Butterfly Iraq aims for "Prosperous Economic Zone" with Jordan, Egypt 17th March 2021
butterfly Prime Minister Mustafa al-Kadhimi has spoken of creating a "New Mashreq", to harness the broad common interests between Iraq, Jordan and Egypt in order to create a prosperous economic zone that will benefit all countries in the region and in which Iraq would play a major role.
Addressing staff at the headquarters of the Foreign Ministry in Baghdad, the Prime Minister said that, "Iraq also has multifaceted relations with the Kingdom of Saudi Arabia and with all other Gulf countries, and that the Iraqi government is proceeding with several investment projects with these countries in various sectors including agriculture, industry and energy."
He also pointed out that Iraq concluded a rail link agreement with Iran, which will connect Iraq with northern China and create new economic opportunities.
The Prime Minister added that Iraq must continue with this approach, face internal and external crises, and work to resolve them through multi-track diplomacy that responds to the developments of the new world.

17th March 2021 The Iraq Britain Business Council (IBBC) has welcomed Iraq's decision to lift the requirement to obtain entry visas prior to arrival in Iraq.
In a statement on Tuesday, Christophe Michels, Managing Director of the IBBC, said:
"The IBBC has long lobbied for a simpler access to Iraq for business-people, and this program very much meets our requirements and saves time, cost and disruption for business travelers.
"It will lead to normalisation of business travel and should remove some of the barriers to investment and business activity in the country."
This program will be applicable to citizens of the UK, EU and USA among others, and represents a considerable reduction in the bureaucracy involved in entering Iraq and a simplification in obtaining access to the country.
Citizens of these countries will be able to pay for and obtain visas on arrival at Iraqi airports, land, and sea border crossings. However, they must comply with all preventive health measures as implemented by the Higher Committee for Health and National Safety.
More countries may be added to the above list based on the economic and other needs of Iraq According to the Iraqi government, this aims to support investment and work in Iraq.

Citizens of the United States, United Kingdom, European Union states, Russia, China and other countries can now get a visa upon entering Iraq via an airport or a land or sea border. Those entering will need to pay a fee and their entry is subject to coronavirus-related regulations, the Iraqi government said in a press release.
The measure aims to boost the Iraqi economy. To this end, Iraq included all permanent members of the United Nations Security Council on the list. Citizens of the economic powerhouses Japan, South Korea, Canada, Australia, New Zealand and Switzerland can also receive a visa on arrival. Iraq wants to “encourage investment & support job creation,” the government said in a tweet.
Almost all foreigners needed to apply for an Iraqi visa before entering previously and this rule still applies for the states not on the exemption list, including Middle Eastern countries. The new policy will also make it easier for many international journalists to cover Iraqi news.
The Iraqi federal government does not control visa requirements in the entire country. The Kurdistan Regional Government (KRG) in northern Iraq implements its own visa regimen. Fujairah International Oil & Gas Corp. laid claim to the cargo that Washington seized as part of its efforts to sanction Iranian oil exports. FIOGC, controlled by the ruler of Fujairah, one of the UAE’s seven emirates, told a U.S. court last week that the crude came from Iraq and that it had documents from SOMO to prove that.
“In case of circulation of those shipping documents bearing the logo of SOMO for these shipments, they are to be considered as forged and incorrect documents,” SOMO wrote.

"stronger economy and vaccine deployment will support growth in the second half of 2021, reducing the oil demand gap from 4.8 million bpd in the first quarter of 2021 to 1.4 million bpd in the fourth quarter."
For 2021, global oil demand is forecast to grow by 5.5 million bpd to 96.5 million bpd, recovering around 60% of the volume lost in 2020, the agency said. Oil demand will return to 2019 levels by 2023, it added.
"The prospect of stronger demand and continued OPEC+ production restraint point to a sharp decline in inventories during the second half of the year. For now, however, there is more than enough oil in tanks and under the ground to keep global oil markets adequately supplied," the agency said.

British fighter jets flew over Israel to strike ISIS sites in Erbil
2021-03-17 11:52 Shafaq News/ British jet fighters of the Royal Air Force (RAF) have flown over Israel on their way to strike caves used by the Islamic State in Iraq, the Israeli Channel 12 news reports.
The strike occurred sometime during the March 10-12 period. The RAF says in a statement today that Typhoon FGR4 fighter jets used Storm Shadow missiles against IS targets south-west of Erbil, the capital of Kurdistan Region.
Channel 12 reports that the jets took off from Cyprus, and says the fighters could be observed flying over Israel on several recent occasions on flight-tracking sites.

A statement of al-Kadhimi's office said that the meeting discussed the recent developments in the security file in the country and the measures considered to enhance the qualifications of the security forces amidst the enormous security challenges they are facing.
Al-Kadhimi commended the security forces efforts to confront the terrorist and criminal gangs and impose security and stability, emphasizing his full support for the Army, Police, and all security forces personnel.
The Commander-in-Chief of the Armed Forces stressed the importance of societal security, aborting the attempts to inflict private and public properties, avoiding live ammunition during demonstrations dispersal, and providing the proper equipment for the security forces to fulfill their duties.
The Prime Minister directed the security commanders to attend the field during demonstrations to protect the demonstrators and the private and public properties.
The meeting discussed the recent attacks on services projects and power transmission towers by "criminal groups that pose a threat to the country's national security". Al-Kadhimi instructed taking all the proper measures to pursue the perpetrators and abort further attacks.
The Council ratified Iraq's enrollment to the Joint Counter-Terrorism taskforce in the Middle East and North Africa.

The source told Shafaq News Agency, "the Shiite blocs will not object voting on the region’s share of the budget as stated in the government text, if the Kurdish blocs give up on the unanimous voting in the Federal Court bill."
Discussions are still ongoing in the Parliament to agree on the remaining articles to pass the bill.
The Iraqi Parliament is only one step short of achieving consensus over the Federal Supreme Court bill after resolving the differences over two out of three unsettled provisions.
In the same context, a Parliamentary source told Shafaq News Agency that the political blocs in the Council of Representatives reached an agreement upon articles 2 and 3, indicating that negotiations are still underway over the 21st article related to the voting procedure (by majority, two thirds, or consensus).
The source said that if the ongoing negotiations hit an impasse, the parliament will pass the two agreed on articles and table the 21st article to another session.
However, the Presidium of the Parliament adjourned the session dedicated for voting on the bill until today at 0700 pm, after failing to secure the required quorum in the session scheduled earlier today at 1100 am.
The meeting of the Presidium with the heads of the parliamentary bloc, held at noon, came to nought after the discussions over the remaining three provisions broke down.
A Parliamentary source revealed that many MPs boycotted the session for enlisting the voting on the bill on its agenda, with the differences still unsettled.

Iraq to offer visas on arrival for citizens of 30 countries

According to the official statement citizens of countries below can now obtain a visa on arrival at Iraq’s airports, land and sea crossings:

Shia Islamists are attempting to shape the contours of Iraq’s political system, but fears are rising that they might be pushing to turn the country into an Islamic State, writes Salah Nasrawi
Salah Nasrawi , Tuesday 16 Mar 2021 Over the last two weeks Iraq’s lawmakers have struggled to pass legislation that would create a Supreme Federal Court (SFC) to serve as the country’s primary constitutional platform, and is also required for endorsing the results of a crucial early parliamentary election scheduled for October.
A piecemeal approach was adopted by the country’s lame-duck parliament to vote on the bill, which was introduced by the government and backed by ruling Shia groups to avoid the lapse in the set election date after Kurdish and Sunni Arab members showed reservations about some of the controversial terms in the draft law.
The bill thrusts Muslim clerics into the unprecedented watchdog position of deciding on the constitutionality of all Iraq’s laws and their compatibility with Islamic Sharia. Iraq’s constitution states that “Islam is the official religion of the State and is a foundation source of legislation and no law may be enacted that contradicts the established provisions of Islam.”
Opponents to the bill say it violates other provisions of the constitution which clearly states that “no law may be enacted that contradicts the principles of democracy” or “contradicts the rights and basic freedoms stipulated” in the document. They fear it will effectively turn Iraq into a theological state modelled on the Islamic Republic in Iran
Under Iraq’s constitution, which was ratified in 2005, the FSC will be made up of a number of judges, experts in Islamic jurisprudence, and legal scholars, whose number, the method of their selection, and the work of the court shall all be determined by a law enacted by a two-thirds majority of the parliament.
butterfly However, no such law has yet been enacted and experts in Islamic jurisprudence and legal scholars have not yet been incorporated into the operation of a caretaking court established by the post-invasion Coalition Provisional Authority. The panel has been put on hold after the death and retirement of several of its members, depriving it of a quorum.
Since the beginning of the month the 329-member parliament has voted on several provisions of the SFC draft law but delayed its decision on the disputed articles, unlocking a partisan path for political deal making. In a marathon session that went past midnight Monday, the assembly worked out most of the provisions in the draft bill and adjourned for Tuesday night for a final vote.
For weeks, parliament’s mainstream groups have been involved in horse-trading over the disputed legislation.
For Kurdish MPs, the new law could be an opportunity to let parliament approve the annual state budget which has been held up by the Shia groups’ opposition to the Kurdistan Region Government‘s (KRG) provisions. The KRG wants higher allocations in the federal coffers and to share oil exports.
Kurds also hope that they can extract more concessions on Baghdad’s demands to transfer customs duties and taxes, implementing federal laws and resolving long-term issues that remain hanging between them, including an energy law which will give Kurdistan free reign in exporting oil drilled in the region.
Iraqi Kurds are mostly Sunnis and their ultimate goal is to break away from the rest of Iraq and while it will be difficult for Baghdad to impose a Shia version of Islamic law on them, instability and disruption caused by political chaos could help them to advance their independence agenda.
butterfly The SFC law is also a painful reminder to Iraq’s Sunni Arabs inability to come to terms with Shia empowerment in the post-Saddam era and feel alienated by attempts by the country’s Shia factions to push for an Islamization programme coloured with Shiasim which threatens their religious identity.
Most Sunnis boycotted the referendum on the post-Saddam constitution on the grounds that encourages confessionalism and was a recipe for the end of Iraq as a unified state but Sunnis today are deeply fragmented and many of their political leaders have joined Shia alliances and depend on their support for their political survival.
Attempts to revoke the secular features of the Iraqi state started immediately after the US invasion in 2003 which removed former dictator Saddam Hussein from power. The first such attempt came in December 2003 when Abdel Aziz Al-Hakim, a leading Shia member in the US-installed Governing Council abolished Iraq’s Personal Status Law with the intention of placing family matters in the hands of religious authorities.
The unilateral decision by Al-Hakim, a leader of the then Supreme Council of the Islamic Revolution in Iraq, during his rotating presidency of the Council, caused an uproar among Iraqi women, liberals, Kurds and rights activists forced the then US civilian governor Paul Bremer to cancel it.
A push for state-sponsored Islamization, however, has continued as part of the ruling Shia groups’ drive to implement and apply laws based on Islamic interoperation. For example, the predominantly Shia Council of Ministers in 2014 proposed a draft Personal Status law for Shias which aimed to leave a religious mark on the country’s legal system.
Under the bill, Iraqi Shias would resort primarily to Islamic Sharia law and to Shia courts to conduct personal status affairs, such as marriage, inheritance, child care and women’s affairs such as work and education, which they can only do with male permission.
butterfly The move would have automatically created Sunni personal status courts and weakened or even abolished Iraq’s long-standing civil law judiciary, pushing the country deeper into Islamization.
The law which would have allowed men to marry girls as young as nine did not go to parliament because of opposition by secularists, the United Nations and world human rights groups for fear that it would further worsen the situation of the rights of women and children in Iraq.
Yet many Iraqi Shias now resort to clerics for conducting marriage and other personal status affairs with rules especially on age and free consent sometimes not followed. In 2019, a BBC investigation uncovered a secret world of sexual exploitation of children and young women by Shia religious figures. The clerics were using Shia Sharia marriage laws to exploit women for profit, all with seemingly total impunity.
Other aspects of forced Islamization in recent years include the rise of religious institutions and practices. Political and militia groups say they are intent on enforcing specific religious strictures at a time when governmental authority is fragile and weak.
Though selling and drinking alcohol is legal under existing law, off-licenses have closed in most of cities and towns in the predominantly Shia south while in Baghdad they are constantly targeted.
butterfly The enactment of the SFC law will certainly further empower Shia groups to pursue their Islamist agenda with many fearing that the court will play a role similar to that of the Guardian Council and Expediency Discernment Council of the Regime in Iran with supervisory powers over all branches of government.
Clearly, the issue cuts to the heart of tensions in Iraq between the rise of Iran-backed groups within state and society and the anti-establishment movement which has been protesting for more than a year to reject sect-based polices and Iran’s increasing influence, demanding a secular system and a civil state.
The future of the SFC, therefore, has deep implications for Iran whose leaders have repeatedly talked about exporting Iran’s Islamic revolution to other countries in the region and cloning their Islamic state structure and its revolutionary model.
Iran has already emerged as the dominant force in Iraq through allied Shia politicians and paramilitary groups expanding its influence beyond political and security efforts to commercial, business and cultural ties and the imposition of strict religious norms in its neighbouring country will be seen as a step towards the establishment of an Islamic system of government.
While Iraq’s confessional factions could succeed in striking a compromise deal to pass the bill, in ways small and large, the new version of the legislation can hardly be seen as aiming to plug up entry points for Islamisation in the lives of Iraqis.
With all these and other tough challenges, the road for Iraq’s Shia Islamists to declare the country an Islamic State may not be a smooth one, but they will certainly never stop trying. Yet that chilly prospect could be the maelstrom that will bring out the very end of Iraq.

Because a gallon of oil weighs about 7.8 pounds per gallon – most tractor trailer trucks can only carry about 130 barrels of oil at a time – without violating our department of transportation limits of 80,000 lbs. on our roadways. The 80,000 limit includes the truck and the cargo weight TOTAL. (An EMPTY tractor trailer averages about 35,000 pounds in weight.)
It would take 6,154 more trucks going just from Canada to the Gulf Coast for that same oil – EVERY SINGLE DAY – seven days a week !!! Now a rail car holds approx. 30,000 gallons or 700 barrels. It would take trains pulling 1,143 more rail cars per day – EVERY DAY – just to pull the oil equal to that pipeline from Canada to the Gulf Coast. TRAINS and TRUCKS ??? BURNING MORE DIESEL FUEL AND CREATING MORE AND MORE EMISSIONS !!!! All that would be eliminated by the Keystone Pipeline.

Labor launches batch (30) of small projects loans in Baghdad and the governorates

Al-Rikabi said, according to a statement by the Ministry of Labor, "The ministry has launched five thousand loans to applicants for the soft loan program to establish small income-generating projects in Baghdad and the provinces, indicating that the loans launched by the ministry are without interest and are paid in annual installments for a period of 5 years."
The minister called on the applicants whose names appear on the ministry’s website to visit the Department of Labor and Vocational Training and its divisions spread across all governorates to complete the procedures for receiving loans .

Shafaq News Agency correspondent reported that CBI sales at the Foreign Exchange Auctions registered a 31.53% decline in its sales to settle at 48.067million dollars, compared to 70.198million dollars yesterday. The weighed average rate of the dinar to the U.S. dollar amounted to 1460.
Our correspondent explained that no cash purchases were made, while all the sales went to boost funds abroad in the form of transfers and credits, with 10 banks meeting those requests.

MP of Kurdistan Democratic Party in the Iraqi parliament, Diyar Barwari, told Shafaq News Agency, "the negotiations are ongoing and continuous between the political forces and the Presidium of Parliament in order to reach consensus towards legislating the Federal Court law or amending the previous law."
He added, "We have no difference whether the new Federal Court law was voted or the previous law was amended. What is important to us is the mechanism of the court’s work, and ensuring the rights of the Kurdistan Region in the disputes that may occur as a result of issuing laws or decisions."
Berwari stressed, "We want a federal court that defends everyone in the same national and professional manner without any politicization. Therefore, if these issues are not guaranteed, we will boycott the voting session on the amendment of the law or the new bill."
