Asayish (Security) Directorate west of Sulaymaniyah in Kurdistan Region announced today, Sunday, the arrest of two accused of dealing in counterfeit foreign currencies in Chamchamal district. 

A statement of the Directorate received by Shafaq News stated that in a joint operation between the forces of the Asayish Directorate, west of Sulaymaniyah, and the forces of the Sulaymaniyah Asayish Directorate, two suspects were arrested in possession of a quantity of counterfeit US dollars based on Article 281 of the Iraqi Penal Code. 

He added that a suspect named (S.H.M) was arrested in possession of a quantity of counterfeit US dollars in denominations of $100, indicating that after searching his home another quantity of the same currency and of the same denomination was found. 

The statement added that a second person named (F.A.H) was arrested on the same charge, pointing out that after the investigation and the search of the first accused's mobile phone, many pictures, video clips and SMS messages were found that talk about the exchange of counterfeit currency and dealing in arms sales.   LINK

A statement by the department stated that the staff of the Najaf Investigation Office carried out three separate seizures in the Kufa Municipality Directorate. The audit division in the municipality. She added that, during a second operation, a "fake" exchange transaction was seized in the municipality in the amount of (6,000,000) million dinars organized by a number of its employees, and its amounts were disbursed in violation of the law.

The department reported that two employees of the Industrial Bank embezzled sums of money from the bank, indicating that the suspects had the password and keys to the ATMs of one of the bank's branches, and they were responsible for following up and filling them out.

Today, Monday, independent MP Hadi Al-Salami revealed a deal of embezzlement of the Ministry of Electricity amounting to 63 billion dinars of money for collection.  

Al-Salami said in an interview with "Al-Maalouma", that "documents that prove the embezzlement of levy funds in the Ministry of Electricity have been handed over to the Public Prosecution Authority, the Public Integrity Commission and the Office of Financial Supervision in order to investigate and hold those involved to account."  

He added, "The case is now in the Karkh Investigation Court to take legal measures, and we will follow the case to the end until the embezzlers and those involved in this file are revealed."

 He continued, "This case was revealed through the reports of the Integrity Commission, and work is underway on many files and issues tainted by corruption in all ministries and government institutions, after remaining silent before the influential on many corruption deals."

And he indicated, "Russia cannot currently give up the price of oil for it because it is financing a war, as well as Saudi Arabia and the OPEC countries lost oil revenues from 2014-2021, and they are trying to maximize their revenues during this period and have clear capabilities by creating various strategies."

With regard to the delay in approving the federal budget, Qusay explained, “The Iraqi economy faces a problem to transform it into a global economy, as it needs a budget to finance these goals. The ministry indicated that it "is continuing to implement the paragraphs of the emergency support law for food security and development and is working to complete all administrative and financial procedures for the purpose of issuing subsequent meals to those covered by the political dismissal after the financial allocation is available for the purpose of their appointment."

I imagine yesterdays (Thursday) discussion with the Federal Court covered the items necessary for to or not to dissolve the parliament and or presidencies. Either the court does it  or the USA and with the UN may do it.. 

With the demonstrators on the street at the Supreme Court areas, I'll bet that meeting yesterday in the court was about the dissolution. They may only tell the public next Tuesday, but, that doesn't mean that those in the need to know category are not informed and what took place..

Those people are there in the streets, and they are holding placards, and it is my understanding they are telling those affiliated with Iran in the Judiciary to get out, and  let Iraq be free.

 I also bet there are things from that meeting in the Court that are not yet public that will have a profound impact on what we are waiting for.. A good thing.. From the above Kahdimi is not going anywhere. Article 81 is not going to apparently apply. Keep in mind Kahdimi only warned of vacating his position. lol  imo ~ MM

The Federal Integrity Commission announced the issuance of a prison sentence and a financial fine against the assistant branch manager of a government bank in Anbar. This is against the background of the case of embezzled funds from the bank.

 She added that the court, after perusal of the papers, investigation records, seized exhibits, evidence and evidence obtained in this case, reached full conviction of the defendant's negligence, and decided to convict her by issuing a judgment in her presence imprisoning her (15) years, with a fine of $10,000,000; Based on the requirements of Article (36) of the Money Laundering and Combating Terrorism Law No. (39) of 2015.

The department continued, explaining its steps taken after a life sentence was issued against the director of Al-Rafidain Bank - Khalidiya branch. For his participation with his assistant and other employees in embezzling an amount of (50,000,000,000) billion dinars from the bank resulting from the disbursement of pensioners’ money in Anbar to access the embezzled funds.

In cooperation with law enforcement agencies and in accordance with judicial memoranda, a team from the department carried out raids and searches on the homes of the convicts, both the Rafidain Bank branch manager and his assistant, in coordination between the Baghdad Investigation Directorate and the land holding force in Anbar Governorate, where the team was able to find money in one of their homes. The value of more than half a billion Iraqi dinars, in addition to seizing (9) real estate bonds distributed in different areas in Baghdad, pointing out that its continuous operations led to the discovery of a huge multi-storey building in the center of Al-Mansour city and a plot of land in the same location (which belongs to the accused), As well as a 300-square-meter house in the University neighborhood, and (2) real estate apartments outside Iraq and multiple bank accounts.

Wednesday, August 31, 2022, the sixteenth "remotely" periodic meeting of the Financial Stability Task Force in the Arab Countries will open.  It is noteworthy that the team stems from the Board of Governors of Arab Central Banks and Monetary Institutions, and includes in its membership the directors of the financial stability departments of these banks and institutions, in addition to the Arab Monetary Fund, which is responsible for its technical secretariat. 

The meeting of the team will be attended by representatives of regional and international institutions, including: the International Monetary Fund, the World Bank, the Financial Stability Board, the Bank for International Settlements, the Institute for Financial Stability, the Basel Committee on Banking Supervision, the International Federation of Deposit Insurance Institutions, the International Federation of Insurance Supervisors, and the European Central Bank and the European Crisis Management Council.

The team contributes to developing policies and tools related to enhancing financial stability in Arab countries, and exchanging expertise and experience among them in this regard. The team also includes preparing a financial stability report in the Arab countries, preparing working papers and studies on the conditions of financial stability in the Arab countries, in addition to contributing to enhancing awareness of financial stability issues through holding seminars and workshops and issuing relevant periodic reports.

At the sixteenth meeting, the team will address a number of important topics that keep pace with the latest developments related to financial stability issues, including stress tests regarding lessons learned from the emerging coronavirus crisis.  In this regard, the role of these tests will be discussed during the pandemic, and the need to develop them in the future, taking into account the emerging risks to the banking sector.  Other aspects related to ways to strengthen the crisis management system in central banks, the role of deposit guarantee institutions in dealing with banking crises, and methods for designing early warning systems in the banking sector will also be discussed.

The topics of the meeting also include discussing a number of new issues related to financial stability in the Arab countries, including: supervisory and regulatory techniques from the perspective of financial stability, the expected impact of the percentage of non-performing credit facilities after lifting the support measures taken by central banks, and the risks of the non-bank financial sector and how to apply stress tests to measure those risks. These topics also include the determinants of banks' profitability, and the impact of high government indebtedness on financial stability.

In the context of the working papers that the team is working on, the experience of the Central Bank of Oman in applying the Financial Stability Index will be discussed. The experiences of Arab countries in adopting the deposit insurance system will also be reviewed. Finally, the discussions will include preparations for the financial stability report in the Arab countries for the year 2023 and progress on preparing the chapters of the report.

On the other hand, and within the framework of the team’s cooperation with international institutions, the Financial Stability Board will present a presentation on the latest developments related to the activities of the Council, especially the topics of the repercussions of the Corona pandemic and cybersecurity. The team will also hear another presentation from the Basel Committee on Banking Supervision, on the latest developments related to the activities of the committee, and a third presentation from the Financial Stability Institute on managing banking crises in emerging market economies, in addition to two other presentations from the European Central Bank and the European Crisis Management Council on digital currencies. and crisis management, respectively.

A judicial source told Shafak News Agency, that the Federal Court raises its session in the cases of dissolving the House of Representatives and sets next Wednesday as a date for issuing the decision.

The Federal Court was scheduled to issue its ruling in that case yesterday, Wednesday, 31 August, but it was postponed to the first day of the month of September.

The Federal Court had set August 30 as the date to consider the Sadrist movement’s lawsuits to dissolve parliament, but it postponed its decision due to the disruption of official working hours and the curfew against the backdrop of the bloody clashes that occurred in the heavily fortified Green Zone in the center of the capital, Baghdad.

Nassar al-Rubaie, Secretary-General of the Sadrist bloc, had filed a lawsuit against the President of the Republic, the Speaker of the House of Representatives, to rule to dissolve the House of Representatives for its fifth session, and to oblige the President of the Republic to set a date for holding legislative elections in accordance with the provisions of Article 64/second of the Constitution.

The leader of the Sadrist movement, Muqtada al-Sadr, had called on the Supreme Judicial Council to dissolve parliament within a period not exceeding the twentieth of this month, and assigning the President of the Republic to set a date for early elections, but the Council responded to al-Sadr's request to dissolve parliament, saying: "He does not have this authority." .

Well that may not happen, even if they made a decision today and are to hold back telling what it is until next week. MilitiaMan:  I could see the need for this meeting yesterday. The CBI will want those in this meeting to have the truth from the horses mouth. They'll be a mechanism to help citizens during the roll out and for the intentions of the CBI going forward.

The currency window for instance will not be the same as before. Once they change the exchange rate the money sold will likely be tracked. Just as the contracts will be.

The court has postponed the case of dissolving the HOR until tomorrow, Thursday..

And according to what was reported by the official news agency "KUNA", "the Kuwaiti embassy called on its citizens who are in Iraq to communicate with it on the emergency phone, after the chaos in the capital, Baghdad and other provinces, and clashes between Shiite factions competing for power."

Samson:  Iran closes the land border with Iraq

The Iranian Ministry of Interior announced, on Tuesday, the closure of the land borders with Iraq, against the backdrop of security tensions in central and southern Iraq.

The semi-official IRNA news agency quoted Iranian Deputy Interior Minister for Security and Law Enforcement Affairs Majid Mirahmadi as saying, in the wake of developments, unrest and the imposition of a curfew in several Iraqi cities, the land borders of the Islamic Republic of Iran and Iraq have been closed until further notice.

He also asked visitors to the holy shrines and those who intend to travel to Iraq not to go to the land borders, indicating that news and additional information will be announced by the Ministry of Interior.

Samson:  Because of the ban, the Iraqi Stock Exchange suspended its activity

The Iraq Stock Exchange announced today, Tuesday, that it has suspended its activity as a result of the curfew.

The market said in a brief statement received by Shafak News Agency, that "the market will not organize the trading session today, because it is an official holiday."

The market organizes five trading sessions a week from Sunday to Thursday, in which 103 Iraqi joint stock companies represent the sectors of banking, telecommunications, industry, agriculture, insurance, financial investment, tourism, hotels and services.

On Monday, the Joint Operations Command announced a comprehensive curfew in all governorates of Iraq until further notice

And the Iraqi Prime Minister, Mustafa Al-Kazemi, directed, on Monday evening, to suspend the official working hours for tomorrow, Tuesday, in all governorates of the country, and to continue the comprehensive curfew, against the background of recent developments and clashes in the Green Zone.

The Iraqi authorities decided today, Tuesday, to lift the curfew in Baghdad and the provinces, less than 24 hours after it was imposed yesterday. 

The Joint Operations Command said, in a brief statement, received by Shafak News Agency, it was decided to lift the curfew in Baghdad and the provinces.

For his part, Iraqi Prime Minister Mustafa Al-Kazemi said that Al-Sadr's call to stop the violence represents the highest levels of patriotism and keenness to preserve Iraqi blood, noting that his speech bears a moral and patriotic responsibility for everyone to protect Iraq's capabilities, stop the language of political and security escalation, and initiate rapid and fruitful dialogue to resolve crises. LINK

Samson:  After al-Sadr put an end to the scene of confrontations, the features of the state return after a war that lasted "night and day"

After a day and a night of armed confrontations, at noon today, Tuesday, the features of the state returned to the fore again with its "absence" from the scene as a result of the spread of weapons and war inside the Green Zone.

At Al-Tayaran Square, as well as at the borders of Al-Jumhuriya Bridge leading to one of the gates of the Green Zone, Shafaq News Agency's camera documented the features of two synonymous appearances.

The camera documented a collective chest movement to leave the Green Zone in response to supreme orders issued by the leader of the Sadrist movement, Muqtada al-Sadr, who set an hour for his supporters to leave the fortified area, to end the state of conflict that has been going on since yesterday, and this morning, before ordering a comprehensive withdrawal "armed and peaceful", threatening in the event of non-compliance with his order to disavow "even from the current and in another position."

With the entry into force of the hour set by al-Sadr, the features of the emergence of the state began near the Green Zone with the appearance of traffic men, as well as security men from the Baghdad operations leaders, working to open the movement of cars in a clear traffic scene after the end of the “forced” curfew that was imposed yesterday and lifted. Once the Sadr Conference ends and the battles end.

The security forces also raised concrete barriers at bridges and spread in the streets to secure roads and prevent any security breach, while municipality cadres removed waste, paving the way for the gradual return of life and the emergence of the features of the state again before yesterday Monday.

Samson:  Developments in Iraq affect international oil prices

Oil prices fell today, Tuesday, to reduce some of the gains made in the previous session.

The market fears that the central banks' increase in interest rates will lead to a slowdown in the global economy and a decline in demand for fuel, while the violence in Iraq has affected prices.

Brent crude futures for October were down 75 cents, or 0.71 percent, at $104.34 a barrel by 03:48 GMT, after rising 4.1 percent on Monday, the biggest increase in more than a month.

US West Texas Intermediate crude was at $96.68 a barrel, down 33 cents, or 0.3%, after rising 4.2% in the previous session.

Inflation has approached double-digit territory in many of the world's largest economies, a level not seen in nearly half a century, which could prompt central banks in the United States and Europe to resort to sharper increases in interest rates. However, political violence on Monday night in Iraq, the second largest producer in the Organization of the Petroleum Exporting Countries (OPEC), supported prices.

Saudi Arabia, the largest producer in the Organization of the Petroleum Exporting Countries (OPEC), last week also raised the possibility of production cuts, which sources said could coincide with increased supplies from Iran if it concludes a nuclear deal with the West.

 The Ministry of Commerce has set the first of next November as the date for the launch of the 46th session of the Baghdad International Fair, with the wide participation of major local and foreign companies.

The Director General of the General Company for Exhibitions and Commercial Services in the ministry, Hammam Ahmed, said in a press statement that "the Baghdad exhibition in its 46th session will start for the period from 1 to 10 of next November, with the wide participation of major local and foreign companies."

The Baghdad Fair was considered a "platform for commercial companies and the signing of contracts," noting that "it represents a major economic phenomenon that the capital Baghdad witnesses annually, in terms of the large participation of companies in various specializations."

The 45th session of the Baghdad International Fair concluded last year with a wide participation of 17 countries and more than 700 local and foreign companies from various sectors and specializations. LINK

Samson:  The United Nations and Al-Kazemi renew the call on the parties to save Iraqi blood

The United Nations Mission in Iraq (UNAMI) renewed on Monday evening its call on all parties to refrain from violence immediately.

Commenting on the news that the leader of the Sadrist movement, Muqtada al-Sadr, had begun a hunger strike, the mission stated that "restraint and calm are necessary in order for the voice of reason to prevail."

In addition, the Iraqi Prime Minister, Mustafa Al-Kazemi, valued the calls of Al-Sadr and Al-Amiri, to stop the violence, and all those who contributed to the calm and prevent further violence.

Al-Kazemi, in a tweet posted on his personal account on Twitter, called on all parties to "assume the national responsibility for preserving Iraqi blood."

Amid violent clashes with medium and heavy weapons taking place in the Green Zone, which includes government headquarters and diplomatic missions, the vicinity of the US embassy building was bombarded with five mortar missiles, after which it was forced to activate the sirens.

So far, at least five demonstrators have fallen victim, and more than 50 others, including members of the Iraqi security forces, have been injured, as a result of the clashes that took place inside the Green Zone, since the riot police began trying to break up the Sadrist protests in the government palace.

This escalation comes against the background of the leader of the Sadrist movement, Muqtada al-Sadr, announcing his retirement from political work and the closure of all political, media and social institutions associated with him, and stressing his followers not to use his name or the name of the movement in any political or media activity.

As a result, the Green Zone and government institutions in a number of southern governorates became a field of clashes after the Sadrists began the "zero hour", turning their sit-in into a general rebellion and mobilization.  LINK

PETRA:  The UN has the authority under their charter to interdict into national affairs of sustaining members of which Iraq is obviously one. Now, who better to absolve all political figures from being "sectarian?"

If the UN forces dissolution of Parliament PM K, Halabousi, and Saleh then are in essence absolved from making a decision that the crooked parliamentarians as well as the framework guys can argue against. There is no arguing or filing a lawsuit action here. Who would they file a protest with???

Secondly, it takes the Judicial counsel out of the equation as well. If the UN forces dissolution then the Judiciary do not need to make a ruling which, was to happen tomorrow.
