Thus in late 2018 parliament forced the new govt to ramp up operations spending in the budget. That was huge mistake which limits freedom of action now, since without a 2020 budget Baghdad can spend 1/12 of last year on operations, but it won't even have that money. These inflated operations costs were inflated further in recent months in response to protests.
chattels Also, remember that Baghdad can't borrow from abroad. Foreign contracts including loans have to be approved in the budget. The 2018 budget prohibited foreign loans for new contracts, but although it has expired, a new budget would be needed to authorize new foreign loans.

Jeff ...Friday Brent crude oil was $45 a barrel. As of this evening Brent crude dropped $10 down to $35 a barrel. Everything is moving and happening exactly as I told you it would...remember their goal is to make Iraq look worse than it is...they're doing that politically. Economically. Everything.
