ERBIL, Kurdistan Region – In a rite of prime minister-designate passage, Mustafa al-Kadhimi handed over a letter containing a list of ministers nominated for Iraq’s next cabinet to Shiite political parties on Wednesday, according to the state Iraqi News Agency (INA) outlet.

Rahim al-Aboudi of al-Hikma, a coalition led by Ammar al-Hakim, told Rudaw late Friday that a meeting was held at the house of Hadi al-Ameri, the head of Fatih coalition, which resulted in the rejecting all the names on Kadhimi’s proposed cabinet list.

“In a meeting tonight in Hadi al-Ameri’s house in Baghdad, all the names that Mustafa al-Kadhimi proposed in his cabinet list were rejected by the Shiite political parties,” al-Aboudi said.

A rejection of this magnitude makes it highly unlikely that Kadhimi's current list , which had not been completed, will move forward.

Ghadeer Al-Attar   Member of the Iraqi Economic Council, Ghadeer Al-Attar, warned of the danger of the government's support for some of the proposals to print local currencies outside the CBI cover, proposing a solution other than cash printing.

Al-Attar said, in a statement: "The printing of the currency without cover is a catastrophe and there are great areas for corruption, in addition to losing the national currency to its value in exchange for gold."

He pointed out that "the subject is a dangerous adventure and the damage will be reflected in the middle class more than others." Noting that "Iraq is able to cross this crisis, which is temporary, no matter how long it takes."

Legal expert Ali Al-Tamimi revealed, on Tuesday, a set of legal decisions that the government can take to address the financial crisis and the collapse of oil without compromising the salaries of employees.

Al-Tamimi said in a statement, “The government can take a number of decisions that have a legal effect to alleviate the current financial crisis by stopping the government appointment for a period of at least 5 years and allowing the private sector to work in the Iraqi market, as well as adopting the ministries’ productivity policy to feed a treasury. The state, for example, the Ministry of Education collects contributions, fines, fees, and other sums from private schools and kindergartens, as revenue for the state.

He added that "all these measures can be taken to reduce the current financial crisis."

Al-Kalabi said in a press statement that "Finance Minister Fouad Hussein was not a minister of the Iraqi people, but rather represented the region and its interests, because he took advantage of his job to violate financial laws and waste Iraq’s money on Kurdistan."

He added, "Many parliamentarians are determined not to allow the Minister of Finance to remain in his position or any new position in Mustafa Al-Kazemi's government."

IMF Predicts Depressed Oil Market For Nearly A Decade With Huge Impact On Iraq

" The IMF predicted Iraq’s economy could recover by 2021 but that might be questionable. The Monetary Fund believed the world economy would have a -3% growth rate in 2020, and then covid-19 would be contained by the second half of that year allowing for a +5.8% recovery in 2021.

Similarly, Iraq was predicted to have a -4.7% growth rate in 2020, but then go up to 7.2% in 2021. More telling the current account balance which is the trade, investment and money transfers a country has would be at -21.7% in 2020 and -14.1% in 2021.

The problem with the IMF’s view is that if oil prices are close to its prognosis it will have to go into debt, raid its foreign reserves, cut contracts, and carry out some form of austerity just to break even with its annual budget. At the same time, Iraq is not rebuilding after the war against the Islamic State which would be a boon to business and does not support its private sector that would provide for some growth outside of oil. Given all that it’s hard to believe that Iraq will have a full and healthy recovery by 2021 as the World Bank wrote."

(Baghdad: Al Furat News): The Deputy Prime Minister and Minister of Finance Fuad Hussein chaired an expanded meeting in the presence of the Governor of the Central Bank, the Under Secretary of the Ministry of Finance, general managers of the Rafidain and Rashid and Iraqi banks for trade, customs and tax authorities and the Public Debt Department to discuss the economic and financial situation in order to secure the needs of the government .

The Finance Ministry statement said that the minister "reviewed the recent OPEC agreement and the decision to reduce the shares of the global oil market and reduce approximately one million barrels per day of the share of Iraq and the implications of that decision, especially with the collapse of the current oil prices and how to overcome these obstacles and cross the current stage."

On the other hand, Al-Alaq indicated that "the need to maintain the continuity of the banking system and balances, and the need to analyze data to obtain information about those balances, whether they are self-financing or central."

The above-mentioned banks also reviewed "their assets and capabilities in order to contribute to strengthening the current economic and financial reality."

It was also touched on " options for entering the IMF program and requesting external loans as one of the options that the current government can take to cross the stage.
