Minister of Higher Education and Scientific Research, Nabil Kazem Abdel-Saheb, received today, Monday, Spanish Ambassador Pedro Martinez, Evil Martin, and they discussed the prospects for academic cooperation between the two countries.

Samson:  The average salary in Iraq is 600 dollars and in other countries is six thousand

Iraq ranked 62nd out of a list of 105 countries in terms of the average net monthly salary of an employee of $600 in Iraq, according to the US CEO World magazine.

Switzerland topped the world in terms of average income, according to what was published by the magazine, as the average monthly salary in the European country amounted to 6,142 dollars per month, followed by Singapore, Austria, and then the United States in the next third places in the world ranking with an average monthly salary ranging from 4,350 dollars to 3,721 dollars.

On the Arab level, the UAE ranked first and fifth globally, with an average monthly salary of $3,663, followed by Qatar in 11th place globally, with an average monthly salary of $3,168.

And in the third place in the Arab world came Saudi Arabia, with an average salary of 1888 dollars, and Kuwait ranked 26th globally, with an average monthly salary of 1854.45 dollars.

The Gulf Cooperation Council countries competed for the Arab leadership, as Bahrain ranked 28th in the world, with an average of $1,728.74, while Oman ranked sixth in the Arab world and ranked 30th globally, with an average of $1,626.64.

Suzie: Thought the EFSL was going to help all this,  Iraq better get a move on, I don't see a new exchange rate in the near future based on Iraq's and the world's news of what's happening there, just MY OPINION! 

MilitiaMan:  I am not sure what news globally, regionally and or even locally that makes you feel that there is to much going on for this not to happen anytime soon. I don't see anything that would suggest that Sadr and Kahdimi don't have the Citizens in mind and thier needs met in a hurry. 

They clearly do. The article #37 Samson brought talks about the dissolution is the best option and then we see Sadr have words to take it even further now about what he expects. After today negotiations apparently go away. I guess, my view is different in that what we are witnessing is that there is a battle between the CF and Sadrists.. That battle is coming to a head and fast. Sadr will have no further secret dialogue.

As for a parallel issue on finance and the political side of things, Iraq is to have a summit with GCC countries Monday. That is the AMF by extension. That means they will be talking about currency.

We just saw in the news today on the study done by the AMF on how positive news affects exchange rates.. If they dissolve parliament in a constitutional manner and it is legal, then there will be stability in the eyes of the citizens, the region and the international community.

The leader of the Sadrist movement, Muqtada al-Sadr, announced on Saturday that he had submitted a proposal to the United Nations to sponsor a public debate with the "political parties", but he did not receive a tangible response from them, while stressing that there is no secret dialogue after today.

Al-Sadr said in a tweet seen by Shafak News Agency, O beloved Iraqi people, we would like to inform you that we submitted a proposal to the United Nations (for a dialogue session) but rather a public (debate) and a live broadcast .. with all political parties, we did not see a tangible response from them, and the answer was through The mediator gave an answer that neither sufficed nor fattened from starvation, and their answer did not include anything about reform, the demands of the revolutionaries, nor what the people are suffering from.. 

They did not give what is happening any importance at all. Therefore, we ask everyone to wait for our other step towards the policy of ignoring what happened to Iraq and its people because of Corruption and dependency.

Samson: The Arab Monetary Fund Issues A Study Entitled "Analysis Of Symmetric And Asymmetric Information In The Structure Of Fluctuation In Real Exchange Rates"

The results of the symmetry analysis showed that symmetric information has an equivalent effect on the returns on real exchange rates in most Arab countries.

The results of the information asymmetry study showed that positive news has statistically significant effects on exchange rate returns compared to negative news.

The study provides basic information for policy makers to take decisions that contribute to strengthening the exchange markets in the Arab countries.

Understanding the structure of fluctuations in foreign exchange rates is fundamental to assessing the risk of investing in the exchange rate (forex) market. Therefore, the study aims to analyze the symmetric and asymmetric information in the structure of exchange rate fluctuations in the Arab countries.

The study applied the (EGARCH) model to analyze the volatility structure of the selected currencies using the daily data of the rate of return on real exchange rates during the period from January 3, 2017 to June 2, 2022, including the Saudi riyal, the Kuwaiti dinar, the Bahraini dinar, the Egyptian pound, the Algerian dinar, the Tunisian dinar, the Moroccan dirham.

The results of the analysis of symmetric information indicate that the returns of the real exchange rate markets under study are affected by the information of a symmetric nature, and that the memory of exchange rate fluctuations is more affected by the previous information, and it persists for some time, except for the Kuwaiti exchange rate which shows better stability. 

On the other hand, the results of the analysis of asymmetric information indicate that real exchange rate returns in Saudi Arabia, Egypt and Algeria are significantly affected by information of asymmetric nature, and that exchange rate returns are significantly affected by positive news more than negative news. However, neither positive nor negative information or news had any statistically significant effect on the returns of the real exchange rate markets in Kuwait, Bahrain, Tunisia and Morocco.

 Also, the exchange rate markets of Kuwait, Bahrain, Tunisia and Morocco are not subject to the effects of asymmetric information.

The results of the study provide important information for policy makers and investors in the exchange rate (forex) markets in the Arab region to take decisions that enhance the stability of the exchange markets in the Arab countries. LINK

The Iraqi Prime Minister, Mustafa Al-Kazemi is scheduled to travel to the Republic of Egypt in the next two days to participate in an Arab summit.

A government source told Shafaq News Agency, that the Council of Ministers will hold its session tomorrow, Sunday, due to Al-Kazemi's travel to Cairo on Monday, to participate in an Arab summit in which: Iraq, Egypt, Jordan, the UAE and Qatar will participate.

The statement stated that the minister praised the importance of proceeding with the economic reform project initiated by resigned Finance Minister Ali Allawi and the need to proceed with it and to advance the role of the ministry as it is one of the pillars of the Iraqi state, which is responsible for drawing up the state's public financial policy.

Abdul-Jabbar explained that Ali Allawi was the second person in the Iraqi government, and he was trusted and supported by the Prime Minister and its respect for the scientific and historical position he occupies, as well as for the intellectual and strategic additions that he represented through his participation in cabinet meetings and the deep economic thought that he was trying to include in Government directions and decisions.

Prime Minister Mustafa Al-Kazemi assigned Oil Minister Ihsan Abdul-Jabbar with the tasks of managing the Ministry of Finance "temporarily", after approving the resignation of Finance Minister Ali Allawi.

MilitiaMan:  It is quite clear that Alawi has a good reputation. Was nominated for his position by Kahdimi. His frustration ran deep, as we can see his accomplishments in his speech are many, just as his lack of accomplishments are many too, as his hands were politically tied.

Take note that he goes so far as to say  he was frustrated with the situation and the absence of parliamentary legitimacy.  He also goes on that his ministerial powers were severely restricted. In other words he couldn't do his job and to support that he even said. "The balancing work on the budget has been completed.

The circumstances prohibited him to execute any serious measure of initiatives. Hence, no exchange rate change just yet.. imo..

Notice the acting Minister above is on board with praising the importance of proceeding with the economic reforms and the need for to proceed with them. Also take notice they are saying the acting guy is only temporarily.

Alawi made a very bold move by what he did and said the other day.. His stance on resignation was and is imo a political stance. He resigned his political position not his possible civil position.

 We do know there is public data that he will be publishing from London his reasoning.. In the mean time the corrupt are majorly on notice..

We can see that by the 231 billion dinars that were stolen through the electronic payments.. The tentacles of the octopus are being clipped.

The Judiciary is also on notice. Alawi and Kahdimi are very bright men and love their country. Alawi effectively asked them to be on board. Those that were not on board with the electronic payments were corrupt.

Those Judiciary that may no be on board, well they may have a similar fate, hence the postponement on the dissolution.. They likely went um... We need to talk in chambers.. These guys know who, what, where and when.. imo.. Very interesting times.. In a big way.

Imo, Alawi and his expert on the matter did the right thing and the expert was excited about it.. In a good way.. I will be watching for Alawi's reasoning out of London.. imo  ~ MM

It has been almost a year since the elections and there is no new government in sight yet.  Our term has been extended due to political issues.  But the government that agreed to serve in it has changed from a government with full powers to a caretaker government.  A day caretaker, almost by definition, has a limited life of a few weeks. 

 We are now in a situation where our term is a regular government, but our legal and operational status is a caretaker government. It is very frustrating to be in a situation where we know what to do but are unable to do so due to the very limited scope of action and the absence of parliamentary legitimacy. And vice versa also,  we know that some things have to be stopped or modified but we can't do anything for our restricted lives.

There are very limited actions that the caretaker government can take without legal authority.  Due to the current situation where my ministerial powers are severely restricted, it is almost impossible to launch any serious measures or initiatives.  The balancing work on the budget has been completed.  

2. 2022 has been around for a long time, but it can only be submitted by a government with full powers.

 Oil prices rose slightly, in trading today, Thursday, after data on crude stocks in the United States.

Brent crude futures rose 0.13% to $93.77 a barrel.

Meanwhile, US West Texas Intermediate crude futures rose 0.1% to $88.20 a barrel, according to trading.

Yesterday, data from the US Energy Information Administration showed that crude stocks fell by 7.06 million barrels last week.

The data also indicated an increase in US black gold exports to 5 million barrels per day. LINK

Samson:  Integrity announces the recovery of 231 billion dinars to the state treasury

The Federal Integrity Commission announced today, Thursday, the recovery of 231 billion dinars to the state treasury from an electronic payment company in the issue of the salaries of retirees outside Iraq.

A statement by the Commission's Investigation Department, a copy of which was received by Mawazine News, stated that "its investigative procedures and follow-up to the file of the pension issue outside Iraq led to the recovery of (231,352,535,563) dinars to the state treasury, which represents the amounts owed by the company (K-Card)."

 The statement added that "based on the commission's follow-ups and investigative procedures in the case, the mechanism for raising the salaries of retirees abroad, which is through raising the funding from the retirement commission to the Rafidain Bank, was audited for the bank to raise salaries through the global smart card company system and through the (clearing) system, as It was found that the Rafidain Bank has been repeatedly paying the salaries of retirees to the company’s system more than once, without the company returning the accumulated amounts for a long time since it began operating in this system in 2017.

He continued, "As a result of the investigation procedures in the case and determining the amount of damage, the Central Bank of Iraq withheld the funds belonging to the International Smart Card Company; Indeed, the bank, which is suspected of being exploited in market speculation and currency trading, at the time of the administration of the accused (whose fate has been postponed to the authorized director of the company), and the fugitive accused is the deputy authorized director of the company.

He explained that "the investigative procedures are continuing under the supervision of the Judicial Investigative Authority, for the purpose of completing the investigation and checking the interest amounts," pointing out "the possibility of determining the existence of interest as a result of the exploitation of the amounts for several years from the date of 2017". Samson:  Lebanese businessmen demand Iraq to pay outstanding debts since the 1990s

Today, Thursday, Lebanese businessmen demanded that Iraq pay outstanding debts and dues since the 1990s, suggesting that this be through the price of Iraqi oil exported to Lebanon, while noting that these debts caused them suffering.

The Lebanese-Iraqi Businessmen Council said in a statement received by Shafak News Agency, "The Lebanese-Iraqi Businessmen Council welcomes the visit of the Iraqi government delegation and thanks the Iraqi government for its support to Lebanon in these difficult circumstances," calling on the Lebanese and Iraqi governments to "be the rights and entitlements of Lebanese traders and industrialists." Businessmen are at the forefront of the ongoing discussions for the Lebanese to collect their dues from the price of Iraqi oil, in addition to other services provided to Iraqis in Lebanon."

The Council made a special appeal to the President of the Lebanese Republic, Michel Aoun, and the Lebanese Prime Minister, Najib Mikati, to give the necessary attention to resolving the issue of the debts and receivables of the Lebanese that have been stuck with Iraq since the 1990s, especially since most of them are dues, deposits and policies at the Rafidain Bank and other Iraqi banks as well as Iraqi ministries and public institutions. It is payable."

The Council appealed to the Lebanese state to pay attention to the "rights holders of the Lebanese who suffer from the burden of these debts," noting that "the Lebanese state has not made any effort in this direction since President Aoun's visit to Iraq in 2018."

The Council expressed its hope that the official Lebanese references would "pay much attention to the issue in order to lift the injustice against the Lebanese merchants and industrialists in order to reach a settlement of their debts and their belongings, similar to the settlement that took place with other Arab countries (Jordan - Syria - Egypt)."

The Council also drew attention to the fact that “refusing to pay over the past period has caused the Lebanese economy (especially private sector traders) severe damages, including indebtedness from banks and high banking interests to carry out their business in Iraq, and even the bankruptcy of some of them.”  LINK

The Federal Court (the highest judicial authority in Iraq) postponed, on Wednesday, the date for deciding on the claim of dissolving Parliament until the 30th of this August.

Last Wednesday (August 10, 2022), al-Sadr had asked the judicial authorities to dissolve the Iraqi parliament within a maximum period of the end of this week, urging at the same time the President of the Republic of Iraq, Barham Salih, to set a date for early legislative elections in the country.

The political scene in Iraq has been going through a dangerous turn since supporters of the Sadrist movement led by prominent Shiite cleric Muqtada al-Sadr stormed the parliament building in the fortified Green Zone in central Baghdad, and staged a sit-in in protest against Al-Sudani’s nomination for the position of Prime Minister of the next federal government, at first, before the ceiling rose Their demands are to dissolve parliament and hold early elections, after an invitation from their leader al-Sadr.

He goes on to say that the Minister of Finance is not governed by a legal text and it " is not governed by a legal text, and it is not considered a resignation in the legal and constitutional sense." "It is a political position before it is an executive government." That is telling me there is more to this story. As they the man reveals exciting details about the FM Allawi's resignation. What is exciting about the details? Are those previous quotes key to his excitement? I am not sure yet. But, there are indicators in the FM speech.. Where lies the good, the bad and really ugly.. imo MM

The legal expert, Muhammad al-Samarrai, confirmed on Tuesday that the current government is dealing with daily matters following the dissolution of the House of Representatives to itself and in accordance with the second paragraph of Article 64 of the Constitution, which states (The Council of Ministers is considered resigned and turns into a management of matters).

Al-Samarrai said in a Facebook post, which was followed by Mawazine News, that “the submission of the resignation request submitted by the Minister of Finance and approved by the Prime Minister is not governed by a legal text, and it is not considered a resignation in the legal and constitutional sense.

It is a political position before it is an executive government.

He added, "This measure is considered an evasion from performing his temporary duties in managing affairs, because he is basically resigned, and the constitution has laid down on him and his peers in the Council of Ministers a constitutional and legal obligation, which is to remain in his position to go about the daily affairs until the formation of the new government. This behavior can fall under the concept of leaving the position or requesting Exemption from performing constitutional duties at a critical stage in the country, or under any other name except resignation.

Al-Samarrai continued, "There are constitutional obligations and norms that must be adhered to. This resigned government or the caretaker government is charged with a very dangerous mission related to a temporary and transitional phase separating two governments with full powers, and there must be a role of receiving and handing over, especially since there are very serious files that have been dealt with in the current government and must be taken into account." in the next government or highlight it.

Earlier today, Minister of Finance Ali Allawi, submitted his resignation during the cabinet session.

MilitiaMan:  The next thing is in the FM resignation he has some positive things to say about his accomplishments while in the his political position. He lays them out quite well, imo. (See link below) The man is apparently resigned from politics and not necessarily out of the Finance realm altogether, just yet? That is where the politics and in a legal and constitutional sense may differ (noted above). If the FM can work outside of the politics while yet being in a managerial position sense while waiting for the dissolution or proper seating of the government, could he not help facilitate what needs to be done for the citizens needs like he has been? Maybe not and Sadr having connections could be at play too, as noted in meetings, it was heard he brought some one other than Alawi to IMF meetings of late. More eyes and ears for the corrupt? Again we shall see.. imo ~ MM

MilitiaMan:  Then there is the fact that there is the Bad and Ugly.. Is there more to come from the integrity commission? The FM (Finance Minister) statements below may hold clues. A dissolution of the HOR (House of Representatives) hangs in the balance and a lot is at stake.. be sure.. We shall see how it pans out. Sadr and K seem to want change, so do the citizens. Corruption has to end. Lets see action Integrity and Judges.. Be for the people not against. imo..MM

However, it is very difficult to make major economic changes and reforms on a continuous and sustainable basis in light of the political economy context.  I must admit that I did not foresee the appalling deterioration in the standards of governance in our country over the fifteen years past.

6. Almost everything is conspiring to thwart real change and bribe the leaders with corrupt practices that destroy the moral and material foundations of the country.  On the issues of electronic payment corruption for me is the straw that broke the camel's back.  It was not a rare case, but it clearly reflected to all parties the extent of the imbalance in the system. It crystallized the degree to which the status of the state deteriorated and became a puppet of special interests.  

The matter is now with the judiciary and its investigations after the ministry has made its observations, so I can't comment on it, but it does raise a whole host of questions about how to make the right decisions that affect millions of people and vital state institutions in the public interest. 

 Extensive clandestine networks of high-ranking officials, businessmen, politicians and state employees are working in the shadows to control entire sectors of the economy, withdrawing billions of dollars from the public treasury.  These networks include major political parties, parliamentary immunity, the arming of the law, and even foreign powers. 

And it maintains the silence of the secretaries' officials because of fear and threat of force.  This massive octopus of corruption and deception has reached every sector of the state's economy and institutions and must be dismantled at any cost if this country is destined to survive.  Here, I hope that the investigative judges in the Ishtar Gate case will follow the threads wherever they go to be a good gesture to restore confidence in the system.  

Prime Minister, it makes no sense to talk about "corruption" as a shorthand for the problems of the economy, as it is the end result of the process and not the beginning.  It can be described as cancer that can kill the body, but it spread due to the weakness of the body, the weak immune system, the absence of prevention, and the neglect of pelagic measures.  Corruption thrives in Iraq because the system tolerates it and allows it to thrive and grow.  Addressing corruption is insufficient by increasing the rhetoric against it, establishing more investigative bodies and introducing more punitive measures.

Highlights of the speech of Prime Minister Mustafa Al-Kazemi during the regular session of the Council of Ministers today, Tuesday:

Unfortunately, we are still experiencing political challenges and political blockages and their repercussions on the government's performance. The government is not a party to the political conflict, but there are those who are trying to hold it responsible for this crisis and run away from the problem, and turn all problems towards the government.


🔵 Our crisis is not the only one in this world, there are many experiences that have passed close to our experience, and they may be more complex, but by using wisdom and wise leaders they succeeded in crossing that stage, and some of these countries turned into successful experiences.

🔵 Singapore, for example, was a model of a failed state, and we see it today turning into one of the most important countries in the world. In Rwanda in Africa, there was a civil war and massacres, but today it has turned into an important country in Africa. It is unreasonable in Iraq, the founding country of human civilization with an age of nearly 6 thousand years, and we are still dealing with problems in a way of breaking wills.

🔵 Wisdom and loyalty are required for this country, for it has given us a lot, history has given us and a lot of which we are proud and proud, and we must return part of this favor to our country, our homeland and our people. This poor people have long been subjected to mismanagement, destitution, and destructive wars.

🔵 Our decision in this government was not to get involved in Iraqi blood, neither today nor tomorrow. Iraqi blood is precious, and problems must be solved through dialogue and then dialogue. 🔵 A government cannot live without a budget, two years have passed without a budget, but we have run the country. The chance of success is possible if we join hands and deal with the spirit of one teamwork and the spirit of belonging to Iraq.

🔵 This government came in exceptional circumstances and succeeded in overcoming all challenges, but it is unfortunate that the government is close to 28 months old, and until this moment the budget has only been available for six months.

🔵 People ask and ask for everything, which is their right. People have the right to ask for paved streets, water, schools and health care, but all of this must be balanced; For the government to do its part.

 Cabinet spokesman Hassan Nazim revealed, today, Tuesday, the text of the resignation of Finance Minister Ali Abdul-Amir Allawi from his position to the Speaker of the Council, Mustafa Al-Kazemi.

  Nazim said, in the weekly press conference, that: "The resignation of the Minister of Finance expressed great respect for the government's achievements, as the resignation described the government's measures and achievements as exceptional, and indicated that the government's achievements were hampered by political power struggles, and that the government is shackled by the rampant conflict between political forces." 

He added, "The Minister of Finance also referred in the text of the resignation to the rapid growth of the economy in Iraq, and the government's achievements that contained political violence, while including talk about the government's fulfillment of the promises it made to the Iraqis."

Nazim continued, "The resignation of the Finance Minister also referred to the success achieved by the government in its foreign relations, and to the reform strategies set by the government that were disrupted by the political conflict," adding, "The resignation of the Finance Minister expressed the government's ability to achieve more achievements if it had political support."  LINK

Samson:  Parliamentary legality: Parliament is in a state of paralysis and cannot legislate and implement any law

 A member of the Parliamentary Legal Committee, Salem Al-Anbaki, confirmed, on Tuesday, that the work of the Parliament is in a "state of paralysis" due to the sit-ins inside it, the demonstrations and the current political crisis.

Al-Anbaki told {Euphrates News} that "the work of the parliamentary committees is linked to the presidency of Parliament, because presenting any file needs an integrated process, interventions and proposals by the Speaker."

He added, "It is not possible to accomplish any work in the Legal Committee or any other committee in the current circumstance," noting that "paralysis affected all joints of the House of Representatives without exception under these circumstances."   LINK
