Samson:  Russia Adopts Measures To Abandon The Dollar And The Euro

The Russian Central Bank intends to speed up the procedures for the gradual abandonment of the use of foreign currencies, and in this context, additional measures will be taken to reduce banking operations in dollars and euros.

This came within a report of the Bank of Russia (the Russian Central Bank) on the development of the financial market in Russia in light of Western sanctions.

The Russian Central Bank said in the report: “In the current conditions, it seems that the gradual abandonment of the use of the currencies of unfriendly countries in the course of the internal and external payments is inevitable. 

The central bank will help speed up the process of reducing the volume of banking operations (in dollars and euros) by introducing additional regulatory measures.”

The Russian Central advises the government to issue directives to state-owned companies on transferring money they own from the currencies of unfriendly countries (the dollar and the euro) to the currencies of other countries.

Since last February, Western countries have begun freezing the foreign assets of Russian banks, as well as limiting the operations of Russian banks linked to the world's major reserve currencies, and the Russian Central indicated that these currencies have become "toxic" for use in international and domestic payment transactions.  LINK

Samson:  World Bank: Commodity Prices In Iraq Have Risen 7% Over The Past Two Months

In a report, the World Bank warned of the danger of continuing high inflation in most low- and middle-income countries, noting that the share of high-income countries, noting that Iraq witnessed a rise of 7.6 in foodstuffs.

Lebanon ranked first globally on the World Bank's index of food price inflation, surpassing Zimbabwe, which came in second, and Venezuela in third place. This indicates the magnitude of the challenges ahead for Lebanon, which suffers from a severe crisis in its food security.

The World Bank warned of the danger of persistent high inflation in most low- and middle-income countries, noting that the share of high-income countries that face high inflation is witnessing a sharp increase in their rates as well, and published a list of the ten countries most affected by inflation and high prices. His statistics for the year 2022 showed that the prices of food and beverages continued to rise in many countries of the Middle East region compared to the same period last year. 

He attributed the direct cause of this reality to the Russian war on Ukraine, as the Middle East and North Africa region relies heavily on the Black Sea region for wheat consumption, stressing that the war in Ukraine “threatens poor countries with a food crisis and overlapping debt.”

While the report indicated that wheat is one of the staple foods in the Middle East and North Africa, the war in Ukraine is causing disruption in the wheat supply chain, causing critical problems in food security in the region. 

As a result, the CPI for food increased significantly in most countries of the region, with Egypt (24.2 percent), Morocco (9.5 percent), Iraq (7.6 percent), Lebanon (216 percent), and (Syria 71 percent). ), Yemen (43 percent), Palestine (8.1 percent), and most of these countries are facing severe wheat shortages.   LINK

Samson:  Israel enforces ban on personal cash transactions over $4,360 to curb financial crime

Israel enforced a ban on personal cash transactions over $4,400 between private citizens, and a limit of $1,700 on business transactions, according to local media reports.

The rule, which came into effect on August 1, was a part of the Israeli tax authority’s way of fighting organized crime, money laundering, and tax evasion, i24 News reported.

Previously, individuals could transfer up to $14,700 in cash and up to $3,200 for business deals, i24 News reported, citing Israeli outlet Globes. “The goal is to reduce cash fluidity in the market, mainly because crime organizations tend to rely on cash. By limiting the use of it, criminal activity is much harder to carry out,” a tax authority official Tamara Bracha was quoted as saying by The Media Line.

Attorney Uri Goldman, reportedly an expert in tax civil and criminal law, and money laundering according to The Media Line, was quoted in the report as saying: “When the bill passed there were over a million citizens without bank accounts in Israel. The law would prevent them from conducting any business and would, practically, turn 10 percent of the population into criminals.”

The Media Line report clarified that there would be exemptions to the new law including charitable institutions and trade with Palestinians from the West Bank who are not Israeli citizens.

For Israeli-Palestinian trade, large cash deals will reportedly be allowed provided that a detailed report is presented to Israel’s Tax Authority, The Media Line reported.  LINK

The Ministry of Labor and Social Affairs announced the recovery of 100 billion dinars from the trespassers on the social care network.

Tivon:  Right, something that was stated many times even prior to the call. Who can you possibly sit when the elections don't start until months from now? That's the entire purpose of an interim government.

I told everyone Al-Kazemi didn't need to wait for no one. Once dissolution happens he becomes everything he needs to be to jump start everything in the EFSL. This is why I stayed on this case. This is why so many political hit pieces were created. They actually thought they had the citizens so brainwashed that they would fall for the smear campaign to sway favor away from Al-Kazemi so he wouldn't have enough support to get things done. Boy they were wrong.

Maybe in 1995 up until 2005 before social media took off it basically stole the thunder that television once had. This was what the government underestimated. They never knew how powerful alternative media would become.

Generation Z to Millineals tuned out from television a decade+ ago. Unless some dance, singing, or award show was on nobody was sitting around waiting for what Anderson Cooper or Rachel Maddow had to say. Especially Barbara Walters.

 That's why they had to resort to infotainment when it came to political satire from the John Stewart Daily Show or the Stephen Colbert Show. That's the only thing that made politics somewhat interesting. Trevor Noah was basically handed a sinking ship.

Wednesday, the Border Ports Authority announced the seizure of 34 forged customs transactions at the port of Umm Qasr Middle Port

The head of the State Forces Alliance, Mr. Al-Hakim, indicated today, Thursday, that the political system has defined the mechanisms of reform and change from within, pointing to its renewed support for the initiative put forward by Prime Minister Mustafa Al-Kazemi.

And his media office stated in a statement received by {Euphrates News} that "the developments of the political scene in Iraq and the region and the strengthening of bilateral relations between Iraq and Britain are files that we discussed during our meeting with British Ambassador Mark Brighton," stressing the need for dialogue between political parties under the roof of the homeland and the national interest.

According to the statement, Mr. Al-Hakim added, "Change and reform need to adopt legal and constitutional contexts for its implementation," noting in this context that the political system has defined mechanisms for reform and change from within, and we renewed our call for all political forces to assume their responsibilities towards the current political situation.

Mr. Al-Hakim reiterated our support for the initiative put forward by the current prime minister, indicating "the importance of bilateral relations between Iraq and the countries of the world."

Samson:  After al-Sadr's call to dissolve Parliament, a legal expert draws a roadmap for constitutional procedures

Legal expert Ali Al-Tamimi, 08/03/2022, clarified the roadmap for constitutional procedures to achieve the demands of the demonstrators.

Al-Tamimi told Al-Masala that declaring a state of emergency is the key and the beginning of solutions, and it is announced in accordance with Article 61 ninth of the Iraqi constitution, whereby the Al-Kazemi government is empowered with extended powers and subsequent constitutional procedures and is authorized to administer the elections after the parliament is dissolved.

He added: The second step for Parliament is to dissolve itself according to Article 64, first of the constitution, and to set the date for early elections after the Al-Kazemi government completes its constitutional procedures. He added that Al-Kazemi and the President of the Republic would issue an order to freeze the constitution and to form a temporary committee to issue a temporary constitutional document by which the country would be run before the elections.

He added that at the same time, he formed a specialized body of an appropriate number of specialists to write a new constitution for the country according to a new political system. And he indicated that early elections should be held in accordance with the interim constitutional document until a referendum is held on the new constitution, which should be temporary.

He resumed saying: If the political system is transformed into a presidential or semi-presidential, the status of the Kurdistan region will be regulated by a special law legislated according to the new constitution. He concluded his speech by saying that a specialized court must be formed and tried by a decision of the Supreme Judicial Council to try the corrupt and those who caused the fall of Mosul, with retroactive effect.

The leader of the Sadrist movement, Muqtada al-Sadr, had called for early elections after the dissolution of the current parliament, noting that the old faces would not have any presence during the supposed upcoming elections.  LINK

Samson:  Al-Kazemi’s advisor: Stabilizing contracts and appointing health professionals and higher certificates are not linked to the budget

The technical advisor to the Prime Minister, Haitham al-Jubouri, confirmed today, Wednesday, that there is no government direction to reduce the exchange rate of the dollar against the dinar, and while he acknowledged the difficulty of approving the 2022 budget, he made it clear that fixing contracts and appointing health professionals and holders of higher degrees is not linked to its approval.

Al-Jubouri said, to the official agency I followed (the first news), that "the revenues generated by the rise in oil prices are temporary and cannot be relied upon in drawing up long-term economic plans, as they fall within the ebb and flow during the current time, which depends on global demand and supply." 

He added, "Real stability lies within non-oil revenues, as they are fixed and can be controlled according to internal legislation and have nothing to do with international prices, which represent collection, improving the tax base and what the state obtains from customs, in addition to encouraging investment," noting that "these things can create economic stability in the country and an increase in the revenues generated.”

 He pointed out that "oil revenues have actually increased and can be invested in some development projects, but they cannot be relied upon for long."

On approving the budget law and decreasing the exchange rate, al-Jubouri stressed that “the federal budget for 2022 is difficult to decide during the current year,” explaining that “fixing contracts for those who have actual service for two years and appointing health and medical professionals for cadres covered by the medical gradation and holders of higher degrees are available even if The budget has not been approved.

He pointed out that "the provision of job grades absolutely is a matter that needs and depends on approving the budget and providing sufficient financial liquidity to provide these degrees." He pointed out that "the government does not have any direction to reduce the exchange rate of the dollar against the Iraqi dinar."  LINK

Tivon:  This is actually  amazing. Is he telling on the GOI? He is basically saying that Al-Kazemi may be the only possible avenue to address the dollar exchange rate through the EFSL.

Given the fact that he already adjusted the contracts regarding the salary and wages through the ministries. Because approving the budget I am sure lies upon the one for next year. Because A job grade is a grouping that encompasses positions with the same or similar values in order to assign compensation rates and structures.

 It codes down to living wages, median wages, and prevailing wages. So I can understand the long-term value of this statement from Al-Jubouri. Because I said the EFSL is only for this year.

So don't be dismayed by this info. It's just a standard thing. Because he tells you that services, contracts, and medical graduate are taken care of without a 2022 budget.

 Because they always talk about short term and long term. The EFSL is for short term. So this is very enlightening to hear as Al-Kazemi wants to reduce the dollar exchange rate without relying on the givers to do so.

Which is why the demonstrators are taking to the streets because they realize the government are the ones in the way. Imo

Samson:  Al-Anbar Movement: We Stand With Legitimate Demands As Long As We Do Not Offend State Institutions

The Popular movement in Anbar Governorate affirmed, on Wednesday, that it stands firmly with any legitimate demands calling for reform, provided that state institutions are not abused and public property is tampered with, noting that the call to form an interim government must be in accordance with the constitutional entitlements.

The leader of the movement, Muhammad Daham al-Dulaimi, said in a statement to / the information /, that “the movement stands with the call for reform, but it must be conditional or under any political agenda or a specific political party, or harms state institutions and tampering with public and private property.”

Al-Dulaimi added, “The call to form an interim government must be in accordance with the constitutional entitlements, but if it is by agreement within the dome of Parliament and by the agreement of all, it does not harm that.”

And the representative of the State of Law coalition, Aref Al-Hamami, considered in a previous statement to "The Information", that the calls to dissolve the Iraqi parliament are tantamount to sabotaging the political process, indicating that the indications are that the solution is coming.

What is the current emergency now? Wages. Salaries. Inflation. Food. Etc. What is the EFSL again? Al-Jubouri already came out and said the government will not raise the IQD. So who dies that leave us with? The Interim Government to enact everything while the transition period moves towards early elections.

The leader of the Sadrist movement, Muqtada al-Sadr, demanded, on Wednesday, the dissolution of the current parliament and the holding of early elections, while stressing that he has not decided yet to run in the elections or not.

Al-Sadr said in a televised speech, which was followed by / Mawazine News /: "Do not let them delude you that the revolution is a struggle for power," noting that "he has not decided to contest the new elections or not."  He added, "The malicious lawsuits obstructed the formation of the majority government," noting that "there is no benefit from dialogue with them."

Al-Sadr indicated that "reform does not come without sacrifice, and I am fully prepared to testify for reform." He continued, "The revolution began as a Sadrist, and they are part of the people," explaining that "the revolution will not exclude the corrupt from the Sadrist movement."

Al-Sadr indicated that he "never and will never be satisfied with bloodshed," noting that "most of the people are tired of the entire ruling class."

Al-Sadr assured the Iraqis: "They took advantage of my presence to end corruption," calling for early elections after the current parliament was dissolved. He pointed out that "the revolutionaries and the sit-in must stay and continue," and directed his thanks to the security forces and supporters of the revolution.   LINK

Tivon:  What more do you guys want? How long have we been trying to get this across? You are looking at it now. As I said I don't think the citizens will have to wait for the elections and the formation of the GOI to see purchasing power. Because Al-Kazemi as an interim government will have the neccessary powers to give that to them now. This is what the EFSL is for because it covers what again? All Contracts & Procedures. Which includes what?  Wages & Salaries that have already been adjusted and is waiting for the HOR approval. Because the news coming out now supports a immediate change to take place with reforms so it can have some wheels. I'll share more once I gather more information. Imo

Samson:  United Nations: Iraq desperately needs economic reform

On Wednesday, the United Nations Assistance Mission for Iraq welcomed calls for a national dialogue, while stressing the need for political leaders to prioritize national interests to find urgent solutions to the crisis

The UN mission stated in a statement, "The meaningful dialogue between all Iraqi parties is now more urgent than ever, as recent events have shown the danger of a rapid escalation in this tense political climate

"Iraqi parties stress the importance of democratic fundamentals such as constitutional compliance and respect for state institutions, but these are increasingly not observed, as their failure to move forward has had a clear negative impact on public confidence," she added

And the UN mission continued: “No party or group can claim that the crisis does not enter them or affect them. The need to find solutions through a comprehensive dialogue is clear,” adding: “In its absence, the State of Iraq will continue to be dominated by competing interests, which leads to more of instability with the people paying the price, such a scenario is simply intolerable

The mission reiterated its welcome to the "recent calls for a national dialogue, and commends the expression of support from all political spectrum", at the same time appealing to all actors to "commit, actively participate, and agree on solutions without delay. And she stressed that "the transition from words to deeds has become an urgent necessity, Iraq cannot go to another national dialogue in vain

The Integrity Commission announced, on Wednesday, August 3, 2022, details of the seizure of 70 million dinars in the Baghdad traffic departments.

The department added that "all the arrested suspects were transferred out of the registration sites after detecting fraud and embezzlement of about (70,000,000) million dinars in the accounting receipts for collection by the account treasurer, as well as referring them to the Internal Security Forces Court - the third region; Based on the provisions of Article (316) of the Penal Code and in the meaning of Articles (289-298) of it, and placing them in detention until a judgment is issued.”

She explained that “administrative orders were issued periodically to the fund’s trustees,” pointing to “the conversion of most of them from military owners to civilian owners, after the authority’s report issued on 9/26-2021 indicated its demand to set appropriate conditions and controls for selecting the trustees in traffic locations from whom They are characterized by integrity, good conduct and behavior, and are financially guarantor and are periodically evaluated.”

Samson:  The New Generation: Saturday's Demonstrations Will Include All Cities Of Kurdistan

The leader of the New Generation Movement, Salah Daoud, revealed, on Tuesday, the date of his demonstrations, which the movement’s leader, Shaswar Abdul Wahed, called for.

Daoud said in an interview with the "Information" agency that "the demonstrations will take place next Saturday and in all cities of the Kurdistan region, and their goal is to deliver a message to public opinion that corruption in Kurdistan has reached very large stages."

He added that "the main objectives of the demonstration are to fix the date of the Kurdistan Regional Parliament elections on their scheduled date, and the other thing is to denounce major corruption operations in the region, theft of wealth, poor services and high tax rates."

The cities of the Kurdistan region suffer from poor services, high fuel prices and delays in the payment of employee salaries.  LINK

Samson:  Iraqi political parties call for the dissolution of parliament and the formation of a new government

Today, Tuesday, Iraqi political forces called "change" raised several demands and called on the United Nations to support them, including the dissolution of the House of Representatives and the formation of a new government, revealing their intention to establish an inclusive national conference.

These forces included "the Iraqi Communist Party, the National House, the Social Democratic Movement, the Iraqi Nation Party, the Nazil Take My Right Movement, the Faili Movement, the Iraqi House, the Wa'ad Party, the Sons of Two Rivers Party, the Consultative Council, and the Tishreen Democratic Movement."

The forces said in a statement read by the leaders of those parties, in a joint press conference, seen by Shafak News Agency, "10 months have passed since the October 2021 elections, and the influential political blocs have not been able to address the deepening political crisis for years, and even insist on the approach of sectarian quotas. ethnicity, and a conflict of narrow interests. She added that "this led to the Parliament's inability to perform its constitutional duties, and the continuation of the state of political obstruction, whose negative effects were reflected on all of our people, and now threatens societal peace."

He continued, "In light of the current political and field developments, the forces of democratic change met today, Tuesday, and discussed the course of the escalating events, and affirmed their firm position on the process of comprehensive change, by peaceful means, that leads to building a civil and democratic state based on citizenship and social justice." The "forces of change" stressed that "they were not and will not be part of any conflicts that do not serve the interests and aspirations of the Iraqis." She added that out of concern for the path of democratic construction, we call for the dissolution of the current parliament, and for the President of the Republic, independent representatives and national forces to press for this.

It also called for "the formation of a government that enjoys political and popular approval, and whose mission will be to initiate practical steps on the path of change, including holding the killers of the demonstrators accountable, revealing the fate of the disappeared activists, moving major corruption files and bringing the corrupt to justice."

The Forces for Change stressed that one of the duties of this government is also "to take concrete measures to confine arms to the state, and to benefit from the financial surplus to improve the lives of Iraqis." She stressed that "the government takes it upon itself to work to ensure the fulfillment of the requirements for holding fair and impartial elections, under UN supervision, including: the application of the parties' law, to prevent corrupt parties and parties with armed arms from participating in the electoral process, and to ensure the independence of the High Electoral Commission."

These forces called on the United Nations Mission in Iraq to support the aspirations of the Iraqis to achieve a real democratic political system of government, and to sponsor the dialogues of its national political forces. And the statement continued, "In this sensitive circumstance, we believe that the peaceful change project requires concrete measures, foremost of which is a review of the interpretations of the Federal Court, regarding (the largest bloc) and the quorum of the presidential election session, and the violation of constitutional timings."

In order to achieve this, the forces’ statement says, “We sincerely call on all forces, parties, national figures, popular protest movements, unions, unions, organizations and social actors, to unite efforts and work to preserve the path of peaceful change that responds to the aspirations of our people, in a stable homeland. and flourishing.” "We are in the process of preparing for a comprehensive national conference, in order to form a national front for the forces of change," he stressed.  LINK

The head of the Parliamentary Legal Committee, Muhammad Al-Anouz, confirmed today, Monday, that adopting the decision of early elections is the only way to resolve the crisis.

Al-Anouz said in a statement to the official agency, which was followed by (Al-Oula News), that "the people's supreme interest is in peaceful expression and the adoption of the early elections decision, as this is the safest way to resolve the current crisis."

Samson:  Expert: Iraq Loses 10 Billion Dollars Annually From Its Oil Revenues

The oil expert, Nabil Al-Marsoumi, warned on Tuesday of the continued loss of oil revenues in Iraq, reaching more than 10 billion dollars in the coming months.

Al-Marsoumi said, in a Facebook post seen by / the information / that “the volume of Iraq’s exports of crude oil last July was 3.3 million barrels per day, with a value of 10.6 billion dollars, and at a price of 103.6 dollars per barrel, and this means that Iraq’s total production of crude oil after adding Kurdistan’s production and the oil allocated For domestic consumption, it did not exceed 4.380 million barrels per day, while Iraq’s production quota from OPEC Plus for the month of July is 4.580 million barrels per day.”

He added, "Iraq is currently producing less than its production quota by about 200,000 barrels per day, meaning that the lost oil revenues resulting from Iraq's inability to produce its full production quota amounted in July to about 575 million dollars."

He explained that “the most important reasons for this decline in Iraqi oil production and exports of crude oil are attributed to the weak ability to export Iraqi oil to the south through the ports due to the old sea lines that were established in the seventies and the deterioration of two marine lines feeding the docks from the export station, which forced an oil company Basra to reduce pumping rates to the sidewalks by 25% from 70,000 to 54,000 barrels per hour.

He pointed out that "storage facilities in Basra, refineries and power stations are being filled, as port data showed that crude oil stocks in southern reservoirs have reached 6.8 million barrels, or 72% of the total. Its total amount of 9.5 million barrels. He pointed out that “replacing the old shipping lines takes about two years from signing the contract, and in light of this, Iraq’s production quota within OPEC Plus will rise from the current month of August to 4.651 million barrels per day, which will widen the gap between it and the current production to about 271 thousand barrels per day and will be reflected This is due to lost oil revenues, which will rise to 870 million dollars per month and 10.444 billion dollars annually.   LINK

Samson:  Kurdistan Region Integrity refers nearly 140 corruption cases to the judiciary during 2022

The Integrity Commission of Kurdistan Region renewed, on Tuesday, its invitation to the Judicial Council in the region to form a court specialized in looking into cases of financial and administrative corruption, revealing at the same time that dozens of corruption cases have been referred to the judiciary during the current year.

The head of the commission, Judge Ahmed Anwar, said in a press conference held today, "We stress the need to form a court dealing with corruption cases in the region," calling on the Supreme Judicial Council to take the corruption file seriously. He added that it is possible to send 200 to the judiciary during the current year, pointing to the low rate of corruption in the region. Judge Anwar said: We have a strategic plan to radically combat corruption

The Chairman of the Integrity Commission reviewed the statistical issues of the Commission's activities during the first half of 2022, saying that we recorded 548 cases during this period, noting that 138 cases were referred to the judiciary. He confirmed that 799 cases with the authority are still under investigation.

Judge Anwar considered that the sentences issued against those convicted of corruption cases are light, and do not rise with the size of the crimes they committed, so we ask the judiciary to expedite the formation of the competent corruption court. He continued by saying that during the past five years, 72 people of high ranks were referred to the courts for investigation in cases related to financial and administrative corruption, including 6 ministers, 6 deputy ministers, and a member of the Kurdistan Parliament.   LINK

MilitiaMan:   From the articles (see below) we can clearly see there is a desire for the Sadrist, Coordination Frame work,  present government and others to dissolve parliament and the PM has the necessary powers to do so.

Necessary powers or necessary mechanisms are the vehicles used to get dissolution and  the country off and on to early elections. 

It is apparently agreed upon by most all parties.  With Kahdimi's statements today we can see support that dissolution is likely in motion.

An announcement of that should be in very short order, as early elections will need to be called for within 60 days. Also, to note there are very large contracts that have time lines to them.

As we know, too there is a time frame for the BUNA to start clearing the IQD in the second half of 2022. Also, there is support that all banks in Iraq must be in compliance to communicate with the CBI for the new electronic platform by 08/15/2022.

MilitiaMan Cont……Clearing internationally will require compliance with the IMFs Article VIII... WTO, will need to have that as well. Not to mention the ASYCUDA system for taxation will too!!

So, in a nut shell this is happening and fast and under the present government in it's emergency state. Kahdimi has legislative powers, even if only temporary.. ... imo ~ MM

Al-Kazemi calls on Sadr's supporters to vacate state institutions and sends a message to the leaders

Al-Kazemi said in a statement received by Shafaq News Agency, "Iraq is witnessing a great political tension that threatens if wise people do not interfere with dire consequences," adding:

"While we have taken all "necessary measures" to control the situation, maintain security, and prevent the waste of Iraqi blood, we call on all parties To calm, reduce escalation, to start an initiative for a solution on national bases".

The Prime Minister called on everyone "not to be drawn into accusations, the language of treason, and to set up hostility and hatred between the Brotherhood in the same country, and to sit at a national dialogue table to reach a political solution to the current crisis, under the roof of Iraqi synergy and the mechanisms of national dialogue."

Al-Kazemi addressed the demonstrators, saying, "Your message is clear, and your commitment to calm and organization is a duty and appreciated, and it is now time to discuss the mechanisms for launching a reform project agreed upon by the various national parties, and I am sure that in Iraq there is enough rationality and courage to move forward with a project."

Baghdad-INA   Supreme Judicial Council, Faik Zeidan, published an article regarding the term caretaker and emergency governments. The following is the text of the article published by the Supreme Judicial Council website and viewed by the Iraqi News Agency (INA):  

The indication of a particular phrase on the intent of the constitutional legislator may be explicit so that the possibility of its conflict is excluded, and this phrase is described as being explicit on the intended meaning.

Here it is said that this phrase is apparent in this meaning, so the text that indicates one meaning is described as an explicit text, as it is explicit in this meaning and has no other meaning days until the formation of the new Council of Ministers) as stated in Article (64/Second) of the Constitution (the President of the Republic, upon dissolving the House of Representatives, shall call for general elections in the country within a maximum period of sixty days from the date of the dissolution,

and the Council of Ministers in this case is considered resigned and continues to conduct daaily affairs). In both articles, the intent of the phrase (the Council of Ministers) is to denote the (caretaker government) according to the contextual and customary meaning that reaches the mind of the reader. The same case applies to what is being used in the term (emergency government), and here too there is no explicit text of this name.

Rather, it is stated in Article (61/Ninth) of the Constitution (A- Approval of the declaration of war and a state of emergency by a two-thirds majority, based on a joint request from the President of the Republic and the President of the Republic.

C- The Prime Minister is empowered with the necessary powers that enable him to administer the country’s affairs during the period of declaring war and a state of emergency, and these powers are regulated by law, in a way that does not contradict the constitution)

From this text, the apparent meaning of the phrase (the Prime Minister) mentioned in that article is the indication of the (emergency government) that exercises the powers necessary to manage the affairs of the country during the period of declaring war and the state of emergency, according to the contextual meaning of the sentence and the customary use of this phrase  LINK

MilitiaMan:  If I may add my 2 cents.. The Constitution gives the authority for the President and or Prime Minister necessary powers to run the country under war and or emergencies.

Well, the Emergency Food Security Law fits the bill not to mention they have not seated their government for about the last 10 months real close and counting.

The CF (Coordination Framework) is not necessarily stone walling imo, they are exercising their political will in that they believe to be their right to debate, negotiate, save their lives, etc..

The Sadrist movement has done everything they could to get them to the table , while being outside of corruption. Sadr will not have the corrupt in the government. The hold up if there ever was one would be Sadr giving the CF ample time to come on board.

They clearly failed in their efforts and with a noticeable difference in the amount of demonstrators on the CF side of things.. Read Post #145 las thread. Read it closely. Maybe go through this thread. I put together a group of articles that provide links to support my views..

IMO one day soon the IMF/UN is gonna say Iraq you are hopeless continue to exist at a program rate.

Tivon:  Dissolution puts in place constitutional legislation that the EFSL is based on. Which gives Al-Kazemi full powers to enact laws put on the back burner.

That is why they are not doing a 2022 budget. They want a entire new clean slate before 2023. That way when they do a budget for that year they can start on new things.

Keep in mind that the Oil & Gas Law can be passed with a transitional government. We don't care about the IMF/UN. We are talking about constitutional obligation. No power supercedes that. They can not dictate what goes on in the country when you are operating from "The Law of The Land. That goes for Total, Kurdistan, UN, IMF, etc.

The 15th is the deadline for banks. Which will be the new digital platform for shares, stocks, bonds, trades, and ofcourse daily banking practices.

What you are seeing right now is stonewalling from the CF. Why? Because they know once Al-Kazemi is officially deemed the interim for the remainder of they year it will be officially over for the corruption in all sectors of society.

That's why the EFSL was created to clean house. Which is what you are seeing. That's why everyone is now supporting Al-Kazemi. Why do you think the citizens  cheered when Al-Kazemi announced that the 1190 rate is wrong? They know what that signifies.

 Now it makes perfect sense why Al-Kazemi rewrote the contracts after the Total article came out. Because once adjusted it will support the national currency. Which is why nothing can be done with Total until he Al-Kazemi has full authority.

Total wanted to close a deal before the citizens received purchasing power in IQD. Al-Kazemi was not going to let that happen. Because the new oil contracts have to be denominated in IQD only.

Keep in mind the CBI sits on the same council as the Ministry of Oil and the PM. To encourage private sector investment in the refining sector, the Refining Law offers the following incentives. The Ministry of Oil is obligated to supply crude oil to the refining company at a price equal to the international FOB export price for Iraqi crude less a discount of 5 per cent, provided that the discount will not be less than US$4 per barrel or more than US$8 per barrel.

At that time the discount applied for a period of 50 years on prior contracts before Al-Kazemi recently adjusted them. Because this was based on old contracts that have been recalculated to only support the IQD. Not the USD. IMO

If you are looking at it one way you can see why some would assume there's a long way to go. Because it appears we are waiting on things being settled between what powers will run the country in "The New Government".

But Al-Kazemi is in position to implement everything for the interim period as an transitional authority who will use the EFSL to enact the Oil & Gas Law sense he will have full legislative authority. That way the citizens can have purchasing power while they start new elections and choose a new GOI. Because the EFSL covers "All Contracts & Procedures".

Therefore it can cover everything the citizens want and need now. Everyone in Al-Kazemi cabinet knows thus. Which is why he instructed all ministries to implement all provisions of the EFSL. Imo.

MilitiaMan:  This is even more support. The use of necessary mechanisms is like saying that we have the constitutional authority to use the necessary powers to launch reforms. Notice too, that by PM Kahdimi had no push back by the militias. Even clans that were likely on the CF payroll are now in favor to the Sadr camp. The two sides both stood down relatively peacefully too.

Again, once the dissolution happens, the direct statement above from Kahdimi shall likely launch the reforms. Which are constitutional entitlements for the citizens.

There is nothing in this that supports we have to wait for a new government at all, as the present government shows he has the necessary mechanisms in his hands to do so. The Supreme Judicial Council wrote a piece on it in February and June 2022. The roadmap has been talked today about and dissolution makes the most sense for the empowerment for people. imo We are in a good place.. ~ MM

Now keep in mind why the CBI gave all banks until the 15th to be on the new digital platform. Which handles all trade, stocks, bond, and shares. Including international payments. Why are they now so adamant about this being done by the 15th.

Well because by November SWIFT wants most countries under ISO-20022 regulations. Because it deals with XRP/XLM. Digital Currency or Crypto Asset= XRP for exchange across borders (X-borders) and exchanging value between all markets and asset classes.

The first movement implemented through banks between The State of the Emirates and the Arab Republic of Egypt, in the currency of the UAE dirham.

The Central Bank of Iraq and a number of local banks have already signed an agreement and completed the technical requirements to participate in the project in coordination with the Arab Monetary Fund, and work is underway to approve the Iraqi dinar in the system for the next stage, as the participating banks in the Arab countries will be able to send and receive payments between them in a safe and reliable manner. This platform will help reduce the recourse to international centers from correspondent banks in clearing and settling Arab payments, which will contribute to reducing the time and costs associated with banks and their customers.

Today, Sunday, the former Iraqi Prime Minister and leader of the Victory Alliance Haider al-Abadi renewed his call for all political blocs to form a committee authorized by all parties to agree on a roadmap to end the current crisis in the service of the country's supreme national interests.

Al-Abadi, who belongs to the Shiite Coordination Framework Forces, said in a press statement, “We previously proposed a rescue initiative on the twenty-second of last June, based in essence on considering the next transitional stage that ends with new elections, and the formation of a valid and moderate governance equation that enjoys the approval of the participating and non-participating forces in governance. To ensure that the current crisis is overcome, but unfortunately it has not been taken care of.”

He added, "We renew our call for all political blocs to consider the next phase as transitional, ending with new elections, the duration of which is agreed upon and the formation of a balanced, moderate governance equation, a place of international regional acceptance, and a place of reassurance for the participating and non-participating political forces in the government, to ensure the unity of the national ranks."

He explained that the main tasks of the next government are to "manage the transitional period that ends with new elections, to restore the street's confidence in the political system, and to ensure qualitative achievements regarding files of corruption, security, services or sovereignty." He warned that "the Iraqi reality today is complex, dangerous and open-ended, and it is not controlled or coherent, and the actors in it are many, and conflicting to the point of contradiction, and any new failure this time will lead to unconventional scenarios."

Samson:  Sadrist leader: The political system has ended and the constitution will be changed

The leader of the Sadrist movement, Muhannad al-Asadi, said on Sunday that the political system has ended and the constitution will be changed. 

Waqi al-Asadi, in a Facebook post, which was followed by Mawazine News, said that the current political system has ended... and the Iraqi constitution will be changed... and the rotten laws will end... and the ways to circumvent the constitutional texts are over. He added, "False lawsuits in the Federal Court to obstruct any outcome will end... and the quotas and division of spoils must end."

He noted that Muqtada al-Sadr hinted at many things through his last and important tweet, which roused the Iraqi people not to miss this diamond opportunity to change the wounded reality of Iraq, and to draw a new map through which everyone who loves Iraq and seeks to build it away from subordination, sectarianism and partisanship. 

Earlier today, the leader of the Sadrist movement, Muqtada al-Sadr, called for a radical change in the political system in Iraq. Al-Sadr said in a tweet via Twitter, "The spontaneous, peaceful revolution that liberated the (green) region as a first stage is the golden opportunity for each of the people stung by the fire of injustice, terrorism, corruption, occupation and dependency, so I hope that the tragedy of missing the first golden opportunity in 2016 will not be repeated,"

Adding “Yes, this is another opportunity to dispel darkness, darkness, corruption, exclusivity in power, loyalty to the outside, quotas and sectarianism that have permeated Iraq’s chest since its occupation and to this day. It was honest and removed the corrupt, it has become a forger that is being eaten up by the hands of the corrupt on the one hand, and malicious lawsuits on the other hand.”

Samson:  A Legal Expert Explains The Possibility Of Going Towards Holding Early Elections

The legal expert, Ali Jaber Al-Tamimi, clarified the possibility of going towards holding early elections during the era of the current caretaker government.

Al-Tamimi said in a press statement, which was followed by the Independent, that “Article 64 of the Iraqi constitution stipulates that the House of Representatives shall be dissolved by an absolute majority of the number of its members, that is, half of the total number plus one, and this is done in two ways

(the first is a request from a third of the members, any written request to the Speaker of the House of Representatives signed). out of 110 deputies, or the second method is a request from the Prime Minister and with the approval of the President of the Republic), and if we exclude the second method because the current government is dealing with daily matters that did not come from the current Parliament, neither the President nor the Prime Minister, and therefore neither the Prime Minister nor the President of the Republic has the right to submit the joint request“.

He added that "there is one way to dissolve the current parliament, which is for the parliament to dissolve itself, i.e. at the request of a third of the members and the approval of the absolute majority of the number of members, that is, half of the total number plus one."

Samson:  Al-Sadr's Minister issues ten instructions to the "Green Zone" demonstrators

Mabat, known as the "minister" of the leader of the Sadrist movement, Muqtada al-Sadr, issued ten instructions on Sunday evening to the demonstrators in the "Green Zone" in the center of the Iraqi capital, Baghdad.

This comes shortly after the leader of the Sadrist movement, Muqtada al-Sadr, announced what he described as the "liberation" of the Green Zone, and called on all Iraqis to support the "reform revolution" in reference to his followers of the demonstrators and sit-ins inside the parliament building and the Green Zone.

"Al-Sadr Minister" Saleh Muhammad Al-Iraqi said, in a statement seen by Shafak News Agency, titled "Instructions to Demonstrators and Protesters Against Corruption, Quotas and Subordination."

1- There is nothing wrong with holding Husseini rituals, but it is preferable that they be outside the parliament building and without addressing matters that some consider sectarian.

2- Not creating a building at all...Moving caravans and the like can be used.

3- Commitment to the cleanliness of the parliament, rather the absolute places.

Yesterday, Saturday, large numbers of supporters of the leader of the Sadrist movement, Muqtada al-Sadr, stormed the Iraqi parliament building, in the second storming in two days, and declared an open sit-in until those they described as "corrupt" were expelled.

In a new escalation, the protesters announced, today, the formation of a coordinating committee, which issued its first statement, and announced the vote for Sadr as governor of Iraq.  LINK

Demonstrations renewed in front of the Green Zone gate near Al-Jumhuriya Bridge, while large numbers of demonstrators flocked to Tahrir Square and the surrounding areas near the Green Zone gate, amid strict security measures to secure the demonstrations.

Prime Minister Mustafa Al-Kazemi directed the security forces to protect the demonstrators, calling on the demonstrators to remain peaceful in their movement, not to escalate, and to abide by the directives of the security forces whose goal is to protect them, and to protect official institutions.

 Al-Kazemi considered that "the continuation of the political escalation increases tension in the street and does not serve the public interests," stressing that "the security forces have a duty to protect official institutions and the need to take all legal measures to maintain order."

For his part, the leader of the Sadrist movement Muqtada al-Sadr, through the famous account, Saleh Muhammad al-Iraqi, warned the political blocs to hold them responsible for any attack on the demonstrators. The IMF Executive Board approved today new amounts for the five currencies that will determine the value of the Special Drawing Right (SDR) from August 1 onward for a five-year period.

This completes the final step in implementing the results of the latest review of the method of valuation of the SDR.

Washington, DC: Today, the International Monetary Fund (IMF) announced the new amounts for the five currencies that will determine the value of the SDR during the new valuation period that runs from August 1, 2022 until July 31, 2027.

The Executive Board has decided that, effective August 1, 2022, the value of the SDR will be the sum of the values of the following amounts of each currency: [1]

Chinese yuan 1.0993

Japanese yen 13.452

Pound sterling 0.080870

Today’s Board’s decision on the amount of each currency in the SDR valuation basket is the final step implementing the results of the latest review of the method of valuation of the SDR, concluded on May 11, 2022.

At that review, the IMF determined that the composition of the SDR basket and the weights assigned to each currency in the basket will be 43.38 percent for the U.S. dollar, 29.31 percent for the euro, 12.28 percent for the Chinese renminbi, 7.59 percent for the Japanese yen, and 7.44 percent for the pound sterling (See Press Release No. 22/153).

The SDR interest rate that will be determined on August 5 and applied for the week of August 8, 2022 will be the first one that reflects the new SDR valuation basket. It will be based on the exchange rates and interest rates that will prevail at the time of its determination, and the above currency amounts.

The change in the SDR interest rate relative to the previous week will reflect the changes in the shares of currencies in the SDR valuation basket, as well as the changes in the interest rates on each financial instrument in the interest rate basket.

[1] The currency amounts approved by the Executive Board have been calculated such that the value of the SDR in U.S. dollar terms is the same under the new basket as the value of the SDR prevailing today, and that, at the average exchange rates for the three-month period ending today (May 2 through July 29, 2022), the share of each currency in the value of the SDR corresponds to the weight approved by the IMF Executive Board on May 11, 2022.

The Parliamentary Legal Committee confirmed, today, Friday, that there will be no session of the House of Representatives tomorrow, while it has set a condition for the parliament to return to session.

The head of the Legal Committee, Muhammad Anouz, told Al-Iraqiya News, and the Iraqi News Agency (INA) followed it, that "10 months have passed since the electoral process, and there are still political overlaps regarding the file of government formation, and we are waiting for the results of the current negotiations."

He added, "There is a paralysis in the parliament's sessions as well because of the political situation, as we are supposed to witness 8 sessions per month, while the total of its sessions in this legislative session has not exceeded 12 since its first session last January."

Samson:   Al-Halbousi: Parliament sessions suspended until further notice

Parliament Speaker Muhammad al-Halbousi decided on Saturday to suspend Parliament sessions until further notice, calling at the same time, the Commander-in-Chief of the Armed Forces, Mustafa al-Kazemi, to take the necessary measures to protect institutions and protect demonstrators.

Al-Halbousi said in a statement received by Shafak News Agency, "Here we are living in difficult and sensitive times that require all of us to hold back, to show the highest degree of dream and sincere national responsibility, in which everyone bears the results alike, no matter what and which direction they go."

He added, "Differences in viewpoints, even between the parties, are a normal condition in the most advanced countries and among the most powerful democracies in the world, and whatever its climax, dialogue is the solution. Our great Iraqi people..
My sisters, brothers and sons... My good family..
May peace, mercy and blessings be upon you..

I address you in this very sensitive circumstance, with all sincerity and love, and in this holy and Muharram month, and we are a people known for believing in lofty and noble values ​​and principles.
This patient and sacrificial people, who have never been stingy for the sake of Iraq from its northernmost to its southernmost, and from its east to its west, deserves from us a response befitting the scale of these sacrifices... 

Our people yearn for life, and they do not like strife, blood, strife, revenge, and strife, and they do not like malice and hatred, and they look forward to a future equal to the size of the sacrifices and suffering they went through.

Accordingly, the political blocs must sit down, negotiate and reach an understanding for the sake of Iraq and the Iraqis, and the language of treason and exclusion must be avoided, and a high and inclusive patriotic spirit must be displayed. The Iraqi Minister of Agriculture, Muhammad al-Khafaji, called on Friday to launch a common market and a unified agricultural calendar among the Arab countries in order to improve trade exchanges between them to fill the food shortage due to the crisis the world is witnessing.

This came during his meeting today with the President of the Lebanese Republic, Michel Aoun, on the sidelines of his participation in the Quartet Agricultural Meeting in Beirut, according to a statement issued by the Minister's office.

The statement stated that Al-Khafaji stressed the importance of concerted Arab efforts to confront food security and secure food and agricultural products for our peoples, calling for the need to launch the Arab Common Market to improve trade exchanges and address food shortages in order to achieve food integration.

The statement quoted the minister as saying, "Our ambition is to include the largest number of Arab countries in this alliance and to strengthen relations at the agricultural level," noting that "when we can reach a unified agricultural calendar between countries, an added value will be achieved for farmers, as well as consumers in terms of easing cost".  LINK

The legal expert, Ali Al-Tamimi, explained the extent of the possibility and legality of holding the parliament session in a place outside the capital and the building of the House of Representatives, pointing out that the parliament's internal system was clear in this matter.

Al-Tamimi told Al-Maalouma, "Article 21 of the parliament's internal system authorized the convening of the parliament session in another governorate, as it was stated in this article (parliament sessions are held in Baghdad and can be held in other places when necessary)."

He added that "the legal text in the internal system, when Baghdad specified a place for parliament sessions, allowed them to be held in another governorate, and the word places in it included all governorates, even the governorates of the Kurdistan region."

MilitiaMan:  Interesting stage they seem to be setting. Didn't Halbousi and Kahdimi meet in Ramadi the Capitol of Anbar Wednesday prior to Kahdimi getting back into the Dome same day? Saleh popped his head in with statement on "GREAT ENTITLMENTS" for the citizens? He sure did.

The four amigos all had something to say that day. Kahdimi, Sadr, Saleh and Halbousi were vocal and in support for peace and the citizens.. Now we watch for the dissolution imo anyway.. They have secured the green zone and even the Supreme Justice Council building..

 That is where the "Constitutional Entitlements" (Great)  are born.. Sure seems to be a HOT weekend for EVENTS to take place.. imo ~ MM

The Sadrist movement continues to mobilize its supporters to hold a demonstration tomorrow, Saturday, in the event of the Parliament session scheduled to elect the President of the Republic, while the security forces tightened their procedures in the Green Zone.

And media outlets affiliated with the Sadrist movement published a picture of Aoun Al-Nabi, who is close to Muqtada al-Sadr, and the general official of the Peace Brigades, Tahsin al-Hamidawi, while they were in Tahrir Square in central Baghdad. As the leaders of the movement mobilized for tomorrow's demonstration, the security forces closed more gates of the Green Zone and the surrounding roads.

A security source said in an interview with Mawazine News that "the security forces closed the green gate leading to the Supreme Judicial Council with concrete blocks." He added, "The planning gates leading to the Presidency of the Republic were also closed, as were the Muallaq, Al-Sink and Al-Gomhoria bridges."

Today, Friday, the Baghdad Operations Command held a security meeting to discuss a plan to secure protection for the demonstrations tomorrow, Saturday. And the leadership stated in a statement received by Mawazine News, a copy of it, that "Lieutenant-General, Commander of Baghdad Operations, Ahmed Salim, chaired an expanded security conference attended by the leaders of the advanced headquarters on the Karkh and Rusafa sides, team leaders and directors of security services operating within the sector of command responsibility." She added, "The conference was held to discuss the security plan for securing protection for the peaceful demonstration to be launched on Saturday."

MilitiaMan:  There is the security being put in place. Demonstrations set for tomorrow. Lets see if they have a vote or not in the Dome or not and or even elsewhere.. They talked about that being legal to do constitutionally.. Crazy times, exciting too.. imo ~ MM

Samson:  Parliamentary Integrity: Billions are being stolen, and we have sent several corruption files to the commission

 The Parliamentary Integrity Committee revealed that it had sent several corruption files to the Integrity Commission in order to work on them.

A member of the committee, Alia Nassif, told {Euphrates News}, "The Parliamentary Integrity Committee works separately. There is a collective and individual work, and each deputy works alone."

And she added: "Despite the reluctance in the Parliamentary Committee due to political differences, the deputies send files to the Integrity Commission and we hope that it will interact with us, because the capabilities of the Commission are higher and greater than the capabilities of the representative, especially in the aspect of obtaining information."

And she continued: "We have sent many files regarding corruption files in the Ministry of Transport and Electricity, as well as interrogations of the corrupt, and there are billions being stolen from the country under pretexts and names."  LINK
