DELTA:  Iraq: Following the joint World Bank – WTO Workshop on the Accession of Iraq, which took place in Beirut on 25-26 July, the Secretariat, the World Bank and the Government of Iraq are working towards organizing a High-Level Conference on the WTO Accession of Iraq, in Baghdad, at the end of November.

The conference is intended to facilitate the formal reactivation of the accession process. A visit to Baghdad by the Chairman of the Working Party, Ambassador Omar Hilale (Morocco), is envisaged to take place at the same time as the conference.

Samson:  Parliamentary Finance reveals details of the new salary scale for employees of Iraq

The Finance Committee, chaired by MP Haitham al-Jubouri, and its members attended on Monday 25/11/2019 a meeting at which the Federal Civil Service Law was discussed and a new formula for the salary of state employees was sent and sent to the government.

According to the meeting, the preparation of a new salary scale for state employees ensures social justice and eliminates the large differences between salaries as well as it is a major demand of the demonstrators to be achieved.

On the other hand, Chairman of the Finance Committee Haitham al-Jubouri stressed the need to maximize non-oil revenues such as taxes and full control over border ports and customs to supplement the state investment budget to complete the lagging projects and initiate other important projects such as hospitals and schools.

In this regard, the Finance Committee directed to host the Governor of the Central Bank, the Chairman of the Border Ports Authority, the Head of the Customs Authority and the Head of the Tax Authority to identify the problems facing them and find quick solutions to them.   LINK

The regional minister for talks between Erbil and Baghdad Khalid Shwani on the agreement between the Kurdistan Regional Government and the federal government on the budget next year 2020 in the framework of a comprehensive agreement with Baghdad.

Shwani said in a press interview that "the delegation of the region, which is visiting Baghdad, headed by the Minister of Finance and Economy in the government of the least Monday with the two deputy prime ministers for energy, finance, and oil and planning ministers in the federal government."

"What is important to us is to reach an agreement between the two sides, and no matter how many meetings between them and the dialogues are moving towards agreement, I hope and there are strong indications of reaching an agreement today."

He Huani that "the province will stick to hand over the amount of 250 thousand barrels per day of oil to Baghdad,"noting that "must deliver the region specified amount, but in return must be received by the financial entitlements and salaries of employees, and the wages of oil companies operating in the region."

And the start of the provincial government to hand over the amount of oil agreed to Baghdad between that "depends on the budget law for 2020, once the law began to be delivered 250 thousand barrels of oil to Baghdad daily."

He pointed out that "the debts of foreign companies owed by the regional government is a file of the files that are being Dialogue with Baghdad, and in the event of an agreement the two sides will be determined by a special payment mechanism that debt."

He explained that "according to the Constitution, the rights of the region are clear, especially the salaries of employees and other financial benefits, and this is unlike the funds for development, reconstruction and projects, all of which are discussed, while the region's share and proportion depends on the ongoing dialogues and agreement reached by the two sides."

Shwani revealed that the agreement between Baghdad and Erbil will be only for one year because the budget law will be for one year, while the agreement on the budget will be within the framework of a long-term agreement between the two sides.

Shwani noted that "the delegation visiting Baghdad special budget and financial file, but with regard to the amendment of the Constitution there is a special committee in the region, has begun its work, but the visit of its members to Baghdad has not yet been determined."

 He explained that "the powers are not given to one person but to the delegation, and the delegation has the authority to conclude and conclude, but with regard to strategic issues with Baghdad is returning to the political leadership in the region."   LINK

Mr.Harfax:  The following is strictly in my opinion…

As a Non American Expat one of the intriguing aspects of our study is the fascinating game of political chess that we are witnessing. Despite seeking out alternative sources of media I will admit there were times when I became narrowly focused on the Iraqi piece of the puzzle but experience and Frank’s gentle reminders has taught me to look further. There is reason for discussion on topics like the impeachment, Ukraine, Iran,etc.

The impeachment, imo, goes beyond the current spectacle. It has served as a gateway to discussion on Ukraine and deeds of former leadership. Coincidentally we are now seeing Ukrainian members of parliament demand an investigation into former ex-President Yanukovych and ties to an American Political Party and a wealthy foundation.

There is reason for isolation in Iran as it too was tied to former leadership in the US. Recent releases have coincidentally shown Iran’s ties to disruption to the middle east and once again ties to an American Political Party.

This multi-step process, imo, isn’t just about a soon to be released blessing. This game is setting up future leadership/strategy by greatly weakening an opponent. It is why I am keen to see the release of the FISA report. I truly believe the blessing will not arrive until Trump’s opponent is where his strategy intends to take them and while I’d love for the pace to pick up I must admit this is a fascinating story to behold.

According to the council's website calculations, the total mass of gold extracted in the world reached 190.040 tons at the end of 2017, and all historical gold artifacts are included in this figure, and is extracted from 2.5 to 3 tons annually.

According to FAO analysts, two-thirds of the total amount of gold was mined from the ground as of 1950. Almost half of the "ground" gold reserves are jewelry (47.7%).

Experts said gold reserves not yet recovered amounted to 54 thousand tons, and gold mining has grown in recent years, but experts expect a slowdown in the next 8-10 years.

During the month of the popular uprising, the amount of funds withdrawn from deposits in Lebanese banks exceeded $ 10 billion, according to IIF estimates. "Half of this amount has been transferred outside Lebanon, while the other half is still cash in the home (under the mattress) inside the country," said Garbis Aradian, chief economist at the International Finance Corporation (IFC).

Lebanese banks witnessed a rotation of closure and opening during the last month, the last of which was to return to work last Tuesday under security guards to prevent any problems between banks and their customers who were restricted their right to withdraw from their dollar deposits.

 The report pointed out that the repercussions of the deepening economic crisis in Lebanon, also included, the imbalance of confidence in government bonds amounting to $1.2 billion, as interest rates on maturity in March rose by 28% to 105%, compared to 13% five weeks ago, According to Bloomberg economic data.

Lebanon is facing its worst economic crisis since the civil war, following a wave of protests against the ruling elite on October 17 that led to the resignation of Prime Minister Saad Hariri on October 29.  Since they reopened, banks have been trying to avoid capital flight by preventing most cash transfers abroad and restricting foreign currency withdrawals, although the Central Bank of Lebanon has not announced any formal capital restrictions.   LINK

Samson:  Parliament is holding an evening session today that may witness an unprecedented event LINK

Fuze:  I would be surprised if this act releases the ri/rv, because I'm confident its not enough to satisfy demonstrators. After the first child fell from a snipers bullet,  the price of peace includes the Gauranteed change of the GOI and economic reforms.

I think the only hands the demonstrators will accept payment from is the UN; certainly not from the hands of treasonous murderous.

What happened to the UN National Dialogue Initiative that was being feverishly drafted and negotiated last week?  That I think is the big question! 

Let me try and answer it. Those "knuckle heads" in the GOI as our illustrious host so eloquently put it, are probably trying to avoid yielding to and submitting to the UN plan, by attempting to pass off Mahdi's 2018 proposed reforms in one last attempt to fool the demonstrators. IMO,  they are waisting time. Why?  Because they the GOI, dosen't have the credibility to provide a plan that the demonstrators would accept, no matter what it is....IMO

Blinkster:  How about this event facilitates/enables what they want?  Methinks that's probable. IMO.

MilitiaMan:  I do as well that it is very probable imo. The writing is on the wall now. They had a evening session that may have witnessed an unprecedented event.

The most unprecedented event to occur at this point is possibly two things, firstly, get the lead out and give the go ahead for the CBI to release what was delivered to the banks, to the citizens. Then, have agreements on the future of the GOI.

By having the funds to alleviate the pain and suffering (Note, never enough of course.), thus, having the room to act on the future plans of sorting the GOI properly along with the UNs help. The citizens are being guided by those that are smart enough to know that to do a complex government change requires patience, clarity, transparency and legalese. Those things will be thought about while facilitating the change that is coming. 

Frank has spoken to WS of late imo and there is indication from that, that the banks maybe or are ready for the citizens with NSCNs (small category notes).

WS's word "INCOMING" imo means be prepared for what we expect and that is an explosive event. An unprecedented event may have been within that meeting to trigger it.

Hence Frank is to be in all white tonight. That is in reference to new information he has, yet, it may be the white that is the finale of information we await.. As in the end game with Fireworks!!

Banks cannot sit on the new money for long! Once the Banks are populated with new currency, they know the story and what it means, imo So do the citizens.. lol imo ~ MM

Thomas:  I think the pictures of the Iranian politicians in Iraq were seen by the Iranian citizens and ignited a spark in them that their own politicians are corrupt.  The Iranian citizens do not appear to tolerate being taken advantage of and stolen from.  Hence the burning of their own central bank.  Also they see their neighbors fighting for the end of oppression and want the same thing.  IMO, I believe this is good for the Middle East.  The fall of the current regime in Iran is imminent.  God bless democracy, freedom, and the USA.

Baghdad - The United States threatened on Sunday, November 17, 2019, to take legal action against personalities involved in corruption and theft of the funds of the Iraqi people, while stressing that the change of the Constitution is a private Iraqi.

US Undersecretary of State Jo(e)y Hood said in an interview followed by obelisk, that "the coming months will see the United States take action against the corrupt who stole the money of the Iraqi people," noting that "those measures will be prolonged because they are legal."

Hood said that "the Iraqis want an end to rampant corruption," pointing out that "the United States of America will deal with any Iraqi national figure."

On the political and parliamentary efforts to change the Iraqi constitution, Hood stressed that "changing the constitution is an Iraqi matter that does not concern the United States or any other country."
It is noteworthy that the United States has in recent months imposed sanctions on figures in the Popular Mobilization under allegations of human rights violations.   link

Georgieva highlights the global debt burden as borrowing funds reach record levels, pointing out that sector borrowing accounts for the vast majority of total debt, noting that the increase in debt puts governments and individuals alike at risk if the economy slows.

International Monetary Estimates

The IMF estimates that global public and private debt reached a record high of $ 188 trillion, equivalent to 230 percent of global GDP.

Last month, the International Monetary Fund raised its warning about the high levels of debt of high-risk companies, exacerbated by ultra-low interest rates by central banks. The IMF warned that 40 percent, or nearly $ 19 trillion, of corporate debt in major economies such as the United States, China, Japan, Germany, Britain, France, Italy and Spain is at risk of defaulting in the event of another downturn in the global economy. 

Level of global debt

The Czech Republic
Hundreds of thousands of citizens took to the streets of Prague today in one of the largest anti-government protests since the fall of the communist regime, calling on Prime Minister André Papis to step down, on the eve of the 30th anniversary of the Velvet Revolution.

PARIS (

Five Morales supporters were killed yesterday in clashes with police and soldiers near Cochabamba. Thousands of farmers were trying to reach the city to join a mass demonstration.

Venezuela
Demonstrations returned to the streets of the country after a period of calm with the organization of the opposition led by Juan Guaido mass demonstrations to demand President Nicolas Maduro step down.

Guaidou gained new impetus after the resignation of Bolivia's Morales president, who was an ally of Maduro.

Chile
has been rallying since yesterday after political parties struck a deal in parliament to hold a referendum in April 2020 on a new constitution.

The protests are an extension of a three-week-old protest over rising metro ticket prices, then expanded to denounce social inequality, lower wages and higher education and healthcare costs.
