An unusually deadly coronavirus-linked respiratory syndrome initially observed among a cluster of children in the UK has apparently popped up in New York City, according to local media reports.

ABC 7 says a group of 15 children in NYC have been hospitalized with unusual symptoms similar to - get this - toxic shock syndrome, or Kawasaki Disease. The symptoms include inflammation of the blood vessels, including coronary arteries. While there have been reports of COVID-19 causing heart attacks in some patients with certain preexisting conditions, this level of damage seems unusually severe. COVID-19 is also not usually very aggressive in young children. Other symptoms include fever, rash, abdominal pain and vomiting.

However, not all of the 15 patients tested positive for the coronavirus. Only 4 tested positive outright, while 6 tested positive for COVID-19 antibodies, meaning they had likely been previously infected.

On Long Island, Cohen's Children Hospital has confirmed 25 kids have been hospitalized with Kawasaki-like symptoms; 11 of them are in the ICU. The county health commissioner in Nassau described their condition as "concerning."

ERBIL, Kurdistan Region — A senior Kurdish official in Baghdad is optimistic that Iraqi parliament will meet the mandated quorum to vote on prime minister-designate Mustafa al-Kadhimi's proposed cabinet Wednesday night.

"It is expected that the parliament will meet quorum and Kadhimi's cabinet will be voted on," Deputy Speaker of the Iraqi Parliament Bashir Haddad told Rudaw TV just hours before the scheduled vote.

Iraqi parliament speaker Mohammed al-Halbousi called on MPs on Monday night to head to Baghdad for an emergency session to decide on Kadhimi’s proposed cabinet at 9 pm on Wednesday.

Haddad does not expect the entire list to be approved, but says that Kadhimi can still be given a vote of confidence if just over half his list passes.

"It is not necessary for the entire cabinet to be approved. We have received the names of 20 ministers. Even if we are able to approve 12 to 13, it is constitutional. The cabinet can pass if more than half of the ministers are approved," added Haddad, who noted that they are yet to receive the names for the foreign and oil minister positions.

Kadhimi's proposed cabinet includes 12 ministers from the Shiite parties, six from the Sunnis and three from the Kurds, and one from a minority group, according to Dana Katib, a Kurdistan Democratic Party (KDP) member of parliament in Baghdad.

"The Christians are likely to receive a ministry dedicated to the minorities," Katib told Rudaw English on Wednesday.

Kurdish leadership has already unanimously thrown their support behind Kadhimi, with the deputy speaker calling it “unwavering.”

Haddad says it remains unclear as to which ministerial posts Kurds will receive.

The source said to Shafak News that “the number of deputies currently in Baghdad exceeds 200 deputies (out of 329),” noting that “members of parliament from the Kurdistan Region, Basra Governorate and other provinces arrived this evening to Baghdad Airport.”

He pointed out: "Al-Fateh and Saairun Alliances were clear about the names of the candidates for the cabinet of Al-Kazemi's government, that they had no role in naming the ministers, but they would have a role in the opinion of the candidates, and there are 7-8 names that were rejected by the Al-Fateh and Saairun, and the reasons are related to efficiency, integrity and independence."

 Iraq’s judiciary has been under pressure to exonerate corrupt politicians being investigated for embezzlement and abuse of power, the spokesperson for the Supreme Judicial Council said yesterday.

Judge Abdul Sattar Bayrakdar said while the judiciary is taking serious steps to fight corruption and hold embezzlers to account, including some politicians and ministers, they have launched social media campaigns through their allies residing outside of Iraq to accuse Iraqi courts of persecuting them for political reasons.

He explained that the “corrupt politicians” launched their social media campaigns after their political parties failed to close their cases or provide them with protection.

“Some of them [the corrupt] are members of the House of Representatives who enjoy immunity,” he added.

“The judiciary’s message to those who steal public money is whatever your status or position, your lies will not save you,” he said.

“This measure proves full commitment of Iraq to OPEC+’s decision to reduce the production of crude oil in order to contain the crisis of low oil prices in the international market,” the company announced.

The low revenues will likely be catastrophic for Iraq, which relies on its oil sales to fund more than 90 percent of government expenses.

It had drafted a 2020 budget last year based on prices at $56 per barrel, but the draft was never passed and a caretaker cabinet is now scrambling to introduce emergency measures, including possible cuts to employee benefits.

The government is the country's biggest employer, with at least four million people on its payroll and another four million who receive pensions or social benefits.

April's revenues were a third of what Iraq needs in order to pay public salaries and keep the government running.

The slump in world prices was brought on by a price war earlier this year between major producers Saudi Arabia and Russia, and an enormous drop in demand caused by the spread of the novel coronavirus.

Dara Rashid, the KRG planning minister, told a press conference in Erbil on Sunday the Kurdistan Region is ready to deliver the oil quota to Iraq’s State Organization for Marketing of Oil (SOMO) in return for public finances.

“We are ready not only to hand over 250,000 barrels of oil per day to Baghdad, but also to hand over the entire KRG oil product. But in return, Baghdad must commit to sending all the financial shares of the Kurdistan Region and the entitlements of the oil companies operating in Kurdistan Region oilfields,” Rashid said.

His remarks follow an April 16 order from the office of Iraq’s caretaker Prime Minister Adil Abdul-Mahdi calling on the Iraqi finance ministry to halt budget transfers to the KRG and to take back all transfers made since January 1, 2020.

The Iraqi oil ministry issued a letter to the government on October 2019 pointing out the KRG had yet to deliver the oil quota despite receiving funds.

Control of oil revenues has long been a thorny issue between Erbil and Baghdad. The KRG has operated an independent oil and gas sector since 2006 and later began exporting its oil to the international market via a pipeline through Turkey.

Years of tensions over the independent oil sales came to a head in 2014 when then-Prime Minister of Iraq Nouri al-Maliki suspended the Kurdistan Region’s share of the federal budget – leaving hundreds of thousands of public sector employees with unpaid salaries.

That same year, the Kurdish Peshmerga took control of security in the disputed territory of Kirkuk, allowing the KRG to also seize control of the province’s bountiful oilfields.

ERBIL — Iraq’s new Prime Minister-designate Mustafa al-Kadhimi is expected to propose a reshuffled lineup for his future cabinet, a lawmaker said.

Kadhimi, almost like his predecessors, is struggling to find a consensus with all political factions over his future government. His deadline to have his cabinet approved, according to the Iraqi constitution, is set for May 8.

MP Fadhil Fatlawi, from Fatih Alliance, said the PM-designate is likely to offer a new list of ministers in hopes of securing the support of all political factions, especially among the majority Shia blocs.

He said the new list will most likely be presented prior to a multilateral meeting between major Shia factions today evening.

If supported by the political factions, Kadhimi will forward the proposed cabinet to the parliament for a vote of confidence by Wednesday or Thursday next week, MP Fatlawi added.
