As to Supplemental Budget or Temporary  Budget.......IMO, This cannot occur under a Caretaker Government.  They can only go by the 1/12 or state the Budget was passed by the COM prior to caretaker status.  If Supplemental/Temporary Budget is the plan, we will need a designated PM, confidence given (up to 30 days process), Supplemental/Temporary Formulated and passed by COM, Sent to Parliament, First Reading, Sent to Finance Committee for study, Second Reading, Vote or Third Reading Vote.....Very long process.  Why would they just not do a new Budget for the year or send the current one that is debated whether timely passed by COM or not?

There is no authority for any New Budget whether Temporary, Supplemental or Full without going through the process.......They cannot just do this.  Just like in the US, even a CR has to be approved.  The President or Treasury Secretary cannot unilaterally start spending....

The idea of an official Supplemental Budget just does not hold water.  If they do this, we know we are delayed yet again....IMO     Hope that helps......

Iobey reminded us earlier today that the banks of Iraq have stopped issuing loans for the entire month of December. Frank and Delta had a long discussion about some possible reasons for it in a Monday conference call.

Here is another possible reason. If you are the Iraqi banks and the CBI, you don't want speculators borrowing dinar from the bank and holding it until the RI happens (maybe at the end of December?). Or, in stock market parlance, the banks don't want people investing in a possible rate change on margin. 

Anyway, something to think about.

The Snod:  Been watching this for 9 years.  I don’t remember information falling like it has the last 2.  It’s not healthy to look to hard at $.  It can morph into an idol the more you stare at it; however, the banks shutting down for a month are one of the more interesting events I’ve witnessed here.

Now, the banks are shutting down to adjust their accounting practice.  Could you imagine re- opening in January and nothing really changed?  It’s like Iraqi banks collaborated and decided they wanted to lose $ for 1/12 of the year.

July 23, 2013 - The CBI predicted delays in putting the new currency early next year and to developments and discussions with the Government. Prime Minister Nuri al-Maliki demanded earlier with the Bank to wait with his work and put it in the currency changeover from January of 2013.

Central Bank Governor Sinan Al-Shabibi: "put the currency early next year is uncertain because of the recent discussions and debates with the Government".

Al-Shabibi said "it would be in the process of cooperation with the Government." Central Bank Governor noted that the continuing currency switch, and the previous dates for remaining but developments have delayed. The Bank confirmed the earlier: "ask the new currency would be 1/1/2013, despite Government demands a wait operation".

Hammy14:  As we can see here, the original plan was to delete the zeros and reinstate the currency on January 1, 2013. 

Well, obviously, thanks to Maliki's corruption and his attempt to arrest Shabibi, the reinstatement never happened.  However, as Mohammad Saleh points out, the delete the zeros project and the new exchange rate MUST BE at the beginning of the new fiscal year.  Their words, not mine. 

It is interesting to note here that Saleh was Shabibi's right hand man at the CBI, and also the fact that Saleh still sits on the Board of Directors of the CBI to this day.  As we all know, the B of D makes the decision as to what the exchange rate of the IQD will be, as well as when to implement that rate. 

With that in mind, in the interview that Delta translated, the CBI manager guy said they were told to do this NOW.  We don't know for sure who told them to do this now, but most likely, that order came from the Board of Directors. 

So, if they have been told to implement NOW, they obviously have a date in mind. 

With a new fiscal year fast approaching, it stands to reason we will soon see what we seek, IMO.  Thanks for reminding us about this, Delta.  Much appreciated.

The Integrity Commission announced that an arrest warrant has been issued against the former Director General of the Iraqi Trade Bank, TBI, against the background of disbursing an amount of (60,000,000) million US dollars without adequate guarantees.

The Commission’s investigations department, while talking about the details of the case in which it was investigated and referred to the judiciary, indicated that the Najaf Criminal Court, which is competent to hear integrity issues, issued an arrest warrant against him in accordance with the provisions of Article (340) of the Penal Code; on the issue of the bank’s branch in the governorate Erbil By granting banking facilities to a company without adequate guarantees.

The department added that the banking facilities amounting to (60,000,000) million US dollars were granted with the approval of the bank’s general administration in Baghdad, for a company to establish a cement factory in Najaf without adequate guarantees.

It is noteworthy that in June 2016, the Authority had recovered nearly two million euros to the state treasury, due to violations committed by the bank in granting facilities to a private company to prepare meat and poultry.   LINK

The Kurdistan Regional Government announced on Tuesday the suspension of official working hours in government departments and institutions for 11 days on the occasion of Christmas and the birth of Christ.

The spokesman for the regional government, Gottiar Adel, said in a statement today that the New Year's holiday begins on Wednesday, 25/12/2019, to Saturday, 4/1/2020.

The economist, Bassem Jamil Antoine, confirmed on Tuesday that the budget deficit will cost Iraq big debts due to the loans that he will go to in order to bridge the deficit, pointing out that random appointments will burden the budget and force governments to go toward internal and external loans.

Antoine said in a statement to "The Information", that "the deficit is not new to the budget, as meeting this need is by resorting to internal and external loans." He added that "Iraq has one source to supplement the budget through oil and gas rents, in addition to taxes and fees and cannot be loaded more than its capacity."

He explained that "borrowing will constitute a huge burden on budgets, despite achieving a financial surplus at the end of the year, because of the failure to spend the amounts according to the plans prepared for the projects."

He pointed out that "reducing the salaries of the presidencies will provide a portion of the budget deficit amounts, despite the existence of many random appointments that burden the budget and lead to borrowing to meet the financial need, as Iraq has paid nearly $ 130 billion in addition to the benefits of these loans."    LINK

 The value of the Iraqi dinar appeared at the value of (7) grams of gold at the beginning of its issuance according to the issuance law in the year 1931, and in 1959 a new law was issued for the Iraqi national currency and the Iraqi monetary and banking system continued to develop, and the Iraqi dinar value reached (3.3) dollars until the beginning of the war With Iran, which led to a major collapse in the Iraqi currency 

in 2004, the former Governing Council replaced the previous currency, which was symbolizing the previous regime, with a new currency that is currently in circulation and dealings in a currency of seven categories: 50, 250, 500, 1000, 10,000, and 25,000 dinars.

Unlike the Arab countries, there has been no coins in Iraq for nearly 25 years. 

The project to delete the three zeros was scheduled in 2011 and was not completed and then postponed to 2013..and then postponed to the year 2015..Now it is planned to implement the plan early in 2017

Note that the process of deleting the zeros occurred in several countries. Three zeros from the Zimbabwe dollar were deleted in 2006, and Romania deleted four zeros from its currency in 2005. MilitiaMan:  Lets think about some things and the chronology of events. That lead us to where we sit now. The events of recent past show some fascinating things to note.

We have not seen anything from the CBI telling us they have stopped the reform process. In fact the CBI has told us that they are linked with other Central Banks of the world. Noted by their website showing other note specimens. Some text in Arabic that Delta mentioned to me supports that.

In addition, there is the Video that is now being released from Frank and Delta which as you all know was brought out a week ago.

Then confirmed Wednesday evening on a call. That video had a date of 09/30/2019 but, may actually been a few days prior. Not that that matters, but, what I believe I was told by Delta was there is time frame to get the process done within. That time frame is 75 - 90 days per video from the CBI monetary policy maker, imo.

Well today is approximately 75 days. So, we know that demonstrations started on 10/01/2019.. Thereby, we still are sitting where we are. Lol

 No, actually things per the CBI kept on schedule imo. I found per the CBI that they told the world to be prepared for Contract modifications. Then on or around 10/07/2019 real close +- a few days on either side the Iraq Trade Bank came out and suspended loans for the month of December.

Then Delta's research shows that around 11/27/2019 that Al Taif Islamic Bank / Exchange'r published warnings on their website to be prepared for dollar rate change. That is an additional confirmation to the CBI that the process is under way.

We also know that we are watching things about the 2020 budget to be revealed and they told us that last week it would be out and that has not happened yet.

 It is now slated to possibly be for tomorrow. We also may remember that they told us this last month or so that the 2004 - 2017 budgets were sorted and accounted for. That leaves the 2018 and 2019 to be disclosed as needing to be accounted for too, prior to the 2020.

Thus, the rate should be within FML amendments, that is based on yesterdays article from Tamimi stating 10/15 is when the yearly budgets on the specified date (reiterated today too.). So clearly they have a time frame as stated and it it looks to be clear to me they want to keep the rate in those budgets quiet until game over..

I was told there was an article out that talked about payments being paid by today that were to be retroactive. I have not heard anything more on that, however, they may have not been yet, as we know the rate hasn't changed thus far. (in my view is they wouldn't pay them at a program rate and have waited to do so this long, makes no sense. no pun. lol).

The PM is not an issue in my opinion at this stage. As the budgets as stated above are just waiting on the time frame to be exposed. They were completed while Mahdi was legally at the helm, imo.

That is not to say, the PM is not seated prior to a rate change or not, as the time slot they may have may coincidentally be prior to. Don't know. But, also note that the oil and gas, infrastructure and 2020 budget are slated for vote as early as tomorrow, unless otherwise changed..

So, if we look at the play book above they sure have been working to keep the CBI on track and with the recent orders in the video that by the way wasn't public until 12/07/2019 imo..

So, even if we don't see it in the next 24 - 48 hours we have what Delta says iho that we are now 100% going to get paid (effectively, imo) and it looks to be within this year or within a day or two just outside that..

I personally, think we have a great shot at any time now, before they open and or close their banks each day moving forward..

The evidence supports it from the CBI and the actions that came from the time lines of their actions and the actions of at least the largest lender in the Country of Iraq, being the Iraq Trade Bank.
