Wisdom Movement leader Ammar al-Hakim called on the government and parliament to preserve media freedom and protect activists and bloggers from assassination, pressure, and prosecution.

Iraq’s Foreign Minister has said his country will only take back the Iraqi militants of the Iraqi nationals affiliated to ISIS from Syria.

Following a meeting with his French counterpart Jean-Yves Le Drian who is on a visit to Baghdad to discuss the concerns over the thousands of IS detainees in Syrian Kurdistan where Turkey is leading a massive military offensive now, Mohamed Ali al-Hakim said home countries of other ISIS militants, held in Syria, should take similar measures and repatriate the militants.

 Meanwhile, Le Drian said he had discussed with Iraqi leaders "the way to implement an appropriate judicial mechanism" to try French and other fighters "in the best conditions".

Francis Albert   In May 2003, following the invasion of Iraq in March of that year, the Central Bank of Iraq-Development Fund for Iraq (DFI) account was created at the U.S. Federal Reserve Bank of New York at the request of the Coalition Provisional Authority (CPA) Administrator.

A part of the fund has been transferred to Baghdad and Iraq, and the DFI-Baghdad account was opened at the Central Bank of Iraq "for cash payment requirements". [1]

The fund also eventually received money (US$1.724 billion) from seized and "vested" Iraqi bank accounts and funds seized by coalition forces ($926.7 million). ($650 million) of this amount belongs to Uday Saddam Hussein, the older son of the former Iraqi president.[2]

(This money was also used during the transition period before the DFI was set up.) The DFI have been disbursed mainly for "the wheat purchase program, the currency exchange program, the electricity and oil infrastructure programs, equipment for Iraqis security forces, and for Iraqi civil service salaries and ministry budget operations".[3]

The DFI was put under the control of the Coalition Provisional Authority and the administrative arm of the US-UK occupation forces. International Advisory and Monitoring Board (IAMB) was created in United Nations Security Council Resolution 1483 (2003).

IAMB is an independent oversight body for DFI and its principal role is to ensure transparency and financial accountability of the DFI. The IAMB was operated from the establishment of the DFI on May 22, 2003 until the dissolution of the CPA on June 28, 2004.[4]

In October 2004, the audits conducted by IAMB and KPMG revealed the CPA’s inadequate accounting system. IAMB failed its oversight process for several months because of procedural disputes and US manipulation.

During this time illegal export of petroleum was conducted secretly from Iraq, and a large amount of funds for DFI were disbursed without accountability. According to the audits conducted by the Special Inspector General for Iraq Reco

Francis Albert   And, this is just one of the funds U.S. had started in Iraq. And just to add some fun to the picture. Legislators in U.S "borrow" money from these funds for this and that. And they replace the money with I.O.U.'s non marketable securities.

So, one can look at the books of say, Social Security Trust Fund and they will show about 3 Trillion in there. Well, it's not in there. All that is in there is non marketable securities, I.O.U.s Legislators essentially stole all the money.

It started with LBJ and a little ditty called The Unified Budget. Bill Clintons' famous white board with 0 deficits was a lie, he was counting SS money coming in every month.

They "borrow" the money U.S.T. replace with non marketable securities and then tracking the money from there is difficult.  As you look at this chart look at September 8th 2003 and then September 22 of 2004 their rate as of the 8th was $2.53 the range from 1985 3.24 to what we have now. But for the most case its range was in the 2 buck range before the war.

You are misinterpreting the word "reserves", that figure along with the capital would be the "equity" which is used to balance the statement. It is seen as debt because it would normally be funds that would be owed to the owners/investors.

Defence Minister Jüri Luik began a visit to Iraq on Tuesday, where he met with the country's defence minister Najah Al-Shammar, NATO and U.S.-led military operations leaders, and Estonian troops serving in Iraq, acording to ERR.

Luik said the Estonian Defense Forces have a significant advantage in training wth the Iraqi Armed Forces and Border Guard because they have experience of what it means to practically scratch the Armed Forces.

"The Iraqi armed forces still have a long way to go. Nevertheless, today they are the main force that has managed to keep Daesh (ISIS) under control," said Luik.

At a meeting with the Iraqi Minister of Defense, Luik discussed the security situation in Syria. Ministers acknowledged that the release of prisoners from ISIS would have serious consequences for the whole region, including Iraq.

On Tuesday, Luik also met with Major General Dany Fortin of Canada on the NATO mission to Iraq and Major General Gerald Strickland, the Deputy Commander of the United States-led operation Inherent Resolve. He also met with Estonian troops serving in the operation to gain an overview of their activities.

Iraq's Ministry of Defense (MoD) announced on Thursday the arrest of a number of ISIS members who had crossed the border into Iraq from the west amid a Turkish military incursion into northern Syria that has resulted in a new crisis in the embattled country.

“A number of ISIS fugitives have been arrested inside Iraqi territory,” the ministry said in a statement, without revealing additional details.

The announcement comes just three days after The Baghdad Post had learnt that Baghdad was deploying more troops to border areas with Syria to prevent possible Islamic State insurgent infiltration.

The MoD statement said that Defense Minister Najah al-Shammari was surveying some of the border areas that had been reinforced with more security forces. He was accompanied by the Kurdistan Region’s Minister of Peshmerga, Shorsh Ismael, along with a number of other officials.

Shammari “stressed the continuation of the operations against infiltrators into Iraqi territory,” and underlined with Ismael that Erbil and Baghdad had been coordinating in matters of security to capture Islamic State fugitives.

The developments come a week after Turkey’s military campaign into northern and northeastern Syria began in a move that has been widely condemned by the international community. Acts committed in northern Syria by Ankara and Islamist groups it backs have repeatedly sparked allegations of war crimes.

Along with indiscriminate killing of civilians by Turkish aerial bombardments, a recent attack on a prison holding Islamic State members has reportedly led to an unspecified number of insurgents fleeing.

The Iranian-backed IMIS militias deployed snipers in Baghdad last month to counter massive protests against government, security sources from Iraq said.

Earlier this month thousands of Iraqis took to the streets in Baghdad and several other southern provinces to call for government resignation as the country still struggles with wide-spread corruption, lack of services, high rate of unemployment.

Different sources working at high-level ranks in Baghdad told Reuters that Hashd al-Shaabi leaders decided on their own during the protests to face the protesters.

“We have confirmed evidence that the snipers were elements of militias reporting directly to their commander instead of the chief commander of the armed forces,” Reuters quoted one of the Iraqi security sources. “They belong to a group that is very close to the Iranians.”

A second Iraqi security source, who attended daily government security briefings, said militia men clad in black shot protesters on the third day of unrest, when the death toll soared to more than 50 from about half a dozen.

The fighters were directed by Abu Zainab al-Lami, head of security for the Hashd al-Shaabi.

France's top diplomat held talks in Baghdad on Thursday about transferring foreign militants from northern Syria, where a Turkish offensive has triggered fears of mass jailbreaks, to be tried in Iraq.

European governments are worried that the Turkish operation will allow the escape of some of the 12,000 suspected ISIS terrorists, including thousands of foreigners held by Syrian Kurds.

The issue was top of the agenda for French Foreign Minister Jean-Yves Le Drian in his talks with his Iraqi counterpart Mohammed Ali Al-Hakim, President Barham Saleh and Prime Minister Adel Abdel Mahdi.

"We need to work things out with the Iraqi authorities so that we can find a way to have a judicial mechanism that is able to judge all these fighters, including obviously the French fighters," Le Drian told French TV channel BFM on Wednesday.

The aim is for foreign militants to be tried in Iraqi courts while upholding certain principles of justice and respect for human rights, a French diplomatic source said.

One issue will be Iraq's use of the death penalty, which is outlawed throughout the EU.

Belgium, Britain, Denmark, France, Germany, the Netherlands and Sweden sent officials on a technical mission to Baghdad this week to assess the situation.

"There are talks between the Americans, the British, French and Iraqis about funding the construction of prisons," Hisham Al-Hashemi, an Iraqi expert on Daesh, said.

Hundreds of foreigners have been sentenced to death or life imprisonment in Iraq for belonging to Daesh.

But Iraq is different as well because in December of 2015 they signed an agreement known as a standby agreement with Iraq to allow the IMF to be trustee over the CBI. If you look up the definition of a trustee you will see that they have control. And as a result, significant progress has been made at the CBI over the last few years in many areas

Rumors began to fly that they will be de pegging from the Euro. They cam out with a strong public statement saying the peg with the Euro was etched in stone etc. Two days later they de pegged from the Euro. Central banks do what they want, or what the people who control them want.

Francis Albert   All evidence says the big banks, the usual suspects, control the CBI, and have since the invasion. And I believe it is in their best interests to have a stable Iraq, (that they are using to keep an eye on their "national interests" And happy Iraqi's who don't ask too many questions. So, all evidence suggests the big players, the people who own and control Dollar Inc. are supporting currency "something" in Iraq.

I don't know "they" are but I have never seen anyone say that. The only figure that means anything is the liability for currency in the CBI accounts and that currently stands at 48.5 trillion dinar.

The accounts for 2005 showed that approximately 6 trillion was required to exchange previous versions into the new dinar and since then the amount has grown significantly each year. How much currency outside Iraq is pure speculation but comparisons to population and business growth have put estimates at around 25 - 40%.

sandyf   @Kaperoni Articles and documents over the years and certainly there are documents that talk about raising the value but I don't think I've ever seen one where they said it would happen overnight. The only people who are talking about something happen overnight are the gurus.

Most of what you say is spot on although I would disagree on some points. When Iraq talks about raising the value, they are talking about the monetary unit. All there articles are referring to the 3 zeros, a redenomination, and in any redenomination the monetary unit rises from one value to another.

Floating the currency, although a possibility, is a tremendous gamble for an emerging economy. History has shown there is as much chance of it going down as up, Egypt being a classic example.
