During the meeting, the meeting focused on discussing the draft state budget law and how to deal with the developments related to the demands of the demonstrators in the general budget for the coming year through providing job opportunities and attention to the poor segments and social justice and the establishment of service projects that are in the interest of the citizen.
The Council also took several important economic decisions related to improving the working environment, investment and economy in Iraq, including the delay in importing date products to be available in the central markets and discuss a number of other economic topics on its agenda .

The spokesman for the commander of the armed forces, Major General Abdul Karim Khalaf, on Sunday, the monitoring of 17 thousand money transfers from four countries to Baghdad to finance a scheme to support hatred and establish a bad relationship between the government and demonstrators and security forces, and other schemes.

MilitiaMan: The Finance Minister, Alaq and Mahdi in the same room for what? We all know what the implications are. They are talking money and how that will effect the demands of the citizens and their purchasing power. imo
The timing of it is no coincidence imo. Nor is the timing of the CBI publishing the article noted in post #54. Modifying contracts is change. This article has massive implications for us. Once a rate changes the contracts will be modified accordingly to reflect equivalency.
This article may very well be an integral component that is preceding full compliance with Article 8. I am not saying this is a smoking gun, but, it clearly has fire power with it's timing and the implications that come from it. It is limited in content yes, but, the wording used is specific, powerful and it just may be enough to have put everyone on notice that the next step is close at hand. They use the wording "in the event of the merger".
That is saying a merger is coming, imo. Companies will need to amend contracts to be fair!!! The amount of currency dispensed will need to be amended accordingly!!! That notice from the CBI today on the back drop of yesterdays meeting makes me believe that the speed Frank is talking about is front and center now.
The CBI probably told the Finance Minister and Mahdi to get the lead out.. lol As, the pricing in country has been fluctuating of late, hence, they may have sped up auctions to contain that?
So, they all know that this should have been done a along time ago (GOI knuckle heads) and now they apparently know they painted them selves into a corner and the demonstrations proved it. The MR's have to get done.. And now that appears to be the case they will.
Notice below that the Blocs, the Government, the United Nations (DADDY, effectively. imo) and the demonstrators have agreed to resolve the crisis. The only thing that will be put out over time now is the GOI demands not the monetary reforms. The monetary reforms will be the catalyst for the country to enter into a full market economy. The constitutional issues, as Mahdi rightfully mentions will take time, and they agreed on that apparently.
So don't let the GOI issues reflect against the CBI. My view is Mahdi and the Finance Minister may have finally given Alaq the green light, thus, the merger or modifications of contracts on cash withdrawal expectations. They were or are now in a pinch and needed to fix the pricing asap, then as noted they tell them to be ready to modify contracts. Those contracts are about currency.. imo.
The stability of the Iraqi Money Market is near they say.. Yes, they should say that too. As the CBI acted and still is acting on what is urgent. They cannot afford to lose control of the internal fluctuations in the exchange rate going south any more than what it has. So all thing interlinked imo bodes so very well for us.. imo ~ MM

The General Company for Iraqi Ports, on Saturday, unloaded the cargo of 16 giant ships after the withdrawal of demonstrators yesterday, while seven other ships are waiting for unloading permits to land their cargo.
An official source at the ports told Al-Maalouma that the ports of Umm Qasr Al-Shamali and Khor Al-Zubair witnessed the unloading of more than 16 giant vessels for their cargo.
He added that "11 vessels were unloaded at the northern port of Umm Qasr and 5 in Khor Al-Zubair," pointing to "the presence of seven other ships awaiting approval permits to unload their cargo on the berths of the northern port of Umm Qasr."
He explained that "the loads varied between consumer and food items and materials belonging to oil companies and other companies." LINK

Samson: Successful IBBC Trade Visit to KRI

The Iraq Britain Business Council (IBBC) took a significant group of members on a trade mission to KRI this week. Paramount was the need to review business opportunities and investment in the region and to learn directly from the Prime Minister Barzani his plans for business and industry.
The group, led by Baroness Nicholson, UK Trade Envoy to Iraq, Christophe Michels MD of IBBC and Eng Rasmi Al Jabri, Deputy Chairman of IBBC included representatives from Jaguar LandRover, Crescent Petroleum, EY, Siemens, Sardar Trading Agency, Garda World, Stirling Education, KPMG, G4S, OilServ Kuwait, and from the DIT Mr Rawand Askary, and James Thornton of UK FCO.
The Prime Minister introduced a number of Ministers for discussion with the group, including KRI Minister of Electricity Mr Kamal Mohammad Saleh discussing project finance and other related matters. The DG of the KRIs MoI joint crisis coordination centre Mr Hoshang Mohamed discussed the clearance of IEDs & mines and the handling of the overall IDP and refugee crisis (that G4S have been heavily engaged with).
In conversation, Mr Barzani stated that ‘the KRI government will bring in reforms to cut down on red tape for the private sector to develop. It will pursue a policy of registering companies through a ‘one window’ online portal which should allow company registrations to be done in the same time it takes in western countries to do so. He also said that the new administration is streamlining overall bureaucracy for private businesses to limit unnecessary Government interference.
The Government is also planning to draft a new bribery law to fight corruption and is looking at reviewing its financial framework to encourage PPPs throughout the economy including education and health. Diversification of the economy is big on the agenda with agriculture, tourism and the manufacturing of goods being a priority. KRI should import less and produce more and eventually find markets outside its borders for its products. Foreign partners for all of this are sought after.’
A permanent revenue sharing agreement with Baghdad is top of the agenda among other things to allow credit export agencies to work directly in the KRIG.’
On Sunday the Planning Minister and Mr Amanj Raheem, Cabinet Secretary, Kurdistan Regional Government spoke, and the Ministers for Construction and Electricity attended the British Consulate Reception taking place at the JLR show room kindly sponsored by Sadar Trading Agencies – thanks to Mr Sardar Al-Bebany Chairman and CEO. Dr Dara Al Khayat, Chairman of KRI federation of Chamber of Commerce and Industry in Erbil, hosted a Monday evening event and on Tuesday the mission visited Crescent Petroleum offices.

The study, titled "Iran's Infiltration Networks in the Middle East," estimated Iran's total expenditures on the activities of its factions in Syria, Iraq and Yemen at about $ 16 billion, while spending on Hezbollah in Lebanon is about $ 700 million annually.
The study, which was based on several researches, took about 18 months, noting that "the Quds Force of the Revolutionary Guards, through which Tehran wages proxy wars in the region, has become more powerful and influential."
In its study, the International Institute for Strategic Studies warned against Western countries ignoring the growing influence and power of Iranian factions in the region, as Washington and its allies focused their pressure on curbing Iran's nuclear and ballistic programs, and even imposed heavy sanctions against them for this purpose.
In contrast, Tehran's strategy of deploying its faction networks faces less international resistance.
These warnings are in line with the administration's assertions that the Iranian nuclear deal is not enough to curb its nuclear program and that any future agreement with Tehran should include curbing its missile program and regional ambitions as well.
The International Institute for Strategic Studies said that Tehran will face many challenges to the continued support of its factions regionally, in light of the mass protests sweeping Lebanon and Iraq against Iranian interventions.

The Iraqi government has failed to find a way out of its biggest challenge in years. The unrest broke the relative calm that followed the defeat of ISIS in 2017. A crackdown by mostly unarmed protesters has claimed the lives of more than 260 people since unrest erupted on October 1 over job shortages, poor services and infrastructure due to decades of conflict, sanctions and corruption. Protesters, mostly unemployed youths, blame the political elite that has ruled Iraq since the toppling of Saddam Hussein in a US-led invasion in 2003 and demand a full overhaul of the political system. Iraq began to feel the financial impact of weeks of unrest, which sparked in Baghdad before spreading quickly to the southern cities.
The port of Umm Qasr briefly resumed operations early on Thursday after most of the demonstrators evacuated the area. But dozens of activists and relatives of a protester killed in weeks of violence have returned to close the main gate, port officials said. The port receives most of Iraq's grain, vegetable oil and sugar imports.
Oil and security officials said operations resumed on Thursday at the nearby Nasiriyah refinery, where protesters stopped fuel tankers from entering or leaving on Wednesday. Oil ministry officials say the unrest has had little impact on oil production and exports. But the stoppage of trucks carrying fuel from the Nasiriyah refinery to gas stations across the region has caused fuel shortages in the southern province of Dhi Qar. Oil officials said the refinery had recently been operating at about half its capacity.
In the meantime, the Internet service briefly returned in most parts of Iraq on Thursday before it was cut again after 1 pm local time (1000 GMT). Authorities severely restrict access to the Internet during the protests.
The government says it is making reforms without offering anything that would satisfy most protesters. Between the MP of the opposition movement wisdom Asaad al-Murshidi, on Friday, that the parliament session scheduled for tomorrow will be preceded by meetings of political blocs on demonstrations and political attitudes towards the government, pointing out that the likelihood of the presence of Abdul-Mahdi to parliament is very low.
Al-Murshidi said in a statement to Al-Maalouma that "Saturday's session was devoted to voting on the pension law and discussing the constitution amendment committee. I don't think Prime Minister Adel Abdel Mahdi will be present at the meeting."

IBBC President Baroness Nicholson and MD Christophe Michels, Rasmi Al Jabri, IBBC Deputy Chairman and Mohanad Al Khatab Baghdad Office Manager, met this week with the President Dr Barham Salih and a range of Government of Iraq Ministers and business leaders.
The team updated the President on the work of IBBC and it’s members in Iraq. There followed wide ranging discussions on current affairs in Iraq and internationally. The President was ‘delighted to see IBBC in Baghdad in these challenging times and complimented the organisation for its ongoing and very effective work. He said that he was willing to support IBBC fully whenever required.’
Additional meetings included the Chief of Justice Faik Zidan, to follow up on his recent visit to London when IBBC hosted him, and to discuss the legal framework in Iraq and current affairs.
Dr Sami Al Araji, Head of the National Investment Commission (NIC) also agreed to plan future regular joint activities in Baghdad as the situation returns to normal.
Further meetings included Civil Society activist Mrs Hana to understand the many reasons for the protests and the latest news from Tahir Square and around the country. IBBC expressed sympathy for the movement and discussed ways in which the protest movement could succeed in some of it’s demands without facing a full confrontation with the security forces.
At the US Ambassador Tueller’s residence, the Ambassador, guests and Ambassadors from Canada and Australia and John Tucknot UK Deputy Head of mission, discussed the work of IBBC and how to strengthen collaboration with the US, Canada and Australia, to support the private sector. IBBC is widely recognised as being the most successful trade council in Iraq.

Aside from PM Mahdi's speech suggesting the citizens and teachers were out of line is not imo genuine. For crying out loud if he and the PTB would have given the citizens what the promised they wouldn't have had to take it to the extreme as they have.
They extended the Baghdad Fair for ten days. Well that ten days is up on the 11th. That is Monday, next.
I have not seen any other postponements to date. We have seen the waning of the demonstrations, as if they were (are imo) well orchestrated to get the full effect and pressure to be placed so that they can't wiggle out any longer.
There is an article out with very big names in it about an annual conference in Britain 12/08/2019. Those names are not in the business to play games. They are in business to make money. Just as they know full well that once Iraq is fully article 8 compliant with an international rate, they'll be able to take the bull by the horns and off they all go in rebuilding the nation.
The Fair that we want to see take place is on the 11th. Since we haven't seen another postponement yet in regard to that fair, I am assuming ("") that they have every intention on going forward with it. It would make sense that this fair would be a prelude to the one in Britain early next month.
So, if they do have the Fair, it would seem that the final end of the reforms being an international rate has to be in the bag by now.
They have been in sessions working on that very topic and again they speak of the 2020 budget being for the citizens and their demands. Those items are slated from now through this weekend.
So with what we have learned about patterns, the banks in Iraq are closed now and won't open again for a few days. Thursday through Monday is imo key to watch.
There are other factors that are in play that support my view that this window is real and in play.
The currency in Iraq yesterday was experiencing large fluctuations in pricing to the upside that doesn't bode well of the CBI.
They are looking to be out of 2% compliance and that is more pressure on them to get that under control.
Alak was said to have told people that once the demonstrations are under control that reforms can kick in and within days to a couple of weeks.
Well we are within that time frame. Frank wrote about things from 10/25 and then on 10/28 gave time frame possibilities. They support the pattern I mentioned earlier, Thursday though Monday.
Two weeks from the 25th is Friday, tomorrow, and two weeks from the 28th is Monday the 11th. Those receipts have schedule, time and dates to go with them. We have been told that delivery of smalls is highly likely now. The receipts are real and meaning full.imo
Since Sadr has been said to have pulled back their efforts in the demonstrations, things appear to have been cooled and that bodes well for us.
So, lets see how this next 24-72 hours plays out. My best view is they are still right on track with completion of reforms. They'll need that fair imo to precede the one in December!
A successful fair will set the stage!!

Rommy: Awesome write up MM! IMO the citizens demands have to be met. Too many have died/injured to receive anything less. And we know one of the key demands, to getting their lives and country back, constitutes pausing the auctions, adding value to their currency and issuing the small notes (aka lower demons or small groups). We remain only a "switch" away from nothing, nothing, nothing then suddenly.
Thomas: I think we will most likely see the window be after Parliament passes the reforms of the demonstrators and before the fair on Monday. This is still within the window you brought us, but the most likely possibility imo. I say this because the rate needs declared for the budget and monetary reform. It would also make the fair more productive for the benefit of Iraq, but more importantly to the citizens of Iraq. My prayers go out to the citizens of Iraq.

BAGHDAD (Reuters) - Armed militias working for Iran backed by elements of Iran's Revolutionary Guards have begun implementing what was recently agreed in Baghdad on the need to target influential figures in the revolutionary movement and carry out sporadic assassinations in a bid to stop the country's revolutionary tide, local media reported on Saturday.
These operations began today targeting Dr. Abbas, the medical detachment official on Al-Ahrar Bridge in central Baghdad with a bullet in the heart, at a time when he was trying to convince the government forces to allow them to perform their work as ambulance cadres.
Other reports said another doctor and five paramedics were all killed on Wednesday, November 6, 2019.
Amjad al-Dahamat, an activist in the southern province of Maysan, was assassinated and killed in the Shabana district of Amara by armed militias affiliated with Iran.
Meanwhile, it was reported that the brother of Muntadhar al-Zaidi was kidnapped.

Iran would prefer to get out of Iraq defeated rather than expelled.
This is what the Iraqis will pay. This is because they decided to resist the Iranian project to expand at their expense. It is a difficult choice that Iran will seek to make them pay for before it declares its surrender.
Iranian madness is no longer replaced in the Iraqi daily dictionary. In Iraq, the slogan “Iran by land” has become the symbol. It is the key to recognizing the truth. The reality of the conflict between two wills. The first is the will of a corrupt minority, which sees Iranian hegemony as a safeguard of its interests.
Clearly, there is no possible understanding between the two wills. Therefore, the hope of a settlement that could end the conflict or slow it down is a kind of mirage that annoys Iran because of its suspicion of what it had counted on when it believed that the Iraqi file had been folded in its favor and that it was able to bury historic Iraq under the rubble of the sectarian state. That owes her loyalty.
By surprise, the Iranian regime discovered that all it envisioned as a solid construction threatening the countries of the region was a mock entity and that the corrupt political class on which it relied to normalize its project in Iraq lived in complete isolation from the people it did not know.
Iran thought that it contained the Shiites of Iraq after the new regime facilitated them to practice the rituals of Husseini. The Iranian regime was shocked that what they call the city of Hussein, Karbala, was the most protesting of their existence. Protesters put up a sign on the walls of the Iranian consulate there that read "It was closed by the people."
It has become clear to Iran that the Iraqi people hate it. He hates its regime, its Shiism, its project, its militias and the political system in Baghdad because it is subordinated to it and is subject to its dictates.
However, Iran, traumatized by its abhorrence, will not back down from its position, although all the facts on the Iraqi street confirm that its project has become part of the past and that Iraq is no longer part of the Persian illusion empire.
If Iran were wise, it would have negotiated with the protesters through its representatives in Baghdad and ordered them to go out and leave Iraq to its people. This is the best solution and is the only solution that will satisfy the protesters and make them return to their homes. But Khamenei, a blind and irritable ideologue, is considering his expansionist project and not the fate of his followers, who could be badly hurt by popular anger.
It will be difficult to persuade Khamenei that the people he handed over to cry, cry and walk on his knees will triumph over him in defense of his life and the resurrection of his homeland. Therefore, he will remain reckless in his decisions on Iraq until he concludes the final defeat. That defeat would be a prelude to turning the page on Iranian influence in the region.
That's what the protesters think. Which they seek to achieve. Khamenei's defeat this time would be like Khomeini's defeat in 1988 when he announced he had swallowed poison by agreeing to stop the war with the Arabs.

More angry demonstrations erupted in southern Iraq, where protesters burned the headquarters of parties and militias linked to Iran, and threw Molotov cocktails at the Iranian consulate in Karbala.
The anti-government protests that rocked Iraq last month as a result of economic grievances have been mounting mainly against political leaders. But the protesters also revealed their long-standing dissatisfaction with Iranian influence in the country. The demonstrators targeted Shiite political parties and militias with close ties to Tehran.

Samson: A prison sentence for a runaway state bank manager has damaged public money by 13 billion dinars

The Integrity Commission announced the details of the verdict against the head of the branch of the former branch of the good bank.
In its details of the case it investigated and referred to the judiciary, the Commission's Investigations Department pointed out that the fugitive convict was formerly the head of the main branch of Al-Rasheed Bank. By organizing transactions for housing loans (one hundred salaries) with non-fundamental transactions and holdings and incorrect endorsement and contrary to the reality of the borrower's salary. She added that (2298) transactions were organized for the housing loan with holdings and non-fundamentalist support.
She explained that the Rusafa Criminal Court on integrity issues reached the conviction to criminalize the convict, after reviewing the statements of the legal representative of Al-Rasheed Bank, who requested the complaint against the accused for embezzlement of huge amounts of money, and the ongoing administrative investigation in the Ministry of Finance, including the defendant's fault, in addition to the minutes of the investigation committee. In the Office of the Inspector General of the Ministry of Finance, and the wife of the convicted escape, noting that he was sentenced to seven years imprisonment in accordance with the provisions of Article (340) of the Penal Code.
The decision included the issuance of a warrant of arrest and investigation against the convicted person while supporting the seizure of his movable and immovable property. LINK

2Cents: The IQD is losing value to the point that if 1225 is the "official" Market Rate, we now have another MCP under IMF Rules which would constitute a violation of Article VIII Compliance. This may be a result of the relatively low auctions we have seen this week. Note that the Currency Sales jumped back up to 240 today. Perhaps this increase will bring down the Market Rate.
The Market rate is a direct result of supply and demand of the USD. If the supply of the USD in the market decreases, the demand increases and therefore the cost increases (IQD less valuable as it takes more IQD to purchase USD) When the GOI tried to limit the CBI sales to 75 million per day, the Market Rate went over 1300. This is why the Currency Sales must remain high until Iraq RI's. If the sales don't remain high, the IQD will devalue as it is currently in the Market. This is certainly not what I want.
As to the Currency Sales, it appears the CBI has changed their procedures to conduct Currency Sales two days in advance. I am sure there must have been some announcement to this effect but none have been shown. This must have been why they conducted two sales on Tuesday to get this new procedure in sync. I was really hoping it may have been setting the stage for this weekend especially since there is the Holiday of Prophet's Birthday.
As to this weekend, I strongly believe we are moving on. There is payroll happening in Kurdistan through Sunday into next week. The good news is that the Kurds seem to be rushing the distribution compared to their normal habit of holding it for a period. Baghdad just forwarded the amounts of IQD the other day. I have always said, the RD/RV will not occur unless the coffers are empty.
I sure hope they are looking at the middle of the month for all to come together so they can finalize the budget under the RD/RV rate (or RI rate if they do it all simultaneously) and forward to Parliament by December as they have stated.

An official statement to the media center of the Supreme Judicial Council that "the arrest warrant was issued in accordance with the provisions of Article 340 of the Penal Code for the commission of irregularities in the statements of staff of the Basra Provincial Court and training and development courses for 2014."

"While he decided to put the sign of seizure of real estate subject to the case, and not to act only by a court of competent jurisdiction, and to prevent the travel of the three accused, and withhold their movable and immovable property."

Samson: Vietnam, US to enhance infrastructure finance

The Ministry of Finance and the US Department of Treasury signed a co-operation deal to strengthen infrastructure finance in Việt Nam yesterday.
The deal aims to mobilise and utilise private capital and develop financial markets to build infrastructure, helping Việt Nam achieve its priorities in this area.
The deal includes harnessing the potential of investors; building financing tools that can mobilise, promote and address barriers to private sector investment in infrastructure; encouraging innovation and sustainability; exploiting financial capacity building and technical co-operation programmes; and capital market development.
Deputy Minister Trần Xuân Hà said Việt Nam’s infrastructure investment demands were high. “According to a report by the Ministry of Planning and Investment, Việt Nam’s infrastructure investment demand for 2017-20 was about US$195 billion, of which energy, roads, bridges, aviation, clean water and waste treatment were priorities,” Hà said. He said the deal would contribute to the formation of policy mechanisms to mobilise capital from the private sector and develop financial markets for infrastructure development in Việt Nam, as well as contributing to bilateral co-operation.
Michell Silk, acting assistant secretary at the US Department of Treasury, said the deal would help remove financial barriers.
With the knowledge and experience from both countries, Silk said it would help fill the infrastructure gap over the next five years, reducing financial pressure on the Government and attracting more private capital. To implement the co-operation framework, the two sides will set up a working group with the US Office of Technical Assistance. LINK

Samson: Vietcombank becomes first Vietnamese bank to open rep office in US

The Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) inaugurated its representative office in the US, on Friday.
Located in Manhattan, New York, the office is the first of its kind opened by a Vietnamese commercial bank in the US. The office received a licence from the New York State Department of Financial Services on June 17 this year. Earlier on October 26, 2018, Vietcombank received approval for its application from the US Federal Reserve System.
Chairman of the Vietcombank Board of Directors Nghiêm Xuân Thành said the office will connect with existing and promising clients in the US, make market analysis reports, and attend business seminars to support partners in the country.
Since the launch of its restructuring project in 2015, Vietcombank’s total assets have surpassed VND1 quadrillion (US$43 billion), nearly double that of early 2015. Its profit has tripled to top the Vietnamese banking sector and its rate of bad debts dropped below 1 per cent. The bank now has more than 550 branches, transaction offices and member units.
In October 2019, Vietcombank was also allowed by the State Bank to open a branch in Australia.

The industrial production and logistics sectors in Vietnam have great potential field, according to experts
Việt Nam is an attractive market for investment, Dr Võ Trí Thành, former deputy director of Central Economic Management and Research Institute told a conference in HCM City on Tuesday.
According to the US News and World Report, Việt Nam has risen 15 places this year to eighth in the list of the world’s best countries to invest. In Asia, it ranks fourth behind Saudi Arabia, India and Qatar.
Thành said Việt Nam enjoys advantages like being located in a dynamic and cohesive area of global visible commerce, a young population, competitive labour costs, having a cogent investment strategy, and commitment to stability, reform and integration. But it also has some disadvantages, such as lack of consistency, quality human resources, infrastructure and competitive salaries, he said. He forecast a good future for manufacturing, services, logistics, the digital economy, infrastructure, and real estate.
Michael Paul Rio, chief operations officer of Indochina Capital Corporation, said hospitality, high-end housing, manufacturing, and logistics market are promising sectors in the Vietnamese economy.
The growth of domestic and international tourism and low-cost carriers, airport expansion, and highway development are creating opportunities for investors in the hospitality sector, he said. The number of domestic and international tourists has been growing at annual rates of 20 per cent and 18 per cent in the last five years, he said. The capacity of the country’s airports has been increasing at 20 per cent.
Since 2015 three new terminals have been built while numerous airports have been expanded, he said. New highways have helped increase the number of domestic tourists travelling by road by 60 per cent, he said. Apartment prices in Việt Nam remain regionally competitive and attractive to foreign investors, he said. The rates per square metre in HCM City and Hà Nội are US$3,800 and $3,200 compared to $4,500 and $25,600 in Bangkok and Singapore, he said.
He said logistics sector growth, FDI inflows, infrastructure development, and retail sales are key factors in attracting investors to the industrial and logistics sectors. “Vietnamese Economy 2020-2030: Recession or Resurgence” was attended by more than 300 company CEOs and leading experts in various sectors. Growing demand for health care and disease prevention in Việt Nam offers great opportunities for life insurers, especially foreign firms, to develop.
Better income has led to more attention on health among many Vietnamese. The World Bank predicts that by 2026, 26 per cent of Vietnamese will be middle class, double the number today. The average growth rate of the insurance market in Viet Nam in 2012-2017 was 21.4 per cent, much higher than the Philippines (14.4 per cent) and China (14.4 per cent).
Along with expansion strategies, life insurance firms have entered a fierce race to increase charter capital to improve their financial strength to attract customers. Among 18 life insurers in Việt Nam, Bảo Việt Life is the only domestic firm.
This year, Manulife has increased its charter capital to nearly VNĐ9.7 trillion (US$418.6 million), Hanwha Life Vietnam increased its charter capital to VNĐ 5 trillion ($215.7 million) from VNĐ 1.89 trillion ($81.5 million), Generali Việt Nam injected additional capital, bringing the current charter capital to VNĐ4.85 trillion ($209.3 million).
Compared to most of the mentioned foreign insurers, Bảo Việt Life has lower charter capital of VNĐ 4.15 trillion ($179 million).
In the field of newly exploited contracts, considered one of the most important categories for life insurers, Manulife leads with revenue from new customers of VNĐ2.72 trillion ($17.3 million). Bảo Việt Life was second with revenue of VNĐ2.64 trillion ($113.9 million).
Notably, the number of newly exploited contracts via bancassurance in 2019 increased by 180 per cent year-on-year while the new premium revenue of this channel accounted for 17.8 per cent of the total newly exploited revenue of the entire market.
Lots of potentials
Despite spectacular growth in the past few years, according to experts, Việt Nam's life insurance market remains relatively untapped.
Experts are upbeat about the Vietnamese insurance industry’s health in the coming years, forecasting it would maintain an annual double digit growth rate. The insurance industry expects a growth rate of 20 per cent this year.
The growth potential is great as the country has one of the world’s lowest life insurance penetration levels at less than 1 per cent of GDP. The average insurance premium in Việt Nam stands at $30, much lower than the global average of $595 and Southeast Asia’s average of $74.
Data of the Việt Nam Insurance Association showed 8 per cent of Việt Nam’s population currently has life insurance. Though there is no updated data, the number of insurance contracts signed via bancassurance in the first half of last year grew by 89 per cent year-on-year, reaching nearly 857,000 contracts. "The potential for further development is enormous, especially as the middle class continues to expand rapidly and awareness of risks such as increased cancer," said the CEO of a foreign insurance firm in the market.
Bloomberg reported on September 23, billionaire Richard Li's FWD Group Ltd. was nearing an agreement to pay about $400 million for the purchase of Vietcombank's Cardif Life Insurance.
There are also domestic insurers which have launched life insurance products like Bao Minh or PVI however, a report of Rồng Việt Securities Company said: “The products of domestic companies are relatively similar. Foreign companies, thanks to their ability to provide differentiated products with better profitability, are targeting the Vietnamese market. There, the direction to buy shares of domestic firms is the fastest way to penetrate the young and highly competitive Vietnamese market." LIN
