French Foreign Minister Jean-Yves Le Drian has arrived in Baghdad early on Thursday for talks over the trial for ISIS detainees held in Iraq as well as the situation in Syrian Kurdistan where Turkey is leading a massive operation against the Kurdish-led Syrian Democratic Forces (SDF).

Le Drian will later visit Kurdistan Region, where he is expected to continue talks about the ISIS detainees in Iraq and Syria.

Defence Minister Jüri Luik began a visit to Iraq on Tuesday, where he met with the country's defence minister Najah Al-Shammar, NATO and U.S.-led military operations leaders, and Estonian troops serving in Iraq, acording to ERR.

Luik said the Estonian Defense Forces have a significant advantage in training wth the Iraqi Armed Forces and Border Guard because they have experience of what it means to practically scratch the Armed Forces.

"The Iraqi armed forces still have a long way to go. Nevertheless, today they are the main force that has managed to keep Daesh (ISIS) under control," said Luik.

At a meeting with the Iraqi Minister of Defense, Luik discussed the security situation in Syria. Ministers acknowledged that the release of prisoners from ISIS would have serious consequences for the whole region, including Iraq.

On Tuesday, Luik also met with Major General Dany Fortin of Canada on the NATO mission to Iraq and Major General Gerald Strickland, the Deputy Commander of the United States-led operation Inherent Resolve. He also met with Estonian troops serving in the operation to gain an overview of their activities.

larrykn   Iraq announces arrest of ISIS members crossing border from Syria

Iraq's Ministry of Defense (MoD) announced on Thursday the arrest of a number of ISIS members who had crossed the border into Iraq from the west amid a Turkish military incursion into northern Syria that has resulted in a new crisis in the embattled country.

“A number of ISIS fugitives have been arrested inside Iraqi territory,” the ministry said in a statement, without revealing additional details.

The announcement comes just three days after The Baghdad Post had learnt that Baghdad was deploying more troops to border areas with Syria to prevent possible Islamic State insurgent infiltration.

The MoD statement said that Defense Minister Najah al-Shammari was surveying some of the border areas that had been reinforced with more security forces. He was accompanied by the Kurdistan Region’s Minister of Peshmerga, Shorsh Ismael, along with a number of other officials.

Shammari “stressed the continuation of the operations against infiltrators into Iraqi territory,” and underlined with Ismael that Erbil and Baghdad had been coordinating in matters of security to capture Islamic State fugitives.

The developments come a week after Turkey’s military campaign into northern and northeastern Syria began in a move that has been widely condemned by the international community. Acts committed in northern Syria by Ankara and Islamist groups it backs have repeatedly sparked allegations of war crimes.

Along with indiscriminate killing of civilians by Turkish aerial bombardments, a recent attack on a prison holding Islamic State members has reportedly led to an unspecified number of insurgents fleeing.

The Iranian-backed IMIS militias deployed snipers in Baghdad last month to counter massive protests against government, security sources from Iraq said.

Earlier this month thousands of Iraqis took to the streets in Baghdad and several other southern provinces to call for government resignation as the country still struggles with wide-spread corruption, lack of services, high rate of unemployment.

Different sources working at high-level ranks in Baghdad told Reuters that Hashd al-Shaabi leaders decided on their own during the protests to face the protesters.

“We have confirmed evidence that the snipers were elements of militias reporting directly to their commander instead of the chief commander of the armed forces,” Reuters quoted one of the Iraqi security sources. “They belong to a group that is very close to the Iranians.”

A second Iraqi security source, who attended daily government security briefings, said militia men clad in black shot protesters on the third day of unrest, when the death toll soared to more than 50 from about half a dozen.

The fighters were directed by Abu Zainab al-Lami, head of security for the Hashd al-Shaabi.

France's top diplomat held talks in Baghdad on Thursday about transferring foreign militants from northern Syria, where a Turkish offensive has triggered fears of mass jailbreaks, to be tried in Iraq.

European governments are worried that the Turkish operation will allow the escape of some of the 12,000 suspected ISIS terrorists, including thousands of foreigners held by Syrian Kurds.

The issue was top of the agenda for French Foreign Minister Jean-Yves Le Drian in his talks with his Iraqi counterpart Mohammed Ali Al-Hakim, President Barham Saleh and Prime Minister Adel Abdel Mahdi.

"We need to work things out with the Iraqi authorities so that we can find a way to have a judicial mechanism that is able to judge all these fighters, including obviously the French fighters," Le Drian told French TV channel BFM on Wednesday.

The aim is for foreign militants to be tried in Iraqi courts while upholding certain principles of justice and respect for human rights, a French diplomatic source said.

One issue will be Iraq's use of the death penalty, which is outlawed throughout the EU.

Belgium, Britain, Denmark, France, Germany, the Netherlands and Sweden sent officials on a technical mission to Baghdad this week to assess the situation.

"There are talks between the Americans, the British, French and Iraqis about funding the construction of prisons," Hisham Al-Hashemi, an Iraqi expert on Daesh, said.

Hundreds of foreigners have been sentenced to death or life imprisonment in Iraq for belonging to Daesh.

Baxter   10-17-2019 Newshound Guru Jeff ...there are two things that have to happen for the rate to change. The first one is Iraq must finish the formation of the government...they've put that into hyper-speed since the demonstrations ...

There's a good chance they could have that done by the end of the year...they just have to get the proxies out and do a cabinet reshuffle...the other thing we are waiting on is the 2020 budget.

The reason why? First off lots of monies in this 2020 budget being utilized for the rate change...it will have Article 140 in it. HCL, those are monies that will be given back to the citizens...they could finish the budget around February...
