Don961: imo ... according to the article ...(see below) the whole article is about IQD having value ... Internationally ..... cuz of their gold and hard currency reserves which afford more than adequate backing to cover whatever value they come up with to present to the world in an RI ...
Because they are members of the IMF/WB , and because the dinar is a difficult currency to work with at the present time because of high denom notes and scarcity of lower ones let alone a program rate with lots of zeroes as well .... and again because they are backed by super amounts of internationally valuable gold and hard currency .. and ...

ADD VALUE .. but await the time ,thru legal processes . to drop those nasty zeroes .. at the opportune time .. .. maybe DELTY has a more accurate, clearer, complete translation of the Arabic that could help

3. Those loyal to or under the control and or influence of Iran,
4. Proxy government,
5. Unemployment,
6. Lack of housing,
7. Lack of safety and security
8. etc., etc. (Corruption), etc.

The Iraqi Council of Representatives voted on Monday to dissolve the irregular provincial councils in the province.
An informed source told (Euphrates News) that "the Iraqi Council of Representatives voted during its session, on Monday, to dissolve the provincial councils irregular province."
Earlier in the day, the House of Representatives held a special session chaired by its speaker, Mohammed al-Halbousi, to discuss the demands of the demonstrators. LINK

The General Company for Trade Fairs revealed the participation of more than 23 countries and 800 local and international companies in the 46th session of the Baghdad International Fair, while preparing a plan to facilitate the entry of citizens and delegations participating in this annual carnival and contribute to its success.
Director General of the company Sarmad Taha Said said in a press statement, "The company received offers to participate in the next Baghdad Fair, which will be held during the period between 1-10 of November next from more than 23 Arab and foreign countries and 800 local and international companies,"

IMO..according to what I/we have been told, the CBI does NOT need the GOI..especially now! All the laws that were needed have been passed!! It's up to the CBI to release the rate When it is deemed safe to do so!
Maybe..they were waiting for the demonstrators to do their "thing" and get the Iranians OUT of their GOI! The citizens now see that Iran is not their friend!!
IMO..it was all orchestrated and though it is sad that some had to lose their lives (I don't think that was in the plan)but it happened because of the greed that was trying to hold it's grip on Iraqi citizens! That has now been accomplished, IMO...and now that the leader of Daesh is gone..that threat is over also!
