US Secretary of State Mike Pompeo announced on Monday that the United States intends to work with the Iraqi leadership to determine the most appropriate place for the deployment of American forces in Iraq.

Pompeo said in a speech to him, California, today, Monday: "As for how the issue of the location of our forces inside Iraq will be resolved in the end, we will work ... with the elected leaders in Iraq to choose the most appropriate place."

He added, "I have contacted 50 personalities in Iraq from all sects, including Shiite personalities, and all of them appreciates, even if not openly, the American role in Iraq."
 
The US Secretary of State had confirmed the US readiness to continue the dialogue with Iraq on the "appropriate structure" for the American military presence in the country, following the issuance of a statement by the Office of the Iraqi Prime Minister, Adel Abdul-Mahdi, in which he said he had requested to send delegates to Iraq to put in place mechanisms for implementation. Iraqi House of Representatives decision to withdraw American forces.

The United States announced that any American delegation visiting Iraq will not discuss withdrawing American forces.   LINK

The State Department official, Matthew Cornell, said Monday that his government is in full talks with the Iraqi government, pointing out that "the imposition of sanctions" is under review .

"We have no intention of imposing sanctions on Iraq but the matter is under review," Cornell said, in a televised interview, via Al Arabiya television. "Noting that any country that does not comply with the sanctions on Iran will face the consequences of the violation."

He pointed out that "the Iraqi parliament's vote to remove our forces was a decision, not a law," adding that his government was conducting "comprehensive talks with the Iraqi government not only to fight ISIS."

He continued: "We have repeatedly warned Iran against killing or wounding Americans," noting that "the former Iranian commander of the Quds Force, Qassem Soleimani, planned to attack American targets."

He continued: "We knew Soleimani's movements between Syria, Iraq and Lebanon," noting that "the decision to kill Soleimani was not taken overnight."

He added, "President Donald Trump and Secretary of State Mike Pompeo have confidence that they are legally authorized to kill Soleimani."

The US administration had warned Saturday (January 11, 2020) that Iraq could lose access to a vital bank account if it expelled American forces from the country, according to the Wall Street Journal.

The newspaper quoted Iraqi officials that "the US State Department informed the authorities in Baghdad that they may lose access to an account in the New York Federal Reserve, which includes the proceeds of oil sales, which threatens to deal a painful blow to the faltering Iraqi economy."

One of the Iraqi officials indicated that "the warning about the aforementioned account came through a phone call made by the US State Department, last Wednesday, with the head of the Iraqi caretaker government, Adel Abdul-Mahdi, as the two sides discussed other files of the military, financial and political partnership between Washington and Baghdad."

And the threat of Iraq being subjected to US sanctions on the horizon after the assassination of the Iranian General, Qassem Soleimani, as a result of a US air raid near Baghdad International Airport, on January 3, the event to which the Iraqi Parliament responded by voting, on January 5, in favor of a resolution demanding the Prime Minister to act to remove About 5,300 American soldiers from the country.

In response to this decision, US President Donald Trump has threatened to impose sanctions against Iraq in the event that Baghdad insists on withdrawing US forces.

Iraq, like other countries, maintains government accounts in the New York Federal Reserve, as an important part of the country's financial affairs administration, including oil sales revenue. The loss of access to the account could limit Iraq’s use of these revenues, which raises a monetary crisis in the financial system and limits important resources for the economy.

And the United States previously prevented Baghdad from accessing the aforementioned account for several weeks, on the grounds of suspicions that part of its money was used to meet Iran's needs, as well as to finance the "ISIS" organization.    LINK

US State Department spokeswoman Morgan Ortagos said on Monday (January 13, 2020) that the Iraqi parliament’s vote on a law obligating foreign forces to leave Iraq is defective and challenged its legitimacy.

"The Iraqi parliament’s vote to withdraw the American forces is deficient due to the absence of the representatives of the sects from the session," Ortagos quoted Sky News as saying.

And the US State Department spokeswoman, Morgan Ortagos, said Monday (06 January 2020) that the American forces made sacrifices in order for Iraq to be stable, and it is in the interest of Iraq that our forces remain.

"The Trump administration has supported the protests that have taken place due to Iran's influence in Iraq," Morgan Ortagos said in statements to Al-Arabiya Al-Hadath, noting that "the protesters want to end Iranian influence and we will continue to support the Iraqi people in this."

Ortagos added, "The American forces made sacrifices in order for Iraq to be stable, and it is in the interest of Iraq that our forces remain and ally with them."

And about the recent decision of the House of Representatives, which voted to remove foreign forces from the country, she said: "We were very disappointed after the vote to remove our forces."

Regarding the threat of factions targeting the American forces in Iraq, the State Department spokeswoman stressed that "any attack by armed factions against American interests and forces will be treated as an attack by Iran."

The Iraqi parliament, on Sunday (January 05, 2020), voted in favor of the government’s obligation to remove foreign forces from the country, cancel the security agreement with the United States, and cancel the request to assist the international coalition led by Washington in combating terrorism.

And US President Donald Trump has threatened to impose sanctions on Baghdad after the parliament voted to remove foreign forces, on condition that Baghdad pays Washington the cost of building its air base.

"If Iraq demands the departure of American forces and this is not done on an amicable basis, we will impose sanctions on them they have never seen before. Iran's sanctions will be a small thing next door," Trump said.   LINK

 don't know for sure, but I have a strong feeling there is no coincidence's about these to events taking place now.  Even the CBI has told us they reduced the note count, they even show in their spread sheets on the Arabic side (per Delta) that they have paid for the recent new printing of money to the tune of approximately $190 million +- over the last year or so.

There were and are videos brought in by Delta that showed the process of what they are doing with the large notes. They were and may still be destroying them like the Turkmenistan Model describes in the Final Article Thread. In the video they were not showing worn and torn notes. They were showing good quality 25k notes and in very large quantities.

Reuters reported today, Saturday, that the Iranian news agency, Fars, says in a rare report that protesters tore pictures of the Revolutionary Guards' commander, Qassem Soleimani.

The Iranian agency indicated that the protesters chanted slogans against senior officials after admitting the downing of the plane.

The agency, which is widely seen as being close to the guards, conveyed pictures of the gathering and a torn banner that included a picture of Soleimani, and also indicated that the number of protesters ranged between 700 and 1,000 people.

According to the Iranian "ISNA" agency, dozens of students gathered in front of Amir Kabir University, in Hafiz Street in the center of the capital, Tehran, demanding the dismissal of those responsible for the accidental shooting down of the plane, and justice for the families of the victims, and they raised slogans condemning the Revolutionary Guards and President Hassan Rouhani, holding them responsible for dropping The plane and not announcing it to the people.

Videos were posted on social media, showing the gathering of demonstrators near Amir Kabir University in Tehran, chanting slogans demanding the resignation of Iranian Supreme Leader Ali Khamenei and the commander of the Air Force, against the background of the authorities' recognition of the targeting of the Ukrainian plane.

The legal expert, Tariq Harb, confirmed on Tuesday, January 7, 2020, that the United States will not pursue Iraq’s money deposited in the US federal treasury after all its debts have been settled against its companies.

Harb said, in a statement to the obelisk, that "five years ago, Iraq made a settlement with the United States of America by paying more than 500 million dollars on all debts claimed by American companies for Iraq."

Harb added, "The agreement provides for America's commitment, after that, to not institute any lawsuit against Iraq, whether it is administrative, legal, or judicial."

Harb pointed out that "Iraq remains in need of US banking facilities and to cooperate with the US Treasury on what is being reported to Iraq from money laundering operations or financing of terrorism or the inclusion of major financial corruption for some of the personalities."

He continued, "Iraq needs to deal with the US federal treasury, and the important financial decisions it issues for Iraq, as well as it needs to Morgan Bank, which is the main provider of financial services, as he from time to time informs Iraq of the bodies and people who transferred the money abroad to do After that, Iraq will be audited by the competent authorities in this matter."   LINK

The Parliament will hold its regular session tomorrow, Saturday, to vote on several bills.

A representative source said in a press statement that "the session No. 27 will be held at exactly one o'clock in the afternoon from tomorrow, Saturday, explaining that, according to the session's agenda, a vote will be taken on the proposal to amend the Federal Financial Management Law No. 6 of 2019, and also vote on a draft law to join Iraq To the International Land Transport Agreement of 1975".

He added: The session will also witness the second reading of the proposal to amend the Iraqi Commission for Accreditation Law No. 78 of 2017, and complete the vote on the health insurance law proposal.    LINK

Markets recorded in the past few days a relatively high exchange rate of the dollar against the Iraqi dinar, as well as the high price of gold locally, at a time when specialists considered this rise within the normal rates and does not call for fear; because the conditions that Iraq has gone through previously proved that.

On Friday, gold prices recorded 260 thousand dinars, while the exchange rate of the dollar amounted to 122 thousand Iraqi dinars against the hundred dollars, after it reached 124 thousand dinars per hundred dollars last week.

General conditions

The banking advisor, Dr. Issam Al-Mahawili, stated that "the high dollar exchange rate is influenced by circumstances, news and general conditions as (spongy boarding) and temporary and will return to its normal levels, but it will take one or two weeks at the most."

Al-Mahawili added in an interview with Al-Sabah that this fluctuation in the price will continue for a period until the gap between supply and demand returns to its normal size. 

Calling for "not to buy dollars and deal." 

It is used in buying and selling and relying in the daily commercial dealings on the dinar, because this will reduce the demand for it, which increases the supply. "

Pointing out that the market is now it is controlled by the central bank, except from some weak souls who take advantage of these conditions to raise prices, as there is a state of general confusion in the gold markets and exchange rates locally.    LINK

MilitiaMan:  They are calling out to not buy Dollars. Interesting timing! It seems they now have a need to support the dinar and even more now especially when moving into a new phase of going into a market economy. imo. They will need to support the dinar to protect the poor segments of society during the roll over into it.

The CBI is in control of the market they say, thus, they state the were capable of handling imbalances. They give assurances that Iraq is a rich country! They are saying the abundance of Dollars in the market is a concern.. Imo. This is supporting they are now looking to quit using the Dollar. Thereby, supporting the Dinar. Once they cease MCP's the demand of the Dinar will increase. imo.. 

Yesterday, the CBI Governor, ITB, Finance Minister, etc., told us they were going to protect the currency internally and externally.  That is meaning to me, they have the mechanisms in place to do so. One mechanism would be to stop the MCPs and raising the rate of the IQD.  The supply and demand will equalize over time, it may only take a couple weeks once they do?

Regardless, that sort of support is a requirement by the IMF for completion and ascension into a market economy, imo. Iraq has been given orders to complete the MR process and they clearly are making that very apparent, as to the effect to that is exactly what they are doing!!! imo.

HoosierGirl:  Well it seems from what I'm hearing on the news, that the Iranian "influence" in Iraq's government has been "exposed" worldwide by the Trump Administration members. 

People now know it is NOT Iraqis who are doing the dirty work, but the Iranians inside the GOI AND that those have been bribed.  The Iraqi citizens have burned many of their homes to express they want rid of them. Mahdi has resigned but not left.

There is a timing issue there I would think IMO IMO IMO.  NOW they are going to suddenly hold a session for the new PM FINALLY maybe. 

I believe with the events of the past few days they are all realizing that the United States of America isn't going anywhere.  Iran's rockets were pathetic.  Just listened to one man on the news say that their rockets are capable of hitting something within a half mile estimate of their target! 

He didn't believe they were even capable of setting them off to intentionally NOT hit our bases or military.  It was pure luck (or God's design) that they didn't hit anything. 

Pres. Trump and Teams have shown Iran that we won't back down and I think they now know it's time to stop the nonsense.

Sadr also called for efforts to nominate a new premier for Iraq, pointing out that a new strong government could protect the country's sovereignty and independence, which he noted that it should be formed within 15 days.

Iraqi TV broadcasted the protestors giving the government until Friday to appoint a prime minister that they have picked or there will be a Million Man March on the green zone and that the protestors claim innocence and declare the decisions by Parliament to be illegal.

The protestors are still in streets saying "three more days" to the deadline on the government giving them the prime minister they chose and they declare innocence of Parliament and consider all Parliament decisions illegal.

Iranian TV is showing their Parliament voting to name the USA as a terrorist group and indicating that Iran's foreign minister is going to expose names of Westerners who have taken bribes since the USA backed out of the deal.

Many legal activists on Iraqi TV saying what Parliament did was illegal and that a caretaker government cannot do such actions . Also, Iraqi TV broadcasts the USA preparing sanctions against them and the list starts with freezing all oil revenue through the USA.  They indicated that all USA companies would not do business with Iraq they will pull out and then the USA will shut down the daily currency auctions along with several others on list as well.

The Kurds say they are not concerned about Parliament's vote on the troops leaving because it's against the law, however, they will file a complaint with the federal court and block any move of the law.

An economist for Iraq says if the USA puts sanctions on Iraq that would mean famine for Iraq. The citizens are demonstrating "for" America in the streets....they don't want sanctions and are saying Parliament does not represent them.

Reuters: Dozens of U.S. oil workers leaving Iraq after air strike (1/3/20)

BASRA, Iraq (Reuters) - Dozens of U.S. citizens working for foreign oil companies in the southern Iraqi oil city of Basra were leaving the country on Friday, the Oil Ministry said, after a U.S. air strike killed a top Iranian commander in Iraq.

The U.S. embassy in Baghdad urged all its citizens to leave Iraq immediately, hours after the U.S. killed Iranian Quds Force leader Qassem Soleimani and Iraqi militia commander Abu Mahdi al-Muhandis. 

Iraqi officials said the evacuation would not affect operations, production or exports. 

Company sources told Reuters earlier the workers were expected to fly out of the country.  

Oil production in Iraq, the second-biggest producer in the Organization of the Petroleum Exporting Countries, was about 4.62 million barrels per day (bpd), according to a Reuters survey of OPEC output. 

A spokesman for BP (BP.L), which operates the giant Rumaila oil field near Basra, declined to comment. Rumaila produced around 1.5 million bpd as recently as April. 

Italian energy group Eni (ENI.MI) said Iraq’s Zubair oil field, which produced around 34,000 bpd net to Eni last year - a fraction of the field’s overall output - was “proceeding regularly”. Eni said the group was closely monitoring the situation in Iraq. 

Genel (GENL.L), an oil producer in the autonomous region of Kurdistan in northern Iraq, said its operations were continuing normally. It did not comment on any staff movements. 

Gulf Keystone Petroleum (GKP.L), which also operates in Kurdistan, said “while these events are taking place in the south of Iraq, Gulf Keystone is closely monitoring the situation and operations at (the) Shaikan (field) are carrying on as per usual”.

Today, Friday, a senior official revealed new information related to the main reason behind the killing of Qassem Soleimani by the United States, adding that the commander of the Iranian Quds Force came to Iraq for two purposes.

"The first goal of Soleimani's visit to Iraq comes to complete the scheme to storm the US embassy in the Green Zone, central Baghdad, after the failure of the first attempt that took place last Tuesday," the official said in a statement to Al-Hurra channel, followed by "Al-Ikhbaria".

The Iraqi official, who requested not to be named, added that "Soleimani arrived Thursday evening in Baghdad and was planning to supervise the storming operation on Friday evening." "Soleimani was upset with the resigned Iraqi Prime Minister, Adel Abdul Mahdi, because he asked the PMF elements to withdraw from the American embassy in Baghdad on Thursday," the senior official said.

He emphasized that "the commander of the Iranian Quds Force, Qassem Soleimani, was planning to reintroduce elements of the Iraqi militias loyal to Tehran once again to the Green Zone to implement the storming and control of the American embassy." "In addition to the plot to storm the US embassy in Baghdad, Soleimani was also planning to press for the imposition of a candidate close to Tehran to take over as prime minister," the senior Iraqi official said.

He continued, "The other two names are each of the Iraqi businessman residing in Jordan, Majed Al-Saadi and retired judge Mohammed Al-Uraibi."

He emphasized that "the plan requires that the construction bloc led by Hadi al-Amiri present these names to President of the Republic Barham Salih on Friday, with the choice being decided on Saturday and then assigning the new candidate next week after the Iraqi Army holiday, which falls on Monday."  LINK

The history of Iraqi debts in general and foreign ones in particular is a sad and dark fact in the modern economic history of Iraq. For the past four decades, the government debt has remained far from its philosophy of borrowing in order to invest in development and achieve economic prosperity by virtue of the exceptional circumstances and political factors.

In the last decade of the 1980s, during the war with Iran, external borrowing was used to finance the deadly war machine, which is a fatal consumer debt and odious debt, accompanied by internal borrowing for the same consumer spending purpose. 

In the year 2004, the Paris Club Secretariat estimated the external debt of Iraq for the pre-1990 stage at about $ 128 billion, at which time it was decided to write off 80% of it under the Paris Club Agreement.

That agreement was based on Security Council Resolution 1483 in May 2003 regarding the settlement of Iraq's external debt to its creditors. As debts accumulated before the year 1990 due to interruption of payments and the inability to pay and the application of the terms of the debt agreements formally signed with the various creditors, whether sovereign ones that belong to the group of nineteen Paris Club countries or to official creditors from the group of 54 countries creditor to Iraq from outside the Paris Club group, as well For thousands of commercial creditors.

 What the bilateral debt agreements have shown with the creditor parties has indicated decisions to pay the accumulated interest, whether on the level of the principal, or the acceptance of the delay interest, and according to the provisions of the debt contract, most of which are formally signed with the creditor parties in the 1980s.

Today, Wednesday, the US Secretary of State Mike Pompeo postponed a scheduled trip to Ukraine to "follow the situation" in Iraq, where crowd protesters stormed the American embassy in Baghdad, according to State Department spokeswoman Morgan Ortagos.

The spokeswoman said in a statement that the entire tour that would have led Pompeo at the weekend to Ukraine, Belarus, Kazakhstan, Uzbekistan and Cyprus will be reorganized.

On Tuesday, a group of demonstrators stormed the American embassy in Baghdad, condemning the air strikes targeting the Hezbollah Brigades, which resulted in the death of 25 people.

The spokeswoman said Pompeo's travel was postponed "because of the need for the Secretary of State to be in Washington, DC, to continue monitoring developments in Iraq and ensuring the safety and security of Americans in the Middle East."

"Minister Pompeo's trip will be rescheduled in the near future as he looks forward to making this visit," she added.

Kiev's visit would have been the first by a US official to this level since a scandal broke out in 2019 against the backdrop of a controversial phone call in which President Donald Trump tried to pressure his Ukrainian counterpart, Volodymyr Zelinsky, to discredit Joe Biden, a potential Democratic presidential candidate.

Today, Wednesday, the Pentagon asked the American Congress and government officials to avoid traveling to Iraq and Syria due to the current circumstances in Iraq and what happened in front of the American embassy in Baghdad.

And a memorandum bearing the signature of US Defense Secretary Mark Asper stated that government officials and members of the US Congress are not allowed to travel to Iraq and Syria until January 15th.
