Iraq Discusses Reforming Its Economy With Germany

they exchanged views and the capabilities available to the two parties and common goals,

taking into account the developments in the global arena that require more cooperation and strategic partnerships, and  Requesting more technical details about all components of the project and

Iraq.. Starting Construction Of Two New Oil And Gas Tankers

He continued,  "As for the small tonnage that specializes in supplying tankers with fuel (the bunker), they are four tankers."  He pointed out that

"the company owns four tankers with a tonnage of 10-13,000 tons, namely (Baghdad, Tigris, Shatt Al-Arab and the Euphrates), and work has begun to build two tankers with a tonnage of 30,000 tons, namely (Sumer and confirmed).  He pointed out that

"the company's vision is to continue working to achieve advanced steps in the field of transporting crude oil and oil products through the company's aspiration to own a fleet of tankers with different tonnages, as we are the only carrier that complements the oil industries."

He noted that "the company's strategy is to

continue owning tankers with different tonnages for transporting crude oil and oil products,

working on building LPG tankers,

expanding the activity of ship fuel (Al-Bunker), and

proceeding with obtaining any new certificates issued by maritime organizations related to maritime work and

continuous training of maritime and administrative cadres in The company has provided it with stable cadres with high expertise in the maritime field.”

Regarding the ministry’s plans, Qais said:

“The ministry is working on restoring the company’s fleet, as a contract was signed to build two oil tankers with a tonnage of 30,000 tons, work on building two other tankers, and purchase oil tankers of different tonnage, as well as training its cadres and providing support in all fields, and

Carbon Tax” .. Will Iraq Pay Billions Of Dollars To The World Due To Its Harmful Emissions?

The director of the South Gas Company, Hamza Abdel-Baqi, says that this tax has a special formula that calculates all the hydrocarbons that are released into the atmosphere as a result of burning gas or not investing it.

He pointed out that this tax will be imposed on Iraq and all international energy-producing countries, noting that this will affect the prices of a barrel of exported oil.

The EU's proposed "carbon tax", officially called the Adjustment of Carbon Limits Mechanism, was introduced by the European Commission in July 2021 as part of the "Green Deal" to reduce greenhouse gas emissions by 55 percent by 2030 from 1990 levels.

The concept of a "carbon tax" - charging a fee for every metric ton of carbon dioxide emitted by industry - is an integral part of climate and sustainability policies in many countries, but the EU's carbon limits adjustment mechanism, known as a carbon tax, is the first time. in which prices are applied equally to imports.

In general, Iraq's carbon emissions increased in 2021 by about 9%, as the carbon dioxide emissions of the Iraqi energy sector rose during the past year 2021 to 141 million tons, compared to 130 million tons during 2020.

For his part, the economic expert, Amer Al-Jawahiri, stated that "the political blockage delayed the formation of the government, and this in turn was the first reason for not approving the budget law for the current year."

Al-Jawahiri added, "Observers are beginning to live in a state of concern about the state's ability to prepare and pass the next year's budget in light of this complex political situation."

He stressed, "The importance of the budget, especially if it involves programs and aims to develop and improve the economic situation of Iraq by diversifying its sources, which has not happened until the present time."

Al-Jawahiri agrees with Cougar, that “the rise in oil prices has brought Iraq an important financial abundance, which has led to a rise in the cash reserves of the Central Bank, which exceeded $80 billion.”

He believed, "This rise does not mean an improvement in the economic situation unless those funds are harnessed to develop the country's economy and diversify its sources."

Al-Jawahiri went on to say that "Iraq, despite the improvement in the level of revenues, is witnessing an increase in unemployment and poverty rates and a high rate of inflation compared to last year."

He promised, "The financial situation of Iraq is an additional allocation that was made in the Emergency Support Law for Food Security and Development," noting that "these amounts are the ones that can be used by the government."

On the other hand, Prime Minister Mustafa Al-Kazemi's second summit, which he called for all the conflicting parties, is also threatened with postponement or cancellation.

This comes at a time when Parliament Speaker Muhammad al-Halbousi angered the coordination framework team, after he stipulated announcing a date for early elections before any new dialogue.

An undeclared agreement had been reached between the political parties on a truce following the events of Al-Khadra last week, until the end of Imam Hussein's Arbaeen visit after mid-September.

In implementation of the new truce, some factions decided to close their offices following threats from the "commander of the leader" and limited clashes that took place at the end of last week in Basra.

New round of dialogue

On the political side, political sources told Al-Mada about "there are calls from the Prime Minister to hold a new round of negotiations today, Monday."

It is expected, according to those sources, that the new dialogue that is being talked about will not witness the presence of the Sadrist movement.

The sources close to the discussions of the political forces indicated that "mostly, the new session of the dialogue will be postponed until after the Arba'een visit."

The movement had boycotted the first round that took place last month, and the political forces also failed to hold another meeting, which was scheduled for 5 days before the entry of Sadr's followers into the Green Zone at the end of August.

In confirmation of the calls for dialogue, Parliament Speaker Muhammad al-Halbousi stipulated 10 conditions before attending the new meeting, including choosing a new government.

Al-Halbousi and his Sunni coalition (Sovereignty) and the Kurdistan Democratic Party had abstained in the previous round (which was not held) from attending without the presence of a representative of the Sadrist movement.

And this time, it seems that Al-Halbousi has abandoned his previous request, and called, within his new requirements, to set a date for the early parliamentary elections and the provincial elections, no later than the end of next year.

Re-interpreting Article 76 of the Constitution, and canceling what he described as “the shameful circumvention in manipulating the provision of this article, which occurred under political pressures after the 2010 elections.”

Article 76 of the constitution states: First: The President of the Republic assigns the candidate of the largest parliamentary bloc to form the Council of Ministers within fifteen days from the date of the election of the President of the Republic.

Second: - The Prime Minister-designate shall nominate the members of his cabinet, within a maximum period of thirty days from the date of the assignment.

3- The meeting stressed the activation of institutions and constitutional entitlements.  

4- The meeting renewed the invitation of the brothers in the Sadrist Movement to participate in technical and political meetings, discuss all controversial issues, and reach solutions to them.  

5- The meeting stressed the need to purify the atmosphere between the national forces, including the prevention of all forms of escalation, the rejection of speeches that are issued or leaked and cause damage to historical fraternal relations, and their treatment through available legal means, in a manner that preserves the dignity, feelings and entitlements of the Iraqi people and respect for religious, political and social considerations.  

6- The meeting stressed the need to achieve reform in the structure of the Iraqi state, and to value the demands to address any imbalance in the political or administrative frameworks through the necessary legislation, effective government programs, the cooperation of all political forces, and with the support of our dear people, including discussing the foundations of constitutional amendments, and adhering to constitutional options at all stages of dialogue and resolution.

Economists Expect The Surplus To Reach $20 Billion By The End Of 2022
