New Projects In 7 Governorates Within The Food Security Law

The first deputy chairman of the committee, Baqir Al-Saadi, said that "the governorates of Baghdad, Diwaniyah, Muthanna, Babil, Kirkuk and Nineveh, as well as Basra, have been identified to implement projects related to roads, bridges, construction and housing," according to the official newspaper.
Al-Saadi added, "Specific amounts have been allocated to each governorate from the food security project to implement these projects and ensure that they are not accumulated," pointing to "the country's urgent need for such projects and to compensate for the shortfall in them."
He pointed out that "the allocation of one trillion and 350 billion dinars to Baghdad, distributed by 30 percent to the Baghdad Governorate, and 70 percent to the Baghdad Municipality."

Parliamentary Finance Suggests Rejecting A Lawsuit In The Name Of Khashan To Challenge The Food Security Law

According to what was published on the website of the Federal Supreme Court, it will consider today in the second session to appeal the law of emergency support for food security and development based on a lawsuit filed by Representative Basem Khashan.
Khashan had won a lawsuit he had filed earlier against the Council of Ministers, in which he canceled the decision to refer the bill to the House of Representatives, on the grounds that the caretaker government does not have the right to send bills.
In light of this, the House of Representatives legislated the law, but not as a gateway to the government project. Rather, it resorted to submitting its proposal through the Finance Committee.
A member of the Parliamentary Finance Committee, Jamal Cougar, said in a statement to (Al Mada), that "the emergency support law for food security and development has entered into force since the date of its vote in the House of Representatives."
Cougar continued, "The implementation will be in two stages, the first payment is paid directly since the date of the vote, and 14.5 trillion dinars remain, divided into two parts."
He pointed out, "The first part of the remaining amount is also paid with the first payment, and the second part, which is 7.25 trillion dinars, will be within the jurisdiction of the new formed government."
Cougar pointed out that "the law has been implemented and completed, and therefore expectations indicate that the Federal Supreme Court will reject the appeal filed against it by Representative Basem Khashan, on the grounds that the case is not based on the constitution or the law."
For his part, the legal expert, Ali Al-Tamimi, stated in a statement to (Al-Mada), that “the appeal before the Federal Supreme Court of laws is available, but with the availability of the interest and litigation police.”
Al-Tamimi continued, “The laws that involve a financial aspect require the constitution to come from the Council of Ministers,” noting that “the government, as the discharge of daily tasks, cannot send financial projects that carry financial burdens.”
He explained, "The House of Representatives has corrected this and submitted the proposed law from the Finance Committee, and took the government's non-objection to its legislation."
Al-Tamimi believes that “the legislation of the law came in accordance with the public interest and the constitution,” stressing that “the Iraqi constitution stipulates that the parliament represents the Iraqi people, who is the source of powers.”
He noted, "The Federal Supreme Court will work to bring the third party, which is the Council of Ministers, and ask him about his position on the law, whose answer is expected to be not to object to the law, and therefore the fate of the case will be a response."
It is noteworthy that the House of Representatives had voted last June, authorizing the government to finance an account for the Ministry of Finance of 25 trillion dinars to the areas specified by law, most notably the Ministry of Trade, Agriculture and Electricity, as well as supporting projects in the governorates.
