Cougar pointed out that "the law has been implemented and completed, and therefore expectations indicate that the Federal Supreme Court will reject the appeal filed against it by Representative Basem Khashan, on the grounds that the case is not based on the constitution or the law."

For his part, the legal expert, Ali Al-Tamimi, stated in a statement to (Al-Mada), that “the appeal before the Federal Supreme Court of laws is available, but with the availability of the interest and litigation police.”

Al-Tamimi continued, “The laws that involve a financial aspect require the constitution to come from the Council of Ministers,” noting that “the government, as the discharge of daily tasks, cannot send financial projects that carry financial burdens.”

He explained, "The House of Representatives has corrected this and submitted the proposed law from the Finance Committee, and took the government's non-objection to its legislation."

Al-Tamimi believes that “the legislation of the law came in accordance with the public interest and the constitution,” stressing that “the Iraqi constitution stipulates that the parliament represents the Iraqi people, who is the source of powers.”

Al-Kazemi said in a statement that Mawazine News received a copy of it, that "the dangerous developments that took place in our dear Iraq today, from the demonstrators storming the Green Zone and entering government institutions, indicate the seriousness of the consequences of the continuation and accumulation of political differences."

He stressed that "the demonstrators' bypassing state institutions is a condemned act and outside the legal contexts, calling on His Eminence Sayyid Muqtada al-Sadr, who has always supported the state and emphasized keenness on its prestige and respect for the security forces to help call the demonstrators to withdraw from government institutions."

He added, "The persistence of the political dispute to the point of damaging all state institutions does not serve the capabilities, aspirations, future, and territorial integrity of the Iraqi people."

Issuing directives to protect government departments and banks and to abide by the curfew

Baghdad Operations Commander Lieutenant-General Ahmed Salim issued a directive to strengthen protection for government departments and banks.

And the Baghdad Operations Command stated in a brief statement, today, Monday, that "the Baghdad Operations Commander, Lieutenant-General Ahmed Salim, directed to strengthen protection for government departments and banks."

New projects in 7 governorates within the Food Security Law

Economie| 10:17 - 29/08/2022   Baghdad - Mawazine News, the House of Representatives Services and Reconstruction Committee revealed today, Monday, new projects in 7 governorates from the allocations of the Food Security Law.

The first deputy chairman of the committee, Baqir Al-Saadi, said that "the governorates of Baghdad, Diwaniyah, Muthanna, Babil, Kirkuk and Nineveh, as well as Basra, have been identified to implement projects related to roads, bridges, construction and housing," according to the official newspaper.

Al-Saadi added, "Specific amounts have been allocated to each governorate from the food security project to implement these projects and ensure that they are not accumulated," pointing to "the country's urgent need for such projects and to compensate for the shortfall in them."

He pointed out that "the allocation of one trillion and 350 billion dinars to Baghdad, distributed by 30 percent to the Baghdad Governorate, and 70 percent to the Baghdad Municipality."

He continued, "The committee will follow up the work of projects in those governorates and hold the negligent accountable, in addition to following up on projects that have lagged behind since last year, and the corrupt will be punished." Samson: After Somalia and Libya, Iraq is at the bottom of the list of "least peaceful" countries

The Australian Institute of International Thought for Economics and Peace (IEP) classified on Monday four Arab countries, including Iraq, as "the least peaceful".

The institute, which is concerned with defining and providing measurement principles to diagnose the relationship between them and business and prosperity, said in a report seen by Shafak News Agency, that "virtuous countries enjoy greater income growth, a stronger currency and higher foreign investment, not to mention better political stability and a stronger relationship with the individual level of happiness." He added that "the table compiled by the institute covers 163 independent countries and regions that comprise 99.7% of the world's population, and the ranking is based on 23 indicators grouped into three criteria: community safety and security; the extent of ongoing domestic and international conflict; and the degree of militarization."

He explained that "Iraq ranked 157th out of 163 countries listed in the table as the least peaceful countries after countries experiencing political and security instability, including Somalia, Libya and Sudan."

The website indicated that "Iceland came as the most peaceful country, followed by New Zealand second, then Ireland third, Denmark fourth and Austria fifth, while Afghanistan ranked as the least peaceful country in the world at 163rd, preceded by Yemen at 162nd, Syria at 161 and Russia 160th."

In 1397 was the formation of the Medici Bank. The Medici developed the concept of creating a “Note” that would represent the actual physical metals held by the bank. Which was easier and safer to move vast sums without moving the actual physical metals. ( this “note” concept would later morph into the creation of “Financial instruments” I;E Sovereign Bonds and various currencies).

The concept of double-entry bookkeeping is the ability for banks in different locations (particularly global banks) to view the same account information of debits, credits and balances. You might say this was the grandfather of what would become the Central Banking System and the concept of “fractional banking”.

Fractional-reserve banking is the system of banking operating in almost every country. Under which banks that take deposits from the public are required to hold a proportion of their deposit liabilities in liquid assets as a reserve, and can lend the remainder to borrowers.

To who, and under what conditions, money was lent became the force that manipulated global economies, governments and monarchies. Various families and companies who understood how to work the system could gain fortune, power and influence by manipulating that system.

One example was “The West India Trading Company” who was granted a trade monopoly and given jurisdiction over Brazil, the West Pacific, the Caribbeans and North America. There were multiple families that rose in power and influence from abusing the system. One family in particular that would later rise in power were the Rothschild’s.

In the 1760’s Mayer Amschel Rothschild (born 1744) established a banking system which would later turn into an international banking conglomerate through his 5 sons who established businesses in London, Paris, Frankfurt, Vienna, and Naples. Which, at the time, were the 5 financial centers of Europe. Through their family network of businesses Nathan Rothschild , received, in London, the news of Wellington’s victory at the Battle of Waterloo a full day ahead of the government’s official messengers. This allowed him to buy up the British government bonds that were soon to be very valuable. The move effectively doubled the family wealth. This was just one example of how they manipulated bank instruments and the banking system for personal gain at the expense of the population.

This type of manipulation spread throughout the global banking system. The hard assets held (that supported those financial instruments) over the decades and centuries, were stolen in various ways through war, theft and illegal government or political seizures.

 Those seized or stolen assets were then illegally re-leveraged against other instruments, primarily currencies. But the original liabilities that were attached to those historical instruments (backed by the hard assets) are still on the books and must be accounted for before those hard asset’s values can be reintroduced and revalued into a new incorruptible financial system.

Removing the ability for would-be wrong doers to manipulate the global populations.

Al-Najjar Reveals The Most Important Obstacles To Attracting Investments In Iraq

Between Oil And Construction... China Is Consolidating Its Presence In Iraq

Reports| 11:14 - 08/22/2022   Baghdad - Mawazine News  In Iraq, rich in oil and poor in infrastructure, China has found a foothold.

In addition to the work of its companies in the oil field, it is building schools and an airport in projects that this country needs, but it puts it in the face of the risk of falling into a debt trap with Beijing in a not so distant time.

The Chinese presence in Iraq is not new.

But Beijing has recently diversified and expanded its projects in this country that has suffered from wars and conflicts for more than forty years.

John Calabrese, director of the Middle East and Asia Project at the Middle East Institute, told AFP that

"Iraq is in dire need of foreign investment, especially in the field of energy infrastructure."

Here, China found an opportunity.

The People's Republic needs to secure its energy needs, diversify its sources, and become the first importer of Iraqi oil. It alone imports 44 percent of Iraq's oil exports, according to the Prime Minister's advisor, Mazhar Salih, to the Iraqi News Agency.

In 2019, Iraq became one of China's partners in the "Belt and Road" initiative, with the two countries signing an agreement in this regard.

The "Belt and Road" initiative aims to build marine and land infrastructure projects that better connect China with Asia, Europe and Africa.

But the West sees it as a tool to enhance China's influence in poor countries, denouncing in particular the fact that these projects have accumulated large debts on those countries. Westerners also suspect corruption and human rights abuses.

A spokesman for the Chinese Foreign Ministry told AFP that

"China is actively participating in the reconstruction of the Iraqi economy," stressing that Baghdad is an "important partner" in the "Belt and Road" initiative.

Within the framework of this initiative, Iraq "remained the third most important partner" of China in the energy sector "between 2013 and 2022."

For example, in the Maysan Governorate in southern Iraq, the Halfaya field is being developed with a consortium of companies led by the Chinese state-owned PetroChina, along with the French Total and Malaysia's Petronas, as the director of the Maysan Oil Company explained in a statement to the Iraqi News Agency.

As for the trade exchange between the two countries, it is booming and amounted to $30 billion in 2020, the Iraqi News Agency quoted an official at the Chinese embassy as saying.

Given the importance of infrastructure reconstruction, many projects undertaken by China in this field fall within the framework of the agreement signed between the two countries in 2019 under the title "Reconstruction for Oil".

Among these projects, a thousand schools and an airport in Nasiriyah.

In the city of Nasiriyah in southern Iraq, Power China is working on one of these schools.

It is one of two Chinese companies implementing a project to build eight thousand schools in total in three phases, and the first phase of it, which includes 1,000 schools in 15 Iraqi provinces, is underway.

Language lessons

These projects are financed by Iraq's sale of 100,000 barrels of oil per day to China, whose revenues are deposited in an account managed by the Central Bank of Iraq in China.

These proceeds can only be used in projects carried out by Chinese companies exclusively in Iraq.

Chinese companies should also work with local Iraqi contracting companies "to provide manpower and raw materials," as explained to AFP, spokesman for the General Secretariat of the Council of Ministers, Haider Majid.

Yasar Al-Maliki, an economist at the Middle East Economic Survey, considers providing job opportunities for Iraqi labor a "positive matter", but

"there are rumors that the majority of Iraqi companies are politically connected, and are unknown, so there are fears of corruption."

Majeed said there were plans to also include "roads, bridges, railways, energy, oil and health projects" in the agreement.

But al-Maliki warns that "the Iraqi authorities use the agreement in useless projects, and end up with many debts, as is the case in many African countries."

China also attracts Iraqis who want to learn its language. From here, the Iraqi-Chinese Friendship Society established the only Chinese language institute in Iraq, with the exception of the Kurdistan region, less than a year ago.

On the study benches here are students wishing to complete their education in China, and merchants who import their goods from this country.

As for the teacher, Sajjad Al-Qazzaz, 25, he learned the language during the six years he studied medicine in China.

"When I came back to Iraq from China, I found that many people want to learn Chinese," says Al-Qazzaz.

The majority of the students are traders like Laith Ahmed. "I own a company that imports electrical appliances from China," the man says.

The administration said in a report seen by Shafak News Agency, "The average US imports of crude oil during the past week from eight countries amounted to 5.356 million barrels per day, down by 52 thousand barrels per day compared to the previous week, which amounted to 5.404 million barrels per day."

She added that "Iraq's oil exports to America amounted to an average of 225,000 barrels per day last week, higher than the previous week, in which they reached an average of 163,000 barrels per day."

The administration also indicated that "most of America's oil revenues during the past week came from Canada, at a rate of 3.834 million barrels per day, followed by Mexico at a rate of 503 thousand barrels per day, and oil revenues from Ecuador at a rate of 278 thousand barrels per day, and then Saudi Arabia at a rate of 247 thousand barrels per day. More Than 8,000 Cars Sold In A Month.. The Car Market Rises In Iraq And Hyundai Is Down By More Than 46%

Shafaq News/ Focus2Move company, which specializes in providing special data on cars, stated that the car market in Iraq in June 2022 continues to rise steadily, indicating that Hyundai is declining by more than 46%.

The company said in a report seen by Shafak News Agency, "The car market in Iraq continued to increase its car sales for the month of June 2022, with an increase of 7.1% compared to the previous month."

And she added, "8,444 cars were sold in June alone, which raised the current year's sales for the first quarter of 2022 until March at 42,132,000 cars, an increase of 7.2% over the same period in 2021."

And she pointed out that "in terms of the brand, Kia announced a decrease in its sales by 6.8% since the beginning of this year until June despite owning 34.9 of the Iraqi market share, followed by Toyota, which grew by 60.4%, while Hyundai recorded the largest decline with a rate of 46.9%.

Energy Economy News – Baghdad The Oil Products Distribution Company, one of the companies of the Ministry of Oil, announced, on Saturday, the date of launching the super high-purity gasoline product at filling stations, while setting the price of one liter of it.

The company's general manager, Hussein Taleb, told the official news agency, "The Ministry of Oil has approved the launch of a third product (super high purity) for the gasoline product, which is a 100% imported product, to supply citizens with it starting from the first of next September."

Taleb added, "The aim is to equip modern vehicles and citizens' requests by offering a high-purity substance," explaining that "this product of gasoline is imported with hard currency."

He pointed out that "the price of one liter, as a start, is 1000 dinars, and it is supported by the state up to 400 dinars, because the price of its import is 1.400 dinars, but the state will offer it with a thousand dinars as support for the citizen."

He pointed out that "the price is subject to periodic review every three months or every two months according to international market prices, and it is not fixed but rather variable according to the variables of the global market for the import of oil derivatives."

He continued, "We will allocate some stations to sell this product, as we cannot make all stations sell three products, and therefore the station that sells super gasoline does not sell another product."

He continued, "In Baghdad, we identified two stations for the experiment, one in the Rusafa sector, which is Musa bin Naseer station, and the other in the Karkh sector, which is the government message station in the Al-Mansour area, to sell this product. Parliamentary Finance: Approval Of The Budget Or Not Does Not Affect The Salaries Of Employees

Samson:  The Sadrists' eyes towards federalism.. Thousands of cases are "complete" to dissolve Parliament

A source familiar with the movement of al-Hanana, the residence of the leader of the Sadrist movement Muqtada al-Sadr in Najaf governorate, said on Sunday that thousands of cases submitted by the Sadrists to the Federal Court to dissolve the House of Representatives "fulfill the conditions."  

The source told Shafak News Agency, "The Federal Court was looking at the cases submitted to it impartially," expressing his hope that it "will be far from any political pressure." And he indicated that "the lawsuits submitted by the Iraqi people, including the Sadrists, are estimated in the thousands," stressing that "they meet the legal requirements, and we hope that the decision will be to dissolve the Parliament."

The Sadrist leader said, "There is a very clear perversion of the constitutional oath, by not adhering to the constitutional timings."

The Federal Court (the highest judicial authority in Iraq) has set the thirtieth of August as the date for deciding on the claim of dissolving Parliament.

On August 10, 2022, al-Sadr had asked the judicial authorities to work on dissolving the Iraqi parliament within a maximum period of the end of this week, urging at the same time the President of the Republic of Iraq, Barham Salih, to set a date for early legislative elections in the country.

Also on the tenth of this August, known as "Minister of Al-Sadr", the supporters of the Sadrist movement to fill out a form to file a lawsuit against (Presidents of the Republic Barham Salih, Ministers Mustafa Al-Kazemi and Parliament Muhammad Al-Halbousi).

The form included two points, the first of which was to call the defendant (Al-Halbousi) in addition to his job after carrying out the legal requirement and ruling to dissolve the House of Representatives in its current fifth session, and notifying the President of the Republic to set a date for the legislative elections in accordance with the provisions of Article 64 II of the Constitution, while the second paragraph included charging the defendant in addition to all his job Expenses, court fees and attorneys' fees.

Later, the "Minister of Al-Sadr" issued a new form that included the defendants, in addition to Parliament Speaker Muhammad Al-Halbousi, (Presidents of the Republic Barham Salih and Ministers Mustafa Al-Kazemi).

Samson: After placing them under surveillance, Sulaymaniyah arrests 12 brokers trading in dollars

The spokesman for the dollar market in Sulaymaniyah, Jabar Goran, announced on Saturday, the arrest of 12 brokers trading in dollars after they were placed under surveillance for several days.

Goran told Shafak News Agency, "The security forces arrested 12 brokers in the dollar market."

In the context, a special source confirmed to Shafaq News Agency, "Since last Thursday, a special force has monitored many currency exchange brokers in the dollar market in Sulaymaniyah, and after monitoring, on Saturday, 12 brokers were arrested."

On August 19, the Security Directorate (Asayish) in Sulaymaniyah Governorate announced in a statement the arrest of five merchants and brokers of land and public properties who used their positions and powers in the departments illegally.

Samson:  Hackers seize Zain telecom system in Najaf and steal major customers

A local source reported, on Saturday, that professional hackers "hackers" penetrated the system of Zain Communications Company (Zain Cash System) in Najaf Governorate, and a number of main customers were robbed.

The source told Shafaq News Agency, that the theft was carried out through a number used by Al-Rafidain Bank in cooperation with Zain Communications Company, and the main customers were persuaded (on the pretext that the system was formatted) and were robbed of 26 million dinars in their own wallets.

Samson:  Iraq repays $1.6 billion of Iranian gas debt

Today, Sunday, the director of the Iranian Gas Company, Majid Jakni, announced that Iraq has paid $1.6 billion in gas export funds.

In an interview with Fars News Agency, Jakni said that the amount comes within the debts owed by Iraq from the export of Iranian gas.

He pointed to the growth of gas swaps by 138%, as well as the continuation of gas swaps with Armenia, and negotiations with various countries, especially neighboring countries, in this regard.

Jakni indicated that Iran's position has risen in the field of gas trade, as a record number of gas condensate exports has been achieved in the past three years, and that gas export revenues have grown by 64%, and its export to Turkey has increased by 11%, and negotiations are continuing in this field. The General Company for Air Navigation Services, one of the formations of the Ministry of Transport, announced today, Sunday, that three international companies have used Iraqi airspace for the first time.

The company's general manager, Nizar Ibrahim Al-Ziyadi, said in a statement received by "Al-Iqtisad News", that the Iraqi air movement at the present time is witnessing demand from civil aviation companies.

Samson:  More than 15,000 families east of Salah al-Din are trapped in homelessness and "electoral promises"

More than 15,000 displaced families east of Salah al-Din complained of the tragedy of displacement, "electoral deception", and indifference and seriousness to return them to their areas of residence from which they were displaced more than 8 years ago.

The director of Suleiman Bek district, east of Salah al-Din, Talib Muhammad Mustafa, told Shafaq News Agency; "More than 15,000 families distributed in 7 villages in Suleiman Bek and the borders of Amerli district have not returned to their areas of residence since 2014 until now due to security and service obstacles."

And between Mustafa; Some villages have turned into military barracks and their return is threatened by security due to the lack of control over the vicinity of the villages and terrorist hotbeds, which still pose a threat to the displaced, in addition to their lack of service readiness to return so far.

Mustafa added, however, that "despite the security and service obstacles, a number of families of farmers and livestock owners have returned to their villages despite service difficulties and security concerns for living reasons and to secure their sources of livelihood and livelihood."

While Abu Ammar al-Bayati, 62, a resident of the outskirts of Suleiman Bek, was quoted to Shafaq News Agency; "Most of the displaced villages obtained security and administrative approvals to return until their villages were not prepared in terms of service and security for return at the present time."

Al-Bayati referred to the resentment and indignation of the displaced families due to electoral tricks and false promises made by deputies and candidates during the 2018 and 2022 election cycles, taking advantage of the tragedies of the displaced to steal their electoral votes, which is a fraud that is unparalleled in the dictionaries of humanity.

Al-Bayati stressed that "the people will not be stung again with promises and electoral tricks, and will not give their votes to any candidate in the future, and they will have a firm stance against this exploitation and deception."

The residents of more than 10 villages were displaced from the outskirts of Suleiman Bek district, east of Salah al-Din, during the events of ISIS in 2014 and its invasion of several administrative units.

It is located in the Suleiman Bek district, 90 km east of Tikrit. It is administratively affiliated to the Tuz Khurmatu district. It includes 28 villages and is inhabited by approximately 37,000 people.  LINK

Samson:  The Iraqi parliamentarian gets more than twenty thousand dollars a month while he is unemployed

The Iraqi parliament's deputies turned completely unemployed, after the lack of sessions, but their salaries, privileges and protections were not affected, and some of them increased their influence over the ministries under the pretext of oversight tasks.

And one Iraqi parliamentarian receives a salary of up to 30 million dinars, equivalent to 20 thousand and more than 200 dollars per month, according to circulating information, and these figures may be completely inaccurate, but they are very close to the truth.

The former member of Parliament for the Kurdistan Union, Rizan Sheikh Diliar, says that Parliament used to allocate a salary for a representative who holds a bachelor's degree, 6 and a half million per month. Diller notes that Parliament has also allocated salaries to 14 individuals who work in a personal protection capacity, and each of them receives a salary of 950,000 dinars.

Parliament allocated an amount estimated at two and a half million as rent allowances for each representative who is not a resident of the capital, Baghdad, according to Diller, who went on to say that the parliament provided other allocations such as fuel for wheels and granting delegations and other matters.

The Iraqi parliament failed to hold more than one session to elect a president of the republic due to a boycott by the coordinating framework forces and some independent Kurdish forces for the session, which requires the attendance of 220 deputies, equivalent to “two-thirds,” in order to vote on the presidential candidate.

Alaa al-Rikabi, the Secretary-General of the Emtlad movement, had revealed, in January 2021, the salaries of members of the House of Representatives. Al-Rikabi confirmed that the members of the House of Representatives received a salary of 30 million dinars, equivalent to 20 thousand and more than 200 dollars per month.

According to Al-Rikabi, the representative receives 4 million nominal salaries, two million position allowances, and three million housing rent allowances, in addition to the allowances for the certificate, car fuel, and the salaries of protection personnel, which amount to 16 million Iraqi dinars.

Farhad Alaeddin, advisor to the President of the Republic, said in a press statement that Iraq has lost nearly 19 billion dinars on allocations, salaries and expenses of the House of Representatives since the first session of the new parliament was held until now. According to Aladdin, the House of Representatives, although more than 32 weeks have passed since its election, is broken, and its building is closed.
