A high-level delegation from the Kurdistan Regional Government (KRG) will visit Baghdad next Tuesday, KRG envoy in the Iraqi capital said.
Speaking to BasNews, Faris Isa said the delegation will meet with the Iraqi counterparts to discuss Erbil concerns over 2020’s budget bill and the planned nationwide census.

Samson: Kuwait calls on its citizens not to travel to Iraq
An official source in the Kuwaiti Foreign Ministry called on Kuwaiti citizens who intend to travel to Iraq to wait and not travel for the time being as a result of the unrest and demonstrations in a number of Iraqi cities.
The source called on citizens who are currently there to leave as soon as possible and to take the utmost care and to stay away from gatherings and demonstrations and follow the instructions of the local authorities so that the date of departure is possible.
In the past, Iran and Bahrain have called on their citizens not to go to Iraq, especially those who seek religious shrines to revive the 40th anniversary of Imam Hussein on April 20. LINK

The Qatari Foreign Ministry urged its citizens not to travel to Iraq on Friday against the backdrop of an escalation of demonstrations and protest movement that caused deaths and injuries.

The protests, which began in capital Baghdad on Tuesday, are mostly spontaneous and without political leadership, staged by disenchanted youth demanding jobs, improved services, such as electricity and water, and an end to Iraq’s endemic corruption.
The demonstrations have since spread to cities across the mainly Shia south, making it the most serious challenge to Prime Minister Adel Abdul Mahdi’s year-old government.

ChrisC: This is all IMO, but if any of you think 30 some people got killed and this is going to 2020, you might want to rethink that plan.
As I commented to somebody the other day, Muslims tend towards burning the house down when they start protesting, especially when you have been getting your water from a truck for the last decade and you watch government officials playing in the pool at their villa. It makes me want to go over there and join them!! All of these officials can clearly remember what it looked like to see Saddam swinging. Saddam. You think they want to get any taller?
The CBI didn't send those trucks out for no reason and they didn't do it to leave those notes sitting in satellite banks for months. These politicians may be Iranian influenced, but they are not in Iran.
This kind of reminds me of moving cattle in a large herd; a little concern turns into fear which turns into panic which turns into a stampede. When they stampede you can't stop them and they are liable to do a whole bunch of damage.
I reckon somebody is going to calm them down real soon.

All of the progress, agreements, and economic treaties that have been signed in the past year will be fulfilled... There are circumstances that go on behind the scenes that we do not control... The curfew announced by Prime Minister Adel Abdul Mahdi in Baghdad caused a crisis in the food markets in the capital.
Witnesses said that the fruit and vegetable markets appeared to be devoid of material because of banditry and the prevention of movement between one area to another, causing the closure of the main capital in the capital and the inability of vendors to obtain the materials.
At the same time, filling stations witnessed a sharp congestion in the preparation of cars, while the prices of cooking gas bottles to the high limits that the Iraqi family is unable to provide.
Observers warned that the aggravation of this situation will increase public anger and escalate the pace of demonstrations rather than control, with increasing complaint about the actions of the government. LINK

Dozens of members of the Iraqi community in Germany on Friday staged demonstrations in the city of Berlin in support of protests in the capital Baghdad and a number of central and southern provinces.
"The people want to overthrow the regime," "Iran is his righteousness," and "Mansoura, Baghdad," they chanted.
The protesters chanted slogans against the parties in power, stressing the need for the European Union and the United Nations to support the protests in Iraq.
The demonstrators demanded Prime Minister Adel Abdul-Mahdi to resign.

"Today, we are between the choice of the state and the non-state and we want to build the state," he said in a speech. He stressed that "Ilyas' advocates are not allowed to overcome the people, and we want to serve and work sincerely," pointing out that "we have a project we will submit to the Council of Ministers to give salary to every family does not have enough income."
"We will not promise empty promises or prosthetic solutions. We must restore normal life in the provinces and respect the rule of law," he said, adding that "security measures, including bans, are difficult." "We believe in the policy of providing housing alternatives before lifting abuses and we started distributing residential land," he said, stressing that "the escalation in the demonstration is leading to loss of life."

Samson: Sistani calls on the Iraqi government to take clear and practical steps towards reform

Iraq's top Shi'ite cleric Grand Ayatollah Ali al-Sistani warned on Friday of serious repercussions of violence and counter-violence, referring to clashes in some areas between demonstrators and security forces that fired live bullets and tear gas. He condemned the attacks on peaceful demonstrators and security forces, and warned of serious repercussions in the event of violence against protesters.
The Iraqi police sources, in addition to medical sources, reported on Friday, the death toll of demonstrations in Iraq to 44 and hundreds of wounded, according to Reuters news agency reported. The sources added that the highest number of deaths occurred in the southern city of Nasiriyah, where 18 died, while 16 were killed in the capital Baghdad.
Sistani stressed in a statement Friday sermon on the need to fight corruption, saying, "The judiciary did not do its duty to fight corruption." He called for the Iraqi government to take clear and practical steps towards reform. He also called on the Iraqi government to provide employment opportunities for citizens. LINK

Clare: Special security force secures the transfer of funds from the Green Zone

A specialized security force escorted trucks transporting money from the Green Zone to an unknown location, a security source said Wednesday.
The source told "Kilkamsh Press" that "12 money trucks exited just before the Green Zone to protect a large security force."

Considering Saturday is a big market day, a Friday evening seems like the likely target.(unless thee is an associated Holiday of course)

The Protestors were prevented from accessing the Green Zone. Wouldn't the Green Zone be one of the safest places in the country??? Perhaps, the only safer place is on the US Military base.....As such, this reasoning by Alak is certainly suspect......It certainly would be good cover/excuse to move the small notes into the banks.....

That IHO, Frank and he had said years ago that if the citizens would protest and ACTUALLY VERBALIZE that they wanted the reforms/purchasing power done. Well its on the list of demands and when those demands were reiterated yesterday the economic reforms was moved up on the list. We've been needing this imo. Minus the violence part.

Riot police contained demonstrators in Baghdad on Wednesday, 24 hours after bullets and tear gas were fired.
At least three people died and hundreds of others were injured in Baghdad as well as other cities.
The mostly young protesters are angry at high levels of corruption, unemployment, and poor public services.

Internet access has been cut off across much of Iraq including the capital Baghdad with connectivity falling below 70%, internet blockage observatory NetBlocks said, amid renewed anti-government protests that turned violent and spread nationwide.
Earlier on Wednesday social media platforms Facebook, Twitter, and Instagram, as well as messaging application WhatsApp all appeared to be have been disabled across Iraq except in the semi-autonomous Kurdistan Region which has a separate internet infrastructure.
The services were only accessible by using a VPN, which effectively disguises the location of a device.
Graft is widespread and basic services such as power and water are lacking.
A government statement on Tuesday said 40 members of the security forces were among those injured and blamed “groups of inciting riots” for the violence. At least six members of security forces were injured in Baghdad on Wednesday and five in Nassiriya.
The United Nations on Wednesday expressed concern over the violence and urged calm, with the Special Representative of the United Nations Secretary-General for Iraq, Jeanine Hennis-Plasschaert reaffirming in a statement the right to protest.
The US Embassy in Baghdad urged all sides to avoid violence. LINK

A security source said, on Thursday, demonstrators stormed the building of the province of Najaf, in protest against the deterioration of economic and service conditions and the spread of financial and administrative corruption and high unemployment.
The source told Twilight News that angry protesters stormed the building of the province of Najaf, and the fire broke out in two floors of the said building.
Protesters stormed the headquarters of the Islamic Dawa Party in the holy city of Najaf on Wednesday, set it on fire, and then moved to the headquarters of the movement of wisdom in the city and burned it.
Thousands of people took to the streets in central Baghdad on Tuesday in protests demanding services, improving living conditions, providing jobs for the unemployed, eradicating widespread unemployment and financial and administrative corruption in state departments and institutions. The federal government announced a curfew in Baghdad from 5 am on Thursday until further notice. These are citizens that have been promised a "better life" with little to no change.
These are citizens that don't have a job to go to.
These are citizens that are upset that their beloved Commander was removed from his position along with his Statue in Mosul.
We have to understand how the Iraqi citizens think and more importantly, we have to put ourselves in their shoes. Sure, we can look at them and say that they are "rioters" but how would we feel... no, more importantly... how would we "think" after 16 years of broken promises while the corrupt continue to steal from them?
I can honestly tell you that I would be out there supporting my neighbors and screaming at my Gov't too.
Just look at Alaq for example, he promised the citizens two years ago to stop the auctions, to stop the corruption. He didn't follow through with this promise and the countless other promises that he made. And that's just one person. They don't trust him just like they don't trust Abadi, just like they don't trust Mahdi etc. etc. "Promises made, promises broken" should be Iraq's new slogan.
Sure, are they burning buildings and throwing rocks? Absolutely! Is there no organization to these demonstrations? Absolutely not. They are just mad as heck! They want jobs. They want electricity, a safe place to sleep for their families and they want food. Iraqi families are not just what is under one roof... Iraqi families include their neighbors and their families. "Where They Go One, They Go All". They don't have a job to go to the next day so why not go where their family members are going? Shutting down the internet will only make them more angry and IMO, all they have to do is go outside to see and hear what is happening.
This is not good at all. Where there was one casualty yesterday, there are 19 today. Where there is 19 today, there might (God Forbid) be 50 tomorrow. Mahdi is in a very very bad position and it doesn't help with Sadr saying "I'm not doing this." Okay then Sadr, if you aren't doing this, who or "what", is? There are lots of International Companies in Iraq right now, lots of money in those contracts... who are what, sparked this?
Mahdi is having his "emergency" meeting today with his three Presidents. What would we do if we were Mahdi? Sure, the easy answer for us as a spectator is to say, "give them purchasing power". But what if that isn't the answer? What would we do right now, to calm the masses? IMO, Mahdi doesn't have until the 15th of October to respond to these demands, he needs to do something prior to Monday.
"God, please wrap Your Peaceful Arms around the entire Country of Iraq... She is suffering, still. Please shine Your Light on the corrupt to expose them for the World to see. Please God, please deliver Your Peace and Calm into the hearts and minds of all the People of Iraq and let them know that You are there for them. Please deliver Your Solution to the Leaders of Iraq so that Your Will can be done. I pray this from my heart and in Your Sons beautiful Name, Jesus... Amen".

But what we do know is everything is ready for the dinar to be released on the international scene... Once the smoke clears, a new Iraq will be born... Security forces imposed a curfew in the southern province of Maysan. The curfew is in effect from 3 pm on Monday until further notice.
Hundreds have been wounded and at least 10 others have been killed since security forces used tear gas and live ammunition on Tuesday on crowds of protesters in Baghdad and several cities in the south, sparking outrage as the crackdown continued.

Samson: Government Media: Citizen Killed and 200 Wounded in Iraq Demonstrations

The government media cell on Tuesday issued a joint statement by the ministries of interior and health on the demonstrations today.
The statement reads as follows:
"The capital Baghdad and a number of provinces witnessed the launch of protests demanding the provision of public services and job opportunities."
The cell regrets the violence associated with these protests, issued by a group of rioters to overthrow the real content of those demands and strip them of the peacefulness for which they emerged.
At a time when we stand in solidarity with the freedom of expression guaranteed by the Constitution, and on the basis of the principle of national responsibility, we call on all citizens to calm and restraint, and affirm the continued security services in the performance of their duties in order to ensure the safety and security of the demonstrators.
The Ministry of Health reveals the continuation of its medical staff to provide treatment to the injured who were received by the health institutions, where it recorded one death, while the number of wounded (200) injured, including (40) injured members of the security services, a number of them came out after receiving first aid, With the continuation of medical staff in providing health care for the remaining of the number (50).
Demonstrations that began on Tuesday in the cities of Iraq were peaceful, demanding the change of government because of its failure to improve services and create jobs, but clashes erupted that prompted the securty forces to disperse.
Interior Ministry spokesman Major General Saad Maan announced today that "mendes were behind the violence in today's demonstrations."
In a statement to the Iraqi News Agency, Maan praised the peaceful demonstrators, but stressed that "behind the events of violence are indebted, their aim was to provoke violence." Maan called on citizens to calm down and work with the security services to protect public and private property, according to the news agency "conscious".
For his part, Director General of the Civil Defense Major General Kazim Bohan, said that "Mendesin among the demonstrators burned four buildings today." "We have succeeded in controlling all the fires that have also targeted, simple people, in addition to other sites," Bohan said. LINK

At a time when the vast majority of central banks around the world are slashing interest rates amid attempts to support the economy, certain countries are swimming against the current to tackle individual crises.
The Federal Reserve, the world's largest central bank, is on the path of this pessimistic approach after cutting interest rates by 25 basis points, the second such move since the global financial crisis.
The US central bank was not alone in this direction, with the ECB cutting interest rates on deposit facilities by 10 basis points and the Turkish central bank cutting interest rates by 325 basis points for the second time, bringing the total cut to 7.5 percent this year.
External conditions
Japan, England and the Swiss central bank kept interest rates unchanged at the latest monetary policy meeting held earlier this month.
But at the same time, under the same external circumstances, other countries are taking steps in the opposite direction to rein in the rapid growth of the economy, such as Norway and the Czech Republic.
Other countries, such as Argentina, Zimbabwe and Pakistan, have other financial-related problems.
In the case of Norway, it recently implemented the fourth rate hike this year by 25 basis points to 1.5 percent, the highest level in nearly five years, in a bid to calm the accelerating economy.
Stress cycle
"The recent increase in interest rates may be the end of the current tightening cycle," said central bank governor Augustine Olsen.
In the case of the Czechs, we see that the central bank there is considering raising the interest rate after having implemented eight times to raise in the past two years.
"Discussions within the bank will tend to be slightly bullish now, although it is not excluded that a reduction is possible at some point in the future," says Czech Central Bank President Tomasz Holop.
Argentina and bankruptcy
Argentina raised interest rates to 75 percent for the rest of the month instead of 58 percent previously, and the base rate, which changes every day as it is tied to the short-term debt auction, reached 83 percent.
The move by the Central Bank of Argentina comes amid the country's standing on the verge of bankruptcy for the ninth time in its history.
In the case of Zimbabwe, the Reserve Bank increased its overnight interest rate earlier this September by about 20 percent at one go to 70 percent amid attempts to rein in inflation.
Zimbabwe is in a deep economic crisis as inflation figures accelerate wildly as the country flops between the abolition of the currency in 2009 before announcing a return to the Zimbabwean dollar earlier this year.
The inflation rate is estimated to be between 230 and 570 percent due to the absence of official figures and with the country heading for its first annual contraction since 2008.
Pakistan has raised interest rates four times this year to 13.25 percent, taking into account that its central bank has kept interest rates at this level. LINK

The IMF said that Zimbabwe needed to intensify efforts on the economic and political fronts, where the government faces a growing body of criticism about its commitment to reform
The African country is suffering from the effects of the drought, which has harmed crops and generating electricity, while high prices, shortages of foreign currency and fuel have provoked anger among citizens
"There is an urgent need for policy measures to address the root causes of economic instability and enable private sector-led growth," the IMF said in its reform program review released on Thursday
"The main challenge is to contain fiscal spending in line with non-inflationary financing, tighten monetary policy to stabilize the exchange rate and rebuild confidence in the national currency," the IMF said
The IMF said the risks of implementing the budget are high as demand for public sector wages increases, the central bank's quasi-fiscal activities that will need to be absorbed by the government and pressure to finance agriculture could push the deficit back into an unsustainable situation
There is also a need to strengthen foreign exchange market operations and improve transparency in monetary statistics, according to the IMF
Discussions between the IMF and Zimbabwe are expected to continue during the annual meetings on October 14-20

The Industry 4.0 Summit 2019 will take place in Hà Nội on October 2 and 3, gathering 2,500 Government leaders and representatives from embassies, international organisations, localities and businesses.
The summit, themed 'Digital Vietnam: Accelerating digital transformation toward sustainable development', will be held by Party Central Committee’s Economic Commission and several ministries and sectors. It will evaluate the implementation of the Fourth Industrial Revolution of Việt Nam and disseminate guidelines and policies of the Party and the State.
The organisers said there are more than 40 countries and territories, including developing countries, that have issued strategies and action programme relevant to the Fourth Industrial Revolution. In Việt Nam, the Politburo has also worked to upgrade the digital capacities for a powerful 4.0 transformation.
The seminar series focuses on five main topics, namely smart banking, smart city, smart production, smart energy and digital economy.
At the forum, an exhibition will take place with 80 booths from domestic and foreign companies, showing technologies of four areas including finance-banking, production, energy and smart cities. It’s expected to help businesses learn and seek opportunities for co-operation and investment in Việt Nam.
Some 85 per cent of industrial enterprises in Việt Nam still lag behind the Fourth Industrial Revolution, and only 13 per cent are at beginner level, according to Nguyễn Đức Thành, director of the Vietnam Institute for Economic and Policy Research (VEPR).
In a draft national digital transformation plan, Việt Nam targets emerging as one of the top four countries in ASEAN in terms of digitalisation by 2025 with 80,000 digital technology companies. LINK

The exchange rate of the dollar at the exchange companies in Lebanon rose to about 1600 pounds for the first time in nearly 30 years compared to the official rate of 1507 pounds.

MP revealed the mass of the Kurdistan Democratic Party, Mohammed Shaker, a parliamentary delegation will visit the Kurdistan region early next week.
Shakir said (for the Euphrates News) that "the delegation consists of members of the committees of legal, oil, gas and finance; to discuss a number of issues with officials of the region." "There is a good rapprochement between Erbil and Baghdad," he said.
The visit comes at a time when a delegation from the Kurdistan Parliament headed by Deputy Speaker Heiman is Rami, on Thursday, to Baghdad.

Viet Capital Bank, Eximbank and VietBank have also set interest rates for six month deposits at 7.5-7.7 per cent per year. However, interest rates for six-month deposits at State-owned banks Vietcombank, Vietinbank and BIDV remain stable and low at 5.5 per cent per year. Rates for long-term deposits of 12-36 months stand at only 6.8 per cent per year.
It is estimated nearly 20 commercial banks, mainly small and medium ones, are listing deposit interest rates at more than 8 per cent per year in a bid to raise capital to meet international banking Basel II standards set by the State Bank of Việt Nam (SBV).
Viet Capital Bank, which has the highest interest rate on the market of 10.2 per cent per year for 60-month deposits, has asked the SBV for permission to apply for Basel II earlier than expected by the end of the third quarter this year. The SBV's deadline for all banks to apply Basel II is January 2020.
The SBV expects interest rates to remain stable until the end of this year after its decision to cut several key interest rates by 0.25 percentage points from September 16 to help credit institutions access capital at more affordable costs, in turn enabling the institutions to improve liquidity and keep interest rates stable. Deputy Prime Minister Vương Đình Huệ held talks with Senior Vice President and chief economist of the World Bank Pinelopi Koujianou Goldberg in Hà Nội on Monday.
The economist is in Việt Nam to attend the Vietnam Reform and Development Forum 2019.
Deputy PM Huệ thanked the guest for promoting ties with Việt Nam and supporting its macro-economic development policies. Apart from policy consultation, the WB has provided Việt Nam official development assistance and preferential loans worth nearly US$24 billion, about $18 billion of which have been disbursed. He expressed his desire to discuss the strategic partnership between Việt Nam and the WB, priorities in socio-economic development strategy for 2021-25 and the impact of the global economy on Việt Nam, especially amid US-China trade tension.
As the Vietnamese economy is small, and its involvement in the global economy is limited, it is necessary to improve competitiveness and move up in the global value chain, he said, adding that he wished to listen to the WB’s forecasts on the issue and get suggestions to help Vietnamese firms join the global value chain more deeply. The host also sought the WB’s recommendations on issues regarding agriculture, rural development and farmers, urban and regional economic development, and regional economic co-ordination.
Goldberg suggested Việt Nam export processed and high-value products and focus on technological innovation to further join the global value chain. Another important point is reforming tertiary education and vocational training, with a focus on training soft skills for students and workers. Both sides also looked into opportunities and challenges arising from the Fourth Industrial Revolution, policies to facilitate the private sector’s involvement in sci-tech development and improving workers’ income. Samson: Việt Nam's growth moderate this year but remains robust in Asia

The Asian Development Bank (ADB) forecasts a moderate deceleration for Việt Nam’s growth this year and next, but says Việt Nam is still a standout in Asia with stable development thanks to resilient domestic demand and sustained inflows of foreign direct investment (FDI).
In its Asian Development Outlook 2019 Update released on Wednesday, the bank retained its growth forecast for Việt Nam at 6.8 per cent in 2019 and 6.7 per cent in 2020, after exceptionally high growth of 7.1 per cent last year.
Việt Nam’s growth prospect outperformed ADB’s projection for the average growth of developing economies in Asia (excluding Hong Kong, Taiwan, Singapore and Republic of Korea), which was revised down from 5.7 per cent to 5.4 per cent in 2019, and 5.6 per cent to 5.5 per cent in 2020.
Forecasts for average inflation have been revised down to 3 per cent from 3.5 per cent for 2019, and to 3.5 per from 3.8 per cent for 2020. “Despite a slowdown in export growth due to the escalation of the trade conflict between the United States and the People’s Republic of China and the consequent downturn in global trade, the Vietnamese economy remains healthy thanks to continued strength in domestic demand and sustained inflows of foreign direct investment,” said ADB Country Director for Vietnam Eric Sidgwick.
Việt Nam’s GDP grew 6.8 per cent in the first half this year, slightly down from 7 per cent in the corresponding period of last year. Exports of goods and services slowed by more than half, from 15.7 per cent in the first six months of 2018 to 7.1 per cent this year, due to weakened external demand.
However, the adverse effect of the export slowdown was cushioned by continued strength in domestic demand. Private consumption expanded 7.2 per cent in the first half this year, the same rate as a year earlier. Meanwhile, domestic investment grew 7.1 per cent, bolstered by an improved business environment, strengthened investor confidence and strong FDI inflows. “[The] prospect for domestic consumption continues to be positive, supported by rising incomes, buoyant employment and moderate inflation,” Sidgwick said.
The report also upheld continued government efforts to improve the business environment, along with recent upward revisions to sovereign credit ratings, would spur both private and foreign investment.
If the US-China trade conflict continued to escalate, more manufacturers may consider Việt Nam as an alternative base, providing fresh impetus to FDI inflows, it said. Additionally, the regional Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the recent signing of the free trade agreement with the European Union promised to further open market access for trade and investment. “FDI inflows should therefore continue to be strong in the near term, as evidenced by US$13.1 billion in FDI commitments in the first eight months,” it said.
Nguyễn Minh Cường, principal country economist for Việt Nam at ADB, noted foreign capital had been pouring into domestic companies with foreign equity contributions rising 80 per cent this year. “It’s strong growth, indicating there may by a shift in foreign investment due to the impact of the US-China trade conflict. But we need more time to see the level of displacement and places where foreign capital is located, whether it runs into high quality, value added or labour intensive sectors,” Cường said.
Dim outlook for agriculture
In the first half, all sectors witnessed slower growth but agriculture fell hardest. Prolonged drought and a fresh outbreak of African swine fever dragged growth in agriculture down from 3.8 per cent in the first half of 2018 to 2.4 per cent this year.
The agriculture sector was important in Việt Nam, not in terms of its contribution to growth but its social impact, especially on farmers, Sidgwick said. “They [farmers] are worrying a lot more about farm production which is being affected by issues related to climate change… They find it hard to predict the weather; extreme weather such as floods and droughts make their lives much more difficult.”
Cường said Việt Nam was doing well to diversify its export markets but suggested farmers applied advanced technology in agriculture and improve product quality as the demand from consumers for safe products was rising and many countries were employing high safety standards as non-tariff barriers. Meanwhile, the outlook for industry and services remained positive, according to the report.
The manufacturing purchasing managers’ index remained above 50 in the first eight months, which bodes well for the industry. Services are seen to continue growing with further expansion in retail and wholesale trade to meet buoyant demand and higher tourist arrivals, assuming they reach the target of 15 million by year-end.
The report also highlighted significant risks to the forecast. Further escalation of the US–China trade tensions and the continuing global economic slowdown could shrink global trade, which would adversely impact Việt Nam’s trade performance and economic growth. “Việt Nam has done very well but looking ahead, I think the risk is much higher than it has been and continued resilience is required, but I think the Vietnamese Government is well aware of that,” Sidgwick said.
In the middle of this month, the ASEAN+3 Macroeconomic Research Office (AMRO) also released its forecast for Việt Nam’s growth, which it expected to expand 6.6 per cent in 2019. LINK

Samson: Fitch Ratings gives Vietnam Electricity ‘BB’ rating

Electricity demand in Việt Nam is expected to continue to increase at an average rate of 9.5 per cent per year
Vietnam Electricity's (EVN) long-term foreign-currency issuer default rating stands at 'BB' with a positive outlook, according to Fitch Ratings.
The rating reflects the agency's outlook on Việt Nam (BB/Positive), which was revised to positive from stable on May 9 this year.
Fitch has also affirmed EVN's senior unsecured rating of 'BB' and standalone credit profile (SCP) of 'bb'.
EVN's ratings are equalised with those of the sovereign rating under Fitch's Government-related entities' rating criteria. This is due to Fitch's assessment of a strong likelihood of State support in light of the group's strategic importance to the power sector in Việt Nam.
EVN's SCP reflects its position as the owner and operator of Việt Nam's electricity transmission and distribution network, and its near 58 per cent share of Việt Nam's power generation capacity.
Fitch sees EVN's status, ownership and control as 'Very Strong'. The State fully owns EVN, appoints its board and senior management, directs investments, and approves tariff hikes in excess of 5 per cent.
“The support track record and our expectations of State support for EVN are 'Strong' as the company has received guarantees, step-down loans, loans from State-owned banks at preferential rates, subsidies for strategically important projects, and tax incentives. We expect support to be available if needed, even though the government intends to lower direct support for state-owned enterprises and contain sovereign debt levels," Fitch said.
According to Fitch, electricity demand in Việt Nam is expected to continue to increase at an average rate of 9.5 per cent per year, driven by rising industrialisation, urbanisation and affluence. Việt Nam has a solid national electrification ratio of about 99 per cent, with the ratio reaching almost 100 per cent in urban areas. Management has said all electricity consumers are billed regularly and collection rates are between 99 per cent and 100 per cent across EVN's five power-distribution companies.
Hydropower accounts for about 42 per cent of Việt Nam's power-generation capacity. Years with productive hydropower generation have lifted EVN's profit margin, but periods of lower rainfall have forced the company to rely excessively on expensive coal.
About 65 per cent of EVN's borrowings are denominated in foreign currency, exposing the company to substantial currency risk. Lower gains in electricity sales volume also subject EVN to financial stress due to the company's high capex plans. However, Fitch expects EVN to adjust its investments if there is a structural decline in demand. The rating agency believes EVN's financial profile could deteriorate rapidly in the absence of regular tariff increases. LINK
