffective. His standing has dropped to as low as it can go right now. Yet, the Iraqi political system continues with all of its institutional deficiencies as if killing over 100 of its own people was no big deal.

They must have loads of dollars for if it were all Dinar it would be 70 Trillion Dinar. We must know how many Dollars CBI holds? anybody. I was going to try to get a number close to what KAP talks about, but then got that this is what is in the vault at the CBI.  So, I did lots of math and my head almost exploded and didn't learn much

2019-06-17 07:11   The Central Bank of Iraq revealed on Monday the amount of cash mass outside the Iraqi banks, pointing out that it is more than 39 trillion dinars.

The bank said in an official statistic it was briefed by Alsumaria News that "the amount of currency outside the banks amounted in January of 2019 by 39 trillion and 796 billion and 700 million dinars," noting that "this amount fell from the month of December of 2018, which amounted to 40 Trillion and 498 billion and 67 million dinars. "

The bank added that "the highest level of currency outside banks during the past three years was in December 2016, where it reached 42 trillion and 75 billion dinars, while the lowest level of currency during the month of February of 2004, which amounted to 5 trillion and 431 million Dinar".

The Central Bank in 2011 put forward a project to delete the zeros for the structure of the currency, which the bank considered it would transfer Iraq from the country of trillions to billions, that the project was met with great opposition by the specialists and politicians in parliament.   LINK

Protecting the Development Fund for Iraq and Certain Other Property in Which Iraq Has An Interest

Part 1...

The first part is the order related to the DFI which must be renewed.

This order is the protection of Iraq’s money (known as the DFI fund) which is where all proceeds go from the sale of Iraqi assets such as petroleum and petroleum products, etc. The purpose of this order then allows the revenue to be used in an orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country.

This is scheduled to expire May 22nd 2013. Since this would expire, Iraq would have to be in a position to fully manage their financial obligations or fall risk to unresolved creditor and debts.

As an example, the Paris Club debt agreement with many countries totaling 100 billion in debt relief was conditional. In order for the debt to be forgiven, each country negotiated acceptable resolutions and terms with Iraq. Much of this is known as “benchmarks” that Iraq must achieve to fulfill those obligations, thus granting the debt relief. Those terms were incorporated into the recent IMF Stand by Agreement that expired February 23rd, 2013 (after extension).

If Iraq failed to meet those “benchmarks” these funds could be at risk and subject to seizure once EO 13303 expires. This part of EO 13303 must be renewed every year until Iraq is self sufficient or risks asset seizure.

The second part of 13303 terminates previous Executive Orders (restrictions)

This part requires no review or extensions. It does not expire, and it would take another Executive Order to reinstate. This is the part that, as a result, gives US citizens the right to invest and do business in Iraq.

This order EO 13303 simply terminates three other orders… Executive Orders 12722, 12724, or 13290 that were already in effect pertaining to Iraq.

As a result, investment in the new Iraq is then guaranteed under the Presidential Order 13303 because it removed previous orders which were blocking investment and trade.

13303 in essence, by the termination of these three previous EO’s allows for a restructuring of the banking system in Iraq. chattels   When the protests originally began on October 1 they occurred across every southern province. That is shrinking in the face of the all the lie fire, dead, and wounded.

That showed that the government’s violent tactics were working somewhat. Still, places like Nasiriya and Diwaniya appear to be out of control once people gather. Basra on the other hand, appears to be relatively subdued with the security forces having learned their lessons from last year.

It also shows that all the gunfire is unnecessary if the police had been more pro-active and arrested crowds before they could even march on places like Tahrir Square or the government buildings. This is a lesson being missed by Baghdad.

chattels   Officials continued to be ineffective in their responses. Speaker of Parliament Mohammed Halbusi yesterday invited activists to meet with him and go over their demands. That happened October 5, but then people in the streets said whoever met with the speaker did not represent them.

Parliament was also supposed to have an emergency session, but there was no quorum due to the boycott of the Sairoon bloc led by Moqtada al-Sadr.

The weakness of the Abdul Mahdi administration from the start was that he had no party behind him, but rather was elected due to a deal between two rival factions Sadr on one side, and Badr’s Haid Amiri on the other. Parliament would do nothing if it met as a result.

The prime minister has been feckless during his entire time in office as well, and his weak speech saying he couldn’t do anything and that it was the people’s fault for getting killed just showed that he will do nothing substantive about the protests politically and rely upon the police instead in the hopes to put them down.

This is a very dangerous move as it is pushing many people towards revolution and wanting the entire elite to be brushed aside.

chattels   It appears that governance in Iraq may require an authoritarian figure. Likely a military one. I hope they get a " good " one.
