Samson:  Iran and Russia delete the dollar from financial transactions and start dealing with the riyal and the ruble

After 5 years of talks between Iran and Russia regarding the necessity of removing the US dollar from the trade exchange between the two countries, it was announced in Tehran that implementation had begun.

On the sidelines of Russian President Putin’s visit to Iran, the governor of the Central Bank of Iran, Ali Saleh Abadi, announced last Wednesday that Tehran and Moscow have started dealing in the Iranian riyal against the Russian ruble in their bilateral exchanges, and that commodity exporters can sell the ruble they get from the Russian side in the Iranian market to import goods. from Russia.

Coinciding with the two countries' deletion of the dollar currency from their trade exchanges, the Iranian currency exchange began trading in the Russian ruble and the Iranian riyal.

Face sanctions

Observers in Iran believe that the adoption of national currencies in the exchanges of Tehran and Moscow comes in the context of facing US sanctions, and strengthening bilateral cooperation between them away from the global financial system "SWIFT".

In this context, economic researcher Gholam Reza Moghadam believes that US sanctions on Tehran's financial exchanges, especially on its oil exports, were a major reason for Tehran's proposal to adopt national currencies in its trade exchanges.

In his speech to Al-Jazeera Net, Moghadam described the deletion of the dollar from Iran and Russia's exchanges as a practical step to circumvent the US ban on their use of the global exchange system "Swift", explaining that Iran had officially joined the Russian exchange system in 2019 but had not yet reaped its fruit.  LINK

Samson:  Iraq and Saudi Arabia compensate for Russian oil supplies in European markets

Iraq and Saudi Arabia are transferring more crude oil to Europe, helping the continent's oil refineries to replace Russian oil.

More than one million barrels of crude oil per day made its way from the Middle East to Europe during the first weeks of July through a pipeline that crosses Egypt, according to ship-tracking data compiled by Bloomberg. Oil shipments have doubled in volumes from a year ago. Most of the oil flowing through the pipeline is Saudi, and Iraq is seeking to ramp up deliveries as well.

Oil companies can deliver their shipments either through the SUMED pipeline in Egypt or pass directly through the Suez Canal, if their ships are small, as is the case for Iraq. The volumes of oil flows through the pipeline increased from about 800,000 barrels per day during the previous month to reach the highest levels since the short-term increase that occurred when prices fell sharply in April 2020.

In addition to those flows, about 1.2 million barrels per day were shipped from the Persian Gulf through the Suez Canal during the first three weeks of July, most of it coming from Iraq. Which could raise total flows from the Middle East to Europe to 2.2 million barrels per day, an increase of nearly 90% since January, the last month before the launch of the Russian war on Ukraine.

The shift comes as Russian oil volumes increase in the opposite direction, from its Baltic and Black Sea ports to buyers in India and China. This is given the abundance of cheap oil in the two Asian countries at a time when fuel prices were rising. Commenting on Middle East oil, Giovanni Stonovo, commodities analyst at UBS Group AG, said: "We are now seeing some of those barrels being redirected away from Asia to Europe." This comes as Europe reduces its purchases of Russian oil and instead sends its oil to a major market in the Middle East and Asia.

It is not certain whether flows from the Middle East to Europe will be sustainable in such quantities. At the end of this year, the European Union's ban on Russian crude oil is due to come into effect. Part of the sanctions package includes a ban on securing shipments of Russian supplies to any buyers.  LINK

Samson:  Economist: Iraq Has Many Opportunities To Invest In Oil Instead Of Selling It

On Thursday, economic analyst Younis Al-Kaabi confirmed that Iraq has many opportunities to invest in oil with many major countries, similar to the agreement with France, which provides for obtaining oil in exchange for the export of aircraft to Iraq.

Al-Kaabi said in an interview with Al-Maalouma that "there are many agreements that did not see the light of day, especially with South Korea, which was to build Iraqi infrastructure in exchange for oil," stressing that "the Russian war with Ukraine will increase the rise in oil prices because the signs of the global crisis have begun." Her features appear.

He added, "The Chinese agreement, whose contract with Iraq was not completed, would have served the country a lot by pledging to build thousands of schools and residential complexes, as well as state institutions, according to the development and modernity that has not entered Iraq so far."

He continued, "If Iraq takes such strategies and concludes agreements, the rise or fall of global oil prices in the future will not directly affect the work of Iraq's future projects."

Global oil prices rose in all countries, as a result of the global war between Russia and Ukraine and Russia's decision to stop the export of oil and gas to Europe and America.  LINK

Al-Sharifi told "Earth News", "The political situation in Iraq is going towards escalation, especially after the Sadrist movement's supporters entered the Green Zone and the Iraqi parliament," noting that "this matter confirms and indicates the difficulty of the coordination framework proceeding with the process of forming the new Iraqi government." 

Al-Sharifi indicated that "the data indicate that the political situation in Iraq is going during the next stage towards holding early parliamentary elections, not forming a new government."

MilitiaMan:  The street was peaceful yesterday. Maybe the next time the street needs to go in to the dome, they'll not be so kind to those with out Iraq's best interest in mind.. Kahdimi must see that the outside forces  in town are not in the citizens best interest. I suspect that there will not be a vote now after all. There are meetings with the CF tonight that suggests they may vote or possibly delay out to Monday. We shall see. I do note that Halbousi is meeting legal council or did today and likely about the political state they are in. We do know that the Supreme Judicial Council has talked about dissolution as an option. Article 64 I believe has that data superficially. What may not be implicit in the emergency situation they find them selves in and whether necessary powers could expedite the circumstance. The President of the Republic, Barham Salih, confirmed, on Wednesday evening, that the demonstration is a guaranteed right, provided that any escalation that affects societal peace and security is avoided.

 Saleh said, in a statement, which {Euphrates News} received a copy of, that: “Peaceful demonstration and expression of opinion is a constitutionally guaranteed right, with the need to adhere to controls and laws, maintain public security and public property, exercise restraint and present the national interest above all else.”

He stressed, "the need to abide by calm, to give precedence to the language of reason, to avoid any escalation that might affect societal peace and security, and to combine efforts to meet national entitlements, achieve the people's will and respond to their aspirations for reform, and form effective authorities that protect the higher interests of the country and consolidate a capable state that achieves the people's aspirations for a better future." 

Saleh added, "The country is going through a delicate circumstance and faces huge challenges and great entitlements that require uniting the ranks and maintaining the peaceful democratic path in the country for which our people sacrificed over decades of tyranny, persecution and violence.   LINK

Well what we witnessed was just that. They calmed down, as they were told that great entitlements are at stake...Like they are not only constitutional entitlements but also citizens entitlements.

The statement added, "The Iraqi government is continuing to implement the terms of the white paper, and the Ministry of Finance has made advanced and successful steps under the guidance and follow-up of Ali Abdul Amir Allawi, and to proceed with the reform paper procedures to consolidate all possibilities and facilitate their application to all sectors

He pointed out that "work continues to implement the targeted projects, because the nature of their implementation is of a purely professional and economic aspect, and it has positive repercussions on the state's economy and continuously regardless of changing governments. contained in the white paper, including

9- The draft law of the Securities Commission has been completed in cooperation with various economic sectors and the State Council

10- International consultants have been appointed in the insurance sector and work is underway to study the insurance market in Iraq in preparation for amending the sector’s legislation in cooperation with the British Adam Smith Organization, in addition to involving workers in the insurance sector in various specialized courses in order to raise their professional competence

11- A draft amendment to the Companies Law was prepared, including governance standards in accordance with international best practices, which would develop the investment environment in Iraq

12- It was allowed to import damaged cars within the permitted model years and repair them inside Iraq, which would create many investment opportunities

13- The Higher Committee for Lending and activating the initiatives of the Central Bank to lend, whether within the housing fund or purchase loans for housing units from investment complexes, was reconstituted, which would solve the housing problem on the one hand and provide job opportunities in these projects on the other hand, in a way that works to provide economic development in general

14- Data of government companies were collected and categorized into successful, faltering and failed in preparation for presenting them to the next government in order to take the necessary measures to treat them

15- The normalization of customs automation procedures in Iraq has been initiated according to the ASYCUDA system, and work is underway with it

16- Activating initiatives from the Central Bank to lend to encourage the use of alternative energy for electricity in Iraq

17- Work is underway to complete the electrical connection with neighboring countries

Samson:  "Economically and Parliamentarian” .. the law: the exchange rate of the dollar will see the light in the next stage

State of Law Representative Jassem al-Moussawi confirmed today, Wednesday, that the chances of the coordination framework within the parliament have become very strong, and this qualifies him to change the exchange rate of the Iraqi dinar against the US dollar, while stressing that the improvement in the economic situation will prompt the return of the dollar to its old price.

Al-Moussawi said in an interview with the "Information" agency, "One of the main demands adopted by the State of Law coalition is to restore the dollar exchange rate, especially after the improvement of the economic situation," noting that "the Iraqi government's interaction with the development of investment, the development of agriculture, and the opening of wide economic outlets, they all require a change in the exchange rate.”

He added, "The coordinating framework has become the largest parliamentary bloc, and its fortunes have increased significantly within the parliament and its impact is very strong, and this is what enables it to change the exchange rate, especially as it is the main requirement for the framework during the next stage."

The representative of the state of law explained that "the cash reserve of the currency rose to more than 70 billion dollars and may rise to 90 or more, and this could change the exchange rate of the dinar against the dollar with the existing economic improvement."

The representative of the National Approach Alliance, Hassan al-Asadi, had confirmed, earlier, the possibility of reducing the dollar exchange rate in the new general budget, stressing that there is a parliamentary movement to return the dollar exchange rate to what it was previously.  LINK

Tivon:  They just won't quit. We got somebody on the job regarding the dollar CF. Please stop pretending Al-Kazemi hasn't already started this process. They keep trying to use the USD rate to gain favor from the citizens so they can be voted in off a promise they will not keep. Fortunately the citizens have someone implementing procedures to address this problem now. Which is why they adjusted the salary scale along with other things and are just waiting on The House of Representatives overview. IMO

The Parliamentary Finance Committee confirmed, on Wednesday, that it had not seen the new salary scale law

Committee member Faisal Al-Naeli said in a press statement followed by "Al-Iqtisad News", that "the Finance Committee did not see the new salary scale law

 He added, "Sending any law by the government is considered in violation of the constitution and the law," adding that "any law that comes from the government will be rejected, because it is a daily caretaker government

The Secretary-General of the Council of Ministers, Hamid Al-Ghazi, confirmed, yesterday, Tuesday, that "the amendment of the salary scale law is among the government's priorities," noting that "the amendment of the salary scale was sent to the House of Representatives for approval   LINK

Tivon:  Do you see how they are trying to dismiss Al-Kazemi cabinet? How they are trying to deny and refuse to play ball is because they know their political careers are just about over because the citizens will recognize that Al-Kazemi was not playing political football with their economy.

Look at the list of accomplishments from the White Papers. They are scared to death of the progress being made because once Al-Kazemi is done the citizens will not want to go back to the old ways of false promises.

Especially once they recieve purchasing power. They already know the new salary scale is done. Al-Jubouri already stated that this was the goal to unify the wages and salaries a week or so ago. Seems to be a done deal.

Funny they mention the constitution as if the EFSL is not tied to it. They can't point to any thing that Al-Kazemi is accused of violating. Meanwhile they were not complaining when Kurdistan violated five different areas of the constitution with the Oil contracts.

That new salary scale has something else affiliated with it. Which they can not stop. IMO

Samson:  Al-Kazemi’s advisor clarifies the mechanism for implementing the Food Security Law and sets the implementation period

Today, Wednesday, the financial advisor to the Prime Minister, Mazhar Muhammad Salih, explained the mechanism for implementing the emergency food security support law, while setting the implementation period

Saleh told the official news agency, "The content of the emergency food security support law and the instructions for its implementation are subject to the procedures of the competent ministry, mainly from the Ministry of Finance, which prepared the sufficient instructions that required their approval

He pointed out that "not much time has passed since the law was enacted by the House of Representatives for it to enter into force

He added, "The implementation procedures extend until the end of the year or until the issuance of a budget law if the legislative environment permits this in the future

He continued, "There are accelerated steps related to paying farmers' dues and supporting the ration card, and certainly the disbursement programs will be organized gradually within a period that may not exceed a month from now  LINK

Tivon:   Well here is even more clarification on the discussion me and Militia-Man had. They say explicitly the role in which they both play. The EFSL will with the current provisions extend into a period where it's no longer neccessary to rely on this law to drive the economy.

So he says it has not fully entered into force. Which is good because we already know what to expect given what has already been started since July 17th when he told all ministries to start implementing all provisions in the EFSL.

I am happy this follow up article was published. Clears up things for the people who are still wrestling with the agenda behind these two things. The new salary scale from what we can see is a hot topic. And has created conflict with those who oppose Al-Kazemi.

 If you brainwashed by the CF you will assume Al-Kazemi has no chance. And that he will not be able to follow through on his promises because he will be voted out.

We already seen one person fall for this on the forum. Which I'm sure represent many who don't post here including other sites. So we have to double down and clear the confusion for ourselves so we can not be moved off our square. IMO

Samson:  Customs announces the start of the electronic customs declaration

The General Authority of Customs announced today, Wednesday, the start of applying the electronic customs declaration instead of the previous one.

And the authority stated in a statement that Mawazine News received a copy of it, that "work has begun to apply the (electronic) customs declaration at the Customs Muntheria border post, with the self-efforts of the employees of the electronic calculator department, with complete and resounding success, as the procedures became electronic from the beginning of the customs transaction to its end."

The statement added that "this achievement was widely welcomed by the Border Ports Authority, where the continuous cooperation and exchange of information among them was crowned with this success, which serves the citizen in terms of shortening effort and time and reducing manipulation and fraud."

He pointed out that "work is underway with great support from the director general of the authority in order to link all the customs centers, successively."   LINK

Tivon:  Listen, where we are now the dates should only imply the obvious as to what we can expect before or after the 15th. Every bank in Iraq doesn't have to be on board by the 15th in order to see a rate change.

The new salary scale is about to be approved. This is a major marker.

Because at what point do they start receiving purchasing power once the new wages and salary are applied once the CBI is comfortable enough that they have enough banks on the new platform by the 15th? Think about it. Because I think they are moving much faster than that.

Everyday is an opportunity. I'm excited for where we are. And it appears the CBI is expecting Al-Kazemi to have something in place before they pull the trigger. IMO

On Wednesday, the leader of the Sadrist movement, Muqtada al-Sadr, directed his supporters who stormed the Iraqi parliament building and the Green Zone to return to their homes.

Al-Sadr said in a tweet seen by Shafak News Agency, "The Muharram revolution is a revolution of reform and rejection of oppression and corruption. Your message has arrived, dear friends, for you have terrified the corrupt... #jar_then." "Pray two rak'ahs and return to your homes safely," he added.

On Wednesday evening, hundreds of followers of the Sadrist movement stormed the Iraqi parliament building.

Shafak News Agency's lens documented, with a live broadcast, the entry of the Sadrist movement's supporters to the parliament building, chanting enthusiastic Sadrist slogans, while some of them are trying to reach the constitutional hall.

Earlier today, Wednesday, the Commander-in-Chief of the Armed Forces, Prime Minister Mustafa Al-Kazemi called on the demonstrators who stormed the Green Zone in the center of the capital, Baghdad, to withdraw immediately and adhere to peace.

Al-Kazemi said in a statement received by Shafaq News Agency, "I call on the demonstrators to abide by their peacefulness, to preserve public and private properties, and to the instructions of the security forces responsible for protecting them according to regulations and laws, and to immediately withdraw from the Green Zone." He stressed that "the security forces are committed to protecting state institutions and international missions, and preventing any disruption to security and order."

This afternoon, a mass demonstration of supporters of the Sadrist movement began in Tahrir Square in the center of the capital, Baghdad, to express their rejection of the candidate of the coordination framework, Muhammad Shia Al-Sudani, to head the new government. to be able to break into it.

Baghdad - The financial expert, the financial advisor for the Prime Minister, Madhar Muhammad Salih, confirmed that "issuing a late budget law is better than the end of the fiscal year without it."
He told the National Iraqi News Agency (NINA) that the availability of the appropriate atmosphere is necessary for approving the general budget, even if its issuance was late.

Salih added: Issuing a budget law is better than the end of the fiscal year, which is empty without a general budget.

Tivon:  Sorry buddy, doesn't look like that is happening. Because by the time they get around to it Al-Kazemi would have already addressed all outstanding issues concerning the citizens. Which will make him a political juggernaut in the eyes of the international world and his supporters. There is no way Al-Kazemi will leave his people out to dry waiting for another GOI to get their act together and stall laws, projects, and investments with political sectarianism. Which is why we have the EFSL to begin with. IMO

Popeye7:  Imo, you are right Tivon... Why bother when fiscal year 2023 is needing to be addressed now... The Emergency Food Law will be more than adequate to take care of what is necessary... Salih has been making some rather unsound statements during the coarse of this last year.. When in the past that has not been case... Is he being used as a decoy to throw off Kazemi's enemies within parliament?... Because in the past Salih's advise, and suggestions were very wise, and made sense... He has been somewhat off this year Imo...

Tivon:  The volume in which he has been stating his opinions on the strategies as to what is feasible for Al-Kazemi were off & on. Especially when he stated how they need to wait for this and that to address the USD exchange rate.

So I would not be surprised that he is running interference for Al-Kazemi to throw off the scent of his opposition to hide what is really happening. Because the system they reference as to how to go about addressing the rate is no longer viable or application

. Which is why the digital economy is taking shape from the BUNA, AYSCUDA, Blockchain, etc. These are platforms that can handle high volume trade with no issues regardless of the capital flow. This is what the Federal Reserve even addressed in their reports not to long ago.

 The more information I read about the new platforms the more the CBI makes sense. They are ready to do something new and modern. Which is why I read these articles with a keen eye because there are layers seen and unseen that need to be brought up to make sense of the jargon at times. IMO

MilitiaMan:  There seems to be more to this story as well as others. There are I see varied thoughts on this today topic too from others. From my perspective, for Salih to be talking about things that he should know quite well, is not to be lost or put off on his potential of poor work and or misleading view points under the present conditions the country and Kahdimi are under. Kahdimi would know if this guy was off his rocker or not. If so and he is,  it would be unlike Kahdimi to allow mis direction from him or at least have counter to it. 

From the looks of it he is stating that it is better to have a late budget over not at all or into next year. Salih suggests there needs to be an appropriate atmosphere and it is necessary for approving the budget.

Well, if we look at previous writings there is an atmosphere that supports a budget could be placed possible now even if it is late, as late is better than never or next year. He notes that rising oil prices have a positive factor for Iraq's economy. There is a surplus in the current account of payments and a surplus in the country's financial budget.

 He states that the surplus will remain a reserve for Iraq outside the EFSL and outside the 2019 FML, presumably. Everything that is not spent is placed into a precautionary reserve account which is usually a sovereign fund that establishes sustainability of the budget in the future. That reserve is for development and investment purposes.

 We all know there is far more revenues that are not talked about above, but, they are out there. For instance, the border customs, fees, taxes, tariffs, etc.. Add them into the atmosphere and economically the air is clear. 

So, is there anything else that may be in parallel with the financial side of things? Surely, there is the political side of things that are on a side track moving along with the reform efforts.

They have not seated a government for about 10 months now. That is out side of their constitution.

The present government is the tripartite if you will at present and have been running the show and have been quite capable in doing so. We did see deals being made, contracts being signed with countries, entities, contractors, etc.. That Total deal was $27 billion USD. That is a big deal.

 There would have had to been assurances between the PM, FM, CBI, etc.., for that the political side of things would be legal for to have concluded the contracts.

That said, there could be an easy fix for this and it may all hinge on a few things that may have been worked out in advance, yet, not yet exposed in totality.

 One is that at present the government has shown that they can use the necessary powers to get things done. They may even be able to exercise similar powers to get through the impasse politically or they vote the president and the PM in and in short order.

There is a meeting with Parliament and the Ministry of Justice tomorrow, if I am not mistaken.. Will that have anything to do with legalities  to budgetary items, legalities to constitutional issues, issues with Maliki, etc.? They didn't say, but they did refer to about 20 items being on the table..

The advisor to the PM suggest the atmosphere is good from that way I see it. He states there can be a budget out side of the EFSL and FML, as there are monies not spent and that getting a budget out now is better than later.

I look forward to seeing what they do next.. imo It could be very powerful.. imo.. ~ MM.

The General Secretariat of the Council of Ministers announced, on Tuesday, the signing of a memorandum of understanding with the United Nations Development Program on the digital transformation project in Iraq.

A statement by the secretariat, which Mawazine News received a copy of, stated that, under the patronage of the Secretary-General of the Council of Ministers, Hamid Naim Al-Ghazi, the Director of the National Data Center in the General Secretariat of the Council of Ministers signed, today, Tuesday, with the resident representative of the United Nations Development Program (UNDP) in Iraq, a memorandum Understanding on the digital transformation project in Iraq.

Al-Ghazi indicated, during the signing ceremony ceremony, that the signing of this Memorandum of Understanding is a step forward towards further digital transformation in Iraq, in line with our national strategies and objectives, by strengthening e-governance processes, and establishing a more efficient, modern and reliable civil system for all Iraqis.

He added that the United Nations Development Program (UNDP), through the memorandum, will provide advisory support and training in the field of digital transformation and e-governance by providing specialized international consultants to formulate digital transformation policy, as well as preparing for a national cloud strategy, and developing road maps that support e-government projects.

MilitiaMan:  There is digitized border tax system called AYSCUDA, there is the BUNA platform owned by the AMF for clearing digitized currencies in the region and around the world. There is here now more support for E-Government out of the UNDP.

Keep in mind the CBI has hooked up to at least 3 key links to entities within the GOI for communication. A managerial aspect appears to be in the wings now form the MOU. It looks like we are in the  READY, SET, GO... mode!!! Well, per the conference call yesterday the following supports that there are other items in the process of being exposed to those with a need to know. It shall likely not be long for all of us to have that similar need to know too.

Samson:  The General Secretariat sets the ceiling for the salaries of lecturers and workers within the Food Security Law

Secretary-General of the Council of Ministers, Hamid Al-Ghazi, set, today, Tuesday, the ceiling for the salaries of lecturers, workers and contracts after they were included in Resolution 315, while noting that the amendment of the salary scale law was sent to the House of Representatives for approval.

Al-Ghazi told the official news agency, Mawazine News, that "in light of the law on emergency support for food security, the issue of lecturers, wages and contracts was presented to the Council of Ministers to adjust their status within Resolution 315," noting that "a committee of the ministries of finance, planning and electricity is working to adapt he put them to submit the final report to the prime minister.

He added, "The service, preparation, competencies, and financial amounts required from institutions will be calculated, to adapt their status within the emergency support law for food security, so that the minimum salary of the employee will be 350 thousand dinars, up to 700 thousand dinars, because most employees, especially in service departments, have low salaries."

Regarding the salary scale amendment, Al-Ghazi stressed that “the amendment of the salary scale law is among the government’s priorities,” noting that “the amendment of the salary scale was sent to the House of Representatives for approval.”     LINK

The Prime Minister's Advisor for Economic Affairs has identified one option to reduce the dollar's exchange rate against the Iraqi dinar, while predicting the fate of the 2023 budget.

Haitham al-Jubouri said; For the program {Alstra} broadcast by Al-Furat satellite channel tonight, that: “The financial equation in the country is the one that controls the exchange rate of the dollar, and if we want to strengthen the dinar and convince investors abroad to invest in the country gradually, the dollar begins to decline, i.e. encouraging investments and increasing non-oil revenues will raise the level of value of the dinar. 

He added, "The Iraqi people are increasing by one and a quarter million people annually, and if we do not remedy the situation and make plans, we will actually suffer in paying salaries during the coming years. The future of future generations cannot be mortgaged to fluctuating oil prices." Al-Jubouri explained, "In Iraq, if thinking about the economy remains in the same current mechanism, we will have mercy on the current exchange rate, and the white paper remained ink on paper without brains;

With regard to the federal budget for the fiscal year 2023, al-Jubouri said, "It can only be approved by the presence of a new government and not necessarily the same approach as the current government.  It may take austerity for the sake of the article, but if the current government remains, we will proceed with setting the doors of law." 

And he continued, "Prime Minister Mustafa Al-Kazemi is the most president who followed up on the energy file in the country, and Iraq spent nearly $6 billion on the electricity sector in 2021, and there was supposed to be a levy for electricity that covers the ministry's costs completely, but it does not currently reach 15%." 

Al-Jubouri went on to say, "The Federal Court's decision that the oil and gas law in the Kurdistan region is unconstitutional is a good step to negotiate with the federal government, and the Office of Financial Supervision is responsible for following up on the revenues generated from the region's oil, while the advances that the region currently receives are deducted from its share in the budget."

Regarding the economic pressure paper on Turkey after the criminal attack against civilians in the Bazakho resort, al-Jubouri said, "It is possible that the government has now begun to escalate. There is a complaint submitted to the Security Council and there is an intention for the presence of Iraqi forces in the areas adjacent to the Turkish border." He stressed, "the need to arrange the situation before the boycott and to find an alternative to import, as the value of our imports from Turkey exceeds 20 billion dollars, which is higher than China."

Regarding automation, Al-Jubouri commented, “Iraq needs the correct automation of the border crossings, and we need other measures to make the automation step successful,” noting “Al-Kazemi’s failure in the financial file, but in general he acted wisely and got Iraq out of major crises.”

With regard to the political file, al-Jubouri stressed, “The framework is keen on the unity of the national ranks by nominating Muhammad Shia al-Sudani for the position of prime minister, and I think that his personality is acceptable to all parties and he is known for his integrity, and so far most of the blocs are welcome. 

Al-Jubouri concluded, "The two Kurdish parties are both insisting on their candidates for the presidency, and the nomination of Al-Sudani will lead to the acceleration of deciding the position of President of the Republic."  LINK

Tivon:  Let's talk about one section in this article regarding the dollar and how Iraq contemplating as to how they can lower the demand of the USD to strengthen the IQD by bringing in investors. This is in their view a strategic way at enhancing the national currency. At least in a local sense of the objective.

On their own this is the logical solution to bring their currency up to par with the USD. Supply & Demand determines the value of many things and their longevity in any market. Not just currency. So what can the investors put their money in that would ignite more interest in the IQD?

 Well we know Supply and demand are influenced by a number of factors, including interest rates, inflation, capital flow, and money supply. The most common method to value currency is through exchange rates. The two main exchange rate systems are fixed rate and floating rate systems.

Early currencies were “commodity money,” meaning they derived intrinsic value from the precious metals they were made of. However, the impracticality of commodity money created the shift towards “representative money” – money that lacks intrinsic value but is backed by its ability to be traded for a physical commodity which can be anything from Export/Import, Clothing, Cars, Shoes, Hats, Houses, etc.

The most notable use of representative money is under the gold standard, where each country’s currency is tied to a fixed amount of gold. But we are not on a gold standard. So the commodity or representative of something with value are material things or products that are bought with that money. The local/international market.

So if those investors come in and start investing in banks, stores, schools, companies, businesses, stocks, shares, energy, oil, real estate. etc. I'm sure this will drive up the value of the IQD over time. But, we are not concerned with this aspect of Iraqs plan to come out gradually with a rate change on the way to 1:1 parity. Petra covered the reason why this is not feasible as it will go against guidelines by the IMF.

And this would defeat the purpose of the EFSL that is designed to address the immediate concerns of the overall economy. Because remember people keep in mind what has to happen before November. Do you know what that is? The adoption of ISO-20022. Why?

 Because systems like the SWIFT, EBA-(European Banking Authority), and Target2, will have already migrated to ISO-20022. This is a digital system where only currency backed by natural assets can operate. No fiat.

Now does it make even more sense as to why the CBI mandated that all banks in the country be on their new platform by August 15th? This new system is way more faster at handling transactions, inflation, fluctuations, and any volatile market at extreme speeds no matter the volume of money that is moving.

Again, the goal is to phase out paper money or reduce it greatly. But I still think it will have a place somewhere. Iraq is on the SWIFT. Will they join the BRICS Nations that will use the CIPS system?

Probably some time in the future. But I am sure they have to have an international currency backed by gold/silver and at least be apart of the WTO first. 

Guys, SWIFT is estimating that by 2023 79% of high value payments in international trade by a volume of 86% will be done with the ISO-20022 system. That's basically all modern countries.

You think Iraq has until November to jump on board? Absolutely not. I have the link to that information from SWIFT. IMO

On Tuesday, the representative of the National Approach Alliance, Hassan Al-Asadi, indicated the possibility of reducing the dollar exchange rate in the new general budget, stressing that there is a parliamentary movement to return the dollar exchange rate to what it was previously.

Al-Asadi said in a statement to "Al-Maalouma", that "there is a parliamentary move to reduce the dollar exchange rate in the new budget to its previous price."

He added that "all the justifications adopted by the caretaker government regarding changing the exchange rate of the dollar had negative economic effects on the Iraqi people."

Al-Asadi pointed out that “lowering the dollar exchange rate should be a priority for the next government,” noting that “Iraq is going through a very bad economic situation as a result of the caretaker government’s confusion and its raising of the dollar exchange rate.”  LINK

Tivon:  These people have to be clueless. Notice how he doesn’t specify what year? Because if he is referring to the 2022 Budget he would show his hand. As we know they don't even want to open one. He can't say the 2023 Budget because Iraq doesn't have time to wait that long to address or adjust the rate of their currency thanksto SWIFT.

When they say next government they are basically saying 2023. This is what I would consider a disingenuous disinformation piece. They keep referring to Al-Kazemi  as a caretaker government. As if he doesn't have any authority to address the exchange rate now. Especially when those 100 deputies have already signed up to do so.

Obviously they were not waiting for any new government  before they signed. They write these articles only with the Iraqi citizens in mind. Because the 2023 Budget will be for all the new projects. The EFSL has to address everything this year because it will be of no use beyond 2022.

So adjustors wages and salary that the Ministry of Finance appears to be doing Im sure is tied to the new oil contracts as well. Because any money left over will go towards the new government and budget.

You know what I noticed is we assume these people know everything about what is going on because that's their backyard. But they are not on any websites constantly keeping up with the volume of information that conflict with their narrative of what needs to be done with the dollar. Because these are older people that are accustomed to an archaic system that is no longer in play. Especially when you are talking about the ISO-20022.

Didn't the Federal Reserve come out with a report on the challenges facing cross border payments as being slow and archaic? Due to high fees, limited accessibility and the friction of this problem includes currency exchange, legal regimes, and technological issues.

Well what is one thing that can solve all of these problems? Digital Currency/XRP/XLP. Which is why countries are being linked via The World Bank & US Treasury that have already adopted the new ISO-20022.

Digital Currency or Crypto Asset= XRP for exchange across borders (X-borders) and exchanging value between all markets and asset classes. XRP will be used to balance trade accounts between Sovereign entities or countries, via Treasury & Central Banks.

What is Iraq trying to set up? A Sovereign Fund correct? I will comment more on this. I am very busy.

Starting Monday, Zimbabwe is selling one-ounce, 22-carat gold coins bearing an image of Victoria Falls, its world-famous natural wonder. Each has a serial number, comes with a certificate and will be sold at a price “based on the prevailing international price of gold and the cost of production,” the central bank said in its announcement on July 4.

The coins will be tradable both in Zimbabwe and overseas, the bank said, and can be exchanged for cash. The goal is to reduce the quantity of Zimbabwe dollars in circulation to eventually restore that currency’s value.

Tell me this does not sound like what Iraq will do to address the paper currency in some other form? Now will this be affordable to the average citizen? Not sure. As only institutions will be able to afford it at its current price. So there's still room for other methods. IMO

The head of the UN mission in Iraq, Jenin Plaschaert, discussed today, Sunday, with the head of the Alliance of Resolve, MP Muthanna al-Samarrai, as well as other politicians, various issues, including ways to get rid of “whales of corruption.”

A statement by the media office of the President of the Resolve Alliance, received by Earth News, stated that "he met the head of the Resolve Alliance, Representative Muthanna al-Samarrai, and the leader of the coalition, Representative Talal al-Zoba'i, head of the UN mission in Baghdad, Jenin Plaschaert, in order to discuss the role of the UN mission in supporting the course of the political process." 

During the meeting, Al-Zoba'i stressed "the importance of the role that UNAMI plays in Iraq and the need for the concerned parties to abide by the outcomes of this sensitive mission and to support its path and efforts in order to establish stability and peace and support the democratic system in Iraq."

He added, "the importance of cooperation in order to reach effective solutions regarding the files of the disappeared Iraqis, whose file is long awaited, in addition to supporting Iraq in its confrontation with international and local terrorism and the need to get rid of the whales of corruption and put an end to this disaster, with reference to Iraq's need for real support in the files of the environment and desertification." In addition to the problem of weapons outside the control of the state, and the need to promote civil peace and societal stability.

Samson:  Court Rulings To Recover $2 Billion Of Looted Funds

The coalition of the United Nations Convention Against Corruption revealed, on Sunday, that the judicial authorities issued rulings to recover the amount of $2 billion in funds looted in various ways.

Member of the coalition, head of the Al-Nahrain Network to Support Integrity and Transparency, Muhammad Rahim Al-Rubaie, said in an interview seen by "The Information", that "there are unremitting efforts being made to work to recover the looted funds, which politicians and economists estimated at hundreds of billions, in compliance with the recommendations of the Baghdad Conference to recover the looted funds that was held in September." from last year.”

Al-Rubaie added, "Iraq is demanding the recovery of its money from many countries, the most important of which are the United Arab Emirates, Lebanon, Jordan, Turkey, and other regional countries, by obligating those countries to the United Nations Convention against Corruption in 2007 or by concluding bilateral agreements with those countries to recover the wanted and the looted money."

Samson:  The Judicial Planning Department organizes the second legal session on (crimes committed during public service)

The Judicial Planning Department of the Ministry of Justice organized the second legal session on (crimes committed during the public service) for the employees of the judicial departments with legal specializations, with the participation of (17) employees at the Ministry's headquarters.

The Director-General of the Six Department, Mona Matti Bethun, said that the course was organized from the principle of improving the level of job performance for the employees of the judicial departments with legal competencies and in implementation of the vocabulary of the annual training plan for 2022, for the Training Department in the Department of Forensic Planning and what the department is accustomed to in establishing its programs Training all year round.

The Director-General added that the legal course included within its vocabulary three axes, the first being the crimes committed by the public employee and affecting the public position or public money, and it includes eight crimes, for example (bribery, embezzlement, job exploitation, forgery, crimes of the employee’s refraining from doing his work and exceeding employees, the limits of their jobs and others), as for the second axis, it includes crimes against the public servant or the public position from others, and finally the third axis, which includes the legal consequences of committing crimes against the public position.  LINK

The Federal Integrity Commission revealed the totality of arrest and recruitment orders issued against senior officials and high-ranking officials during the month of June.

The Investigations Department of the Commission indicated that "the judicial authorities issued (40) arrest warrants against the background of cases investigated by the commission's investigation directorates and offices in Baghdad and the provinces, and referred them to the judiciary, explaining that among those orders were issued against senior officials of high ranks for the period of time. From (1-30/6/2022), (7) arrest warrants, and (33) recruitment orders. 
 
The department added that "the orders issued and executed included arrest and recruitment orders against a former minister, (3) members of Parliament (current and former), and a current deputy minister."
 
The arrest and recruitment orders during the same period also included former and (3) former governors, (10) current general managers, (9) former and (3) former governors, in addition to (3) former provincial council members.  LINK

Samson:  Integrity brings in a former Iraqi parliamentarian

The Federal Integrity Commission reported, on Sunday, the issuance of a summons order against a former parliament member; For intentionally causing damage to the funds of the persons entrusted to him.

Samson:  Integrity arrests an official in Salah al-Din for forging 224 appointment orders

The Federal Integrity Commission reported that it had carried out two seizures of cases of forgery and theft in Salah al-Din Governorate, indicating that a number of suspects were arrested, including an official in the provincial office.

 The Integrity Investigation Department confirmed that the Salah al-Din Investigation Office team was able, after conducting investigations and follow-up work, to seize the director of the human resources department in the governorate. For jointly with his "fugitive" assistant, he forged administrative appointment orders for sums of money, referring to forgery orders to appoint (224) people in accordance with Cabinet Resolution No. (315) for the year 2019.
 
The department added that the team carried out a separate operation in Salah El-Din General Hospital, during which it revealed: Violations occurred in the hospital, represented by the disappearance of (1195) ampoules of the drug (tramadol), which were prepared for the isolation hall for patients with the Corona virus in 2021, pointing to the seizure of (5) accused employees working in the hospital, as well as the original preparation documents for the drug.

She explained that two fundamentalist seizure reports were organized in the two operations carried out in accordance with two judicial seizure notes, and presented, along with the accused, to the judge of the Salah al-Din Investigation Court for Integrity Issues; to take appropriate legal measures.   LINK

The Parliamentary Legal Committee revealed that it will host general directors in the Ministry of Justice next Wednesday.

 According to the committee's statement, {Euphrates News} received a copy of it: "Today, it held a meeting headed by Muhammad Anouz, head of the age group, and the presence of its members to discuss a number of important topics."

She added, "Where the meeting discussed the axes that will be presented during the scheduled hosting next Wednesday for a number of general managers in the Ministry of Justice, and the meeting also discussed the upcoming legislative entitlements, stressing the need to intensify efforts to proceed with the enactment of important laws."

Tivon:  This is important. Because if they are talking about enacting important laws they can only refer to the ones under the EFSL that Al-Kazemi has legal authority to implement because they are not considered new laws. Or even new projects.

The EFSL was only created to implement or enact laws that have been stalled for many years. Oil & Gas Law would be one of those. But that appears to be already taken care of. Which is why I think they are moving on to the Citizens Entitlements that are tied to the HCL/Oil & Gas Law.

 Because again what did Al-Kazemi command of all ministries? To implement and provisions under the EFSL. So this week we should see very paramount movements towards securing services, projects, investments, and laws that are supported by the Constitution. LINK

Tivon:  These are two articles below. One hinting at the Oil & Gas being settled on the 23rd. The other on the 19th discussing completing the constitutional entitlements. And now we have this current article saying Wednesday is when to expect these to be enacted.

So we are in for a very progressive week that will benefit all of us in the grand scheme it all. Keep in mind this is around the same time we are getting news about what the CBI plans to do with the new platform for international trade, shares, and stocks where banks must be ready by the 15th.

As I told you all the CBI knows how important their role is in regards to providing the mechanism where the citizens can actually receive their monthly entitlements from the HCL. Why? Because they are on the Federal Oil & Gas Council with the PM and a The Ministry of Oil. Think about it.

When was the last time you were given a hard-core date from the CBI? Why are they being so bold now? Is time running short? What do they see where they need to meet a deadline that can not be interfered with? What did the Governor of the French Central Bank say about the CBI. That they have met all requirements to start facilitating business right?

Well we know what Iraq has to do before they join the WTO. So starting point for them appears to be set in stone with Europe. No wonder Al-Rasheed Bank are setting up ATM outside with 24/7 access. Remember these machines are designed to recycle old notes off the streets. IMO

An informed political source in the Iraqi capital, Baghdad, revealed today, Monday, that the tribal delegation that is trying to mediate reconciliation between the leader of the Sadrist movement Muqtada al-Sadr and the head of the State of Law coalition, Nuri al-Maliki, contacted al-Sadr's office to arrange a meeting with him so that the office presents 3 conditions for the meeting.

The source explained: “Al-Sadr’s office has stipulated, first, the return of funds and the audit of accounts linked to the owners, and the second point is related to opening the investigation file with the entry and control of the terrorist organization ISIS over a group of governorates and regions of Iraq, and the accountability of the negligent in this file,” adding that “the third point or condition is to present Al-Maliki. himself to the judiciary in order to hold him accountable for all the files and issues that concern him, and then we can talk about reconciliation with him.”  LINK

Think of it, he sends these 3 requirements to Maliki (and the citizens of Iraq) for him to step up and face the judiciary for all the crimes he has purported to have committed. If he does not, then in all the eyes of the people and their justice system, he is considered guilty.

If he was innocent, he would have nothing to fear...but we all know better. What a brilliant chess move by Sadr.

MilitiaMan:  Tivon and Petra, there is looking to be more to the story after all. Thank you both for your input. The Ministry of Justice is going to be in parliament on Wednesday.. Al-Sadr has spoke to the tribal leaders and has given 3 items that need to be met by Al-Maliki if they want reconciliation.

There also is a push for the potential dissolution of Parliament. Notice they mention 20 legal items to be at play in the coming days. What a perfect time for Al-Maliki to show up and present his innocence, his accounts and his part in ISIS, Spichter, etc., to the proper authorities..

Also what a perfect time to address the 20 legal items along with making a judgement on the lack of impasse in constitutional items, such as not having completed the government after 10 months, whereby, the dissolution of the parliament may be their only salvation.

It is all about the citizens need and entitlements both on a constitutional and financial line. All at the same convenient time with everyone’s needs to met. Everyone will be there.. Or not?

In Maliki's case that will be very interesting if he shows.. Has he been served a summons? I don't know. Has an arrest warrant been issued? I don't know.

From the looks of Al-Sadr's position on the matter, one being issued may not be out of the question.  Time will tell. However, we clearly look to be getting to the end of the track.. imo.. This is getting very good now.. Very.. imo ~ MM
