The Iraqi government has failed to find a way out of its biggest challenge in years. The unrest broke the relative calm that followed the defeat of ISIS in 2017. A crackdown by mostly unarmed protesters has claimed the lives of more than 260 people since unrest erupted on October 1 over job shortages, poor services and infrastructure due to decades of conflict, sanctions and corruption. Protesters, mostly unemployed youths, blame the political elite that has ruled Iraq since the toppling of Saddam Hussein in a US-led invasion in 2003 and demand a full overhaul of the political system. Iraq began to feel the financial impact of weeks of unrest, which sparked in Baghdad before spreading quickly to the southern cities.
The port of Umm Qasr briefly resumed operations early on Thursday after most of the demonstrators evacuated the area. But dozens of activists and relatives of a protester killed in weeks of violence have returned to close the main gate, port officials said. The port receives most of Iraq's grain, vegetable oil and sugar imports.
Oil and security officials said operations resumed on Thursday at the nearby Nasiriyah refinery, where protesters stopped fuel tankers from entering or leaving on Wednesday. Oil ministry officials say the unrest has had little impact on oil production and exports. But the stoppage of trucks carrying fuel from the Nasiriyah refinery to gas stations across the region has caused fuel shortages in the southern province of Dhi Qar. Oil officials said the refinery had recently been operating at about half its capacity.
In the meantime, the Internet service briefly returned in most parts of Iraq on Thursday before it was cut again after 1 pm local time (1000 GMT). Authorities severely restrict access to the Internet during the protests.
The government says it is making reforms without offering anything that would satisfy most protesters. Many Iraqis say paying salaries to the poor, providing more job opportunities for graduates and pledges to punish a handful of corrupt officials came too late for those demanding reform of government institutions, a flawed electoral process and a system of governance that fuels rampant corruption.LINK

Between the MP of the opposition movement wisdom Asaad al-Murshidi, on Friday, that the parliament session scheduled for tomorrow will be preceded by meetings of political blocs on demonstrations and political attitudes towards the government, pointing out that the likelihood of the presence of Abdul-Mahdi to parliament is very low.
Al-Murshidi said in a statement to Al-Maalouma that "Saturday's session was devoted to voting on the pension law and discussing the constitution amendment committee. I don't think Prime Minister Adel Abdel Mahdi will be present at the meeting."
He added that "there are political dialogues in the Iraqi arena in order to launch a comprehensive national dialogue to find out the repercussions that led to the outbreak of demonstrations, and to discuss the government on the cabinet, provided that there is a frankness of the people and a package of real reforms to restore the confidence of the people to the government and the political class."
He said that "the parliament session tomorrow will be preceded by discussions and dialogues between the political blocs on the current situation and how to restore the confidence of the people in the government, where there are continuous meetings between the political leaders to get out of the current crisis."
He explained that "the meetings of the political blocs during which will be put all the negatives that led to the occurrence of demonstrations, and the reasons for the failures that occurred as a result of quotas, which caused the failure of the government program, which did not exceed 20%." LINK

Economic expert Osama al-Tamimi said on Friday that the government condemned itself and put many questions about its statements about Iraq's losses due to the closure of the port of Umm Qasr and other institutions during the demonstrations.

The Central Bank of Lebanon said that it has put in circulation as of November 6, new banknotes of the category of 20,000 LL, with a new issuance date of 1/1/2019, in addition to the banknotes currently circulating in the same category.

Major General Abdul-Karim Khalaf, spokesman for the Office of the Prime Minister Adel Abdul-Mahdi, said on Thursday that demonstrators can not be allowed to storm the Central Bank.
Khalaf said in a press statement followed by (Euphrates News), that "there is no relationship between the attacking the Central Bank from some quarters and the demands of demonstrators in the country," stressing that "He added that "the martyrdom of some demonstrators during the days of protests in the country, was by soldiers " He stressed that "others were martyred by the unknown and that this file before the judiciary."

Iraq Britain Business Council (IBBC) fields significant Baghdad meetings with Dr Barham Salih, President of Iraq, and Ambassadors, to strengthen private sector business in Iraq.
IBBC President Baroness Nicholson and MD Christophe Michels, Rasmi Al Jabri, IBBC Deputy Chairman and Mohanad Al Khatab Baghdad Office Manager, met this week with the President Dr Barham Salih and a range of Government of Iraq Ministers and business leaders.
The team updated the President on the work of IBBC and it’s members in Iraq. There followed wide ranging discussions on current affairs in Iraq and internationally. The President was ‘delighted to see IBBC in Baghdad in these challenging times and complimented the organisation for its ongoing and very effective work. He said that he was willing to support IBBC fully whenever required.’
Additional meetings included the Chief of Justice Faik Zidan, to follow up on his recent visit to London when IBBC hosted him, and to discuss the legal framework in Iraq and current affairs.
Dr Sami Al Araji, Head of the National Investment Commission (NIC) also agreed to plan future regular joint activities in Baghdad as the situation returns to normal.
Further meetings included Civil Society activist Mrs Hana to understand the many reasons for the protests and the latest news from Tahir Square and around the country. IBBC expressed sympathy for the movement and discussed ways in which the protest movement could succeed in some of it’s demands without facing a full confrontation with the security forces.
At the US Ambassador Tueller’s residence, the Ambassador, guests and Ambassadors from Canada and Australia and John Tucknot UK Deputy Head of mission, discussed the work of IBBC and how to strengthen collaboration with the US, Canada and Australia, to support the private sector. IBBC is widely recognised as being the most successful trade council in Iraq.

The US State Department on Thursday approved the opening of a consulate-general in Texas to provide consular services to more than 100,000 Iraqis.
"The cabinet unanimously approved the recommendation of the State Department to open a consulate general in Texas to provide consular services to more than 100,000 Iraqi community," a ministry statement received said.
"The Council of Ministers authorized Foreign Minister Muhammad Ali al-Hakim to sign memorandums of understanding for mutual exemption for diplomatic, service and private passport holders with Oman, Qatar and Indonesia," the statement said.
He continued, "This comes within the framework of diplomatic activity open to the world, and the balanced policy adopted by Iraq on the issues of the region and the world, in addition to Iraq's active and influential participation in international forums." LINK

The Prime Minister of Iraq, Adel Abdul Mahdi, that the budget must be approved quickly 2020 to prevent the disruption of resources of the working sectors.
Adel Abdul Mahdi, in a speech on Tuesday, on his vision for options to meet the demands of the demonstrators, said that leaving the country without direct administration enters the country in a dangerous spiral, noting that there are mechanisms to dissolve the government and delivered within hours through the House of Representatives.
He hinted that there are demands to change the Constitution and the replacement of the Electoral Commission and this cannot be without a government, and that going to the Constitution and legal contexts is better than going to the unknown. The deputy of the Kurdistan Islamic Group, Salim Hamza, on Wednesday, set a date next Sunday for a meeting of the House of Representatives, indicating the session will be allocated to pass new reform packages as well as the law of retirement.
Hamza said in a statement to / information / that "the Presidency of the House of Representatives set on Sunday as a date for the parliament session to discuss several topics." Internet service was cut again this afternoon in Baghdad and several Iraqi cities. This comes within a few hours after the service returned on Tuesday morning after the interruption of midnight, at a time when the country is witnessing a wave of bloody protests.
The Iraqi authorities did not give an explanation for the reason for the interruption. Iraqi authorities have previously cut Internet services in the face of a wave of protests.
On Monday, at least five people were killed after Iraqi security forces opened fire in Baghdad on protesters, thousands of whom continued to rally in the biggest wave of anti-government protests in decades. Why would the US POTUS, a guy who isn't noted for being a sober humanitarian, care about a regional clash between minor players?
Well, what IS Trump interested in? He's interested in business deals, he's interested in improving the global business climate, and he's interested in furthering US interests domestically and internationally.
These tweets tells me that Trump sees Iraq, and removing Iranian influence from Iraq, as a policy goal of the US to further their business and foreign policy interests.
I could be overstating it, but I don't think so. Trump didn't retweet info about Lebanese protests, or even about protests in Hong Kong-- yet he did about Iraq.

The World Bank announced that the Iraqi economy is slowly recovering in 2019
"In the first half of 2019, GDP grew by 4.8% compared to the previous year, which led to a reversal in the contraction of the economy over the past two years," the World Bank said in a report on Iraq seen by the Economy News
He added that this growth comes as a result of the increase in crude oil production (up to 6.3% so far) and the recovery in non-oil economic activity, an increase of 5.6% in the first half of 2019 compared to last year
He stressed that "the recent recovery is due to improved levels of rainfall and the production of record agricultural crops and improved electricity production and expansionary fiscal policy linked to increased wage bill and public consumption
"Such positive developments are expected to raise real GDP growth to an estimated 4.6% by the end of the year," he said
He pointed out that "the Iraqi economy outperformed its counterparts in the region this year, but the dynamics of the population requires much higher growth to maintain the current level of prosperity LINK
