IBBC hosts largest ever delegation of Iraqi business people at London Business Forum

In a wide-ranging business event over 230 Iraqi business-people and 70 British gathered to meet and discuss Business relations, trade, investment and engagement with the UK’s Business community.

Delegates from all regions of Iraq through the chambers of commerce gathered to hear from representatives of trade associations, IBBC members, chambers of commerce and investors.

Baroness Nicholson, President of IBBC, welcomed the new Iraqi Ambassador, H.E. Mr Mohammad Jaafar Al- Sadr, who gave a keynote address at the conference. The Ambassador speech was followed by an address of H.E Mr Karwan Jamal, High Representative of the Kurdistan Regional Government.

Of note were the panel from Iraqi business people, headed by Dr Dara Jalel Al-Khayat, Chairman of Federation of Chambers of Commerce and Industry of Kurdistan, and representatives from Babil, Baghdad and Basra Chambers, as well as the chair of the Importers and exporters association in Kurdistan.

From the British side, a panel consisting of Rod Dowler of the Industry Forum, Alan Rides MD of Hounslow Chamber of Commerce, Brigadier James Ellery of Turnkey LLC and Mr Peter Hunt of HWH Associates and Raed Hanna, MD of MFL Finance, all spoke positively of their experiences in Iraq, but tempered with advice on improvements to the Iraqi experience. Finally, Jessica Hao of Crossboundary associates spoke of opportunities to invest in start-ups and SMEs in Iraq with support of USAID.

Key messages included the enthusiasm with which the Iraqis are keen for British Investment into numerous sectors in Iraq, especially Agriculture, Petro Chemicals, Food Processing, Housing and Consumer goods.

The idea of joint ventures with British know how and expertise and Iraqi partners are also suggested as ways to overcome perceptions of risk in the country. However, many delegates all supported the notion that despite the present legitimate protests in many parts of the country overall peace and stability has returned to Iraq following the defeat of DAESH and that the business environment is getting more favourable. Nevertheless, much needs to be done to free up and boost the private sector, an essential step to meet the demands for real jobs and futures of the ever-increasing young Iraqi population.

Following the formal event, the delegates networked extensively with each other and the British contacts in the room.

The group move onto Northampton University, Ardley high tech waste centre, and High-tech leather innovation centre in Northampton University before returning to Iraq.  LINK

By coming out of silence, Muqtada al-Sadr proved that he lives in another world. A magician has lost his ingenuity. Just old tricks, just like the wooden language he used .. Even the shape is out of date to suit the requirements of the presentation.

Sadr found only a consuming phrase to use, linking what is happening today in the Iraqi street, and the "forces of global arrogance."

The Iraqi street is rising today because of this language, a language that smells of loyalty to the mullahs of Iran.

Unlike Sadr, Shiite cleric Ali al-Sistani said he feared the protests would reach the holy city of Najaf.

While Sadr rushed to question the popular uprising, and hint at the existence of an imperial conspiracy behind him, Sistani refused to ask the demonstrators to withdraw from the yards of protest.

The Iraqi government is making every effort to break up the sit-ins, end the uprising, and empty the Tahrir Square in central Baghdad.

Pro-Iranian parties may succeed in breaking up protests. But it will not succeed in removing the reasons that led to the uprising of the Iraqi street. The formal concessions it seeks to make, and the change of ministers' faces with new faces, will not be accepted by the protesters.

The Iraqis rose up against Iranian control over their country, specifically, and against Iran's proxies in Iraq, the clergy and politics. What Iraqis want now, after tired of the sectarian game played by the clerics, is to return Iraqis as they were, first. Iraqis will no longer accept to be humiliated in Mesopotamia and to live in a country with no authority to law, the country that enacted the first law known to mankind.

Third, the form of the exit of Iraqi women, to participate in the protests men, added the intifada gained another dimension. The demands of women are not limited to the rejection of the political class, the power of traditional parties, the quota system, and corruption.

The women's uprising is against "religious tribalism," which promotes ideas about women's role in society.

The Iraq represented by Moqtada al-Sadr is not the one that the Iraqi women aspire to today. What the Iraqi women aspire to is Hammurabi Iraq, which singled out women with 30 legal articles in their law. Iraq in which the country was ruled by queens such as Queen Sha'bad, Semiramis, and Copapa.

Does Sadr, and others like him, believe that three decades are enough to erase a civilization spanning four thousand years? Despite its ugliness, the 20th or 30th years will not forget us, the Nazik Angels of Iraq, Mary Nerma, Polina Hassoun, Leila Attar, Zaha Hadid and Asia Kamal.

Sistani and Sadr, along with parties loyal to the mullahs of Tehran, may be able to quell the protests for a while, but they will certainly not last.

What is happening in Iraq today is an extension of what is happening in Syria, in Lebanon, in Libya, and in Yemen. And what happened in Sudan, in Egypt, and in Tunisia .. It is an uprising on the internal and external tutelage.

Sadr and Sistani should have kept silent, and since they chose to speak, they would now be better prepared to leave.

"The bank has sufficient liquidity to distribute the salaries of employees, retirees and the entitlements of the owners of private outlets offices and other categories without interruption after large sums of money have been allocated to feed its branches," the bank's media office said in a statement.

The Iraqi American National Association sent a letter to President Trump thanking him for the White House concerns to the ongoing events in Iraq.

The message was as follows:

Dear Mr. President,

As you are well aware that Iraqi demonstrations that started since October 1st have been brutally attacked by the Iraqi regime and their militias working under the guidance and instructions of Iranian general Qasem Suliamani who is on the US terrorist list. More than 300 innocent protesters have been killed, over 15 thousands injured and hundreds detained and kidnapped.

We are very encouraged and excited by the White House statement issued yesterday by Stephanie Grisham that shows your administration's concerns to these events and your call on the rest of the international community to join you in supporting a better future for the Iraqi people.

The people of Iraq are simply fed up with this corrupt regime that has been funneling billions of dollars every year to the Iranian regime evading the US sanctions while our people in Iraq lack basic services of water, power, health and education and employment.

The free Iraqi people are requesting the US administration to take immediate action in supporting them in:
- Closing all militias.
- Getting rid of Iranian personnel and influence.
- Resignation of this sectarian government.
- Dissolve the corrupt parliament.
- Establish a transitional government of technocrats, professionals and senior military individuals that have no affiliation to any of the existing religious and political parties.

A parliamentary source said that "Parliament has completed the first reading of the proposed amendment to the law of the third amendment to the Central Bank of Iraq issued by order No. (56) for the year 2004 from the Coalition Provisional Authority (dissolved)." 

COALITION PROVISIONAL AUTHORITY ORDER NUMBER 56 CENTRAL BANK LAW

Pursuant to my authority as Administrator of the Coalition Provisional Authority (CPA) and under the laws and usages of war, and consistent with relevant U.N. Security Council resolutions, including Resolution 1483 (2003),

Having worked closely with the Governing Council to ensure that economic change occurs in a manner acceptable to the people of Iraq,

Acknowledging the Governing Council's desire to bring about significant change to the Iraqi economic system,
Determined to stabilize domestic prices and to foster an economic climate conducive to the establishment of a stable and competitive market economy,

Recognizing the problems arising from the former regime's policies regarding governance of the Central Bank of Iraq,

Further recognizing the CPA's obligation to provide for the effective administration of Iraq, to ensure the well being of the Iraqi people and to enable the social functions and normal transactions of every day life,

Recalling that U.N. Security Council Resolution 1483 (2003) called upon the CPA to promote economic reconstruction and the conditions for sustainable development,

Acting in a manner consistent with the Report of the Secretary General to the Security Council of July 17, 2003, concerning the need for the development of Iraq and its transition from a non-transparent centrally planned economy to a market economy characterized by sustainable economic growth through the establishment of a dynamic private sector, and the need to enact institutional and legal reforms to give it effect,

Having coordinated with the international financial institutions, as referenced in paragraph 8(e) of the U.N. Security Council Resolution 1483,

I hereby promulgate the following:

Section 1 Purpose
This Order establishes a safe, sound, and independent Central Bank for the purposes of achieving and maintaining domestic price stability, fostering and maintaining a stable and competitive market-based financial system, and promoting sustainable growth, employment, and prosperity in Iraq.

Section 2 Central Bank Law
The Central Bank of Iraq Law attached to this Order in Annex A shall have the full force and effect of law.

Section 3 General Provisions
The term "Appointing Authority" shall mean the Administrator in consultation with the Governing Council, during the period prior to the transfer of full governmental authority to the transitional Iraqi administration and the recognition of the sovereignty of that administration by the CPA.
Those actions to be taken by "upon the recommendation of the Appointing Authority and confirmation by the Legislature" under the Central Bank of Iraq Law in Annex A shall be undertaken upon the recommendation of the Governing Council and confirmation by the Administrator, during the period prior to the transfer of full governmental authority to the transitional Iraqi administration and the recognition of the sovereignty of that administration by the CPA. Likewise, during the that period, those actions requiring nomination by the Appointing Authority and confirmation by the Legislature shall be undertaken by way of nomination by the Governing Council and confirmation by the Administrator.
Those actions to be taken by the Legislature by itself shall be undertaken by the Governing Council with the approval of Administrator during the period prior to the transfer of full governmental authority to the transitional Iraqi administration and the recognition of the sovereignty of that administration by the CPA.

Section 4 Nominations
The Governing Council shall forward nominees for the Governor, the Deputy Governors and the other members of the Board of the Central Bank to the Administrator for his approval within one month of the date of the signing of this Order. Should the Governing Council fail to forward such a list of nominees to the Administrator within this time period, the Administrator shall nominate and appoint

Zimbabweans haven’t had their own currency for almost a decade and on Monday cash-strapped citizens were kept waiting a bit longer for the promised first batch of new banknotes. 

The Reserve Bank of Zimbabwe was expected to officially release the $2 bond coin, Z$2 and Z$5 banknotes in a bid to ease a cash crunch. The Zimbabwe dollar was reintroduced by authorities in June as the sole legal tender.

The bank notes and coins would substitute electronic balances, the central bank said and Z$1 billion would be “drip-fed” into the economy over the next six months to help end arbitrage and premiums charged for cash of as much as 60% on the parallel market.

Zimbabwe President Emmerson Mnangagwa reiterated at a rally over the weekend the cash and coins would be in circulation by Monday, but none had arrived at banks at the country’s two biggest cities by mid-afternoon.

John Mangudya, the central bank governor, didn’t immediately respond to calls seeking comment on the delay in the release of notes. The Bankers Association of Zimbabwe didn’t immediately respond to requests for comment.

Samson:  Khalaf: The Central Bank was subjected to 50 attacks

Spokesman for the Commander-in-Chief of the Armed Forces, Major General Abdul Karim Khalaf, said on Monday that the Central Bank of Iraq has been subjected to 50 attacks in the past days by uncontrolled groups.

Khalaf said during a press conference followed by "information" that "some protesters disrupted traffic in the capital, and assaulted the security men," noting that "the central bank building alone was attacked by 50 uncontrolled groups diagnosed by security forces."

He added, "The security forces did not use any force, and the majority of security forces are present in their barracks." He explained, "All arrests are made only by judicial orders," noting that "very few of the violent perpetrators of the violations," saying that "some of them today burned a school and thus will be the target of arrest and prosecution."    LINK

Announced that the General Secretariat of the Council of Ministers, on Monday, for allocation decisions in addition to budget reform packages in 2020 without transfers between the sections of the budget.

Spokesman for the Secretariat General of the Council of Ministers Haider Majeed told the information that some of the decisions of the reform packages launched by the government need legal legislation and financial allocations, which requires a vote of parliament. 

He added that "the government will add allocations of reform packages to the draft budget for a vote by the parliament," noting that "no transfer of other sections of the allocations of reform packages."

He explained that "the purpose of adding allocations and non-transfer to ensure that it is not objected first and not to affect the other sections of the budget." LIN
