chattels BAGHDAD — In reaction to continuing mass protests that began Oct. 1, the Supreme Judicial Council is reviewing the Iraqi Constitution and will submit proposed amendments to parliament — though protesters fear that will only delay action on their demands.
Parliament has formed an Amendment Committee that is to complete its recommendations within four months, aiming to answer protesters’ demands for reforms to end corruption and the electoral quota system, which is based on religious and ethnic affiliations.
However, suggesting that the primary aim of the popular protests is for the government to amend the constitution is ironic, as they are calling for the current government to resign before elections are organized under a new law with UN supervision

chattels "The priority should be for a new election law that adopts direct individual voting and multiconstituency elections under full UN supervision. The future parliament will be the one to amend the constitution. ... The current parliament is discussing constitutional amendments with the aim of wasting time and delaying the discussion of a fair electoral bill.”

chattels Arguably the amendment of the Constitution by a corrupt government is akin to putting the fox in charge of the henhouse, eh ?
chattels Regarding the call for a new election law, Iraqi President Barham Salah and the Cabinet this week each drew up drafts for one and may combine their proposals, according to the state-run Iraqi News Agency.
The president's version calls for reducing the number of parliament members, allowing for younger candidates and forming a new electoral commission without using the quota system on which the current commission was formed. However, the next stop for the proposals is the same parliament the protesters reject.

chattels As for constitutional amendments, the various political blocs have expressed three differing stances. Shiites — in particular the Fatah alliance, which is affiliated with Iran-backed Popular Mobilization Units (PMU) — want to convert the parliamentary political system to a presidential one.
Kurds want to preserve their political gains, especially those related to disputed areas. Sunnis, meanwhile, seek to maintain the parliamentary quota system, which is designed to ensure that their representatives are allotted a percentage of ministerial positions, as well as the speaker of parliament position.

chattels Parliament also plans to discuss the oil and gas law, and whether the number of parliament members should remain one for every 100,000 citizens, or be determined by province.

chattels Meanwhile, Kurdish parliament member Diyar Tayeb told Al-Monitor, “We believe Iraq's problems are due to the non-implementation of the constitution, not the other way around. This means there is no problem with the constitution and it doesn't need to be amended. If we want to achieve reform, we simply need to apply the constitutional provisions.”
Tayeb noted that amending the constitution is a difficult task. “Parliamentary blocs cannot all agree on specific amendments in the period set by the speaker," he said.

chattels It does seem unlikely that political parties will be able to agree on amendments within the four-month period, for many reasons — especially the major differences over which articles any amendment should address. In addition, as Tayeb said, the mechanisms of amending the Iraqi Constitution are very strict and complex.
For example, an amendment must be approved by an absolute majority of parliament members, after which it has to be voted on by the public. The amendment would become part of the constitution if a majority of provinces vote for it and if it is not rejected by two-thirds of the voters in three or more provinces.

chattels ................. critics say any adjustments the Amendment Committee might propose won't ease the Iraqi crisis, and won't even come close to the protesters’ fundamental demands of comprehensive political change.

chattels Despite several proposals to solve the crises in Iraq and in spite of using different tactics such as promises and threats, the Iraqi government is unable to stop the protests and is unable to convince protesters to go home.
chattels With protesters receiving direct support from Sistani, the UN and the United States, it will be very difficult for Abdul Mahdi to resist them unless he uses even more violence. Such action would result in mass killings and civil war.
In such circumstances, it seems there is no solution to the crisis as long as Abdul Mahdi remains in office without undertaking early elections in accordance with a new electoral law — as are the minimum demands of protesters and their internal and external supporters.

chattels UN, top Iraq cleric urge 'serious' reforms after protests
https://www.rudaw.net/english/middleeast/iraq/111120192
chattels NAJAF, Iraq—The United Nations' top official in Iraq and the country's most senior cleric urged authorities on Monday to get "serious" about reforms after anti-government demonstrations that have left hundreds dead.
chattels After weeks of paralysis, Iraq's top leaders seem to have agreed to keep the system intact, but the UN in Iraq (UNAMI) urged them to enact a host of changes.
chattels the seat of Shiite religious power in Iraq, known as the marjaiyah, had stressed that "peaceful demonstrators cannot go home without sufficient reforms" to answer their demands.
"The marjaiyah expressed its concerns that the political forces are not serious enough to carry out such reforms," said Hennis-Plasschaert.
chattels Iraq's President Barham Saleh had last month proposed an early vote after reforms, but the suggestion seems to have been widely rejected by the political class.
Prime Minister Adel Abdel Mahdi cast them as unrealistic and even firebrand cleric Moqtada Sadr, who first demanded snap elections supervised by the UN, has gone silent.
chattels The initial fissures among the political elite appear to have closed this week following a consensus brokered by Major General Qasem Soleimani, the head of Iran's Islamic Revolutionary Guard Corps' foreign operations arm.
chattels protesters, who demand a complete overhaul of a regime they see as deeply corrupt.
Demonstrators say the current system means government jobs are doled out based on bribes or nepotism, shutting out applicants who are politically independent.
Youth make up 60 percent of Iraq's nearly 40 million people and the unemployment rate among them stands at a staggering 25 percent, according to the World Bank.
One in five people lives below the poverty line, despite the vast oil wealth of OPEC's second biggest producer.
"We don't want amendments, we want change -- total change," one protester in Baghdad told AFP on Monday.
"We don't want this government, or parliament, or any political party."
chattels Iraq needs serious reform, not another ill-fated revolution https://www.rudaw.net/english/opinion/09112019
chattels If efforts to change the overall political system lead to a new constitution and the election of a president instead of a prime minister, problems will only worsen further.
A new constitution and a presidential system will undoubtedly centralize power, and most Middle Eastern countries – particularly Iraq – have played this record too many times before. Protestors decrying corruption must remain careful not to trade democratic rights for an equally corrupt centralized authoritarianism.
chattels While calling for an end to Iranian domination of Iraq stands out as a reasonable and necessary demand of the protestors, Iraqis need to effect such a change in the next election by voting for parties and leaders who do not serve Iran’s interests over that of Iraqis. In the meantime, protestors might consider accepting Abdul-Mahdi’s offers and giving him a chance to enact them. Iraq needs serious reform rather than another ill-fated revolution.

The Iranian linked force has been heavily involved in the neighbouring conflict in Syria but is also a major partner of Tehran in Iraq.

Kaabi, a cleric, was sanctioned by the US Treasury in 2008 for threatening the peace and stability of Iraq. https://www.thenational.ae/world/mena/us-sanctions-iranian-militia-in-iraq-here-s-what-you-need-to-know-about-harakat-hezbollah-al-nujaba-1.833952
chattels Commentary ..................... The Abd al-Mahdi govt has suffered irrepairable damage to its credibility and may be on life support, but whether the PM resigns next week, next month or next year, the elite is sufficiently united that truly systemic change is unlikely, but at the cost of regime legitimacy.
chattels The protest movement remains a powerful force, but at present it appears to lack the organizational capacity to genuinely challenge the system. It will change Iraq, but right now it looks like the main change will be an end to the facade of democracy.
chattels Successful revolutions have always required more than just mass protests. There are two more factors. One is that regimes fall when the elites stop defending them. Stephen Kotkin explains this in Eastern Europe context here.
https://www.youtube.com/watch?v=0tXvLJXkFFg&t=712s …
chattels https://www.youtube.com/watch?v=0tXvLJXkFFg&t=712s …
Chattels Although there is an appearance of division within the political class, the "Iran" and "nationalist" camps are both working to defend the system. Absent a split in the regime, which could mean civil war, it will not fall.
chattels A second missing factor I see is sufficient organization. Past successful revolutions have all had a well-organized opposition. This protest movement lacks this. It is a blunt force instrument only able to bring the regime to a standstill. https://twitter.com/UticaRisk

Bif Douggie Fresh 11-1-2019 **** Dinar Guru Update **** Guru Kaperoni's report has now been confirmed by the official rates reported by Central Bank of Iraq. It appears the market rate and the official rate for the Iraqi dinar are now out of compliance with the IMF "2% rule".
This rule requires the market rate to remain within 2% of the official rate for 90 days before the dinar can be considered for Article VIII. Kaperoni and other gurus believe Article VIII brings international banking acceptance. The last report has the two rates are ~2.3% apart.
It's unclear if the IMF rules require a daily "within 2% spread compliance" or if it's based on a weekly or monthly average. The dinar has been in compliance for over a year in a half. Stay tuned as the gurus chime in on the significance of this dinar development. [You can always see the latest CBI reported market and official rate on the CBI website

Zig MY QUESTION TO KAPERONI VIA EMAIL AND HIS REPLY:........ ZIG: "Kap,Can the CBI decide to float the currency without them being in Article 8 first?...Thanks"...................
KAPERONI: "Yes. They can change exchange rate regimes anytime they want... But I don't expect them to get off the peg until they have significant capital coming in to invest... As for Article VIII if the IMF is going to be a stickler they could make them start over and wait 90 days once in compliance again... Because that is clearly in writing in the IMF charter that once you meet the 2% rule you have to hold it for 90 days... So if the spread is now what they say it is and the CBI reports it as such it appears we're in for a wait."
Sparky Zig ...we are pretty good at waiting...
Sparky ... what? ...no $8 per tomorrow ? What the what?
Zig Yes, many people disagree with Kaperoni.....probably "most".....lol....we welcome all opinions here so if you disagree with Kaperoni you are most welcome to post and give your reasons why, etc.....Kaperoni is a member of this chat room.....we invite people like Kap, Jeff (Dinar Investor), Breitling, BGG, Sam I Am (a Naysayer) and other "well-known" people in this community to come here as well and weigh in.....
No, you need not be "well-known" to voice your views.....lol....Please invite "anyone" that you wish to come join us....we do no screening....we discuss things openly....and try to be civil when we disagree
larrykn Fresh, deadly clashes erupt in Iraq despite cleric's call for calm
Security forces fired tear gas and threw stun grenades into crowds of protesters wearing helmets and makeshift body armor on a main road in the middle of the Iraqi capital, sending demonstrators scattering, some wounded, Reuters reporters said.
One protester died from a tear gas canister fired directly into his head, a Reuters witness said.
More than 280 people have been killed, according to police and medics, since the protests over a lack of jobs and services began in Baghdad on Oct. 1 and quickly spread to southern provinces, according to Reuters.
Police, the military and paramilitary groups have used live gunfire against mostly unarmed protesters since the beginning of the unrest.
Grand Ayatollah Ali al-Sistani, who only speaks on politics in times of crisis and wields enormous influence over public opinion in Shi’ite-majority Iraq, held security forces accountable for any violent escalation and urged the government to respond as quickly as possible to demonstrators’ demands.
“The biggest responsibility is on the security forces,” a representative of Sistani said in a sermon after Friday prayers in the holy city of Kerbala. “They must avoid using excessive force with peaceful protesters.” https://www.thebaghdadpost.com/en/Story/44596/Fresh-deadly-clashes-erupt-in-Iraq-despite-cleric-s-call-for-calm

Twelve employees of the Central Bank of Iraq were killed and another was wounded by a random shooting of security forces in Baghdad, local sources said.
Earlier in the day, security forces closed the gates of the Central Bank of Iraq and Rafidain Bank, the main branch in Rashid Street, after dozens of protesters gathered in the surrounding area.
These tight measures prompted the employees of the Central Bank and Rafidain Bank to exit from one of the gates of the building overlooking the river.
However, during the exit, a female employee and a central bank employee were shot dead by random security forces as they tried to disperse the protesters. An employee of Rafidain Bank was wounded, according to local sources.
Twilight News could not confirm the information from the Iraqi Interior or the Central Bank

Wilder spankie get me started. A while back i shared here what I pay for my wifes and I healthcare. I have fanily member wifes side that has no insurance. She recently had a heart attack which I'm thanful she is doing well. Her husband and her have 13 different rental properties which they don't consider as income so they was abke to get free health care which paid her total bill. Good for them I'll say but bullcrap on my end. This system is so not right.
Wilder Baxter it's not good.
Baxter nope
spankie Rental income is passive income- if they break even at the end of year it is honest- rentals favor the owners tax wise- loop holes –
Wilder Even when its their only income? Prooerties clear of any liens paid off?

Wilder Why is silver down?
Portmagaland Because it's not us
Portmagaland China I.S. saying no more tariffs
Portmagaland U.S.
Portmagaland If it was our rental property we'd be taxed
Francis Albert In a speculative investment such as this with potential big upsides, if one wants to be "right" often, simply be a contrarian. 90% of the time, people think you are smarter than the rest. When the 10% happens and you are wrong, no one cares. Kap is a contrarian. Don't swing at fast balls in the dirt. The "rules" say lots of things. Banks don't play by the rules, ever.

Nothing that hasn’t really been on the news. (NEW NEWS) Hesbula is about to get Kurb stomped by Israel, but I’m sure you’ve heard about that. I will let u know of new developments. Col xxxxxx xxxxxx
Zig TWWIII : How did you come to know this person?
TWWIII Zig I have know him & his family for some 30 yrs
TWWIII Zig I am emailing my cuzn in Israel, Ya'covv, today for new abt Israel mentioned above
Zig TWWIII : You seem to know people all over the world....lol....Too bad your Asian friend won't give this chat another chance.....
TWWIII Zig If u knew my past, u'd understand
TWWIII Zig Thought I'd confirm what we talked abt before I was deployed. We were talking abt the relationship with Iraq & Kuwait. Last year when Kuwait had set up the multi country to invest in Iraq and very little money promised, due to Iraqi currency was totally worthless.
Kuwait tried to explained how they did their RI of their currency in 1991. Iraq refused. Thus no investments. One must keep their eyes & ears on Kuwait. Tomorrow I will be at a bank & will check on the rate for some IQD for you. Let me know how much u'd like. We have heard that new IQD's are out. I'll take some pix & send them to you if I can. I have to get permission.
Lastly, Mahdi has told Kuwait to keep their nose out of Iraqs business. He has alerted the banks & financial community not to communicate with anyone in Kuwait. Rumor is that Kuwait is waiting for the new elections. We will wait and see.
Miss you guys. Now no telling when we will be back home, leave a room open LOL

Zig Kaperoni Tweet today:... "Looking at the auctions numbers today Iraq has fell out of 2% compliance...I would expect that means the CBI needs to start over, sustain it for another 90 days or more once back in compliance... No IMF Article VIII for a while unfortunately."
Wheresmyrv? That stinks they fell out of the 2% compliance
TWWIII Clay Last night gold dipped down to 1,462.60 & silver 16.92...so I ordered last night & picked my silver rounds up for the 16.92, when ever gold dip so does silver as a rule. I always check on gold price first. If gold dips, silver seems to dip. I just weighed my silver & itz at 8.5 lbs.
Zig Baxter : Do you think that Article Vlll is absolutely necessary for there to be any rate increase?.....many disagree with Kap about that.....
Baxter yes.. I do.....unfortunately
Zig ;crying;
Baxter every country with an international currency is in article 8 no exceptions NONE
Baxter its what protects the good guys from the derelicts and we have a derelict
Zig Why can't there be a rate increase without Article Vlll?
Baxter Iraq has never been in Article 8 status...
Baxter probably could.. but it wouldnt do us any good how would you cash it in
Zig Hmmmmm
Baxter banks wont accept it
Zig: hamer h
Baxter when the banks did sell the dinar.. it was sold as an exotic currency it was not tradeable..
Zig Kaperoni Tweet today:... "Looking at the auctions numbers today Iraq has fell out of 2% compliance...I would expect that means the CBI needs to start over, sustain it for another 90 days or more once back in compliance... No IMF Article VIII for a while unfortunately."
Baxter that is an interesting comment though... I dont know if they could increase the value... you would have to ask Kap that.. yes.. I saw his comment... its a BAD DAY for us
Zig ;angry
Baxter sorry LOL if its true... Kap probably knows
Baxter MICHAEL BLOOMBURG... is gonna run for President on the Democratic Ticket..... according to NBC news..
Baxter That I dont know either... I do know.... after reading the rules... you have to be in Article 8 to have an international currency... and Iraq.. is not...
Crazycrypto correct but this 2% crap is just that crap
Baxter well... it is in the rules.... I read that also...
Crazycrypto rules are meant to be changed
Baxter can it be circumvented.... who knows not I
