In al-Qibla, one of the city’s neglected districts, residents live among heaps of trash. Many neighborhoods like this one lack clean drinking water, schools, clinics and even paved roads.

Khalaf Jadir has lived here in his 50 square meter home for 70 years. Now retired, he served 26 years in the Iraqi army. “No one is coming to see the situation of the people here. Not a single official from inside or outside Basra has come to check up on our miserable situation. We do not know what to do,” Jadir told Rudaw.

Jasin Mawlood, who lives in the Misaq district said: “There are no services of any kind. There are no streets, no sewage, no drinking water.” “Schools are flooded with water during the winter. We are suffering. The state does not extend any services. There have not been any service projects since 2004,” he added.

More than 46 percent of Basra’s population lives below the poverty line, despite its 2019 budget surpassing 600 billion dinars ($500 million).

The scale of official neglect and corruption stokes regular bouts of unrest, as young Baswaris take to the streets to demand reform. “We raised our voices and complained against them [authorities], but to no avail,” Jadir said. “We lost plenty of young people [during protests].”

They say the protests will continue until their demands are met. “We are waging protests because there are no jobs, no services, and many other things,” said Akram Qebil, who is taking part in the mass protests that have gripped Iraq’s southern and central cities since October. 

“We are the wealthiest province of Iraq. We are supposed to be the best province in terms of services. If you walk around, you can see the state of the streets, the buildings and the people. Their living conditions do not match the province’s income.”

MilitiaMan: Well it has been awhile since we have heard about the Iraq Stock Exchange. An look at what they are talking about. They are talking about a "MECHANISM FOR INCREASING THE RETURN ON BANK SHARES" !!! To increase banks share with a mechanism, at this stage is a change in value in what mechanism they use in the market place. If they are to interlink like we have heard in the past to the NASDAQ then the mechanism to be used is going to have to be a fairly large one to get the return they are looking for. Imo A return is a profit.. ..~ IMO

MilitiaMan:  In addition to the above and I will get to that shortly. There is still to much evidence with all we know and now even more today from the CBI Statistical website.

There is a pattern change on the CBI site that has been found. I today with Delta on the matter. There is data on the site that has been modified in key places today and yesterday. Today's modifications have been updated to reflect what they did with the values to the Currency Issued by the CBI and Currency with Commercial Banks.

What they may have done is finished out the books for the year if you will and allocated proper values to those two data sets, hence, the reversion back to similar patterns in sequence of reporting and that the charts changed to not show the massive reduction that was there for over a month real close.

They moved money back and forth on the books? My view is yes, as the value needs to be on a level playing field, in or out go. The possible reason is they needed to adjust numbers that may have not been accurate on the books and were able to do so for a subsequent 8 moths back to March 2019 (DB).

With a rate change expected they would need the numbers to be spot on. It is not an easy task per the Video Delta translated to destroy and account for all monies. So, the CBI clearly shows it on the charts and it looks as though they needed to do so for End of Year reporting. That looks good and all as it does appear to be a solid foundation for the next move we await, in those areas.

The next area that they modified is the Window Price and Market Price of currency. The fascinating thing is they show those data sets as modified, yesterday. But, they don't disclose the pricing or anything other than than that, the curious part of that is there was only a modification noted to the two data sets.

Why hide the window price and market price and tell us they modified them and show no pricing? A pattern change that we have not seen before. What does it mean? It may have an alignment with data form Samson post #67  or #!0 above and my post #192 which is on last thread.

The post above talks of the market price mechanisms (tools: i.e, new exchange rate), if you will.. imo

This action today by the CBI is talking loudly and may be the foundation for this to happen for the ISX and Bank shares to get a return and more exposure in the market place." By raising the mechanism to get a return on shares..

We should all be aware by now that the ISX was show cased with the NASDAQ in 2019, yet to go live though. To get shares on to the NASDAQ they will need that mechanism and a strong one at that!! imo.. We Shall see if this holds true.. imo It has legs.. lol ~ MM

Any way that  was from the CBI today. They haven't disclosed pricing on the Window or Market prices yet for January 2020, yet. Let that sink in too! It is very interesting.. lol Things that make one go hmmm.. lol

So lets see what they do next. Lets all keep in mind that the Currency Issued and Currency with Commercial Banks was modified to day, but nothing yet on January 2020..

My view still stands that they told us they were going to lift the exchange rate and delete the Zeros, not easy task. imo They told us they removed at least 70% of their note count from the streets. They printed $190 million in cost of the new small category notes and fils. We have been told the CBI would talk to other Banks recently.

Seems they have been spoken to today in respect to mechanisms to get a return on their Bank shares and the circulation of them.. Well we have been awaiting on a mechanism ourselves and so have the banks.. imo.. Smile.. imo ~MM

ChrisC;  If we all remember, months and months ago, Saleh met with Trump and at that point at least they were laying out a game plan.  They met again and then once more recently, so, I am sure they have his cabinet picked to the last person. 

 I would bet they had our new PM on a video conference and worked this all out with him.  Everyone that is paying ANY attention understands this is at a critical point for Iraq.  Iran has lost a major grip on Iraq, but they still have their hand in there.  The people have taken all they can stand and they can't stands no more, so they have to be calmed down. 

I think we will see his cabinet picked in record time and confirmed and the people will have their currency back and at that point, Iran will have to start withdrawing their hand or have it cut off.  They may give up their ambitions and vote on being a responsible neighbor or they may have to be eliminated. 

They are radical jihadist, so we will have to see what their move will be.  However, I don't see how they will stand up to the PM if he gets the people on his side.  He will have a force behind him bigger than any army, especially with the US willing to help put a boot in their backside.

Muhammad Tawfiq Allawi, (65 years old) and his nickname, "Abu Hadi", is named after Ali. 

Quiet, patient and very religious. It belongs to the Shiite aristocracy. His cousins, prime ministers, Iyad Hashem Allawi (the first transitional prime minister after the fall of Saddam Hussein's regime in 2003), and Ali Abdul Amir Allawi (former Minister of Trade and Defense and one of his competitors for the position of Prime Minister after Adel Abdul-Mahdi resigned).

Britain withdrew officially at 23:00 GMT on Friday night from the European Union, after 3 years of the referendum in which about 52% of citizens voted in favor of "divorce" from Brussels.

 "Our job now is to unite the country and move it forward," British Prime Minister Boris Johnson said, explaining that "Brexit" is not the end but rather the beginning of a new page in British history.

Britain's official withdrawal will not lead to any fundamental changes until December 2020, when the transitional period in relations between London and Brussels will end.

The UK is expected to hold negotiations with the European Union over their future relationship this year.

British Prime Minister Boris Johnson seeks to conclude a free trade agreement and maintain cooperation in many vital areas with Brussels, and above all security cooperation.

US officials confirmed that a man accused of killing two police officers while he was leading a group linked to al-Qaeda in the Iraqi city of Fallujah was arrested in Phoenix, Arizona.

A statement by the Arizona judicial authorities said, "Ali Youssef Ahmed Al-Nouri, 42, is wanted in Iraq, on charges of intentionally killing the two police officers in 2006."

The statement indicated that "an Iraqi judge issued an arrest warrant for al-Nouri and that the Iraqi government sent the US Department of Justice a request for his extradition."

He added, "Al-Nouri was brought before a federal judge in Phoenix yesterday, Friday, as part of procedures for his extradition to Iraq."

He pointed out that "the details mentioned in the Iraqi complaint are accusations that have not yet been proven in court." He continued, "The extradition of Al-Nouri needs the approval of an American court, and the US Secretary of State will then decide whether to deliver him to Iraq."

The statement did not provide details about the timing of al-Nuri's entry into the United States or the length of his stay in Phoenix. The Iraqi government says al-Nuri was the leader of an al Qaeda-linked group in Fallujah that had planned operations against the police.  LINK

Member of Parliamentary Finance Committee Magda Al-Tamimi said on Thursday that the government had implemented the 2020 budget law before its resignation, expressing surprise at the failure to send the budget after its completion.

Al-Tamimi said in a statement to "Information", that "the government could have sent the 2020 budget in mid-October last year," stating that "the government completed the budget before announcing its resignation, so what is the secret that prompted the government to refrain from sending the project?"

Al-Tamimi pointed out that "the government, by doing not to send the budget, may have hidden something that it does not want the parliament to see."The member of the Parliamentary Law Committee, Hussein Al-Oqabi, had confirmed in a previous statement/the information, the inability to send the caretaker government a draft budget law to parliament, stating that allowing the budget to be sent is a legal disaster.   LINK

MilitiaMan:  What we have here is there are two things at play.

The first is that Al Tamimi states that the 2020 budget law has apparently been hidden since October 2019. Like we have been saying since then, the 2019 Financial management Law Amendment has not been shown. As that would expose the new international exchange rate.

Well, here  above she even effectively states it. To hide the data is for a reason. That reason is not for Iraq to be at a program rate.

Just as Dr. Shabibi has imo suggested that they can not give it to parliament as they would leak it.Hiding it until appropriate is evidently what they had in mind and did.

The corruption we all have witnessed of late all being sorted, has been effective too.  Notice the 15 Iraqi entities that were lifted by the UN Security council within the last week or two. According to Delta the article below may have been out that long.

Them releasing them off the  provisions of Chapter VII shows that they may have been audited, vetted and cleaned up to the extent they are ready now to play on a transparent plying field. It suggests they paved the way for Article 8 compliance and acceptance. Imo

Aside from that the hiding of things is not only the GOI, but, the CBI. They have a reporting issue now. The first month of their calendar year is over. They will need to report January 2020, as it is now clearly over with.

The CBI has been very consistent in reporting statistical data over the years until just this last September 2019. This is when things began to start to show pattern changes. In November they showed a massive reduction in currency issued. Massively too.

Then they quit reporting Credit Transfers for the IQD and USD and have not since September 30th, 2019. They don't show currency amounts with commercial banks since September 30, 2019 either. They do show however, the rate of 1182 through December 31, 2019. 

 Subsequent data sets show that they reported consistently for many years. Don't forget in November that the CBI told Banks to be prepared to adjust contracts. They did exactly that in December of 2019.. 

That last bit, is a reflection of what was done in the monetary realm of the CBI through the end or year. Yet, the GOI is hiding something. So is the CBI. They are hiding the 2019 Financial Management Law Amendment that needs to precede the 2020 budget law and the new small category notes with fils.

The CBI has the ability to hide things for sensitive reasons. A large move in an exchange rate would need to be on the hush hush side of things. Hence the exchange rate was hidden all this time. The CBI statistical pattern changes support that view.

What else support they are not playing ball with a program rate. Is, they destroyed good quality notes in massive quantities, they spent $190 billion to print new notes and coins (fils) and they are said to be delivered to banks now.

The videos Delta brought in showed the money being destroyed and them having been given orders to complete the Monetary Reforms, all support that we are waiting on the CBI to show they exchange rate..

They, based on what they show in writing and what they are choosing to hide, is they have no choice but to follow the orders and imo from the totality of it all they are following the orders to full the wants of the citizens.. So, let see what they CBI drags in.. lol ~ imo ~ MM

Blackshart expressed her hope that "everyone will support a plan that leads to a stable Iraq and not just a solution to the crisis."

For his part, the head of the independent research group, Munqeth Dagher, considered, "This is in the second most important statement in the interview after the statement that the plan will be presented to the Security Council. It has confirmed that they are not only seeking to resolve the crisis, but rather to create a stable Iraq that will prevent the demonstrations from returning again.

The demonstrators recently began in Baghdad and Dhi Qar, to raise the United Nations flags in the squares of the sit-in as well as to send messages to the available nations in many languages, calling for international protection from the violence they are exposed to, as well as pressure on the Iraqi government to achieve their demands.

He added that "Article 50 of the Charter of the United Nations allows Iraq to request international assistance, as Security Council Resolution 2170 of 2014, which placed ISIS under Chapter VII, allows that."

Brent crude futures jumped $ 1.16 to $ 59.45 a barrel by 0532 GMT, after falling 2.5 percent in the previous session. And Brent is still down 2 percent a week

US West Texas Intermediate crude futures rose $ 1.06 to $ 53.20 a barrel. The crude contract fell 2.2 percent on Thursday and is now down 1.8 percent a week

The World Health Organization announced that the outbreak of the Corona virus in China, which has killed more than 200 people there and spread to about 18 countries, is now a public health emergency

Despite Friday's recovery, analysts remain cautious and warn of further downside risks if the virus continues to spread

The Italian government decided to suspend all flights between Italy and China, and airlines including Air France, American Airlines and British Airways have suspended flights to Chinese cities

Prices also received support from reports that Saudi Arabia had started discussions on submitting the date of the next meeting to discuss production policy until early February of March after the recent drop in oil prices  LINK

Chattels   It is Holy Day in Iraq. Not a lot of news today.  Tomorrow could be a watershed day in the history of Iraq. Can Iraq's competing factions decide upon a Prime Minister for all?  The prospects and opportunity over time for good government are not without limits. Iraq is running out of time, IMO.

Jeff    ...the 2020 budget can only be implemented at the start of a fiscal year...they're most likely transitioning to a new fiscal year which will most likely start on April 1st...April 1st through the end of March in the 1970's was Iraq's fiscal year which is identical to Kuwait's fiscal year today.  That's why Kuwait had changed the [their] rate towards the end of March...there are no delays.  There are no holdups.  If you want to say there's a delay or hold up you know what it is?  It's called the rate change...Iraq can't do a damn thing until that rate change.  They can't even start the approval process of the budget until the rate changes...more factual evidence supports Q1...Iraq is walking in Kuwait's footsteps...
