Parliamentary Finance Committee, on Wednesday, expressed its strong dissatisfaction with the government for not sending the 2020 budget to the House of Representatives, indicating that the government's failure to answer the House of Representatives raises constitutional questions.

The committee’s rapporteur, Ahmed Al-Saffar, said in a statement to “Al-Maalouma”, that his committee “is surprised at the government's failure to respond to sending the state’s general budget for the year 2020 to the parliament.”

Samson:  Tax Authority: Revenues of the first half of this year exceeded one trillion and 500 billion dinars

Wednesday, the General Authority for Taxes calculated the first half of the current year.

"The tax revenues amounted to more than one trillion and 500 billion dinars during the first half of this year, despite the Corona pandemic measures and their impact on commercial movement," said Shakir al-Zubaidi, director of the commission.

Al-Zubaidi predicted, "The revenue will rise to double during the second half of this year to support the state's general budget."   LINK

Samson:  Rashid Bank announces the payment of salaries of more than 100 departments

7th July, 2020

Al-Rasheed Bank announced, on Tuesday, that its branches will continue to pay the salaries of employees of the endemic state departments with their salaries with the bank, whose financing instruments have arrived.

The media office of the bank stated in a statement / Mawazine News / received a copy of it, that "the electronic payment unit delivered salaries to more than (100) departments in Baghdad and the provinces, in addition to handing over the salaries of many departments that receive their salaries manually."

The statement added, "The bank's staff work until late at night to ensure that salaries are paid without delay, and that employees with electronic payment cards can receive their salaries from the bank's branch network located in Baghdad and the provinces or from one of the approved Nakheel Master Card offices if they receive a download notification message Salary".    LINK

Samson:  Baghdad-Erbil talks will resume next week

The Deputy of the Patriotic Union of Kurdistan, Dylan Ghaffour, said on Wednesday that talks between Baghdad and Erbil will resume next week, noting that the two sides have not reached a conclusion regarding the oil file

Ghafour told Shafaq News, "There is an intention and will among the negotiating delegation of the Kurdistan Regional Government to resolve the differences and outstanding problems with Baghdad. She added, "The delegation of the Kurdistan Regional Government will visit Baghdad next week to complete the talks, especially those related to oil and the salaries of the region's employees

Ghafour said that "the oil file is one of the thorny issues, and the negotiating delegations did not reach a result regarding it," noting that "there are problems technically", regarding the oil file.. She noted that "the two parties want to reach solutions and resolve differences and problems related to the two governments

Ghafour indicated, "The delegation will be headed by Prime Minister Masroor Barzani or his deputy, Qubad Talabani," stressing, "The delegation of the Kurdistan Regional Government's determination to solve problems and reach positive results during his next visit

The previous Iraqi government headed by Adel Abdul-Mahdi had cut last April the salaries of state employees in the Kurdistan Region after accusing the region of not committing to an agreement to deliver 250 thousand barrels of oil per day to the company "Sumo" owned by Baghdad, which was denied by the government of Erbil

Al-Kazemi’s government agreed two months ago to launch salaries for one month for the region’s employees, and mortgaged it regularly on Baghdad and Erbil’s agreement on the oil file and the region’s share of the federal budget. Since the decision to cut the salaries of the province’s employees, the two sides have held three rounds of discussions in the capital, Baghdad, to resolve the differences

Samson:  International Organization: About 5 million Iraqis are below the poverty line as a result of Corona

The United Nations Children's Fund, UNICEF, said on Wednesday that nearly 5 million Iraqis are below the poverty line as a result of the outbreak of the Corona pandemic.

The organization said in a report that about 4.5 million Iraqis (11.7%) were pushed below the poverty line as a result of the Corona pandemic and the resulting social and economic impacts. The large losses in business and jobs, and the rise in prices, also caused the national poverty rate to rise from 20% in 2018 to 31.7%, according to the organization.

The report pointed out that with the additional percentage who fell below the poverty line of 15.8%, children are the most affected by the crisis. While one in five children was suffering from poverty before the crisis, the ratio almost doubled to two out of five children (37.9%) at the beginning of the crisis.

The report continued that 42% of the population is classified as a vulnerable group, as they face a higher risk of suffering from deprivation in terms of many dimensions, and not from one dimension of the following: education, health, living conditions, and financial security.

The report noted that the disruption of services and the adoption of negative coping strategies by poor families, would increase deprivation of the means of well-being, and increase inequality, especially among children.   LINK

Samson:  "$ 10 billion in port revenue for corrupt pockets"

A member of the Parliamentary Finance Committee revealed, on Wednesday, the depletion of funds amounting to 10 billion dollars annually due to the widespread corruption in the border crossings

MilitiaMan:  The new "edition" money is looking to be a poylmer strengthened paper. imo (Sulfoned) is explained below to be a polymer based money. The new currency they distributed may very well be polymer, an anti bacterial currency with strength, longevity, forgery free and cheaper to print . Is this a leak or not? Maybe, maybe not. It is not the first leak we have seen..

But, lets take this to another line of thinking. Below they told us in 2016 they were considering using this new type of currency. They suggest to do so they need to bring value to the currency (see below).

Well, is that not a part of the White Papers or road map they have told us about? To bring Purchase Power to the citizens? I think so.

Just as we see today Alak making agreements with the Security Exchange Commission.. They also mention the have intentions of using the stock exchange for internal borrowing to provide liquidity. A much needed thing these days, as we see massive amounts for articles on the matter. 

They don't have new polymers in circulation now do they with 000s on them that I have seen or bought recently. In fact, there seems to be a drying up of supply of Paper Dinars, at least from what my research shows.

With that said, why would they have spent all the money on small category notes and then print or issue more 000s with polymer currency. They destroyed massive amounts of perfectly good currency in the Video Delta translated an talked about with us.

There was support for that they were spending more money, well metals cost more money than paper, let alone paper costs more than polymer.. So, it is not adding up that this is not more than just replacing old notes.. We have heard that there were leaks about money movements.

Here in this article about polymers is saying they confirm our suspicions on printing new. As, they say the "distributed all new".. Not at the beginning of the year, but, this month..

They tell us they are at the same value.. But, can they tell us a different value without an official announcement? Not imo can they.

They need to bring value to the currency to make them acceptable to those who will receive payments in the Dinar for imports. Again, Alak has been hard at work. (see bottom link) Making sure he has the Stock Market and Money Exchanger's on board and up to snuff "international regulation compliant" wise too.!! 

So from my view this looks very promising, as their ideas from 2016 may still be applicable. And if so, this may very well be more leakage if not flat out education a change is coming.. imo We shall see.. ~ Imo ~ MM

The Parliamentary Foreign Relations Committee revealed today, Monday, a forthcoming visit by Iraqi Prime Minister Mustafa Al-Kazemi to European countries after a scheduled visit to Washington.

Committee member Amer Al-Fayez told Shafaq News that "Prime Minister Mustafa Al-Kazemi will head on a forthcoming visit to the United States of America at the head of a high-level delegation, to complete the strategic dialogue and schedule the withdrawal of the American army from Iraqi territory."

Al-Fayez added, "The visit was not scheduled, but it will come within the schedule of visits to the Prime Minister, which will be determined later to the countries of the region and some European Union countries, to enhance confidence and economic and security cooperation between Baghdad and the countries of the world."

And Foreign Minister Fouad Hussein announced earlier that Prime Minister Mustafa Al-Kazemi will visit Washington this July, to complete the strategic dialogue between Iraq and America.

Samson:  Parliamentary Finance: The salaries of the coming months will be paid on time for these reasons

The Parliamentary Finance Committee confirmed, on Monday, that the salaries of employees and retirees for the coming months have been secured and will be paid by the indicative dates for each state institution, stating that the application of a single salary system and the abolition of multiple salaries need time.  
 
Cougar pointed out that "the process of completing the prohibition of paying salaries is time-consuming, as the first step that is currently taking place within each ministry and the other step will take place intersecting with all ministries and government institutions to detect duplication."  Member of the Committee, Representative Jamal Cougar, said in a statement to "Information", that "the delay in the salaries of the month of June was due to the lack of cash liquidity with the public treasury, as well as because of some ministries busy busy examining the double salaries and space."

He added that "the salaries of the coming months will be paid smoothly and without changing the dates of state institutions for a number of reasons, including the liquidation of cash after financial reforms were carried out and oil prices recovered, as well as the government's freedom of internal borrowing after the parliament voted to allow borrowing."   LINK

Samson:  Parliamentary Finance: The Delay In The Distribution Of Salaries Is Due To Scrutiny In The Double Salaries
6th July, 2020

The Parliamentary Finance Committee suggested that the delay in the distribution of salaries of some ministries should be due to the scrutiny in the double salaries.

Jamal Kujer, a member of the Finance Committee in the House of Representatives, said in a statement affiliated to the Independent today, Monday, that “the House of Representatives gave the government the power to borrow immediately according to the borrowing law that was voted upon and that contains an article stipulating that the law will be implemented immediately after voting on it,” indicating that ”these loans are internal and hence the delay in the distribution of salaries is unjustified.

He added, "The arrangements for the distribution of salaries need a week to be completed, but if the government has reforms, it must announce them and be with the approval of Parliament."

Cougar suggested that "the reason for the delay is the double salaries that the government seeks to check and stop their salaries", calling on the government to "clarify the reasons for the delay, especially since the employee has many obligations."

In turn, Member of the Committee, MP Mohammed Al-Darraji, confirmed in a statement that the Independent received a copy of it, “There is no validity in salary delays due to the delay in converting the currency. He added, “On the basis of that, the cash liquidity in the Central Bank has been launched for the main banks (Al-Rafidain, Al-Rashid and TBI) and a notification must be received from the Ministry of Finance to the mentioned banks to release the salaries of employees.”

He added, "There will be no problem during the next three months because of the presence of internal borrowing," noting that "we are looking at oil prices and the reform plan that the Minister of Finance promised to present."   LINK

The Ministry of Education announced today, Saturday, that Iraq won the position of Director of the Department of Science and Scientific Research at the International Science and Culture Organization (ALEXO) for the first time in 50 years.

She said in a statement received by Shafaq News Agency, that the Minister of Education and Chairman of the National Committee for Education, Culture and Science in Iraq Ali Hamid Mekhlef congratulated all intellectuals and academics on the victory of Iraq in the position of Director of the Department of Science and Scientific Research in ALEXO, which he did not obtain in 50 years.

He added that, "after strenuous efforts made by the Iraqi National Commission for Education, Culture and Science for two consecutive years, the fourth day of July culminated in the approval by ALEXO of this victory in its 113th session, which was held remotely after intense competition between seven Arab countries."

Tariq pointed out that “cash credit amounted to 42 trillion dinars divided into 34.2 trillion dinars provided by government banks and 7.8 trillion dinars provided by private banks, while pledge credit amounted to 25.2 trillion dinars divided into 17.2 trillion dinars from government banks and 8 trillion dinars from Private banks.”

Paying salaries at a program rate again for the next three months sounds to me to be fake news. They have shown in articles at least five varying reasons about the delay in payments..

Without the 2019 FMLA exposed they’ll not come to a 2020 budget nor a 2021 budget.

Salaries not paid because...

1. Just waiting for hard currency exchange.
2. Bonds are being liquidated...
3. Internal borrowing from Private Banks
4. Application forwarded for an IMF loan.
5. Will pay salaries tomorrow or after. (BB’s) 

So, with those inconsistencies we can see there is an underlying issue and it may not be what it appears.

The mechanisms needed to pay salaries are related to the unity of the country to be fair in distribution of funds from all provinces.

Seems the Kurds believe that they are superior and don’t have to play by the rules and can take what they want and when they want even when it goes against their own people..

Iraq’s wealth is to be distributed fairly and it should be.. At this juncture it would behoove them to get the lead out and come to an agreement so that they don’t implode..

They know all to well that the gravy train is coming to an end. They are the ones that denied they didn’t pay salaries, yet, they give us an example they will distribute through 07/15/2020, the same day of Alak’s tenure at the CBI.

By them rolling out payments over time suggests there is questionable practices, who gets them first, why not all at once and why roll them out to that specific day? Are the actually paying anyone? All unanswered questions thus far.. imo 

My view is there is more to the story and it is locked in the dialogue between Baghdad and Erbil. Entrenched in the 2019 FMLA.

If it wasn’t we would not be here at this point in time. The road map or White Papers peered reviewed globally tells us they have a plan and one key component is to raise the exchange rate to go to a market economy.

That key point is a part of the first phase not the last phase that Kahdemi told us he would have completed within 60 days. That alone flies in the face of we need more time to do reforms..

So, imo the borrowing through the MOF seems to be out of place and misinformation is seemingly abundant and at many levels.

Just as we were told that there would be propaganda Involved in the process or monetary reforms and economic reforms  that would be present in the process, by Dr. Shabibi..

We shall see how this unfolds. Don’t forget they told us the solution was to go to a market economy and raise the value of their currency and not borrow to pay salaries and pay interest on it for 10 years!!!

This is not a normal circumstance is it? Could this be a roll out of sorts? I don't know but, the pattern I see is not normal behavior.

If there was an urgency to sort salaries, and they have the money borrowed which goes against what they say they are going to do in many articles about going to the secondary markets, raising the value of the IQD, etc.. This is only the Kurds region.. hmmm

Take note of the process they posture is out to the 15th of July.. Same as the last day of Alak's tenure at the CBI... LEts not forget that the PM called them out about selling oil to Israel. The will may be to save their skin and their bank accounts!!

They have been at this dialogue, this time for many days on end it seems. The pressure is on. Will they push this out for months on end?

Typically, when the Kurds get their feelers hurt they high tail it home.. They have not done so.. Another pattern change.. This time the leverage that the new PM has on them , whereby caught stealing or selling oil to Israel and keeping the proceeds un beknown to the Fed Gov until now, has them backed into a corner.. The PM has them outed.

The citizens of all of Iraq now know the story too. imo.. Kind of hard to argue about it when they get caught red handed. All the years that there has been graft and at the suffering of the citizens.. I'll bet the will of the Kurds to get this done and behind them now is better, now the ever.. imo.. We shall see.. - MM

The 2019 Financial Management Law Amendment from the 2019 Budget has that rate in it. Hence, imo is why we haven't seen it yet. They cannot expose it to the Parliament until the right time.

Parliament has been complaining about that, that it has not been presented yet. Well, the PM showed up yesterday with something for the parliament and from the looks of things it wasn't the FMLA, imo anyway. There was a delay it seems and there may have been a good reason for it to be delayed. Just as we see that there is nothing concrete yet in regard to the taxes, tariffs and fees at the customs borders and ports.

They too, requires the rate to adjust accordingly for the fees, taxes, tariff's, etc. imo  ~ MM

MilitiaMan:  They us show in the above that there is a concern because the situation is different and they note that the exchange rate ( See article that shows "gate".) has also changed. As in past tense. That has to make one wonder about the on goings from here.

They clearly were expecting this to go smoothly. But, there is or was obviously something that transpired to delay things to be brought to the Parliament. 

Here is a different issue that too requires a rate change imo. There has also been a delay in in salaries. Coincidence? I think not. The salaries being delayed is interesting. If they were to be paid at a program rate, why, would that be a problem? It wasn't last month or subsequent months in this manner or time frame. We can see up to today they still have yet to raise the rate, show the budget nor pay the salaries. imo The below show the reason for the delay.

There was a procedural issue in the currency conversion process from hard currency to Iraq. Interestingly enough hard currency is typically international currencies, imo..

Now why would there be a problem at a program rate, they haven't had that before imo?.. Unless the conversion process is not for a a program rate at all? It is possibly a new international rate that could be what is needed to get sorted within days, hence the coinciding of delays; with taxes, tariff's, fees, salaries and assorted yearly budgets to move forward...

Keep in mind the security that was sent to the borders for o make sure they were secure from mafia, gangs, certain people, etc..  ~ MM

It looks as though they have made arrests and may make more in regard to corruption. So, is the delay being openly spoken about? Yes, it sure has. So, imo those that seem to think nothing is being done and it is same old same old, imo, it is far from it.

During the meeting of senior officials of the judiciary, the Prosecutor General of Tehran, Ali al-Qassi Muhr, referred to the measures taken to follow up the file of the assassination of the martyr General Qassem Soleimani. They directed the assassination, as the Iranian judiciary issued arrest warrants and red warrants through the International Police (Interpol)

US special envoy on Iran, Brian Hook, told a news conference in Saudi Arabia on Monday that Tehran's issuance of an arrest warrant for US President Donald Trump and 35 other people in connection with the killing of prominent military commander Qassem Soleimani is just a "propaganda ploy."


"Our assessment is that INTERPOL does not interfere by issuing red flyers based on requests of a political nature," Hook said, standing next to the Saudi state minister for foreign affairs in Riyadh.

"This is political in nature. It has nothing to do with national security, world peace or the promotion of stability ... It is a propaganda ploy that no one takes seriously."

The Iranian Fars News Agency said that Tehran asked the International Police (Interpol) for help in carrying out the arrest warrant.

On January 3, an American strike killed a drone in Iraq, Soleimani, commander of the Quds Force, in the Iranian Revolutionary Guard. And accuses Washington Soleimani of masterminding attacks by armed factions allied with Iran on American forces in the region.   LINK

The source said to Shafaq News, that the banks are waiting for a notification from the ministry to enter data on the electronic regulations and launch the salaries of state employees. He added that it is hoped that the notice will reach the banks to launch and pay salaries within the next 24 hours.

The Iraqi government is struggling to secure employee salaries and other operating expenses due to the collapse in oil prices due to the Corona pandemic, which has paralyzed large sectors of the world economy. The country relies on revenue from the sale of crude to finance 95 percent of the country's expenditures.

And Iraqi Finance Minister Ali Allawi, had warned, in statements to Agence France-Presse, Wednesday, that the Iraqi economy may face "shocks that it will not be able to deal with" unless reform measures are adopted in less than a year, stressing that 40 million Iraqis will have to They are subject to a tight austerity policy that may last for "two years".

Projections indicate that the Iraqi economy will face a 10 percent contraction during the year. With one out of every five Iraqis receiving government aid, the bill becomes heavier for the country that depends on paying all its expenditures on oil sales revenue. 

And at the beginning of this month, when pensions were deducted in the first steps of the government austerity policy, the protest was unanimous against Allawi and Prime Minister Mustafa Al-Kazemi, even within the parliament that is usually mandated to approve reforms, especially the fight against corruption that led to the evaporation of more than 450 billion Dollars of public money since 2003.  LINK

Popeye7:  IMO, this article seems to hold promise... The Iraqi people need to be paid, and were supposed to have been paid last Thursday if I am not mistaken... What are they waiting for?...  Maybe a simultaneous event taking place? IMO...(wink)

MilitiaMan:  They postponed the salaries for up to 24 hours.. The government banks are awaiting a notice.. Really? Yep, and electronic one. One that is different than in the past..

This imo sure looks like the agreement the Kurds have made and signed yesterday, in that they signed they comprehensive agreement, it suggests there was a need to adjust things for the electronic system to make payments.

That "exact"  database for salaries may have needed to be sorted some still, to have to have postponed for the short period of time. Apparently it is to not take to much time, we / they hope... 

Keep in mind the adjustments at the borders are to have electronic adjustments in line by the 1st of July for shipping, border crossing, taxes, tariffs, fees, etc. Also take note that there will be a parliament session on Monday the 29th.

The 2020 Budget is to be sorted by the 30th. The Kurds signing the comprehensive agreement yesterday, imo would have had the 2019 FMLA on the table.

That 2019 FMLA is the mechanism or is imo the key to the RI.

On Sunday, the Supreme Council for Issuing Fatwas in the Kurdistan Region announced the prohibition of the salaries of aliens and double-salaries.  

And it came in the fatwa issued by the council, which was viewed by "NAS" (June 28, 2020), that "after a group of citizens and employees of the Kurdistan Region asked the council to clarify the Islamic legal ruling regarding the receipt of salaries without working hours, known as space employees, between the council The rule of Islamic law prohibits multiple salaries. "  

He added that "double salaries, even if one of them is from the Kurdistan Regional Government and the other from the Iraqi government, it is also forbidden, and there is no difference that prohibited it from double salary from the regional government only."  

He explained that "anyone who is not legally appointed is a salary that is forbidden and the government must take legal measures against it."    link

The decision of the Finance Committee in Parliament, Ahmed Al-Saffar, confirmed today, Saturday, that the Kurdistan Regional Government has handed over its staff database to the Federal Government in Baghdad. 

Al-Saffar said in an interview with him (Baghdad today), "The technical delegation of the Kurdistan region who visited Baghdad recently handed over the federal government a database of the region's employees at the request of Baghdad in addition to other files." 

And that "the number of employees in the region is estimated at about 753 thousand employees registered within the biometric system in addition to the groups that benefit from social care, martyrs and retirees, the number reaches approximately one million and 250 thousand people." 

He pointed out that "the regional government is working, at the request of Baghdad, to solve the problem of multi-salaries in terms of social welfare, martyrs and retirees."

Yesterday, Osman Karim, the deputy in the Kurdistan Parliament, confirmed on Friday (26 June 2020) that negotiations between the federal government and the regional government are still ongoing and have not reached a dead end.

He added that "Baghdad has many conditions, some of which are inconsistent with the constitution, and this is what finally reached the signing of the comprehensive agreement, but the negotiations were not stopped or were officially announced."  LINK

The negotiating delegation to the Kurdistan Regional Government, headed by Deputy Prime Minister Qubad Talabani, in Baghdad, on Thursday, held talks with the American and British embassies in Iraq.  

A statement of the provincial government, followed by "people" (25 June 2020), said that "the meeting highlighted the outstanding problems between Erbil and Baghdad, and the latest developments regarding the general situation in Iraq were discussed."  

The delegation of the two embassies said, according to the statement, "their full support for resolving all disputes between the Kurdistan Region and the federal government and facing all the problems that Iraq suffers from with a unified position, especially the risks of the renewed corona virus and the recent movements of ISIS terrorists in the disputed areas."  

The delegation of the regional government is scheduled to hold its last meeting this week with members of the federal government with the aim of reaching a general and common understanding of the outstanding problems between the two sides.   LINK

Today, Saturday, Prime Minister Mustafa Al-Kazemi directed the speedy distribution of the employees ’salaries.   

A statement issued by Al-Kazemi said that he directed the Prime Minister, Mustafa Al-Kazemi, the Ministry of Finance to expel the salaries of employees, during a meeting today, Saturday, with the Minister of Finance, Mr. Ali Abdul Amir Allawi.  

The statement added that "Al-Kazemi stressed that the launch takes place without delay, and that the Ministry work with all its capabilities to put the solutions that were discussed into implementation, and that the government apparatus continues to maximize non-oil revenues and find financial cover for employee salaries."  

He continued, "The Prime Minister affirmed during the meeting that the current financial crisis constitutes an opportunity to face the challenge of implementing financial and administrative reform, and that the government has resolved to proceed with this reform until it is positively reflected on economic development, and the provision of welfare and good governance to all Iraqis."  LINK

DELTA:  The Prime Minister, Mustafa Al-Kadhimi, directed the Ministry of Finance to quickly release the salaries of the employees.

This came at a meeting of His Excellency, on Saturday, with the Minister of Finance, Mr. Ali Abdul Amir Allawi.

Al-Kadhimi stressed that the launch should take place without delay, and that the ministry should work to put into practice the solutions discussed, and that the government apparatus is continuing to maximize non-oil revenues and find financial cover for employees' salaries.

During the meeting, the Prime Minister stressed that the current financial crisis was an opportunity to meet the challenge of implementing financial and administrative reform, and that the Government was determined to proceed with this reform until it had a positive impact on economic development, welfare and good governance for all Iraqis.
