GKP achieved its 2020 cost reduction targets, reducing Opex and G&A by more than 20% compared to 2019 and delivering gross unit Opex of $2.6/bbl, below the low end of the guidance range and down over 30% versus 2019.
Net Capex was $45.9 million net (FY 2019: $90 .0 million) within the $40-48 million revised guidance range despite the addition of low-cost, high impact investments during the fourth quarter that contributed to record 2020 annual average production.
Loss after tax of $47.3 million (FY 2019: $43.5 million profit) and reduced revenue of $108.4 million (FY 2019: $206.7 million) were driven by a decline in Brent oil prices that averaged $42/bbl in 2020 compared to $64/bbl in 2019.
Consistent payments from the Kurdistan Regional Government ("KRG") for the last eleven months. Repayment mechanism in place to recover outstanding arrears of $73.3 million net for the period November 2019 - February 2020 with the first payment of $2.6 million net recently received.
Cash balance of $147.8 million at year end (FY 2019: $190.8 million). Cash balance of $161.0 million at 30 March 2021.
The Company has hedged c.60% of Q2 and Q3 2021 forecast net production at a floor price of $35/bbl and $40/bbl respectively, while retaining full upside exposure.

A session of talks was held between the Prime Minister and His Royal Highness Prince Muhammad bin Salman bin Abdulaziz Al Saud, which dealt with cooperation between the two countries.
The two sides agreed on the following:
Establishing a joint Iraqi-Saudi fund, the capital of which is estimated at three billion dollars, as a contribution from the Kingdom of Saudi Arabia in promoting investment in economic fields in the Republic of Iraq, for the benefit of the Saudi and Iraqi economies, with the participation of the private sector on both sides.

Posted on March 31, 2021 BAGHDAD,— Iraqi parliament has passed Article 11 of the federal budget bill, which concerns the Kurdistan Region’s share, reports state media.
Following the passage of Article 11 of the 2021 federal budget law on Wednesday, the Kurdistan Region’s share of Iraq’s federal budget stands at 9.5 trillion Iraqi dinars ($6.5 billion), which will be disbursed in monthly increments.
The subject of intense negotiations between the federal government and Kurdistan Regional Government (KRG) for months, Article 11 of the law outlines several conditions for receiving those funds.
In return for the budget transfers from Baghdad, the KRG must submit 250,000 barrels of crude oil per month to federal oil marketer SOMO for export.
butterfly The KRG must also prioritize paying the salaries of its public sector workers and the members of the Kurdish militias (Peshmerga). It also agrees to repay debts owed to the Iraqi Commercial Bank within ten years.
Responsibility for directly paying employees at federal agencies operating in the Kurdistan Region, like the National ID and dams directorates, reverts to the federal government.
If the KRG does not abide by the terms of the budget law, the federal government has the option of cutting off funding.
“I congratulate all the people of the Kurdistan Region,” Bashir al-Haddad, deputy speaker of Iraqi parliament, told reporters. “The Kurdistan Region’s share is 12.67 percent of the budget,” he noted.

The Republic of Iraq appreciated the participation of the Kingdom of Saudi Arabia in Kuwait Conference for the Reconstruction of Iraq held on February 12-14, 2018, citing the Kingdom's pledges and contribution during the event.
It was agreed that the two sides coordinate to find out ways and aspects of the aforementioned support. Iraq also appreciated the initiatives provided by the Kingdom of Saudi Arabia for the Republic of Iraq in confronting the coronavirus pandemic (COVID-19). The Republic of Iraq also commended the announcement of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince, Deputy Prime Minister and Minister of Defense, of the Saudi Green Initiative and the Middle East Green Initiative scheduled to be launched soon as they reflect the determination of the Kingdom and the region in protecting the earth and nature in order to achieve the global goals, with emphasis on working with the Kingdom for achieving these initiatives and their goals.

The budget specified the price of a barrel of oil at $45 (1,450 dinars per dollar.)
The Parliament also voted on 12.67 % as the Kurdistan Region’s share of budget (about 10 trillion dinars.)
The Iraqi Parliament voted also to dissolve itself on the 7th of October to conduct the early elections on October 10, 2021.

Shafaq News / Kurdistan’s President, Nechirvan Barzani called on Wednesday, Iraqi politicians to solve political crisis via dialogue.
Barzani said in an interview with the Al-Hurra TV that "the Iraqi people have suffered a lot, they deserve a better life. Iraq is a country rich in natural and human resources."
"I say to all Iraqi politicians, it is the time to sit down and hold a dialogue to address Iraq's problems and to ensure a better future for the country," he added.
On ISIS sleeper cells, Barzani said, "ISIS poses a serious security threat to all of Iraq. During our conversation with French President Emmanuel Macron, we confirmed that the ISIS issue still poses a threat to the stability and security of Iraq."
Regarding the outlaw groups, Barzani explained, "Any party outside the law poses a threat not only to the Kurdistan region, but to the whole of Iraq…We believe that weapons should be in the hands of the state."
The Kurdish President expressed happiness at the agreements between the French company Total and Iraq, stressing, "First, we are happy, because the major problem for Iraq today is securing fuel for electricity... and we hope that it will be the start for providing better services to all Iraqis."

Thursday 01, April 2021 00:16 Iraq and the Kingdom of Saudi Arabia have expressed their satisfaction with the level of cooperation and coordination between the two brotherly countries, affirming their determination to continue and deepen aspects of cooperation and coordination between them in a way that serves common interests in the political, security, military, commercial, investment and tourism fields.
In a joint statement at the end of the talks conducted by Prime Minister Mustafa Al-Kazemi and his accompanying delegation with the Saudi Crown Prince Mohammed bin Salman and a number of Saudi officials, the two countries praised the achievements of the Saudi-Iraqi Coordination Council and the agreements and memoranda of understanding that resulted from it and the importance of urging the ministries and relevant authorities on both sides to follow up and activate aspects Cooperation to allow optimal investment for all available potentials and opportunities to enhance integration between the two countries.

Views were also exchanged on issues and issues of concern to the two countries, on the regional and international arenas, in a way that contributes to supporting and strengthening security and stability. In the region and in the world.
The two sides praised the results of the meeting that took place between the Prime Minister of Iraq and the Custodian of the Two Holy Mosques, via video communication on March 25, 2021, and the two sides emphasized the importance of what was discussed and an understanding on it during that meeting, especially with regard to strengthening relations between Iraq and the Kingdom, and enhancing the work of The Saudi-Iraqi Coordination Council.

On the level of bilateral relations, the two sides affirmed their keenness to expand aspects of bilateral cooperation in various fields and to activate the agreements and memoranda of understanding reached between the two countries, and urged the ministries and relevant authorities in the two countries to make more efforts to ensure the speedy completion and implementation of these agreements.
butterfly They also stressed the continuation of joint cooperation and coordination in facing the threat of extremism and terrorism, as a threat to the countries of the region and the world through the exchange of expertise and experiences between the competent security authorities and centers in the two countries, and agreed to continue to support the efforts of Iraq in cooperation with the International Coalition to confront the remnants of the terrorist organization ISIS. The importance of joint cooperation in securing the safety of the borders between the two countries.
The two sides agreed on the following:
1- Establishing a joint Iraqi-Saudi fund, the capital of which is estimated at three billion dollars, as a contribution from the Kingdom of Saudi Arabia in promoting investment in economic fields in the Republic of Iraq, for the benefit of the Saudi and Iraqi economies, with the participation of the private sector on both sides.
2- Cooperation in the fields of energy and renewable energy and activating and accelerating the joint action plan under the umbrella of the Saudi-Iraqi Coordination Council, with the need to continue cooperation and coordination of positions in the petroleum field, within the scope of work of the Organization of Petroleum Exporting Countries (OPEC), and the agreement (OPEC +), with Full commitment to the requirements of the agreement, the compensation mechanism, and all the decisions that have been agreed upon in a way that guarantees the stability of the global oil market.
3- Completing the electrical interconnection project due to its importance for the two countries.
4- Enhancing coordination in the field of mutual support and support within the framework of multilateral diplomacy.
5- Enhancing investment opportunities for Saudi companies and inviting them to expand their activities in Iraq and in various fields, and in reconstruction efforts.
The Republic of Iraq appreciated the participation of the Kingdom of Saudi Arabia in the Kuwait Conference for the Reconstruction of Iraq, which was held during the period 12-14 February 2018, and its pledges and contribution to it, and it was agreed to coordinate between the two sides to agree on the means and aspects of the aforementioned support. For the Republic of Iraq in the field of confronting the Corona pandemic (Covid-19).
The Republic of Iraq commended the announcement by His Royal Highness Prince Muhammad bin Salman Al Saud, Crown Prince, Deputy Prime Minister and Minister of Defense, of the Saudi Green Initiative and the Green Middle East Initiative, which will be launched soon, which expresses the Kingdom and the region's direction to protect the land and nature in order to achieve global goals. With an emphasis on working with the Kingdom for everything that achieves these initiatives and their goals.

Two memoranda of understanding and cooperation were also signed which included (a memorandum of understanding between the Iraqi Media Network and the Saudi Radio and Television Authority, and a memorandum of cooperation between the King Abdul Aziz House in the Kingdom and the House of National Books and Documents in the Republic of Iraq).
On the level of regional issues, the two sides agreed to intensify cooperation, coordination and exchange of views on issues and issues of concern to the two countries on the regional and international arenas, in a way that contributes to supporting and strengthening security and stability in the region, and the need to keep them away from tensions and their causes, and the joint endeavor to establish the foundations of security and sustainable stability.
The two sides stressed the security, safety and stability of the region, and urged all neighboring countries to adhere to the principles of good neighborliness, common interests and non-interference in the internal affairs of countries, and in this context, the Prime Minister affirmed his support for the initiative of the Kingdom of Saudi Arabia to end the Yemen crisis.
The Prime Minister, Mustafa Al-Kazemi expressed his thanks and appreciation to the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, to His Royal Highness Prince Muhammad bin Salman bin Abdulaziz, Crown Prince, Deputy Prime Minister and Minister of Defense, and to the Kingdom's government for what he and the accompanying delegation received from Reception and hospitality.

Signing of five joint agreements and memoranda of understanding between the Iraqi and Saudi sides / expanded Wednesday 31, March 2021 22:00 The Iraqi delegation headed by Prime Minister Mustafa Al-Kazimi, today, Wednesday, during his official visit to the Kingdom of Saudi Arabia, signed a number of agreements and memoranda of understanding with the Saudi side, whose delegation was headed by the Crown Prince of the Kingdom of Saudi Arabia, Prince Muhammad bin Salman.
An agreement to prevent double taxation was signed between the government of the Republic of Iraq and the government of the Kingdom of Saudi Arabia, and it was signed on the Iraqi side by Minister of Finance Ali Allawi, while it was signed on the Saudi side by the Saudi Minister of Finance.
The Minister of Finance, Ali Allawi, signed the Saudi Export Financing Agreement, and on the Saudi side, the CEO in charge of the Saudi Fund for Development signed it.
A joint agreement was also signed for cooperation in the field of development planning for economic diversification and private sector development, and it was signed on the Iraqi side by Minister of Planning, Mr. Khaled Battal.

Representative Bloc: We are committed to boycotting the vote on the General Budget Law
Wednesday 31, March 2021 15:26 The National Approach / Parliamentary Bloc reaffirmed its commitment to boycotting the vote on the 2021 budget bill due to the articles it contained, describing it as catastrophic, threatening the economic and social stability of the country.
The head of the bloc, MP Ammar Tohme, read in a joint press conference, the most important demands and proposals of his bloc, which are:
1- Restoring the exchange rate of the dollar to what it was previously, as the damages of this decision became clear early and the Finance Committee suggested allocating (500) billion dinars as compensation for contractors contracting with the government Regarding the price difference, the first is to notice the harm to millions of Iraqis, including the poor, covered by the social welfare network, and those with limited income, and all of these damages necessitate restoring the exchange rate to what it was previously.
butterfly 2- Abolishing Article (38) which permits the privatization of all the state’s production and service sectors and permits the participation of investors and contractors in the ownership of oil and gas fields, power stations, Iraqi Airways aircraft and government banks.
3- Abolishing the two articles (42 and 41) that allow the sale of state-owned agricultural lands to those who have the right to dispose of them at a value much less than its actual value, which will create widespread social conflicts.
4- Abolishing Article (47) that permits the sale of the state’s financial assets, including industrial, infrastructure, and others.
5- That the deficit does not exceed 3% of the GDP, meaning that it does not exceed 7 trillion Iraqi dinars.
6- Expanding the titles of sovereign expenditures to include (the Ministry of Oil, Transport and Water Resources, and the inclusion of the security and defense sector in all its ministries and institutions, as well as the emergency reserve).
7- We reject the proposal to withhold the ration card for a family whose monthly income is one million dinars, and we demand that it be increased to include withholding only those whose monthly income exceeds two million dinars.
8- We present the proposal of the Al-Nahj bloc regarding the region's articles ...
A - Abolishing the first paragraph of Article (11) that calculates the Kurdistan Region's dues for previous years from 2014 to 2019 despite not delivering oil and non-oil revenues.
B - Paragraph Second - A of Article (11) is amended to be (obligating the Kurdistan region to hand over its entire oil product to the National Marketing Company (SOMO) and all its other non-oil revenues, and we refuse to limit itself to the proposal to deliver the region only (250) thousand barrels per day and dispose of what It exceeded that in quantities exceeding (230) thousand barrels per day, which is in violation of the constitution, laws in force and social justice standards.
C- Adding Article Seven of the Current Deficit Financing Law (determines the Kurdistan region’s share of the total actual spending (current expenditures and investment project expenditures) after excluding the sovereign expenditures specified in the Federal Budget Law of the Republic of Iraq for the fiscal year 2021, and adding the expenditures of the Ministry of Oil, the Ministry of Transport and the Ministry of Resources.
Water and the inclusion of the security and defense sector in all its ministries and institutions to be included in the sovereign expenditures as well as the contingency reserve, provided that the Kurdistan region is committed to handing over at least (460) thousand barrels per day to the Iraqi Oil Marketing Company (SOMO) exclusively and everything that exceeds those quantities and all non-oil revenues And in the event that the region does not comply with this, the expenses may not be paid to the region, and the violator of this text bears legal responsibility. E- Article (11 - third) - reformulated (the region is obligated to pay the loans owed to the Iraqi Trade Bank)
D- Paragraph III (a, b, c) which obliges the federal authorities to pay the region’s loans and financial obligations that it has concluded in the years (2014 to 2019) is canceled )
9- Obliging the mobile phone companies to pay their fines and financial obligations within thirty days, otherwise the license is withdrawn from them and reviewing the contracts concluded with them in order to achieve the lifting of unfairness from the Iraqi state and achieve the highest economic benefit for it.
10- Canceling the oil licensing rounds and replacing them with a formula that achieves the highest benefit to the Iraqi state and eliminates previous injustice.
11- Abolishing the salary deduction for public employees and increasing the tax on senior officials, special ranks, general managers and those of their grade.
12- We oppose continuing with foreign loans, as they have far-reaching effects on the country's sovereignty and economy.
13- To oblige the Ministry of Electricity to review investment contracts for electricity production stations in a manner that guarantees the lifting of injustice against the Iraqi state.
14- We reject the proposal of the Ministry of Health to contract with private sector companies to run newly constructed hospitals.
15- We reject the additive article that obliges the Ministry of Education to invite the private sector to implement printing of textbooks, and we suggest restricting it to public state companies only.
16- We reject the article that allows the governorates to contract with developers, because they will witness secondary speculation on the one hand.

Parliament Speaker Mohamed Al-Halbousi left the chamber due to incomplete quorum for the vote on the budget bill, a parliamentary source said on Wednesday.
The source told Shafq News, that the quorum for today's session is not yet complete as the number of deputies present in the chamber does not exceed 150 deputies, which prompted Speaker Mohamed Al-Halbousi to leave the hall, without explaining whether the departure of Halbousi in protest against the incomplete quorum or to invite deputies to enter the hall or for some other reason.

Al-Halbousi expressed his appreciation for the efforts made during their tenure, wishing them success in their new assignments.
