A great waste of Iraq’s money has reached high levels that cannot be silenced through suspicious deals held between politicians, which cost Iraq millions of dollars annually, with a prior agreement between the concerned authorities, including the Central Bank’s deal with the Ishtar Gate Company, which would have cost 600 million dollars in fine had it not been for the popular pressure that he made Ishtar company waive the amount later.

Many observers wonder about the massive Central Bank’s sale of the dollar, which reached 300 million dollars per day through the currency auction. This figure compared to the size of what Iraq needs daily of the dollar is very exaggerated and does not know the parties that buy these amounts daily, and the only beneficiary of selling the currency with these huge numbers are the private banks that benefit from the buying and selling difference from the Central Bank.

Ishtar Gate 

And the representative of the state of law, Thaer al-Jubouri, confirms that there is special care from some officials in choosing bank managers to arrange their financial papers. 

Al-Jubouri said in an interview with "The Information" that "the administrative corruption deal of the Central Bank that appeared with the Ishtar Gate Company cannot be tolerated," stressing that "such deals are agreed upon in advance to achieve personal interests by setting items that waste public money." 

Al-Jubouri continues his speech, that "there are committees from the Office of Financial Supervision, and also the Integrity Committee in Parliament, but they need someone to monitor them after the emergence of many corruption deals in all ministries and government institutions." 

*Discrepancy in numbers*

 The Central Bank’s currency auction in its current form serves many banks belonging to influential parties and gives them important profits with which they can face the interruption of financing, especially since the selling differences are large between the bank and private banks.

Economist Nabil Al-Ali considers that the discrepancy in the central bank's dollar sales figures and foreign remittance bills indicates something hidden, pointing out that the economic situation is currently in a recessionary phase.  Al-Ali says in an interview with "The Information", "the volume of imports and remittances does not match the data issued by major countries such as Korea and China," adding, "The central bank used to sell 180 million dollars a day, but now the sale of dollars has reached 300 million dollars per day, and this is a very alarming figure for Iraqi imports." 

* Currency smuggling 

According to observers in the economic and currency exchange field, the Central Bank auction to sell currency in its current form serves many banks affiliated with influential parties and gives them important profits with which they can face the interruption of financing, especially since the selling differences are large between the bank and private banks.

The economic expert, Abdul Rahman Al-Mashhadani, asserts that the private banks are the only beneficiaries of the sale of the Central Bank by smuggling hard currency out of Iraq. Al-Mashhadani added in an interview with “The Information” that “the Central Bank of Iraq’s daily sale of huge numbers of dollars is very suspicious compared to the volume of Iraqi imports,” stressing that “the only beneficiary from selling such numbers, which amounted to 300 million dollars per day, are the private banks that you benefit 20 cents from the dollar and one."

In this regard, the independent deputy, Basem Khashan, said in an interview with “The Information” that “the next few days we will announce the papers and documents that prove the Central Bank’s violation of all legal and financial matters in the presence of the Financial Supervision Bureau,” adding that “the Central Bank does not sell currency now.” He is working to sell Iraq." A source familiar with the movement of al-Hanana, the residence of the leader of the Sadrist movement Muqtada al-Sadr in Najaf governorate, said on Sunday that thousands of cases submitted by the Sadrists to the Federal Court to dissolve the House of Representatives "fulfill the conditions."  

The source told Shafak News Agency, "The Federal Court was looking at the cases submitted to it impartially," expressing his hope that it "will be far from any political pressure." And he indicated that "the lawsuits submitted by the Iraqi people, including the Sadrists, are estimated in the thousands," stressing that "they meet the legal requirements, and we hope that the decision will be to dissolve the Parliament."

The Sadrist leader said, "There is a very clear perversion of the constitutional oath, by not adhering to the constitutional timings."

The Federal Court (the highest judicial authority in Iraq) has set the thirtieth of August as the date for deciding on the claim of dissolving Parliament.

On August 10, 2022, al-Sadr had asked the judicial authorities to work on dissolving the Iraqi parliament within a maximum period of the end of this week, urging at the same time the President of the Republic of Iraq, Barham Salih, to set a date for early legislative elections in the country.

Also on the tenth of this August, known as "Minister of Al-Sadr", the supporters of the Sadrist movement to fill out a form to file a lawsuit against (Presidents of the Republic Barham Salih, Ministers Mustafa Al-Kazemi and Parliament Muhammad Al-Halbousi).

The form included two points, the first of which was to call the defendant (Al-Halbousi) in addition to his job after carrying out the legal requirement and ruling to dissolve the House of Representatives in its current fifth session, and notifying the President of the Republic to set a date for the legislative elections in accordance with the provisions of Article 64 II of the Constitution, while the second paragraph included charging the defendant in addition to all his job Expenses, court fees and attorneys' fees.

Later, the "Minister of Al-Sadr" issued a new form that included the defendants, in addition to Parliament Speaker Muhammad Al-Halbousi, (Presidents of the Republic Barham Salih and Ministers Mustafa Al-Kazemi).

A local source reported, on Saturday, that professional hackers "hackers" penetrated the system of Zain Communications Company (Zain Cash System) in Najaf Governorate, and a number of main customers were robbed.

Samson:  Iraq repays $1.6 billion of Iranian gas debt

Today, Sunday, the director of the Iranian Gas Company, Majid Jakni, announced that Iraq has paid $1.6 billion in gas export funds.

In an interview with Fars News Agency, Jakni said that the amount comes within the debts owed by Iraq from the export of Iranian gas.

He pointed to the growth of gas swaps by 138%, as well as the continuation of gas swaps with Armenia, and negotiations with various countries, especially neighboring countries, in this regard.

Jakni indicated that Iran's position has risen in the field of gas trade, as a record number of gas condensate exports has been achieved in the past three years, and that gas export revenues have grown by 64%, and its export to Turkey has increased by 11%, and negotiations are continuing in this field. Samson:  More than 15,000 families east of Salah al-Din are trapped in homelessness and "electoral promises"

Mustafa added, however, that "despite the security and service obstacles, a number of families of farmers and livestock owners have returned to their villages despite service difficulties and security concerns for living reasons and to secure their sources of livelihood and livelihood."

While Abu Ammar al-Bayati, 62, a resident of the outskirts of Suleiman Bek, was quoted to Shafaq News Agency; "Most of the displaced villages obtained security and administrative approvals to return until their villages were not prepared in terms of service and security for return at the present time."

And one Iraqi parliamentarian receives a salary of up to 30 million dinars, equivalent to 20 thousand and more than 200 dollars per month, according to circulating information, and these figures may be completely inaccurate, but they are very close to the truth.

The former member of Parliament for the Kurdistan Union, Rizan Sheikh Diliar, says that Parliament used to allocate a salary for a representative who holds a bachelor's degree, 6 and a half million per month. Diller notes that Parliament has also allocated salaries to 14 individuals who work in a personal protection capacity, and each of them receives a salary of 950,000 dinars.

Parliament allocated an amount estimated at two and a half million as rent allowances for each representative who is not a resident of the capital, Baghdad, according to Diller, who went on to say that the parliament provided other allocations such as fuel for wheels and granting delegations and other matters.

The Iraqi parliament failed to hold more than one session to elect a president of the republic due to a boycott by the coordinating framework forces and some independent Kurdish forces for the session, which requires the attendance of 220 deputies, equivalent to “two-thirds,” in order to vote on the presidential candidate.

Alaa al-Rikabi, the Secretary-General of the Emtlad movement, had revealed, in January 2021, the salaries of members of the House of Representatives. Al-Rikabi confirmed that the members of the House of Representatives received a salary of 30 million dinars, equivalent to 20 thousand and more than 200 dollars per month.

According to Al-Rikabi, the representative receives 4 million nominal salaries, two million position allowances, and three million housing rent allowances, in addition to the allowances for the certificate, car fuel, and the salaries of protection personnel, which amount to 16 million Iraqi dinars.

Farhad Alaeddin, advisor to the President of the Republic, said in a press statement that Iraq has lost nearly 19 billion dinars on allocations, salaries and expenses of the House of Representatives since the first session of the new parliament was held until now. According to Aladdin, the House of Representatives, although more than 32 weeks have passed since its election, is broken, and its building is closed.

According to the statement, Abdul-Jabbar stressed that "the application of the system will work to achieve a set of goals, the most important of which is financial discipline, reducing errors, achieving efficiency and effectiveness in the use of government resources, in addition to providing accurate and real-time data and information on all government financial information that helps provide services efficiently and effectively." Pointing to raising the level of financial transparency, follow-up, control and financial accountability, as well as increasing the ability to properly plan government cash flows.

The statement continued, "The system is a means of linking all public government agencies and contains all the functions of public financial management from the financial and accounting operations that take place in all stages of preparing and implementing the budget, starting from the strategic planning stage and ending with the accounting stage and submitting final accounts."

 He pointed out that "the process of implementing the system comes within the framework of the adoption of the financial and economic reform project represented in the white paper, and with the aim of shifting towards integrated financial and accounting management that is consistent with internationally approved programs and systems."

Al-Kazemi’s advisor: The emergency support law has entered into force

The Financial Adviser to the Prime Minister, Mazhar Muhammad Salih, confirmed, 08/25/2022, the entry into force of the Emergency Support Law for Food Security and Development.

Because of what you say above has some relevance,  it is not however, taking into consideration that the corruption that is so rampant and that there has been unprecedented threats against not just the judiciary, but the finance minister and political side of the circumstances.

Sadr's right hand man was assassinated if I recall correctly.  Al-Alawi was threatened with his life and with black mail in teh mix, politicians wanting to speak out are asking for protection to do so, as speaking out  can be a death sentence for anyone in doing so.

Do to the "" emergency the UN describes may from the legitimacy given by UN  whether we like it or not, can be wielded now under such circumstances as to be the bad guy... It wasn't us that dissolved the parliament it was them.. There is data out lately to support that if they don't have things sorted accordingly in short order they can impose Chapter VII tutelage.. 

That my friends would not be in our favor. imo.. So, lets not shoot them in the foot and think they are not relevant.. imo They are. If they do intervene under the articles above, then, all those that have been threatened can possibly sleep a little better knowing they were not the ones that dissolved them selves. The UN will have that on their hands again, whereby if by issuing a Security Council resolution becomes the action taken. We shall see if the previous dissolution proves this is all just a dog and pony show or not.

Btw.. The EFSL became law in middle of JULY  - ish 2022.. That CBI 50 day mention about exchange rate change noted in the article yesterday has relevance to auctions and to timing. The breach of the acutions within the 50 days of an exchange rate change was acted on and we see the results of that in the article.

Al-Shammari said, "After all the constitutional and binding periods have been exhausted, and there is no text allowing the President of the Republic, the Prime Minister, or the Federal Court to dissolve the House of Representatives, except in implementation of Article 64 of the Constitution, which suspends the dissolution of the House of Representatives on a decision issued by the House itself with an absolute majority of the number of its members."  

He added that "the Federal Court will reject any lawsuit demanding the dissolution of the Council because it is not within its jurisdiction according to the constitution." 

He pointed out that "there is no point in repeating the elections without addressing the amendment of the constitutional text contained in Article (64 / first) that the dissolution of the House of Representatives be by a decision of the Council of Ministers and with the approval of the President of the Republic, provided that it is not during the period of questioning the Prime Minister, thus achieving a balance between the legislative and executive powers."

Adviser to the Association of Iraqi Private Banks Samir Al-Nusairi described the Central Bank of Iraq and the banking sector as a mainstay for building a free national economy, strengthening the foundations of the Iraqi state and pushing it towards the process of growth and economic stability.

Al-Nusairi considered that building this sector on scientific foundations with the use of modern technologies and reliance on the best national expertise contributes greatly to the development and investment program, as it is the first financing link for small, medium and strategic projects during the past years until the present.

He pointed to the efforts made to support and stimulate the economy through rational use of monetary policy tools, safe investments, and flexible and balanced applications with the complex economic problems that Iraq has suffered and suffer from, the effects of economic closure, stagflation and changes in the global economy, especially the food and energy crises, the Corona pandemic, the war on terrorism and the Russian-Ukrainian war.

Samson: The General Secretariat announces the near completion of the second phase of the e-governance project

A spokesman for the General Secretariat of the Council of Ministers, Haider Majid, told the Iraqi News Agency (INA), that "the e-governance project is proceeding with the steps set by the Supreme Committee headed by the Secretary-General of the Council of Ministers," noting that "the Supreme Committee has completed the preparation of the project and has entered into the implementation phase. Samson:  China cancels some of its debts owed to 17 African countries

China announced the cancellation of some of its debts owed by 17 African countries.

This came in a speech delivered by Chinese Foreign Minister Wang Yi in front of ministers and representatives of African countries during the Forum on China-Africa Cooperation, which was held remotely, about allocating reserves with China in the International Monetary Fund for the benefit of the countries of the continent.

The decision relates to canceling 23 interest-free loans to 17 African countries that were overdue in 2021.

China did not clarify the size of the debts that will be written off, nor the names of the countries involved in the decision, quoting the Saudi Press Agency, "SPA".   LINK

Sir:  IMO-This happened in early February when parliament dissolved itself by not electing the presidents and the Prime Minister. They violated their constitutional law and were no longer a part of the government.

This puts Kazemi in full control of the government and its duties according to the constitution. With the corruption in so many areas of the government and private sectors, Kazemi and his team are doing a remarkable job of bringing the corrupt to justice.

 As far as the UN , “forget it” they tend to bring trouble with them every time they get involved. The UN’s house needs cleaning before it can even be credible or even relevant in today’s world. When Kazemi needs help, he has the people of Iraq and they are ready and willing to be of service to Iraq.

Because of what you say above has some relevance,  it is not however, taking into consideration that the corruption that is so rampant and that there has been unprecedented threats against not just the judiciary, but the finance minister and political side of the circumstances.

Sadr's right hand man was assassinated if I recall correctly.  Al-Alawi was threatened with his life and with black mail in teh mix, politicians wanting to speak out are asking for protection to do so, as speaking out  can be a death sentence for anyone in doing so.

Do to the "" emergency the UN describes may from the legitimacy given by UN  whether we like it or not, can be wielded now under such circumstances as to be the bad guy... It wasn't us that dissolved the parliament it was them..

There is data out lately to support that if they don't have things sorted accordingly in short order they can impose Chapter VII tutelage..  That my friends would not be in our favor. imo.. So, lets not shoot them in the foot and think they are not relevant.. imo They are.

If they do intervene under the articles above, then, all those that have been threatened can possibly sleep a little better knowing they were not the ones that dissolved them selves. The UN will have that on their hands again, whereby if by issuing a Security Council resolution becomes the action taken. We shall see if the previous dissolution proves this is all just a dog and pony show or not.

Btw.. The EFSL became law in middle of JULY  - ish 2022.. That CBI 50 day mention about exchange rate change noted in the article yesterday has relevance to auctions and to timing.

The breach of the auctions within the 50 days of an exchange rate change was acted on and we see the results of that in the article. Alawi was given the green light we recall, hence, once he was threatened he had to protect himself. That guy in the article has lost many things from his corruption..

Deputy: The Presidency of Parliament rejected a proposal related to the Food Security Law

The independent deputy Haider Ali Sheikhan revealed, on Thursday, the rejection of the Presidency of the House of Representatives, a proposal submitted by 160 elected members of Parliament to supervise and control the funds allocated in the Food Security Law.  

Sheikhan said in a statement to "Al-Maalouma", "The request was submitted by us before the vote on food security, but it was rejected," noting that "the proposal includes putting a paragraph in the Food Security Law. Samson:  7 years imprisonment for “Ismail Mosbeh” with the seizure of his money

On Thursday, August 25, 2022, the Karkh Criminal Court issued a seven-year prison sentence against the so-called “Ismail Mosbeh Muhammad Habib” for insulting the public authorities and official departments represented by the Supreme Judicial Council and the courts.

Samson:  Economist: Smuggling of hard currency is carried out through private banks

The economic expert, Abdul Rahman Al-Mashhadani, confirmed, on Wednesday, that the private banks are the only beneficiaries of the Central Bank's sales of dollars by smuggling hard currency out of Iraq.

The Iraqi Oil Marketing Company "SOMO" announced on Thursday that the Indian-Chinese oil companies were the most numerous purchasers of Iraqi oil during the month of July.

"SOMO" stated in a statistic published on its official website and seen by Shafak News Agency, that "Indian and Chinese companies were the most numerous among other international companies in purchasing Iraqi oil, with 7 companies each out of 35 companies that purchased oil during the month of July." 

She added that "American companies came second with 4 companies, then Italian and South Korean companies came third with 3 companies for each of them, and Russian and Greek companies came fourth with two companies for each one, while the rest were distributed among Spanish, (Dutch-British), Kuwaiti and Jordanian companies. Turkish, Azerbaijani, and Emirati, with one company each.”

The strength of the dinar has been strengthened by its tie to the British pound, where it was tied at the equivalent price with the British pound until 1959.

In 1947, the National Bank of Iraq was founded, a government bank and abolished the Currency Council in 1949, which was founded in London, when the new bank was handed over the responsibility of issuing banknotes and retaining the reserve. The Iraqi National Bank continued to follow the reserve monetary policy and retained 100% of the reserves as a cover for the existing local currency.

During the recent years of Ottoman rule, the commercial exchange became an important player in foreign trade during the British mandate. British banks have dominated, but traditional cash agents have continued to grant some local credit and offer limited banking services.

Banking expansion may have stumbled by limited use of cash, smaller economy size and savings as banks offered services almost exclusively to foreign trade. In the mid-thirties, the Iraqi government decided to create banks to provide credit to other sectors of the economy. In 1936 the government established the Agricultural and Industrial Bank. In 1940, the bank was divided into the agricultural bank and the industrial bank and the capital provided by the government each increased significantly.

The government established Rafidine Bank in 1941 to be the main commercial bank with the central bank, but the Iraqi National Bank became the government bank in 1947. The real estate bank was founded in 1948 and its main purpose was to finance the purchase of the role by individuals, the Mortgage Bank was founded in 1951 and the Co-operative Bank in 1956. In addition to these government banks, branches for foreign banks and private Iraqi banks have been opened as a result of the expansion of the economy.

(1990-1950)

In 1956, the National Bank of Iraq became the Central Bank of Iraq. His responsibilities included issuing and managing currency, oversight of foreign currency transactions, supervision and monitoring of the banking system. The bank kept government accounts and worked on managing government loans. Over the years, the legislation has lost the authority of the Central Bank. In 1959, the currency was linking from the British pound to the US dollar and the dinar = 2.8 dollars.

On July 14, 1964, all banks and insurance companies ruled and strengthened banking during the second decade. Following the depreciation of the dollar in 1971 and 1973, the value of the Iraqi dinar rose to $3,3778 per dinar.

By 1987, the banking system was composed of the Central Bank of Iraq, the Bank of Mesophants, the Agricultural Bank, the Industrial Bank, and the Real Estate Bank. A 5% reduction in the value of the dinar led to its value falling to $ 3,2169, the official price that lasted until the Gulf War although in late 1989 the black market price recorded 1.86 dinar per dollar.

» (2003-1990)

After the Gulf War of 1991 and due to the imposition of economic siege, Swiss printing technology was no longer used as before, a new issue of poor quality banknotes emerged. The previous edition of the Swiss edition became known and it continues to be circulated in the Iraqi Kurdistan region. Due to the excessive government printing of new securities, the value of the dinar decreased rapidly to 3000 dinars per dollar in late 1995.

» (2003-Today)

Following the removal of Saddam Hussein when he invaded Iraq in 2003, the Council of Judiciary and the Office of Ages and Humanitarian Aid began printing more Saddam Hussein banknotes as a temporary alternative to maintain the cash offer until the new currency is introduced.

The Banking Law was issued on September 19, 2003, which made Iraq's legal framework in the field of banking consistent with international standards and the law seeks to strengthen confidence in the banking system by creating an open, secure, sound and competitive banking system.

The Directorate of Unified Card Affairs in the Ministry of Interior will soon start opening new issuance offices for residents outside the country.

The directorate recently obtained the required approvals to secure five million unified cards within the 1/12 exchange mechanism to ensure the continuation of the printing process.

The Assistant Director-General of the Unified National Card Affairs, Brigadier General Muhammad Sadiq, said, "The opening of offices abroad comes with the aim of facilitating their issuance and facilitating the procedures for registering residents within the project, in addition to establishing a database that includes adequate information for citizens to be approved within the e-government project."

The Directorate of Unified Card Affairs announced on August 17 that the process of issuing cards to citizens will return to normal during the coming period after securing five million copies of them. Citizens recently complained about the delay in issuing the unified cards for up to months, especially after completing the procedures for obtaining them.

The Federal Supreme Court has set 08/25/2022, the 30th of August, as the date to consider the case submitted to dissolve Parliament.

The Secretary-General of the Sadrist bloc had filed a lawsuit to dissolve the House of Representatives for its fifth session, and to oblige the President of the Republic to set a date for the legislative elections in accordance with the provisions of Article 64/second of the constitution.

This lawsuit is accompanied by several other lawsuits filed by people against the prime ministers, parliament and the republic, asking them to dissolve the parliament.

On August 23, 2022, Saleh Muhammad al-Iraqi, Minister of Sadr, directed the demonstrators in front of the Supreme Judicial Council to withdraw while keeping the tents.   LINK

Samson:  For the first time in Iraq... The International Islamic Bank launches work for A & B exchange companies

The International Islamic Bank launched, on Wednesday, the work of the A & B exchange companies for the first time in Iraq.

In a statement today, the managing director of the bank, Suha Al-Kafaei, said that this matter is being given an official secondary agency to serve Western Union. She added that this service will be available in all governorates to achieve financial inclusion.

The bank’s management had targeted, within the initiative of the Central Bank, one trillion dinars allocated to the segment of people with limited income with a salary of less than one million dinars and with a maximum ceiling of 15 million dinars, and who account for 40% of the state’s employees of the International Islamic Bank’s Debit card card holders whose salaries have been authorized by the bank.

Managing the bank by deducting monthly installments electronically without human intervention, in order to purchase in installments, benefiting from the offers of commercial companies to meet their health and scientific needs, as well as providing the opportunity to purchase in installments for the requirements of the home for their families and children in order to improve their social status.

The bank’s management worked to simplify and automate the financing procedures through various electronic projects that took great effort and money and took 7 years of outstanding qualitative performance led by a team of efficient trained human resources of Iraqi youth, according to the statement.  LINK

Samson: An economist warns of a “missing opportunity” for the rise in oil to Iraq

An economist warned of the high "chance" of rising crude oil prices for Iraq.

Nabil Al-Marsoumi told {Euphrates News}, "Iraq has missed many opportunities this year and in recent years in investing oil money in achieving a great economic and productive renaissance."

And he indicated that "Iraq is perhaps the only country affected by the drop in oil prices because of its heavy dependence on it, so that the rise in oil prices had negative effects on Iraq because the adoption of the Food Security Law increased operational expenditures and public burdens." 

Al-Marsoumi stressed that "any expansion of government spending is so effective that Iraq has become the only oil country for which oil is a curse because of the poor management of its resources," he said.

Samson:  Arrest warrants issued against the former governor of Salah al-Din and a group of employees

On Wednesday, the competent investigative court issued arrest warrants against the former governor of Salah al-Din and a group of other employees, which deals with integrity issues in Rusafa.

The Media Center of the Supreme Judicial Council stated in a statement today, "The arrest warrants come in accordance with the provisions of Article 340 of the Penal Code for suspicions of corruption and irregularities in the security development project for Salah al-Din Governorate."

On May 19, a parliamentary source revealed the dismissal of Salah al-Din Governor Ammar Jabor al-Jubouri from his position by order of the Presidency of the Council of Ministers to the House of Representatives.

The source told Shafaq News Agency, "The reason for dismissal of Al-Jubouri came after the recommendation of the investigative committees in the Council of Ministers, which diagnosed the mismanagement of the province and the waste of public money, and accordingly the committees recommended in their report that the governor be relieved of his position."

On the same day, the Iraqi parliament voted, in today's session, to dismiss the governor of Salah al-Din Ammar Jabour al-Jubouri by an absolute majority.

Last Sunday, the dismissed governor of Salah al-Din, Ammar al-Jabour, announced that he would reveal files of financial corruption to all politicians without exception, calling for international protection for him and his family, while former MP Mishaan al-Jubouri hinted that he would also reveal corruption files.  LINK

Karbouli said that these funds were lost today in the hands of the corrupt heads and managers of endowments who have been in succession for the endowment since 2003.

In a resounding scandal, the Sunni Endowment made the biggest corruption deal by buying a hotel used for prostitution.

According to investigations, most of these receipts are incorrect and forged.

The authority reported the existence of suspicions in the Sunni endowment and the issuance of two recruitment orders against general directors of the endowment, against the background of contracting with a group of satellite channels, in violation of the regulations, despite the bureau's possession of a satellite channel.

And an account on Twitter in the name of an Iraqi minister revealed that the Sunni Endowment had contracted with a fake shop to buy a broom of fronds at a value of 145 million dinars, indicating that the great disaster was the absence of the broom in the first place and that the contract was fake.

A document revealed a waste of public money amounting to 6 billion dinars to print the Noble Qur’an in the Sunni Endowment.

The leader of the Alliance of Progress Abdullah Al-Kharbit revealed that the Sunni Endowment Office owns 11,000 properties outside Iraq, while noting that the value of all Sunni Endowment properties reaches 750 trillion dinars.    LINK

The Central Bank of Iraq withdraws the license of a financial mediation company and confiscates its insurances

The Central Bank of Iraq announced, on Sunday, the withdrawal of the license of a mediation company for the sale and purchase of foreign currencies for violating instructions and confiscating its insurance amounting to 50 million dinars.

The bank said in a statement received by Shafaq News Agency, that "in view of the violation of the (Al Habib) company to mediate for the sale and purchase of foreign currencies with the provisions of the instructions regulating the work of mediation companies and the purchase of foreign currencies, it was decided to withdraw the company's license."

He added, "It was also decided to confiscate its deposits of 50 million dinars in the bank in favor of this bank," calling on the Ministry of Commerce to "cancel the certificate of incorporation granted to the company, in addition to writing off the company's name from the records and providing the Central Bank with the certified liquidation letter."

The Central Bank of Iraq was established as an independent body under its law issued on March 6, 2004, after it was linked to the Ministry of Finance before this date. It is responsible for maintaining price stability and implementing monetary policy. It supervises 25 commercial banks, 26 private banks, and 28 Islamic banks. Integrity reveals fraud and embezzlement of 14 billion dinars in Al-Rafidain Bank

The Investigation Department of the Integrity Commission announced that it had seized fraud and embezzlement in a government bank in Baghdad, indicating that the total embezzled funds amounted to (14,000,000,000) billion dinars.

The department indicated, in its talk about the seizure that was carried out by the work team of the Baghdad Investigation Directorate, based on a judicial seizure memorandum, that the team was able, after carrying out investigations, to detect fraud and embezzlement at Al-Rafidain Bank - Al-Mustansir Branch, pointing out that the employees embezzled their amount. (14) billion dinars, including loans for the Basmaya housing complex.

She added that the team was able to apprehend (10) suspects from the bank's employees, after they moved to four of the Rafidain Bank branches in Al-Rasheed Street, Karada Maryam, Al-Hussainiya and near the International Railway Station. To seize the accused who were transferred earlier to the mentioned bank branches.

The department indicated that seizure reports were organized and presented, along with the accused, to the judge of the Rusafa Investigation Court, which is specialized in issues of integrity, money laundering and economic crime, who decided to arrest them in accordance with the provisions of Article 316 of the Penal Code.  LINK

He added, "The poor implementation and manipulation of building materials for the administration and passports building at the Al-Sheeb border crossing led to the fall of the building, and in Kirkuk, the commission's investigation office in the province revealed suspicions of corruption in the paving project of the street connecting from Sargnar Bridge to the entrance to the province from the direction of Sulaymaniyah, in addition to Suspicions of corruption in the contract for the supply of a mask   of Sibab in the Kirkuk Health Department

The statement added, "The Najaf Investigation Office monitored violations in the Governorate Health Department, represented by the department's employees organizing recycled purchase transactions from 2021 in the amount of (395,860,000) million dinars; Despite the lack of financial provision, in Dhi Qar, the work team of the Governorate Investigation Office was able to stop the disbursement of amounts (120) contracts; The presence of fraud, forgery and violations in the Persons Contracts Division in the governorate, pointing out that “the addition of these operational contracts after forging the margin of the deputy governor and project accounts manager with approval and financial allocation by fixing the margins with (scanner) on the applications submitted for contracting and completing their contractual procedures

He stated that "in Diyala, a transfer was made to the province's Electricity Distribution Company, and the priorities for the implementation of a project to rehabilitate networks in a number of villages were set, with the feeders divided by referral to a contracting company, but the investigations of the authority's office in the province confirmed that the implementation on the ground was carried out by Employees of the Diyala Electricity Directorate and using its mechanisms, while the Anbar Investigation Office team was able to detect cases of fraud and waste of public money, after forging the signatures of the committee to supply an electric generator to the mayor of Rawa District, which caused a waste of (49,140,000) million dinars after promoting the advance exchange transaction with forged signatures

Samson:  Iraq possesses about 500 billion dollars smuggled... How can it be recovered?

The legal expert, Ali Al-Tamimi, stated that Iraq has about 500 billion dollars smuggled abroad, explaining that the law guarantees Iraq to recover these amounts from the banks to which it was smuggled.

Al-Tamimi told Al-Maalouma, "The 2005 money laundering agreement related to the recovery of smuggled funds in accordance with Articles 55 and 56, including a fee for the recovery of these funds, was signed by Iraq in 2007 by Law 35 of 2007, and the value of the smuggled funds is estimated at 500 billion dollars."

He added that "the US Federal Bank has 65 billion dollars belonging to the previous regime, and it belongs to the Iraqi people, and Iraq can claim it in accordance with Article 28 of the Iraqi-American Strategic Agreement of 2008, which allows Iraq to request economic assistance from America."

He pointed out that "Article 50 of the Charter of the United Nations allows countries that are fighting sides under Chapter VII, to request economic assistance from the Security Council, and Britain and France have announced their readiness to help, and Iraq has fought the terrorist Daesh that is under Chapter VII under Resolution 2170 of the Security Council."

Al-Tamimi stressed, "Iraq is still under Chapter VI of the UN Charter, because there are financial assets with Kuwait worth 4 and a half billion dollars. Samson:  Al-Kazemi cut short his visit to Egypt and called for an "immediate meeting"

The acceleration of events and the escalation of the movement against the political process in the country led to a split in the street between supporters and opponents of the escalating step taken by the Sadrist movement's supporters to sit in front of the Supreme Judicial Council building in the fortified Green Zone in the center of the capital, Baghdad.

Dozens of supporters of the prominent Shiite leader Muqtada al-Sadr marched with their open sit-in at the entrances to the Supreme Judicial Council, where dozens of tents were erected there to pressure the judiciary to dissolve the Iraqi parliament.

Lawyer Duaa Al-Dabisi, 33, told Shafaq News Agency, "All Iraqis are fed up with corruption in all its forms, especially since its repercussions have negatively affected all aspects of the daily life of the Iraqi individual, and the demand to fight it (corruption) has become an inevitable matter, but by legitimate and civilized ways and without constituting an obstacle or An added burden on the citizen.

She explained, "After al-Sadr's supporters escalated their movement at the highest judicial authority in the country, this will inevitably affect the functioning of the institutions associated with it, especially those related to referring cases to specialized courts or transferring cases from to specific institutions, as well as the disruption of procedures for release or trial of convicts in various cases, and this is limited. For his part, Hussein Al-Daraji, 50, owner of a real estate office, confirmed that "after all this escalation, it is time for the government to resign and hand over power to the army to declare a state of emergency, in addition to suspending the constitution, dissolving parliament and all parties, and restructuring the state in all its details, ensuring that the heroes of corruption and their parties do not return to power."

In an interview with Shafaq News Agency, he indicated that "all the movement rejecting corruption must be quick by taking decisive decisions to end the state of hesitation prevailing in the street," adding, "The work must be intensified and the controversy resolved over whether or not the current political system will survive, otherwise what is the point of expanding the space protests without serious and effective steps.”

Umm Ahmed, 44, confirmed, to Shafaq News Agency, that "change does not come easily and everyone must support the protest movements seeking to rebuild the state in a manner that is in harmony with the demands of Iraqi society and preserves its wealth as well as preserving the prestige of the state."

She added, "Many protest movements against the political regimes that followed the administration of government after 2003, but they did not succeed in achieving the aspirations of the people in terms of providing the necessary services as well as supporting the economy, activating the labor market, eliminating unemployment and supporting educational, health and economic security files to create a state of stability, and we hope to achieve this in the future.”  LINK

Sir:  IMO-The people of Iraq have been victims of the corruption for far too long and they seek justice, the taking to the streets to bring attention to their cry’s of injustice and the corruption of most if not all aspects of the government and possibly the SJC a long with private sectors.

They do this peacefully as they know what the outcome of a non peaceful protest would be, and they have lived that before and will not follow that road again. They have the power of their voice and the support of a true patriot in Kazemi and his team and they are bringing the corrupt to justice.

IMO-the people are in fear that the scales of justice has a heavy hand on the scale and justice becomes a political corrupt injustice. Perhaps it is time to bring in the military in on a temporarily bases to defend the constitution and the Iraqi people as they took an oath to so ( hold new elections within 90 days for a new smaller government ).

This would avoid a civil conflict and needless blood shed of the people of Iraq who just want a free and just smaller government of the new Republic of Iraq. A constitutional Iraq for the people and by the people, “wow what a simple concept” !

Kazemi has a plan and justice is at the top of the list as he knows the corruption runs deep and wide and we see the corrupt being removed daily. But as the fruit farmer said to his grandson, I remove the bad apples from the barrel to keep the whole barrel from becoming rotten, but from time to time the whole barrel becomes rotten and you have to throw it away and start over with fresh apples.

This is true when a so called government has to many bad apples, time to start over!

This should be for all countries around the world and the people should settle for nothing less, and yes it can be done the strong united voice of the people and not the blood of the people!

Samson:  A Legal Expert Confirms: Declaring A State Of Emergency Is The Exclusive Competence Of The House Of Representatives And A Permanent Government

Legal expert Counselor Salem Hawass confirmed today, Tuesday, that declaring a state of emergency “and not an emergency government as some imagine” is within the exclusive competence of the House of Representatives and as stated in the 2005 constitution, as well as in accordance with the order for the defense of national safety No. 4 of 2004.

Hawass added in a statement received by Earth News that “the constitutional text contained in Article 61 / item / ninth of the Constitution of the Republic of Iraq states:

The House of Representatives has the following competences: Ninth: A- Approval of a declaration of war and a state of emergency by a two-thirds majority, based on a joint request. From the President of the Republic and the Prime Minister.

Hawass continued, “Paragraph (b) of Paragraph Nine of the same article states: B- A state of emergency is declared for a period of thirty days, subject to extension, with approval each time.”

And he added that “Paragraph (c) of the same constitutional clause above states: C- The Prime Minister is empowered with the necessary powers that enable him to administer the country’s affairs during the period of declaring war and a state of emergency, and these powers are regulated by law, in a way that does not conflict with the Constitution, provided that D- The Prime Minister shall present to the Council of Representatives the measures taken and the results, during the period of declaring war and the state of emergency, within fifteen days from the date of its end.

He stressed that "all of this must be with the approval of a two-thirds majority and a permanent government?" Because the order to defend national safety is a text that precedes the constitutional text on the one hand, and that the constitutional text is later mentioned in it, and therefore the text of Article 130 of the Constitution states: (The legislation in force shall remain in force, unless it is repealed or amended, in accordance with the provisions of this Constitution), Accordingly, the constitutional legal text is prepared later and amends the Defense of National Safety Order No. 4 of 2004, and therefore is considered a legal and constitutional ruler over it.”

He wondered, “If the House of Representatives is able to hold its session and obtain a two-thirds quorum based on Article 61 / ninth for the purposes of declaring a state of emergency, then it is a fortiori to elect a President of the Republic and form a majority government and not go to declare a (state of emergency) and enter the country into martial provisions that benefit the interim government and the government of Conducting daily matters that have no authority over this in accordance with the law and the constitution, and its emergency action may extend for an (indefinite) term, plunge the country into a vicious cycle and complete chaos.”

Hawass pointed out that the meeting of the Supreme Judicial Council and the Federal Supreme Court in person and electronically this morning, following the open sit-in of the Sadrist movement’s demonstrators in front of the Supreme Judicial Council, to demand the dissolution of the House of Representatives by putting pressure on the Federal Supreme Court to issue a decision on the state order to dissolve the House of Representatives and the position of the Bar Association in solidarity with The Council, for that was decided by the Supreme Judicial Council a few days ago by rejecting the request (dissolving parliament), considering that the judiciary is not a party to political disputes and violates (the principle of the independence of the judiciary), and because it does not have the authority to legally and constitutionally dissolve parliament, as stated in the response decision issued by the Supreme Judicial Council in 2022.  LINK
