He added: “This is a man who has been covered by Al-Kazemi, dry and dry, and we have not seen anything.” The most frightening point he uttered: “My uncle, from the latter, we are people who are not patriots, we want people to give us money, fill us with bread, and paint our roofs. We do not want patriotism or their slogans.”

Nouri Kamel Muhammad Hassan Abu Al-Mahasin Al-Maliki, born in 1950. His birthplace is in Al-Hindiya - Tuwairej District of Al-Hilla Governorate.

His grandfather Abu al-Mahasin is one of the leaders of the Twentieth Revolution. Nouri al-Maliki joined the Islamic Dawa Party in 1970. He obtained a bachelor's degree from the College of Fundamentals of Religion in Baghdad and a master's degree in Arabic from Salah al-Din University.

In 1980, the tyrant Saddam Hussein issued a decision banning the activity of the "Dawa Party", so its members were threatened with death, which prompted al-Maliki and a number of his party members to flee outside the country. He remained there until the US invasion of Iraq. He was appointed prime minister for two consecutive terms, 2006-2014.

A year of major transformations

Since he became prime minister, violence, kidnappings and killings have escalated, sectarianism and its rhetoric have spread, and the identity and booby-traps that have swept the capital, Baghdad, have emerged, as were the rest of the provinces that had their share of blood.

And when the Iraqi forces clashed with the Mahdi Army militias in the plan to impose the law launched by Nuri al-Maliki, the battle was not between the authority and the outlaws, but rather a battle to impose al-Maliki's power and image, not to impose security.

He clashed with them because they were outside his authority, not the Iraqi authority. This is clearly evident, with the creation of the personality of Qais al-Khazali and his provision of money, weapons and legal cover.

This reinforces the image of the Asa’ib Ahl al-Haq militia, which was created by Nouri al-Maliki, and the killing, intimidation, looting and “suctioning” of the country's money it caused. In those years, whoever held the identity of affiliation with “Asa’ib Ahl al-Haq” could play as he wanted with the security, the people, the state and its institutions.

Al-Maliki filled prisons with followers of the Sadrist movement on the pretext of violating the law, with the incident of the Suq al-Shuyukh district - Dhi Qar, and at the same time he established his gang led by Qais al-Khazali. People lined up with al-Maliki, his image shone and his popularity expanded, because he put an end to the crimes of the Mahdi Army militia, under the slogan: The enemy of my enemy is my friend.

In addition, his success in reviving the abhorrent sectarian discourse, mobilizing the masses, sectarianizing government institutions and filling them with elements that praise Maliki and submit to him in obedience.

Complete disasters and setbacks

The second government of Nouri al-Maliki came based on circumventing the Iraqi constitution, which is full of loopholes. It was an illegitimate government, because the Iraqi List, the party made up of multiple Sunni, Shiite and Kurdish forces led by former Prime Minister Iyad Allawi, obtained at the time two and a half million votes in the 2010 elections, and won 91 parliamentary seats in Parliament, which is the highest share compared to the rest powers. And it was, that is, the Iraqi List, who would assume the tasks of forming a government.

But Nuri al-Maliki had another opinion. The sectarian “hormone” escalated again at that critical stage for the Shiite forces after the Iraqi List topped the list with the highest votes and seats, which made al-Maliki ally within the Iraqi National Coalition with his rivals such as Muqtada al-Sadr, led by the Ahrar bloc, and Ammar al-Hakim, led by the Islamic Supreme Council, in order to miss the opportunity for the Sunni forces.

And not to leave the affairs of the country in their hands, because his character is infused with blatant sectarianism and no one else is allowed to assume the leadership of the country. In addition, al-Maliki did not satiate the crimes of his gang led by Qais al-Khazali.

Rather, he sought - with Iranian leaders such as Qassem Soleimani - to create other militias, such as the "Hezbollah Brigades", "Harakat al-Nujaba", "Imam Ali Brigades", "Saraya al-Khorasani" and "Quarter of God". The irony is that Qais al-Khazali and the rest of the militia leaders were in the past under the cloak of Muqtada al-Sadr and among his men and followers.

These militias gradually took control of outlets, key positions, and influential administrations. Then it was the mobilization of institutions with “mobs, savages and failures” and the manufacture of pawns that secure the consolidation of the owner of grace and credit over them. This is well-known: the followers of al-Maliki enjoy bounties, opportunities, and jobs.

They don't care who gives them, but the bids themselves. During 8 years, the country's resources and people were exhausted, not one year was without protests against the policies of his state. But he was skilled in silencing mouths and breaking up sit-ins by force, arrests, killings, and the disappearance of young people.

During his rule, Iraq's general budget totaled about 700 billion dollars. With Haider al-Abadi taking over as prime minister, he found nothing but crumbs in the state treasury, and his government was at the time facing an unknown war.

Al-Maliki's audience

It is common knowledge that the clans and many of the forces affiliated with them follow and praise Maliki. Maliki supported the tribes and provided them with weapons and money, so the tribe's authority overran the Iraqi street, social, political, and security life. In addition to these, there is the large audience of the “Islamic Dawa Party” whose roots are firmly rooted in Iraqi society, especially since Al-Maliki is one of the party’s leaders and responsible for the organizations inside Iraq. During his time in Syria and Iran in the eighties, his masses penetrated the joints of the state and its institutions.

But the loyalty of those masses is questionable. Thus, al-Maliki’s image gradually disappeared and faded after the brightness of the leaders of the Shiite factions, led by Abu Mahdi al-Muhandis, and the commander of the “Quds Force” Qassem Soleimani during the war against ISIS.

In the early days of the start of the Iraqi October protests, a group of his fans came out after his calls to demonstrate. Only dozens of people came out. Tishreen youths mocked them, because of Maliki's weak ability to mobilize, but he wanted his image and name to return to the squares, the media, and daily circulation in the Iraqi street, and the result was that he turned into a joke.

Before and after leaks

With the killing of Abu Mahdi al-Muhandis and Qassem Soleimani, the militias loyal to Iran broke up and their power declined, as the mastermind, thinker and planner were absent from them. Disagreements occurred between the militia leaders, because the new face, General in the Iranian Revolutionary Guards, Esmail Qaani, Soleimani's heir, does not have Soleimani's authority over the armed factions.

Al-Maliki's image returned to the scene with the absence of Qassem Soleimani. The "Frame" alliance was formed by the inclusion of Shiite factions and forces against the government of Al-Kazemi and Muqtada Al-Sadr.

Al-Maliki's leadership resurfaced, but this time he did not succeed in gaining the sympathy of the people, as evidenced by the recent elections and the percentage of votes he obtained and parliamentary seats in Parliament, compared to what he was in before the October protests.

In the leaked recordings of Maliki, he explained his relationship with Iran and the Iranian Revolutionary Guard. He described the Popular Mobilization and its leaders as a “nation of cowards” and described the Shiite community as “villain.” He disclosed the most important vocabulary in which he lived and lived: hatred and resentment from the Sunni sect.

“What We Give It to” is one of his most important slogans that he professed, which is that he does not want others to share power, i.e. the rest of the sects: they have to submit and submit to what his soul desires, the crisis, the hedonistic that stirs up strife and conflicts and threatens people’s security and community peace.

But beyond his words, weakness, weakness, and confusion: He wants to take refuge in the clans, after providing them with weapons and readiness for his call, intending to arm mercenaries to protect him from any looming danger. This is after the factions were glorifying Him, and after the Iraqi military force, the “Golden Division,” was called al-Maliki’s Army.

In his last appearance, after audio leaks, and after Muqtada al-Sadr's supporters entered the Green Zone for the first time a few days ago, al-Maliki went out on the streets of "Green" accompanied by armed men carrying an automatic machine gun.

What Does The Chest Want?

The writer says that there is a lot of speculation about al-Sadr's motives, including whether he was frustrated by the prolonged political stalemate and was preparing to resign from politics? Or did he abandon the political system and plans to confront the political class from the outside?

Sadr's opponents thought that they had succeeded in thwarting him to the point of withdrawing from the political process and soon replaced his deputies, most of whom were members of their own, according to the writer.

It is clear that this turn of events has already shown that much of the thinking of Sadr's opponents did not work, according to the writer who noted that his call for Friday prayers in the scorching summer heat in Baghdad with tens of thousands of people responding showed that Sadr's support remains strong.

At the same time, many political actors believe that the role and influence of the United States has diminished significantly in Iraq.

On the other hand, the writer points out that despite the tense relations between Al-Sadr and the United States in the past, some believe that Washington preferred Al-Sadr's formation of a government in order to strengthen Iraq in the face of Iran and its allies.

The author adds that the United States has an interest in a democratic, stable, and sovereign Iraq, and thus can work with its allies across the Iraqi political spectrum along with its European allies and the United Nations to encourage and support dialogue among the various actors to prevent violence, break political deadlock, and enable effective governance.

Where Is Iraq Heading?

The writer says that despite the many changes in Iraq, the main problem remains, which is an imbalance of power, unwillingness to accept the other, and limited efforts to implement what has already been agreed upon.

He continues that the political class is separated from the suffering of the public and behaves indifferently, while Iran, Turkey and other countries enjoy the influence of a strong competitor in Iraq, and the current crisis gives a greater opportunity to expand this influence, adding that internal problems provide space for others to exercise their influence.

Iraq's problems can be solved or mitigated if Iraqis work better with each other, according to the author, who believes that Iraq remains important to the stability of the region and the national security interests of regional and global powers.

He continues that the country possesses many elements needed for positive change, but still lacks a catalyst to harness these elements.

He adds that there are efforts to break the current political crisis, but the deep political impasse in Iraq will not be moved any time soon.

Baghdad/The Obelisk: A report by Al-Monitor International newspaper, Saturday, August 6, 2022, linked the meeting of the parties to the Joint Comprehensive Plan of Action (JCPOA) in Vienna for the first time in nearly six months, and between many events in the Middle East and the role of Iran in it.

Shafaq News/ Several sources reported on Friday, that there is no meeting in the coming hours that brings together the leader in the coordination framework Hadi Al-Amiri and the leader of the Sadrist movement Muqtada Al-Sadr.

A leading source in the Sadrist movement told Shafak News Agency; "The head of the Al-Fateh Alliance, Hadi al-Amiri, told some figures in the Sadrist movement that he would like to meet the leader of the movement, Muqtada al-Sadr, as soon as possible."

The source added; "These figures informed Al-Amiri that there is no dialogue that brings Al-Sadr together with the leadership of the framework unless the leadership of the coordination framework relinquishes the nomination of party figures, and actually agrees to hold early elections, as the Iraqi people and the sit-in aspire for it."

However, a source in the coordination framework told Shafak News Agency; That "Tritha occurred during the visit of Al-Amiri to Al-Hanana until the coordination framework was informed of the details of what Plasschaert discussed with Al-Sadr in today's meeting."

An informed political source revealed, earlier on Friday, that the leader of the Al-Fateh Alliance and the leader in the coordination framework, Hadi Al-Amiri, intends to visit the leader of the Sadrist movement, Muqtada Al-Sadr, at the latter's headquarters in Al-Hanana in the city of Najaf, in the coming hours.

 Now what was the other thing I said is coming, since you can basically scratch off the other two? What is the very thing that will conclude this investment and expedite its formal initiation since Al-Kazemi has already stated it will come after the peaceful protesting was done?

 You already seen the official news reports. You already heard Eddie. You know the CBI, AMF, and IMF had meetings. You know banks already been notified about the 15th deadline. Tell me what are your suspicions about item number 3 happening sometime this month.

 I mean....you do know the citizens have already been promised that their demands are not years away. Not months away. Not weeks away. But days away. This is in print.

Demands/Entitlements/Reforms are all interchangeable and synonymous.  They need one thing to work. What is it? Imo

Legal expert Ali Al-Tamimi, 08/03/2022, clarified the roadmap for constitutional procedures to achieve the demands of the demonstrators.

Iraq's Oil Exports To America Rise Within A Week

On Saturday, the US Energy Information Administration announced that Iraq's oil exports to America increased during the past week, reaching an average of 369,000 barrels per day.

The administration said in a report followed by the "National News Center", that "the average US imports of crude oil during the past week from eight countries amounted to 6196 million barrels per day, an increase of 847,000 barrels per day from the previous week, which amounted to 5349 million barrels per day."

She added that "Iraq's oil exports to America amounted to an average of 369,000 barrels per day last week, higher than the previous week, in which oil exports to America averaged 165,000 barrels per day."

She pointed out that "most of America's oil revenues during the past week came from Canada at a rate of 3.673 million barrels per day, followed by Mexico at a rate of 815,000 barrels per day, and oil revenues from Saudi Arabia at a rate of 500,000 barrels per day, and then Colombia at a rate of 328,000 barrels per day."

According to the administration, "the amount of US imports of crude oil from Ecuador amounted to 243 thousand barrels per day, from Brazil at a rate of 211,000 barrels per day, and from Nigeria at a rate of 57 thousand barrels per day, while no quantity was imported from Trinidad and Tobago or Russia."

Brent Prices Fell 11% In A Week, Near $ 95 A Barrel

Energy   Economy News-Baghdad  Oil prices rose slightly on Friday's session, to offset some of this week's losses, due to data on strong US job growth, but ended the week at its lowest level since February due to concerns that the recession could affect demand for fuel .

Brent crude futures rose 80 cents to $94.92 a barrel, down 11% from last Friday's settlement. West Texas Intermediate crude futures also rose 47 cents to $89.01, down 8% in a week .

The US Department of Labor said that job growth in the United States unexpectedly rose in July, with non-farm payrolls increasing by 528,000, the largest increase since February, according to Reuters .

"This is strong economic data that supports the rise of the oil market," said Bob Yoger, director of the Energy Futures Department at Mizuho .

Fears of a recession intensified after the Bank of England warned on Thursday of a prolonged recession after it made its largest interest rate hike since 1995 .

The OPEC + group agreed this week to increase its target oil production by 100,000 barrels per day in September, but according to OPEC data, this is one of the smallest increases since the introduction of such quotas in 1982 .

Supply concerns are expected to escalate as winter approaches, as European Union sanctions banning Russian seaborne imports of crude and oil products are set to take effect on December 5 .

Samson:  Iraq, Russia and Iran compete for oil exports to China

Russia and Iran's presentation of offers to China and India and discounts on crude oil has led to growing concerns about the future of Iraqi oil exports, on which 95% of its budget depends.

Previous reports had suggested that Iraq would be one of the biggest losers in these speculations, with the decline in demand for Iraqi oil of all kinds, after China and India were among the largest buyers of it, while others believe that this opens new markets that increase Iraq's profits.

Iraq competition

The economist, Dr. Ahmed Saddam, says that it is natural that Russia’s decision to reduce the price of a barrel of oil exported to India and China will lead to a change in the direction of demand, which rose by 15.5% from Russia, in return for a decrease in the level of oil imports from Iraq by 10.5%, as the Iranian decision to reduce came within limits 10 dollars above the world price to constitute a strong competitor to Iraq.

Saddam indicated that this change in the level of demand does not mean abandoning the rest of the oil markets, especially the Iraqi market, which is the second source of India after Saudi Arabia, and despite the reduction in oil prices, the share imported from Russia represents only 19% of the total Indian demand estimated at about 5 Millions of barrels per day, as India imports approximately 950,000 barrels per day from Russia, and China imports 860,000 barrels per day and 700,000 barrels per day from Iran.

Saddam adds that according to these circumstances, Iraq has no other choice but to diversify its export outlets, especially towards the European and American continents, as it is estimated that oil exports to the United States increased by 11% as a result. He believes that Iraq's situation before and after the Ukrainian crisis is still good despite the decline in Asian demand for Iraq's oil, but the important point in this regard - according to Saddam - is that even with the price reduction by Russia, there will remain technical and economic obstacles, foremost of which is the length of distance and time. This limits the number of barrels of oil imported from Russia, and this means that the decrease in Iraq's share of oil exports to China and India will not be significant.

Decline factors

For his part, economist Dr. Medhat Kazem Al-Quraishi believes that oil prices in general initially rose due to the embargo on Russia, then their prices fell due to the economic recession in Europe and the world.

Al-Quraishi notes, according to Al Jazeera Net, that the oil markets are still unstable due to the presence of negative and positive factors influencing, and therefore it is not possible to predict what will happen to the oil market related to the war in Ukraine and its repercussions. He points out that competition between producers leads to lower prices, as well as US pressure on OPEC, which may leave a small impact, despite Saudi Arabia and the UAE's rejection of the pressures of US President Joe Biden.

Upcoming crisis

A representative of the Sadrist movement, Burhan Al-Maamouri, submitted a request to Parliament Speaker Muhammad Al-Halbousi regarding the dissolution of Parliament.

Al-Maamouri, the only Sadrist MP who did not resign from parliament, demanded that Al-Halbousi hold an emergency session to dissolve parliament and set a date for early elections.

Samson:  Is it possible to dissolve parliament ?

There has been talk these days about another solution that cuts the way to the political stalemate, which is to go to a second election. The weights of the political blocs may change, and consequently, alliances may change and lead to the possibility of forming a new government. It must be remembered that the Al-Kazemi government, when it was formed, the purpose of that government was to hold early elections.

The scenario of dissolving Parliament and rerunning the elections faces obstacles, including:

1- The Federal Court, when it rejected the framework’s appeal (Monday, December 27, 2021) regarding the illegality of the elections, but the Federal Supreme Court at the same time recommended two points, namely:
A- Legislating a new election law
B - Not using electronic counting and sorting, and here lies the problem, which is that the current government is the caretaker of daily affairs, and it does not have the constitutional legitimacy for that, according to Article (64-second) and according to the Federal Supreme Court’s decision No. 121 / Federal / 2022, but after enacting a law Food security, despite its violation of the Constitution, it became possible to legislate a law during the period of a caretaker government, despite that it is unconstitutional.

2 - Some large blocs, as well as some small ones, who are independents, will not accept going to the second elections because of the possibility that their seats will be reduced.

3 - The dissolution of Parliament is the step that must precede going to elections, and this paragraph was referred to in Article 64 of the Constitution, where it clarifies that the period shall be a maximum of sixty days. Elections must take place after the Parliament is dissolved.

But the dissolution of Parliament will face several obstacles, including:

1 - The ways to dissolve Parliament are in two ways defined by the constitution in Article 64 of it, and in two ways:

First: The Parliament is dissolved by an absolute majority of the number of its members, at the request of one-third of its members, or a request from the Prime Minister and with the approval of the Prime Minister Republic, and the Council may not be dissolved during the period of questioning the Prime Minister.

Second: The President of the Republic, upon dissolving the House of Representatives, shall call for general elections in the country within a maximum period of sixty days from the date of the dissolution, and the Council of Ministers in this case is considered resigned and continues to run daily affairs. And that the two paths end with the parliament’s vote on it by an absolute majority, meaning that the ball is in the range of the members of the House of Representatives and it is the final decision-maker in the matter.

2 - The dissolution of the House of Representatives means that the government will turn into a daily caretaker government devoid of any powers, but how if it is a caretaker government.

3 - The second way to dissolve Parliament is a call from the President of the Republic to dissolve Parliament, how if the President of the Republic is the end of powers, Article 72 of the Constitution shows that the President of the Republic ends his term at the end of the Parliament, i.e. when the House of Representatives is dissolved and someone else comes after the first session, then his validity ends. Everyone knows that the first session was months ago, and therefore the President of the Republic is by virtue of the expired powers.

4 - The first way requires the process of convening a session of the Iraqi parliament, and then submitting a proposal to dissolve parliament to the presidency of the council and vote on it, but this process must be evacuating the building and its surroundings from the demonstrators, otherwise how can the deputies come amid a building full of demonstrators.

5 - The election process requires large funds. In the last elections, the government cost an amount of about 300 million US dollars, i.e. 450 billion dinars, or nearly half a trillion dinars, but here the question arises, from where this amount is allocated, and this is not possible because:

A - The current government is a caretaker government and does not have the authority to transfer or any authority to control funds except in matters appropriate to the situation.
B - We need a general budget to allocate money to the election process, and therefore, before going to the elections, the government must be formed and the federal budget law is enacted.
C - Legislating a law for elections, and this would be unconstitutional and that any appeal by the deputies will be rejected because the law will include financial aspects, and despite that it also needs Parliament to return to its work and the demonstrators to leave.
6 - Going to elections will be in two ways:

A - the use of the old law, and this will be contrary to the decision of the Federal Supreme Court
B - the enactment of a new law and this is not possible and we talked about it above and it is also contrary to the decision of the Federal Supreme Court, and the new legislation needs that Parliament exercises Duty for several months until this law is enacted.

The result is that the second elections, which some may call for, are difficult to hold because they violate the decisions issued by the Federal Supreme Court, which are irrelevant and binding on all (Article 94) of the Constitution. Likewise, the constitution made the government a caretaker, so how is it now a caretaker government?

The solution is to form a government whose most important duty is to hold early elections, and since the preparations take several months, a government with full authority can legislate the budget law and serve the people until elections are held and turn it into a caretaker government as well. But if the parliament is dissolved and elections are held by other than the methods mentioned above, which are originally found in the constitution, these procedures will be unconstitutional.  LINK

The country remains a major exporter of the commodity, and as a result, many traders and investors use this currency as either a hedge against current commodity positions or purely speculative, following the signals from the oil market.

Australian / New Zealand Dollar - 7 The Reserve Bank of Australia offers one of the highest interest rates in the major global markets and has always supported price stability and economic strength as cornerstones of its long-term plan. Its board of directors, headed by the governor, consists of 6 members, in addition to the governor and the minister of treasury, and they work together to achieve the target inflation between 2% and 3%, and they meet 11 times annually.

Muhannad Al-Moussawi, the preacher of the unified Friday prayer in the Green Zone, announced on Friday 08/05/2022 his solidarity with the decision of the Sadrist movement's leader Muqtada Al-Sadr to dissolve parliament and hold early elections.

Al-Moussawi said in the sermon, which was followed by the Obelisk Agency, that Iraq has become a prisoner of corruption and the corrupt, and it tops the lists of corruption in the world due to the policies of successive governments, quotas and sharing, and the deterioration of services, health, education, security and others, and very large numbers of the Iraqi people have reached below the poverty line.

He pointed out that "the financial savings achieved outside the Emergency Law for Food Security and Development No. 2 of 2022 and the applications of Article 13 of the Financial Management Law No. 6 of 2019 amended regarding the restriction of exchange at 1/12 of the total actual current spending for the year 2021, are still managed as reserve financial savings. By the Central Bank of Iraq (the financial agent of the state) and according to the best applications available globally in the management of safe short-term financial investments.

Saleh stressed, that "the Sovereign Fund or the Generations Fund, when established, remains attached to a prerequisite, which is the existence of a general budget law, and otherwise, the financial savings achieved will remain in part in the hedging account referred to in the first articles of the current Emergency Food Security Law No. 2 of 2022."
