Don961:  The US Secretary of Defense denies the news of the withdrawal from Iraq

US Defense Secretary Mark Esper denied reports circulated about US plans to withdraw from Iraq, after reports to Reuters and other media about a message from the US military stating the withdrawal.

"There is absolutely no decision to withdraw from Iraq," Reuters quoted Esber when asked about the letter, adding that there were not even plans to prepare for withdrawal.

For his part, US Chief of Staff Mark Miley said that the circulating message was a draft aimed at coordination, and it should not have been published.

In turn, the Pentagon spokesman confirmed that there is no change in the policy of the United States of America regarding the presence of its forces in Iraq.

He said that we are continuing to consult with the government of Iraq on defeating the Islamic State and supporting the Iraqi security forces.

The French press agencies and Reuters reported that American forces within the international coalition had informed Baghdad in an official message that they would relocate their forces outside Iraq in the coming weeks

The French Press Agency quoted a statement issued by the Joint Task Force in Iraq as saying that the decision came out of respect for the request of the Iraqi Parliament and Prime Minister, and the sovereign decision that called for the departure of the American forces.

In the letter signed by the Commander of the American Task Force in Iraq, Brigadier General William Sealy III, which was confirmed by a US military official and another Iraqi to the French news agency, the American army stated that the coalition forces - led by the United States - "will reposition their forces in the coming weeks."

For its part, the Iraqi Joint Operations Command said that it cannot confirm or deny the authenticity of the message that the American forces intend to withdraw.

The head of the caretaker government in Iraq, Adel Abdul-Mahdi, stressed in a statement to his office after receiving the American ambassador to Iraq, Matthew Tooler, on the necessity of joint work to implement the withdrawal of foreign forces according to the decision of the Iraqi parliament, and to put relations with the United States on sound grounds, as he put it.

Leaked footage from the voting session on the expulsion of American forces from Iraq revealed how the speaker of the Iraqi parliament underwent one component without the presence of the rest of the components.

The leak, which was circulated on social media, on Monday, January 6, 2020, showed Muhammad al-Halbousi, the speaker of parliament, following the instructions of Shi'a MPs by invalid voting on the decision to expel foreign forces from Iraq.

Al-Halbousi said: “Let us speak frankly. The vote here today is Shi’ite. I would have hoped that Iraq would unite today with a decision approved by Sunnis, Kurds and minorities, which reveals that voting to expel the Americans is a null decision dominated by deputies who follow Iran without any calculations in favor of the Iraqis.

Al-Halbousi said openly that the decision to agree to expel American and foreign forces means cutting off international financial dealings with Iraq, as well as the absence of salaries paid to employees.

These leaks coincide with the escalation of the attack on the House of Representatives by the rebels and the assertion that it does not represent the Iraqis with its decisions that serve Iran and harm Iraq.

US Secretary of State Mike Pompeo released, on Tuesday, a video clip filmed from inside a Baghdad house the moment rockets landed in the Green and Jadriya area last Sunday.

Pompeo commented on the video clip in a tweet on his Twitter account, saying: “While ordinary Iraqis were meeting with their families, the Hezbollah brigades fired Katyusha rockets around Baghdad, I am angry. The supported terrorists are still threatening the safety of the Iraqis ... ? ”

Unidentified persons launched rockets last Sunday, one of which landed near the US embassy in the Green Zone, while another landed in the Jadiriya area.

Security sources said that one of the rockets landed on a house and killed an entire family.   LINK

Reuters: Dozens of U.S. oil workers leaving Iraq after air strike (1/3/20)

BASRA, Iraq (Reuters) - Dozens of U.S. citizens working for foreign oil companies in the southern Iraqi oil city of Basra were leaving the country on Friday, the Oil Ministry said, after a U.S. air strike killed a top Iranian commander in Iraq.

The U.S. embassy in Baghdad urged all its citizens to leave Iraq immediately, hours after the U.S. killed Iranian Quds Force leader Qassem Soleimani and Iraqi militia commander Abu Mahdi al-Muhandis. 

Iraqi officials said the evacuation would not affect operations, production or exports. 

Company sources told Reuters earlier the workers were expected to fly out of the country.  

Oil production in Iraq, the second-biggest producer in the Organization of the Petroleum Exporting Countries, was about 4.62 million barrels per day (bpd), according to a Reuters survey of OPEC output. 

A spokesman for BP (BP.L), which operates the giant Rumaila oil field near Basra, declined to comment. Rumaila produced around 1.5 million bpd as recently as April. 

Italian energy group Eni (ENI.MI) said Iraq’s Zubair oil field, which produced around 34,000 bpd net to Eni last year - a fraction of the field’s overall output - was “proceeding regularly”. Eni said the group was closely monitoring the situation in Iraq. 

Genel (GENL.L), an oil producer in the autonomous region of Kurdistan in northern Iraq, said its operations were continuing normally. It did not comment on any staff movements. 

Gulf Keystone Petroleum (GKP.L), which also operates in Kurdistan, said “while these events are taking place in the south of Iraq, Gulf Keystone is closely monitoring the situation and operations at (the) Shaikan (field) are carrying on as per usual”.

Today, Friday, a senior official revealed new information related to the main reason behind the killing of Qassem Soleimani by the United States, adding that the commander of the Iranian Quds Force came to Iraq for two purposes.

"The first goal of Soleimani's visit to Iraq comes to complete the scheme to storm the US embassy in the Green Zone, central Baghdad, after the failure of the first attempt that took place last Tuesday," the official said in a statement to Al-Hurra channel, followed by "Al-Ikhbaria".

The Iraqi official, who requested not to be named, added that "Soleimani arrived Thursday evening in Baghdad and was planning to supervise the storming operation on Friday evening." "Soleimani was upset with the resigned Iraqi Prime Minister, Adel Abdul Mahdi, because he asked the PMF elements to withdraw from the American embassy in Baghdad on Thursday," the senior official said.

He emphasized that "the commander of the Iranian Quds Force, Qassem Soleimani, was planning to reintroduce elements of the Iraqi militias loyal to Tehran once again to the Green Zone to implement the storming and control of the American embassy." "In addition to the plot to storm the US embassy in Baghdad, Soleimani was also planning to press for the imposition of a candidate close to Tehran to take over as prime minister," the senior Iraqi official said.

He said, "Soleimani was planning to interview five candidates, all of whom are former Minister of Communications Muhammad Tawfiq Allawi, former commander of the Counter-Terrorism Agency Abdul-Ghani al-Asadi and current intelligence director Mustafa al-Kazemi." He continued, "The other two names are each of the Iraqi businessman residing in Jordan, Majed Al-Saadi and retired judge Mohammed Al-Uraibi."

He emphasized that "the plan requires that the construction bloc led by Hadi al-Amiri present these names to President of the Republic Barham Salih on Friday, with the choice being decided on Saturday and then assigning the new candidate next week after the Iraqi Army holiday, which falls on Monday."  LINK

The history of Iraqi debts in general and foreign ones in particular is a sad and dark fact in the modern economic history of Iraq. For the past four decades, the government debt has remained far from its philosophy of borrowing in order to invest in development and achieve economic prosperity by virtue of the exceptional circumstances and political factors.

In the last decade of the 1980s, during the war with Iran, external borrowing was used to finance the deadly war machine, which is a fatal consumer debt and odious debt, accompanied by internal borrowing for the same consumer spending purpose. 

In the year 2004, the Paris Club Secretariat estimated the external debt of Iraq for the pre-1990 stage at about $ 128 billion, at which time it was decided to write off 80% of it under the Paris Club Agreement.

That agreement was based on Security Council Resolution 1483 in May 2003 regarding the settlement of Iraq's external debt to its creditors. As debts accumulated before the year 1990 due to interruption of payments and the inability to pay and the application of the terms of the debt agreements formally signed with the various creditors, whether sovereign ones that belong to the group of nineteen Paris Club countries or to official creditors from the group of 54 countries creditor to Iraq from outside the Paris Club group, as well For thousands of commercial creditors.

 What the bilateral debt agreements have shown with the creditor parties has indicated decisions to pay the accumulated interest, whether on the level of the principal, or the acceptance of the delay interest, and according to the provisions of the debt contract, most of which are formally signed with the creditor parties in the 1980s.

Today, Wednesday, the US Secretary of State Mike Pompeo postponed a scheduled trip to Ukraine to "follow the situation" in Iraq, where crowd protesters stormed the American embassy in Baghdad, according to State Department spokeswoman Morgan Ortagos.

The spokeswoman said in a statement that the entire tour that would have led Pompeo at the weekend to Ukraine, Belarus, Kazakhstan, Uzbekistan and Cyprus will be reorganized.

On Tuesday, a group of demonstrators stormed the American embassy in Baghdad, condemning the air strikes targeting the Hezbollah Brigades, which resulted in the death of 25 people.

The spokeswoman said Pompeo's travel was postponed "because of the need for the Secretary of State to be in Washington, DC, to continue monitoring developments in Iraq and ensuring the safety and security of Americans in the Middle East."

"Minister Pompeo's trip will be rescheduled in the near future as he looks forward to making this visit," she added.

Kiev's visit would have been the first by a US official to this level since a scandal broke out in 2019 against the backdrop of a controversial phone call in which President Donald Trump tried to pressure his Ukrainian counterpart, Volodymyr Zelinsky, to discredit Joe Biden, a potential Democratic presidential candidate.

Today, Wednesday, the Pentagon asked the American Congress and government officials to avoid traveling to Iraq and Syria due to the current circumstances in Iraq and what happened in front of the American embassy in Baghdad.

And a memorandum bearing the signature of US Defense Secretary Mark Asper stated that government officials and members of the US Congress are not allowed to travel to Iraq and Syria until January 15th.

The memo excludes the US president, his deputy, the secretary of defense, some ministers, and the chief of staff from banning travel to Iraq and Syria.

The Parliamentary Legal Committee confirmed today, Monday, the existence of legal treatment regarding the delay in the Federal Financial Budget Law for 2020.

Committee member Hussein Al-Aqabi said in a press statement, "The committee has legal treatment, which is the previous financial management law that we previously resorted to in the year 2014, when spending is done on the budget law for 2019 at a rate of 1 to 12," noting that "the law allows The government may send any bill, and the last say remains with the parliament." He added, "The internal system in the cabinet allowed the government to send some draft laws that do not have technical and legal problems," noting that "the general budget expresses the general policy of the executive authority in the management of the state and cannot be technically and legally for the government to send."

Al-Uqabi stressed that "the current government is a caretaker government and parliament cannot set a budget, and there is no permanent government with full powers that can implement this financial policy of the state." The Parliamentary Finance Committee confirmed last Thursday that the deficit in the public budget was the last time it reached Parliament.

The head of the committee, Haitham al-Jubouri, said in a press statement that "the general budget for the next year is still with the government and it has not been sent to Parliament because of the financial deficit," noting that "the fiscal deficit in the budget amounted to 25 billion dinars."  LINK

Frank26  ...on January 1st IMO a 2020 budget for the Iraqi government should come out.  IMO it has a higher chance of coming out with a new rate for new small category notes they want to introduce so badly.  They are in the position to do so in that budget.  If not then based on how much longer or violent the protesting will be that might be the barometer that we need in order to determine when we're gonna see the new rate...this rioting is definitely influential in when they're going to release it...

footforward   Let me be really clear. I don't believe there has been an "in country ...I'm suggesting somewhere on paper they have changed their money supply for when the RV happens. They are getting ready for this...If they have reduced the money supply, that is a huge change. That hasn't been done before...Not like this...So the only other thing that would account for a shift of 45 trillion in their money supply is if the value increased...I think they went from 50 trillion dinar notes to 5 trillion notes and fills...If they revalued and had that much currency, the dinar wouldn't be worth much...

The former deputy, Jawad Al-Shuhaili, revealed the disappearance of 15 tons of gold in the Central Bank of Iraq.

Al-Shuhaili said in a press statement followed by “Al-Akhbariya”, that “15 tons of gold have disappeared in the Central Bank of Iraq.”

He explained, “I filed a lawsuit with the public prosecutor, and the Central Bank replied to me not to buy gold, but he acknowledged the existence of gold.”

He added that “the time of buying gold took place during the presidency of Sinan al-Shabibi, and the loss came directly after it,” noting that “the central bank closed the case without adequate investigation.”

The "Sputnik" agency revealed that a military convoy of the American occupation army includes dozens of trucks loaded with military and logistical equipment that crossed the Iraqi-Syrian border towards the province of Hasaka.

The agency added that the US military convoy included 30 trucks loaded with military equipment, ammunition, four-wheel drive vehicles and fuel tanks.

He pointed out that these mechanisms were entered through the illegal Al-Waleed land border crossing with the Kurdistan region of Iraq, on the night of “Thursday-Friday”, and were stationed at the American military base in the Tel Baidar area (your palace) north of Hasaka.

She pointed out that the new American military convoy is the third of its kind since the beginning of December this year, as it was preceded by sending military reinforcements during the past weeks to the bases of the American occupation army mainly in the governorates of Hasaka and Deir Al-Zour, in order to enable the American grip on oil and gas fields in District.   LINK

The Iraqi and Chinese governments signed, at the end of last September, eight agreements and memoranda of understanding in the presence and supervision of Prime Minister Adel Abdul Mahdi and Chinese Premier Li Keqiang, at the end of the expanded round of discussions between the Iraqi and Chinese official delegations in Beijing.

In the forefront of the agreements and memoranda of understanding signed, the agreement to implement the framework agreement mechanisms between the Ministry of Finance and the Chinese Credit Guarantee Agency (Sainh Shore), the Economic and Technical Cooperation Agreement, and a memorandum of understanding between the Iraqi Ministry of Finance and the Chinese Ministry of Trade on cooperation for post-war reconstruction in Iraq, and a memorandum of understanding between The Ministry of Communications and the Chinese Office of Satellite Navigation,

a security memorandum of understanding between the Iraqi Ministry of Interior and General Security in China, and a memorandum of understanding between the Iraqi and Chinese foreign ministries regarding the lands designated for the two diplomatic missions,

Delta   ...more confirmation that we may see something...the Trade Bank of Iraq they came out with three separate announcements for their own customers...They're stating that they are going to start suspending some activities...you cannot withdraw cash starting on Thursday [26th]...And on Sunday the 29th they're going to suspend all the wire transfers and all the deposits. 

On Sunday you cannot deposit cash and cannot wire transfer...I've never seen a bank shutting down the cash.  You cannot withdraw cash.  You cannot deposit cash. 

This is very interesting to see because it's never happened before...  ..you [CBI] are about to introduce the lower denominations.  You're about to change your rate. 

You don't want to mess this one up...I've never seen this pattern before...there's something fishy here.  There's something going on IMO...they might load those ATMs with lower denominations. 

Whatever the case definitely it's very interesting and this is out of the pattern...Everything is shut down and now is the right time for you to show everything...
