A Deputy Reveals 3 Reasons That Delayed The Implementation Of The 2021 Budget

Yesterday, Friday, the fourth round of the strategic dialogue took place in the American capital, Washington, in which the Iraqi side was headed by Foreign Minister Fouad Hussein, while his counterpart Anthony Blinken headed the American side.
Foreign Minister Fouad Hussein said in a speech during the Washington meeting: "The current round of dialogue comes as a continuation of the previous three rounds, which were held in succession, as it provides a clear vision of the nature of the partnership and alliance relationship between Iraq and the United States and the serious efforts of the two governments to consolidate it."
And he indicated that "these sessions represent a serious will for both countries to reach common understandings for cooperation in various sectors, and are a continuation of the agreements that resulted from previous rounds in sectors such as (oil and gas, electricity, financial, health, environmental, and cultural sectors) in addition to the security and military aspects." .
Hussein stressed that "our security forces still need the programs provided by the United States of America, related to training, arming, equipping, and building capabilities, and we seek to continue bilateral security coordination and cooperation."
He pointed out that "the Iraqi government is moving confidently towards holding the elections on the scheduled date on the tenth of next October, despite the challenges, while ensuring the provision of a safe environment for voters to achieve free and fair parliamentary elections to restore confidence in the democratic process in Iraq."
And he indicated that "the Iraqi government has pursued a path to support security and stability internally and at the regional level by relying on dialogue and taking joint opportunities to achieve this, so we affirm full respect for Iraq's sovereignty in a manner that guarantees its internal stability and not being drawn into regional conflicts."
Earlier, Foreign Minister Fouad Hussein announced that the fourth round of strategic dialogue between Iraq and the United States would be the last, while noting that it would witness an agreement on scheduling the American withdrawal.
For his part, US Secretary of State Anthony Blinken said during a joint press conference with his counterpart Fouad Hussein: "We are proud of our partnership with Iraq and our close relations in the fight against terrorism," adding: "We are partners with Iraq in the war against ISIS terrorist gangs."
He continued, "We are moving forward with our partnership with Iraq based on mutual respect and common interests," stressing that "the partnership with Iraq is much greater than the war against ISIS."
In turn, Qassem al-Araji, the National Security Adviser who is visiting Washington, said in a statement to his office: "We assured the American side that Iraq does not need any foreign combat force on its soil, and it will be on December 31, 2021, with a special taste," as he put it.
The United States announced a donation to Iraq of (500,000) doses of the "Pfizer" vaccine, while indicating its intention to provide technical assistance in the field of renewable energy and climate adaptation.
A statement by the US State Department stated that "within the strategic dialogue between the United States and Iraq, the meeting of the Higher Coordination Committee between Iraq and the United States in Washington confirmed the broadening of the American support for Iraq," noting that "Washington will donate to Iraq (500) thousand doses of the Pfizer vaccine - Biontech, through the Cofax initiative, the US State Department will provide Iraq with $800,000 to enhance safety measures for the purpose of preventing the misuse of biological samples and medical equipment.
The statement continued, "The United States will provide $155 million in additional humanitarian assistance to provide shelter, health care, food, water, and hygiene services throughout Iraq." American agricultural products and that the United States is ready to help Iraq implement the White Paper on Economic Reform, through assistance from the US Agency for International Development and a possible new program from the State Department focusing on fiscal transparency.

Al-Ajibi stressed that "the general situation of the country with the withdrawal is that the Iraqis have faith in the capabilities of the security forces that liberated our provinces from ISIS, and there was no American soldier on the ground or of any other nationality, but they were liberated by the help of the heroic Iraqi forces."
