chattels Iraqis on social media circulated the news of the disappearance of Iraqi activist Marie Mohammed, one of the participants in the protests and famous for helping protesters demanding the overthrow of the regime and improve the deteriorating living conditions in an oil-rich country.
Twitterers said the activist had been missing for four days, but the news spread widely on Monday. Mary is the second female activist to disappear since the protests began early last month.
Saba al-Mahdawi was the first female activist to disappear and her fate remains unknown, even nine days after she was kidnapped by unknown gunmen after returning from Tahrir Square last week. chattels Monday, November 11, 2019 Iraq’s Oil Exports Dipped In September Leading To Drop In Revenue http://musingsoniraq.blogspot.com/2019/11/iraqs-oil-exports-dipped-in-september.html
chattels In August 2019, Iraq produced a record level of oil, which violated its quota set by OPEC. Due to complains from that organization, Iraq reduced its output in September, leading to a drop in exports, which also cut into revenues, despite an increase in prices.
chattels That resulted in revenues going from $6.413 billion in August to $6.345 billion in September. Both were below the 2019 average of $6.603 billion per month.
chattels The draft elections law the presidency had been working on has been published: https://www.nasnews.com/assets/uploads/2019/11/ …مشروع-قانون-الانتخابات3.pdf
This will go through several changes before parliament approves it but will likely still face criticism https://twitter.com/SajadJiyad/status/1193905123245875202
chattels Key points:
- new electoral commission including judges not to be appointed through muhasasa
- introduce electoral districts with first past the post system
- reduce the minimum age for candidates to 25
- reduce number of MPs to 213 + 9 for minorities
12 Nov 19, 01:35 AMchattelsIssues on elections that still need to be worked out:
- Party finance and transparency
- Election/nomination of governors
- Election winner or largest bloc
- PM as bloc nominee or as head of party
- Do election laws also apply to referendums
- Role of monitors
- Recounts/appeals

Thanks for posting, Sajad. But... you seem confident that they will actually pass it. If they amend it beyond recognition & pass something entirely different, it could be subject to constitutional challenge. But perhaps they just won't pass it?
chattels A comment on the calender: this bill is for both parl't & provinces, but IHEC requires six months after passage of election law to hold elections. So nearly 0% this law will be used in April's provincial elections. Or provincials will be postponed again.
chattels https://twitter.com/UticaRisk
chattels Also, for the new parl't system to come in prior to 2022, there needs to be a vote dissolving the current parliament. Will 165 MPs vote to give up their current job status with a very high likelihood that they won't be reelected?
Especially given the reduction in # of MPs. https://twitter.com/UticaRisk/status/1193996490680590336
chattels Reidar Visser @reidarvisser Oct 7 Even talk of fresh elections in #Iraq is predicated on an initiative either by PM + prez or third of MPs, then absolute majority of current parliament voting to lose their own jobs. Unrealistic perhaps. https://twitter.com/reidarvisser
chattels Can Abdul Mahdi overcome the protests? Ali Mamouri November 11, 2019
chattels Despite several proposals to solve the crises in Iraq and in spite of using different tactics such as promises and threats, the Iraqi government is unable to stop the protests and is unable to convince protesters to go home.
chattels With protesters receiving direct support from Sistani, the UN and the United States, it will be very difficult for Abdul Mahdi to resist them unless he uses even more violence. Such action would result in mass killings and civil war.
In such circumstances, it seems there is no solution to the crisis as long as Abdul Mahdi remains in office without undertaking early elections in accordance with a new electoral law — as are the minimum demands of protesters and their internal and external supporters.

chattels The Constitutional Amendments Committee reveals to NINA: We will work to abolish the text regarding the constitutional veto
Tuesday 12 November 11:32 2019 https://ninanews.com/Website/News/Details?Key=796875
chattels "the parliamentary committee is in the process of canceling the text on the constitutional veto of three provinces and proceed with the adoption of important legislation, and otherwise there will be no benefit from the process of amending the Constitution," noting that "Article 140 of the Constitution canceled the status quo because it was limited by a period of time officially ended ceiling" .
chattels "Article 140 of the Constitution canceled the status quo because it was limited by a period of time officially ended ceiling" . ?????????
chattels At one time hard line Shia politicos argued that Article 140 was expired by reason of it not being implemented within the proscribed time period.
chattels I hope that the quoted language does not adopt such an interpretation. The Kurds would understandably be very upset.
chattels The parliamentary committee on constitutional amendments, elected yesterday its chairmanship and pledged to include proposals and substantial observations consistent with the popular demands.
chattels Observing any progress in Iraq is like watching paint dry.
Chattels Low dollar exchange rates on the local stock exchange
Tuesday 12 November 13:08 2019 https://ninanews.com/Website/News/Details?key=796902
chattels BAGHDAD / NINA / The exchange rate of the dollar fell on the stock market struggle and local markets today.
The prices of the Stock Exchange struggle - Baghdad 120,600 dinars per 100 dollars.
Selling and buying prices in banking shops: selling price of the dollar = 121.750 dinars.
The purchase price of the dollar = 120.250 dinars
chattels " selling price of the dollar = 121.750 dinars." is not in compliance with the 2% variance calculation between the market rate and the official rate.
Chattels BAGHDAD / NINA / The Fatah Alliance affirmed that there is no real feasibility to amend the electoral law and form a new commission, without the adoption of substantial constitutional amendments. https://ninanews.com/Website/News/Details?Key=796863
chattels The head of the coalition bloc MP Mohammed al-Ghabban, in a statement to the Iraqi National News Agency ( NINA ), said that "the Presidency of the Parliament made its observations to expedite the work of the special parliamentary committee to touch the fundamental amendments in the origin of the Constitution, and not only language formulations that may be more formal."
"The parliamentary committee will give a great role to constitutional law experts, university professors and academics from different provinces, and openness to the segments of society represented by unions, unions and other sectors."
Ghabban, a member of the special parliamentary committee, said that "there is no real point in amending the election law or forming a new commission without approving the fundamental amendments."
chattels The Fatah Alliance is Ameri and Iran backed.
chattels More conflict about process which prevents substantive improvement, IMO.
