4th September, 2022

French journalist, Francois Lenglet, said that Russia earns 3,700 euros every second from selling oil and gas.

The journalist indicated, during his intervention on the "RTL" channel, that the sanctions did not have a negative impact on oil and gas revenues in Moscow, but rather increased their growth. The journalist concluded: “I have been speaking for a minute and a half, during this time more than 300,000 euros passed from Europe to Russia, and this does not count for other countries.

Earlier, Hungarian Foreign Minister Peter Szijjarto said that his country would not be able to provide gas for itself without supplies of Russian blue fuel. He explained that buying gas from Russia is not a sign of political support, but rather "the reality of the region."  LINK

Based on the foregoing, the caretaker government may not and has no right to resort to Article (81) of the Constitution, which talks about the vacancy of the position of the Prime Minister and the call for new elections; As there is no vacancy for the position as required by this article in the caretaker government, it is essentially a finished government, and that vacancy is only achieved with the constitutional government with full powers. If the caretaker prime minister is absent or is unable to perform his duties, his deputy will take his place, and there is no way to implement Article (81) at all.

An expert on the Iraqi constitution presents a proposal to address the political blockage

https://iraqidinarchat.net/?p=74656

"The formation of this government does not depend on Article (76/first) of the Constitution; Therefore, it does not require the election of the President of the Republic before it, nor does it require the nomination of the most numerous bloc, but rather the consensus of the parliamentary blocs. Although the explicit text does not help us, the general legislative mandate of Parliament can be relied upon as a basis for its composition; As long as it is transitional and not permanent; Thus, we get out of the dialectic of the largest mass.

The parliamentary blocs pledge to support this government, and not to obstruct it during the specified period of its work.

During this transitional stage, Parliament will move away from enacting entrenched controversial laws, and limit itself to important and urgent agreed-upon laws – as much as possible – foremost among which is the General Budget Law."

Al-Hakim: The policy of breaking the bone will lead to the formation of an emergency government with American blessing

He added, "The insistence of both parties to follow the policy of intransigence and breaking the bone and the crown of arms, the escalation is coming if the two parties do not make major concessions for the sake of Iraq and the Iraqis and put the interests of the homeland and the citizen above their personal and partisan interests, and otherwise it is not excluded that the next scenario will be the dissolution of the three presidencies and the formation of a government With the blessing of the United States of America and with the support of the Security Council and the United Nations.  LINK

MilitiaMan:  Some food for thought from the expert in these links provided above.

I imagine yesterdays (Thursday) discussion with the Federal Court covered the items necessary for to or not to dissolve the parliament and or presidencies. Either the court does it  or the USA and with the UN may do it..

With the demonstrators on the street at the Supreme Court areas, I'll bet that meeting yesterday in the court was about the dissolution. They may only tell the public next Tuesday, but, that doesn't mean that those in the need to know category are not informed and what took place..

Those people are there in the streets, and they are holding placards, and it is my understanding they are telling those affiliated with Iran in the Judiciary to get out, and  let Iraq be free.

I also bet there are things from that meeting in the Court that are not yet public that will have a profound impact on what we are waiting for.. A good thing.. From the above Kahdimi is not going anywhere. Article 81 is not going to apparently apply. Keep in mind Kahdimi only warned of vacating his position. lol  imo ~ MM

The Federal Supreme Court (the highest judicial authority in Iraq) failed for the third time in a row this week to issue a ruling in the case of dissolving the House of Representatives.

A judicial source told Shafak News Agency, that the Federal Court raises its session in the cases of dissolving the House of Representatives and sets next Wednesday as a date for issuing the decision.

The Federal Court was scheduled to issue its ruling in that case yesterday, Wednesday, 31 August, but it was postponed to the first day of the month of September.

The Federal Court had set August 30 as the date to consider the Sadrist movement’s lawsuits to dissolve parliament, but it postponed its decision due to the disruption of official working hours and the curfew against the backdrop of the bloody clashes that occurred in the heavily fortified Green Zone in the center of the capital, Baghdad.

Nassar al-Rubaie, Secretary-General of the Sadrist bloc, had filed a lawsuit against the President of the Republic, the Speaker of the House of Representatives, to rule to dissolve the House of Representatives for its fifth session, and to oblige the President of the Republic to set a date for holding legislative elections in accordance with the provisions of Article 64/second of the Constitution.

The leader of the Sadrist movement, Muqtada al-Sadr, had called on the Supreme Judicial Council to dissolve parliament within a period not exceeding the twentieth of this month, and assigning the President of the Republic to set a date for early elections, but the Council responded to al-Sadr's request to dissolve parliament, saying: "He does not have this authority." .

The content of the lawsuit deals with accusations of failing to elect a President of the Republic and violating the constitutional deadlines for forming the new government.  LINK

1st September, 2022

The State of Law coalition confirmed, on Thursday, that it would respect any decision issued by the Federal Court regarding considering the claim to dissolve parliament and hold early elections, noting that the stage the country is going through is a very difficult stage and requires the solidarity of all political forces to overcome the revival of strife again after If God protects us from its evil.

The deputy of the coalition, Muhammad Al-Sihoud, said in a statement to / the information /, that “what the Federal Court will decide today on the pretext of dissolving parliament and holding early elections will be respected by the coordination framework because it believes in the state of institutions and considers the Federal Court is the last bastion of the democratic system,” noting that the coordinating framework respected all the rulings of the Federal Court, even those that were invalid.

Chihod added, "The stage that the country is going through is a very difficult stage and requires the solidarity of all political forces to overcome the revival of sedition after God has protected us from its evil," noting that "whoever believes that the framework did not welcome the initiative of Mr. Al-Sadr is more important."

The Federal Supreme Court in Iraq had postponed, on Wednesday, the decision on the request to dissolve the House of Representatives submitted by the Sadrist movement, to today, Thursday.  LINK

-----------------------------------------------------

MilitiaMan:  So It looks like the Federal Court had the Dissolution File on the table today, as noted directly above and will issue the decision on next Wednesday.

Well that may not happen, even if they made a decision today and are to hold back telling what it is until next week. There could be prior to that date, noted in the below whereby they nominate the President of the Republic. However, in  my view, that is likely not going to happen or it would have been done already.

It matters not though imo,  as either way it is a win win for us.. imo..

They have the 2022 budget that can be implemented immediately per Salih. The EFSL can cover it too with the dissolution or they nominate the President. The old law of 2019 covers it, as it is not new law and it is ready.

Either way this is looking very good.. imo. ~ MM

MilitiaMan:  I could see the need for this meeting yesterday. The CBI will want those in this meeting to have the truth from the horses mouth. They'll be a mechanism to help citizens during the roll out and for the intentions of the CBI going forward.

The currency window for instance will not be the same as before. Once they change the exchange rate the money sold will likely be tracked. Just as the contracts will be.

The Central Bank will or is to likely have a block chain Platform for the monitoring of trade and other economic issues. I think that is fairly clear by now. The efficiency is going to be far better than in the past, far more transparent and trade can be cleared within a day, as opposed to days or more.

The AMF on the same day had meetings on similar issues that include digital currencies and with the likes of the World Bank, Bank of International Settlements, International institutions, etc.. This is not a new topic. It has been in the works for years now.

The BUNA Platform is a Block Chain system. ASYCUDA at the borders is also a Block Chain System. There are no coincidences in these meeting coinciding with each other.. imo.. I like what we are seeing. Interconnectivity is coming.. ~ MM

Popeye7:  Imo, thanks again MM for your analysis of what may seem to be a dire situation from just the casual observer... They are moving right along despite the corruption, and are dealing with that as well... All governments have corruption around the world on some level, and of course some are worse than others... The need to deal with it swiftly utilizing a rod of iron, and making sure that those who are pilfering the people with whom they are governing have no more avenues with which to do so, is being done now in Iraq...

The plan has been in motion for a while, and has really picked up steam during this last year... It has always been a matter of when it was time for this very important process of monetary reform to be complete as it pertains to far more than just economic circumstances worldwide...

After Al-Kazemi's threat..a legal expert clarifies the vacancy of the prime minister's position

08/31/2022 12:28:07

A legal expert explained the mechanism of the vacancy of the position of the Prime Minister.

In the case of the conduct of daily affairs and so. And the caretaker prime minister, Mustafa Al-Kazemi, had threatened yesterday to leave the position and announce his vacancy at the appropriate time, according to Article 81 of the constitution, in the event that "continuing to provoke chaos, conflict, discord, strife, and failure to listen to the voice of reason" against the background of recent events and armed clashes in the region. green.

And the expert, Ali Al-Tamimi, said in a statement that {Euphrates News} received a copy of it: “Article 81 said first of the constitution that the president of the republic takes the position of the prime minister when the position becomes vacant for any reason, and the second paragraph of this article talks about the election of the new prime minister and the government of new with its ministers.

And he stated, "This cannot be applied to the case of the day-to-day affairs, meaning that the request for exemption submitted by the Prime Minister in the case of the conduct of daily affairs does not entail the exemption of the rest of the ministers, as in the request for exemption in the case of the full-fledged government to which the text contained in Article 76 of the Constitution is applied.

The Iraqi government because the daily affairs administration according to Article 64 II of the constitution is basically resigned, and it continues to handle daily matters until the formation of the new government as a result of the dissolution of Parliament. Therefore, what comes out in the event of a request for exemption from the Prime Minister is only the Prime Minister, and this does not apply to other ministers because The existence of the Constitutional League according to the full powers.

And Al-Tamimi continued, "In the event that Prime Minister Al-Kazemi submits a request for exemption, the President of the Republic will replace him to conduct daily affairs until the formation of the new government."

He pointed out that "the Prime Minister submits a request for exemption to the President of the Republic in accordance with Article 18 of the Cabinet System 2 of 2019, and the Council of Ministers, if this occurs, continues under the chairmanship of the President of the Republic until the formation of the new government in accordance with Article 42 of the Cabinet System above."  LINK

Snippet from speech:

I say to my Iraqi people: Iraq is bigger than everyone, and there is no more important person, party or force than Iraq and Iraq's interests.

I have served my people with honor and honesty, and I have never been a party or part of the problem, and I have been patient with all kinds of abuse, obstruction and war declared by all parties to weaken the state and its decision, blackmail it or minimize everything It was accomplished for electoral purposes, and for reasons that do not belong to the essence of Iraqi nationalism.

Nevertheless, I have not and will not give up my responsibility to my people, and any choice that serves the interests and security of Iraq, and achieves political agreement between the different powers, and I have been and continue to be in favor of the principle of peaceful rotation of power.

And I warn from here if they want to continue to provoke chaos, conflict, disagreement, rivalry, and not listen to the voice of reason, I will take my moral and national step by declaring the office vacant in due course, according to the article. 81 of the Constitution, holding them accountable to the Iraqis, and to history. ~ PM Kahdimi

MilitiaMan:  Interesting that there is so many things converging at the same time.. Halbousi has not set an emergency session and now has called for a three day mourning for those killed the other day (sadly).

The court has postponed the case of dissolving the HOR until tomorrow, Thursday..

If Kahdimi steps down and the President steps into the position until there is formation of the new government he will have the necessary powers ("Full Powers" is mentioned nowhere in the constitution. "Necessary Powers", is.)  and it will be all constitutional.

Also, Iraq will be deemed stable and secure in the eyes of the Region and the World once done, imo.. SMH, we cannot make this up nor time it like this.

It is like a massive play underway and all the actors are playing parts very well on the global stage and evreyone is watching. lol ~ MM

Samson:  After al-Sadr put an end to the scene of confrontations, the features of the state return after a war that lasted "night and day"

30th August, 2022

After a day and a night of armed confrontations, at noon today, Tuesday, the features of the state returned to the fore again with its "absence" from the scene as a result of the spread of weapons and war inside the Green Zone.

At Al-Tayaran Square, as well as at the borders of Al-Jumhuriya Bridge leading to one of the gates of the Green Zone, Shafaq News Agency's camera documented the features of two synonymous appearances.

The camera documented a collective chest movement to leave the Green Zone in response to supreme orders issued by the leader of the Sadrist movement, Muqtada al-Sadr, who set an hour for his supporters to leave the fortified area, to end the state of conflict that has been going on since yesterday, and this morning, before ordering a comprehensive withdrawal "armed and peaceful", threatening in the event of non-compliance with his order to disavow "even from the current and in another position."

With the entry into force of the hour set by al-Sadr, the features of the emergence of the state began near the Green Zone with the appearance of traffic men, as well as security men from the Baghdad operations leaders, working to open the movement of cars in a clear traffic scene after the end of the “forced” curfew that was imposed yesterday and lifted. Once the Sadr Conference ends and the battles end.

The security forces also raised concrete barriers at bridges and spread in the streets to secure roads and prevent any security breach, while municipality cadres removed waste, paving the way for the gradual return of life and the emergence of the features of the state again before yesterday Monday.

The General Traffic Directorate's detachments and patrols began removing the concrete blocks in coordination with the Baghdad Operations Command, "the land-holding blocks", and opening the roads that were closed. The directorate said in a statement that "now all roads are open to traffic."  LINK

Samson:  Developments in Iraq affect international oil prices

08/30/2022 08:20:42

Oil prices fell today, Tuesday, to reduce some of the gains made in the previous session.

The market fears that the central banks' increase in interest rates will lead to a slowdown in the global economy and a decline in demand for fuel, while the violence in Iraq has affected prices.

Brent crude futures for October were down 75 cents, or 0.71 percent, at $104.34 a barrel by 03:48 GMT, after rising 4.1 percent on Monday, the biggest increase in more than a month.

US West Texas Intermediate crude was at $96.68 a barrel, down 33 cents, or 0.3%, after rising 4.2% in the previous session.

Inflation has approached double-digit territory in many of the world's largest economies, a level not seen in nearly half a century, which could prompt central banks in the United States and Europe to resort to sharper increases in interest rates. However, political violence on Monday night in Iraq, the second largest producer in the Organization of the Petroleum Exporting Countries (OPEC), supported prices.

Saudi Arabia, the largest producer in the Organization of the Petroleum Exporting Countries (OPEC), last week also raised the possibility of production cuts, which sources said could coincide with increased supplies from Iran if it concludes a nuclear deal with the West.

OPEC+, which includes OPEC, Russia and allied producers, meets to set policy on Sept. 5.  LINK

2022-08-29

The United Nations Mission in Iraq (UNAMI) renewed on Monday evening its call on all parties to refrain from violence immediately.

Commenting on the news that the leader of the Sadrist movement, Muqtada al-Sadr, had begun a hunger strike, the mission stated that "restraint and calm are necessary in order for the voice of reason to prevail."

In addition, the Iraqi Prime Minister, Mustafa Al-Kazemi, valued the calls of Al-Sadr and Al-Amiri, to stop the violence, and all those who contributed to the calm and prevent further violence.

Al-Kazemi, in a tweet posted on his personal account on Twitter, called on all parties to "assume the national responsibility for preserving Iraqi blood."

Amid violent clashes with medium and heavy weapons taking place in the Green Zone, which includes government headquarters and diplomatic missions, the vicinity of the US embassy building was bombarded with five mortar missiles, after which it was forced to activate the sirens.

So far, at least five demonstrators have fallen victim, and more than 50 others, including members of the Iraqi security forces, have been injured, as a result of the clashes that took place inside the Green Zone, since the riot police began trying to break up the Sadrist protests in the government palace.

This escalation comes against the background of the leader of the Sadrist movement, Muqtada al-Sadr, announcing his retirement from political work and the closure of all political, media and social institutions associated with him, and stressing his followers not to use his name or the name of the movement in any political or media activity.

As a result, the Green Zone and government institutions in a number of southern governorates became a field of clashes after the Sadrists began the "zero hour", turning their sit-in into a general rebellion and mobilization.  LINK

PETRA:  The UN has the authority under their charter to interdict into national affairs of sustaining members of which Iraq is obviously one. Now, who better to absolve all political figures from being "sectarian?"

If the UN forces dissolution of Parliament PM K, Halabousi, and Saleh then are in essence absolved from making a decision that the crooked parliamentarians as well as the framework guys can argue against. There is no arguing or filing a lawsuit action here. Who would they file a protest with???

Secondly, it takes the Judicial counsel out of the equation as well. If the UN forces dissolution then the Judiciary do not need to make a ruling which, was to happen tomorrow.

How better scripted is this event and action? IMO, this is going to all happen very quickly! And again, this is just my opinion but have the agreement of a few friends of mine...and yours!.......... PETRA

With the Sadrists storming the government palace, the second stronghold of the three presidencies, after the House of Representatives, Iraqis return to their minds back, specifically to the period of overthrowing the rule of the monarchy and the way to end the rule, including former Prime Minister Nuri al-Saeed, and other leaders of the government at the time, although the method may differ now, but the parameters of the change remain the same, with the Sadrists calling for “regime change” with what they call the “Ashura revolution.”

Sri Lanka scenario looms

In the contemporary reality, the demonstrators, who are of different age groups, mostly youth, lived through the era of the revolution in Sri Lanka and the famous video from within the Asian country in which the people revolted against their leaders, and the storming of the presidential palace.

It seems that the Iraqi scene of storming the government palace, the second stronghold of the three Iraqi presidencies, and disrupting work in it after disrupting the work of the Iraqi parliament. Permanent political action.

A political solution to the current crisis does not appear on the horizon, with the fall of the second presidential castle after sources revealed that al-Sadr himself rejected government and political requests to intervene and end the matter and prevent the matter from worsening inside the Green Zone.

They started an early "zero hour" and are still maintaining their positions by bringing down the government palace after Parliament, despite security attempts to get them out to the palace courtyard at least, but the most prominent title of the fall of the parliament building and the government is the continuous "disruption" with the presence of the Sadrists inside or outside it, with al-Sadr raising his hand as for the demonstrations, the scene is open to every possibility.  LINK
