Pa never had much compassion for the lazy or those who squandered their
means and then never had enough for the necessities. But for those who were
genuinely in need, his heart was as big as all outdoors. It was from him
that I learned the greatest joy in life comes from giving, not from receiving.
 
It was Christmas Eve, 1881. I was fifteen years old and feeling like the
world had caved in on me because there just hadn't been enough money to buy
me the rifle that I'd wanted for Christmas. We did the chores early that
night for some reason. I just figured Pa wanted a little extra time so we
could read in the Bible.

After supper was over I took my boots off and stretched out in front of the
fireplace and waited for Pa to get down the old Bible. I was still feeling
sorry for myself and, to be honest, I wasn't in much of a mood to read
Scriptures. But Pa didn't get the Bible, instead he bundled up again and
went outside.

I couldn't figure it out because we had already done all the
chores. I didn't worry about it long though, I was too busy wallowing in
self-pity.
 
Soon Pa came back in. It was a cold clear night out and there was ice in
his beard. "Come on, Matt," he said. "Bundle up good, it's cold out
tonight." I was really upset then. Not only wasn't I getting the rifle for
Christmas, now Pa was dragging me out in the cold, and for no earthly reason
that I could see.

We'd already done all the chores, and I couldn't think of
anything else that needed doing, especially not on a night like this. But I
knew Pa was not very patient at one dragging one's feet when he'd told them
to do something, so I got up and put my boots back on and got my cap, coat,
and mittens. Ma gave me a mysterious smile as I opened the door to leave
the house. Something was up, but I didn't know what.
 
Outside, I became even more dismayed. There in front of the house was the
work team, already hitched to the big sled. Whatever it was we were going
to do wasn't going to be a short, quick, little job. I could tell. We
never hitched up this sled unless we were going to haul a big load. Pa was
already up on the seat, reins in hand. I reluctantly climbed up beside him.
The cold was already biting at me. I wasn't happy.
 
When I was on, Pa pulled the sled around the house and stopped in front of
the woodshed. He got off and I followed. "I think we'll put on the high
sideboards," he said. "Here, help me." The high sideboards! It had been a
bigger job than I wanted to do with just the low sideboards on, but whatever
it was we were going to do would be a lot bigger with the high side boards on.
 
After we had exchanged the sideboards, Pa went into the woodshed and came
out with an armload of wood - the wood I'd spent all summer hauling down
from the mountain, and then all fall sawing into blocks and splitting. What
was he doing?

Finally I said something. "Pa," I asked, "what are you
doing?" "You been by the Widow Jensen's lately?" he asked. The Widow
Jensen lived about two miles down the road. Her husband had died a year or
so before and left her with three children, the oldest being eight. Sure,
I'd been by, but so what?
 
Yeah," I said, "Why?"
 
"I rode by just today," Pa said. "Little Jakey was out digging around in
the woodpile trying to find a few chips. They're out of wood, Matt." That
was all he said and then he turned and went back into the woodshed for
another armload of wood. I followed him. We loaded the sled so high that I
began to wonder if the horses would be able to pull it.
 
Finally, Pa called a halt to our loading, then we went to the smoke house
and Pa took down a big ham and a side of bacon. He handed them to me and
told me to put them in the sled and wait. When he returned he was carrying
a sack of flour over his right shoulder and a smaller sack of something in
his left hand. "What's in the little sack?" I asked. Shoes, they're out of shoes.

Little Jakey just had gunny sacks wrapped around his feet when he
was out in the woodpile this morning. I got the children a little candy
too. It just wouldn't be Christmas without a little candy."
 
We rode the two miles to Widow Jensen's pretty much in silence. I tried to
think through what Pa was doing. We didn't have much by worldly standards.
Of course, we did have a big woodpile, though most of what was left now was
still in the form of logs that I would have to saw into blocks and split
before we could use it.

We also had meat and flour, so we could spare that,
but I knew we didn't have any money, so why was Pa buying them shoes and
candy? Really, why was he doing any of this? Widow Jensen had closer
neighbors than us; it shouldn't have been our concern.
 
We came in from the blind side of the Jensen house and unloaded the wood as
quietly as possible, then we took the meat and flour and shoes to the door.
We knocked. The door opened a crack and a timid voice said, "Who is it?"
"Lucas Miles, Ma'am, and my son, Matt... could we come in for a bit?"
 
Widow Jensen opened the door and let us in. She had a blanket wrapped
around her shoulders. The children were wrapped in another and were sitting
in front of the fireplace by a very small fire that hardly gave off any heat
at all. Widow Jensen fumbled with a match and finally lit the lamp.
 
"We brought you a few things, Ma'am," Pa said and set down the sack of
flour. I put the meat on the table. Then Pa handed her the sack that had
the shoes in it. She opened it hesitantly and took the shoes out, one pair
at a time.

There was a pair for her and one for each of the children -
sturdy shoes, the best... shoes that would last. I watched her carefully.
She bit her lower lip to keep it from trembling and then tears filled her
eyes and started running down her cheeks. She looked up at Pa like she
wanted to say something, but it wouldn't come out.
 
"We brought a load of wood too, Ma'am," Pa said. He turned to me and said,
"Matt, go bring in enough to last awhile. Let's get that fire up to size
and heat this place up."
 
I wasn't the same person when I went back out to bring in the wood. I had
a big lump in my throat and as much as I hate to admit it, there were tears
in my eyes too. In my mind I kept seeing those three kids huddled around
the fireplace and their mother standing there with tears running down her
cheeks with so much gratitude in her heart that she couldn't speak.

My heart swelled within me and a joy that I'd never known before, filled my
soul. I had given at Christmas many times before, but never when it had
made so much difference. I could see we were literally saving the lives of
these people.
 
I soon had the fire blazing and everyone's spirits soared. The kids
started giggling when Pa handed them each a piece of candy and Widow Jensen
looked on with a smile that probably hadn't crossed her face for a long
time. She finally turned to us. "God bless you," she said. "I know the
Lord has sent you. The children and I have been praying that he would send
one of his angels to spare us."
 
In spite of myself, the lump returned to my throat and the tears welled up
in my eyes again. I'd never thought of Pa in those exact terms before, but
after Widow Jensen mentioned it, I could see that it was probably true. I
was sure that a better man than Pa had never walked the earth. I started
remembering all the times he had gone out of his way for Ma and me, and many
others. The list seemed endless as I thought on it.
 
Pa insisted that everyone try on the shoes before we left. I was amazed
when they all fit, and I wondered how he had known what sizes to get. Then
I guessed that if he was on an errand for the Lord, that the Lord would make
sure he got the right sizes.


 
Tears were running down Widow Jensen's face again when we stood up to
leave. Pa took each of the kids in his big arms and gave them a hug. ... They
clung to him and didn't want us to go. I could see that they missed their
Pa, and I was glad that I still had mine.
 
At the door Pa turned to Widow Jensen and said, "The Mrs. wanted me to
invite you and the children over for Christmas dinner tomorrow. The turkey
will be more than the three of us can eat, and a man can get cantankerous if
he has to eat turkey for too many meals. We'll be by to get you about
eleven. It'll be nice to have some little ones around again. Matt, here,
hasn't been little for quite a spell." I was the youngest... my two
brothers and two sisters had all married and had moved away.
 
Widow Jensen nodded and said, "Thank you, Brother Miles. I don't have to
say, may the Lord bless you, I know for certain that He will."

Out on the sled I felt a warmth that came from deep within and I didn't
even notice the cold. When we had gone a ways, Pa turned to me and said,
"Matt, I want you to know something. Your Ma and me have been tucking a
little money away here and there all year so we could buy that rifle for
you, but we didn't have quite enough.

Then yesterday a man who owed me a little money from years back came by to make things square. Your Ma and me were real excited, thinking that now we could get you that rifle, and I started into town this morning to do just that, but on the way I saw little Jakey out scratching in the woodpile with his feet wrapped in those gunny sacks and I knew what I had to do. Son, I spent the money for shoes and a
little candy for those children. I hope you understand."
 
I understood alright... and my eyes became wet with tears again. I
understood very well, and I was so glad Pa had done it. Now the rifle
seemed very low on my list of priorities. Pa had given me a lot more. He
had given me the look on Widow Jensen's face and the radiant smiles of her
three children.
 
For the rest of my life, whenever I saw any of the Jensens, or split a
block of wood, I remembered, and remembering brought back that same joy I
felt riding home beside Pa that night. Pa had given me much more than a
rifle that night, he had given me the best Christmas of my life.

Just at that moment he heard the "ding" of the driveway bell. "Excuse me,
be right back," George said. There in the driveway was an old '53 Chevy.
Steam was rolling out of the front. The driver was panicked. "Mister can you
help me!" said the driver, with a deep Spanish accent. "My wife is with
child and my car is broken." George opened the hood. It was bad. The block
looked cracked from the cold, the car was dead.

"You ain't going in this thing," George said as he turned away.

"But Mister, please help ..." The door of the office closed behind George
as he went inside. He went to the office wall and got the keys to his old
truck, and went back outside. He walked around the building, opened the
garage, started the truck and drove it around to where the couple was
waiting. "Here, take my truck," he said. "She ain't the best thing you ever
looked at, but she runs real good."

George helped put the woman in the truck and watched as it sped off into
the night. He turned and walked back inside the office. "Glad I gave 'em the
truck, their tires were shot too. That 'ol truck has brand new ." George
thought he was talking to the stranger, but the man had gone. The Thermos
was on the desk, empty, with a used coffee cup beside it. "Well, at least he
got something in his belly," George thought.


George went back outside to see if the old Chevy would start. It
cranked slowly, but it started. He pulled it into the garage where the
truck had been. He thought he would tinker with it for something to do.
Christmas Eve meant no customers. He discovered the the block hadn't
cracked, it was just the bottom hose on the radiator. "Well, shoot, I can
fix this," he said to himself. So he put a new one on.

"Those tires ain't gonna get 'em through the winter either." He took the
snow treads off of his wife's old Lincoln. They were like new and he wasn't
going to drive the car anyway.

As he was working, he heard shots being fired. He ran outside and beside a
police car an officer lay on the cold ground. Bleeding from the left
shoulder, the officer moaned, "Please help me."

George helped the officer inside as he remembered the training he had
received in the Army as a medic. He knew the wound needed attention.
"Pressure to stop the bleeding," he thought. The uniform company had been
there that morning and had left clean shop towels. He used those and duct
tape to bind the wound. "Hey, they say duct tape can fix anythin'," he said,
trying to make the policeman feel at ease.

"Something for pain," George thought. All he had was the pills he used for
his back. "These ought to work." He put some water in a cup and gave the
policeman the pills. "You hang in there, I'm going to get you an ambulance."

The phone was dead. "Maybe I can get one of your buddies on that there
talk box out in your car." He went out only to find that a bullet had gone
into the dashboard destroying the two way radio.

He went back in to find the policeman sitting up. "Thanks," said the
officer. "You could have left me there. The guy that shot me is still in the
area."


George sat down beside him, "I would never leave an injured man in the
Army and I ain't gonna leave you." George pulled back the bandage to check
for bleeding. "Looks worse than what it is. Bullet passed right through 'ya.
Good thing it missed the important stuff though. I think with time your
gonna be right as rain."

George got up and poured a cup of coffee. "How do you take it?" he asked.

"None for me," said the officer.

"Oh, yer gonna drink this. Best in the city. Too bad I ain't got no
donuts." The officer laughed and winced at the same time.

The front door of the office flew open. In burst a young man with a gun.
"Give me all your cash! Do it now!" the young man yelled. His hand was
shaking and George could tell that he had never done anything like this
before.

"That's the guy that shot me!" exclaimed the officer.

"Son, why are you doing this?" asked George, "You need to put the cannon
away. Somebody else might get hurt."

The young man was confused. "Shut up old man, or I'll shoot you, too. Now
give me the cash!"

The cop was reaching for his gun. "Put that thing away," George said to
the cop, "we got one too many in here now."

He turned his attention to the young man. "Son, it's Christmas Eve. If you
need money, well then, here. It ain't much but it's all I got. Now put that
pea shooter away."

George pulled $150 out of his pocket and handed it to the young man,
reaching for the barrel of the gun at the same time. The young man released
his grip on the gun, fell to his knees and began to cry. "I'm not very good
at this am I? All I wanted was to buy something for my wife and son," he
went on. "I've lost my job, my rent is due, my car got repossessed last
week."

George handed the gun to the cop. "Son, we all get in a bit of squeeze now
and then. The road gets hard sometimes, but we make it through the best we
can."

He got the young man to his feet, and sat him down on a chair across from
the cop. "Sometimes we do stupid things." George handed the young man a cup
of coffee. "Bein' stupid is one of the things that makes us human. Comin' in
here with a gun ain't the answer. Now sit there and get warm and we'll sort
this thing out."

The young man had stopped crying. He looked over to the cop. "Sorry I shot
you. It just went off. I'm sorry officer."

"Shut up and drink your coffee " the cop said.

George could hear the sounds of sirens outside. A police car and an
ambulance skidded to a halt. Two cops came through the door, guns drawn.
"Chuck! You ok?" one of the cops asked the wounded officer.

"Not bad for a guy who took a bullet. How did you find me?"


"GPS locator in the car. Best thing since sliced bread. Who did this?" the
other cop asked as he approached the young man.

Chuck answered him, "I don't know. The guy ran off into the dark. Just
dropped his gun and ran."

George and the young man both looked puzzled at each other.
"That guy work here?" the wounded cop continued.

"Yep," George said, "just hired him this morning. Boy lost his job."

The paramedics came in and loaded Chuck onto the stretcher. The young man
leaned over the wounded cop and whispered, "Why?"

Chuck just said, "Merry Christmas boy ... and you too, George, and thanks
for everything."

"Well, looks like you got one doozy of a break there. That ought to solve
some of your problems."

George went into the back room and came out with a box. He pulled out a
ring box. "Here you go, something for the little woman. I don't think Martha
would mind. She said it would come in handy some day."

The young man looked inside to see the biggest diamond ring he ever saw.
"I can't take this," said the young man. "It means something to you."

"And now it means something to you," replied George. "I got my memories.
That's all I need."

George reached into the box again. An airplane, a car and a truck appeared
next. They were toys that the oil company had left for him to sell. "Here's
something for that little man of yours."

The young man began to cry again as he handed back the $150 that the old
man had handed him earlier.

"And what are you supposed to buy Christmas dinner with? You keep that
too," George said. "Now git home to your family."

The young man turned with tears streaming down his face. "I'll be here in
the morning for work, if that job offer is still good."

"Nope. I'm closed Christmas day," George said. "See ya the day after."

George turned around to find that the stranger had returned. "Where'd you
come from? I thought you left?"


"I have been here. I have always been here," said the stranger. "You say
you don't celebrate Christmas. Why?"

"Well, after my wife passed away, I just couldn't see what all the bother
was. Puttin' up a tree and all seemed a waste of a good pine tree. Bakin'
cookies like I used to with Martha just wasn't the same by myself and
besides I was gettin' a little chubby."

The stranger put his hand on George's shoulder. "But you do celebrate the
holiday, George. You gave me food and drink and warmed me when I was cold
and hungry. The woman with child will bear a son and he will become a great
doctor.

The policeman you helped will go on to save 19 people from being killed by
terrorists. The young man who tried to rob you will make you a rich man and
not take any for himself. "That is the spirit of the season and you keep it
as good as any man."

George was taken aback by all this stranger had said. "And how do you know
all this?" asked the old man.

"Trust me, George. I have the inside track on this sort of thing. And when
your days are done you will be with Martha again."

The stranger moved toward the door. "If you will excuse me, George, I have
to go now. I have to go home where there is a big celebration planned."

George watched as the old leather jacket and the torn pants that the
stranger was wearing turned into a white robe. A golden light began to fill
the room.

"You see, George ... it's My birthday. Merry Christmas."

George fell to his knees and replied, "Happy Birthday, Lord Jesus"

 Approval of the decision of the Board of Directors of the Central Bank
 Iraqi to adjust the exchange rate of the dollar against the dinar, including
 Equivalent to:

 1300 dinars for one dollar

The Iraqi authorities have approved a revaluation of the Iraqi dinar.

In a statement said on Tuesday, the Central Bank of Iraq (CBI) said that, starting on Wednesday, the exchange rates will be as follows:

1,300 dinars per dollar: the price of purchasing a dollar from the Ministry of Finance;

1,310 dinars per dollar: the selling price of the dollar to banks through the electronic platform; and,

1,320 dinars per dollar: the sale price of the dollar from banks and non-bank financial institutions to the final beneficiary.

The dinar had fallen as low as 1,470 dinars per dollar in recent days, causing increased prices for imported goods.

Yada:  Famous13, you have have heard the expression of "All boats rise with the tide", When the dinar increases, all those other countries who swapped with Iraq may see an increase in their values. They all exchange on the Forex so Im expecting an increase once the dinar increases.

Sooneriam:  we have some changes in Iraq and the currency world now

CharlieOK:  Sooneriam: When you reinstate something, you bring it back to it's original status prior to the event that lessened "its" value. The dinar was $3+/1 prior to being devalued. What we are seeing is the ptb allowing the "float game"….On the other hand, the ptb might give us the whole enchilada and revalue the entire first basket. Hope that is what they do.

CourntryDoc:  this was posted a couple of hours ago: Glajef wrote 2h ago NewMoney... Take 1 dollar and divide it by 1300 dinar. You get .000769 dollars per dinar. You can't take .000769 international but after you drop the 3 zeros you get .769 dollars per dinar. You can take that as the starting point. As enthusiasm grows for the dinar, that will grow which is what we want.

Jetpack:  just seems like opening on forex at 1300 that every legit currency trader globally would buy up as much as they could get their hands on and ride the wave! For years it seemed like they out don't take that route for this reason an dat least launch at a 1 to 1 rate.  But after 17 years on this ride we all have learned there is no way to predict the final outcome and we just have to stay patient and hopefully if this float will move quickly to 1:1 and beyond , thanks for all you day TonY, Ray, Tish and all whom have supportive the cause

RVAlready:  The 1300 appears not to be on forex, so in country only until they decide to make it international…Might also be 1300 for international treasury use, but not for retail US bank public use.

Tishwash:  The President of the Republic: We support the measures to raise the exchange rate of the dinar

Today, Wednesday, the President of the Republic, Abdul Latif Jamal Rashid, affirmed his support for the measures of the Council of Ministers and the Central Bank to raise the exchange rate of the dinar.

Rashid said in a tweet to him via Twitter, followed by (Baghdad Today), "We support the measures of the Council of Ministers and the Central Bank to raise the exchange rate of the dinar because of its positive results on the standard of living and enhancing the value of the national currency."

Rashid emphasized "the need to continue economic reform measures for the productive sectors, support investment and the private sector, and combat corruption in order to achieve development and prosperity."

Yesterday evening, Tuesday, the Council of Ministers approved the decision of the Board of Directors of the Central Bank of Iraq to adjust the exchange rate of the dollar against the dinar, equivalent to 1,300 dinars per dollar.   link

Tishwash:  Member of Parliamentary Energy: A "semi-official" agreement on the oil and gas law

A member of the Parliamentary Oil and Energy Committee revealed a "semi-official" agreement regarding the controversial draft oil and gas law.

Zainab Juma al-Moussawi told {Euphrates News} agency: "We in the Oil, Gas and Natural Resources Committee are working continuously in discussing the oil and gas law and making the amendment to request, especially that there is a political will to approve it in the current fifth parliamentary session and not to deport it to the next session."

She added, "Many of the problems facing the oil and gas sector in Iraq will be resolved by its approval."
Al-Moussawi pointed out that "it was agreed semi-officially that the outstanding issues be dealt with, in accordance with what was stipulated in the Iraqi constitution."

She explained, "The oil and gas law stipulates that the responsibility for managing the oil fields in the country must be entrusted to a national oil company, and it is supervised by a federal council specialized in this issue, but since 2003, Baghdad and Erbil have disagreed on the issue of managing the region's oil fields."
And the Prime Minister, Muhammad Shia al-Sudani, revealed this evening, Tuesday, that there is a draft oil and gas law that is being reviewed between Baghdad and Erbil in order to ripen it and then approve it.

Al-Sudani said during the weekly press conference, "The oil and gas law is one of the government's obligations, and there is a draft law being circulated between the Federal Ministry of Oil and the Ministry of Natural Resources in the Kurdistan Region." He pointed out that "after approving the budget law, the draft oil and gas law will be discussed."    link

Tishwash:  Prime Minister: Selling the dollar at the new price will start tomorrow and there are no red lines in combating corruption

The Prime Minister, Muhammad Shia'a Al-Sudani, confirmed that the sale of the dollar at the new price will start from tomorrow, Wednesday, while he indicated that there are no red lines in combating corruption.

Al-Sudani said in the press conference held today, Tuesday, followed by the Iraqi News Agency (INA), "The government has become 100 days old, and it has set 5 priorities since the first day to vote on it and on its ministerial platform. Explanation of Iraq's actions by a member:

For those of you who might be disappointed that the dinar was only revalued  to 1300 per dollar, don’t be! It was a very intelligent move by the Iraqi cabinet! Many people in Iraq have a lot of US dollars, due to the fact that their currency was worth very little versus the dollar.

If you revalued directly to $3.80, you would wipe out the purchasing power of all the Iraqi people who have dollars ,and they wouldn’t have a chance to exchange them for the dinar. By setting the initial evaluation to 1300, it gives the Iraqi people a chance to get out of the dollars with some value ,and a good amount of dinar!

 It also has spurred urgent selling of the dollar today by many of the people there. So ,this accomplishes two things.

One,the people salvage some of the purchasing power going forward,(and are probably increasing the purchasing power significantly!).

Two, it initiates a mass selling of the dollar, causing it to become even weaker against the Iraqi dinar. So that will cause the rate to go up naturally in our favor, and you don’t bankrupt the Iraqi people while doing it!

But as far as I’m concerned, this signals that the Revaluation has begun!

Vietnamese businesses which want to export medicinal herbs to China must submit information about growing areas and packaging establishments to the provincial Departments of Agriculture and Rural Development.

The departments were required to report to the Plant Protection Department under the Ministry of Agriculture and Rural Development by April 15, 2023.

The Trade Promotion Agency under the Ministry of Industry and Trade (MoIT) will collaborate with relevant agencies in carrying out measures to help enterprises expand their shares in foreign markets, said Vũ Bá Phú, head of the agency.

Localities will get support relating to trade promotion activities in key markets, the official told Sài Gòn Giải Phóng (Liberated Saigon) newspaper.

Support programmes will be devised, aiming to improve the capacity for enterprises to meet the trend of green trade, he said, adding the MoIT will also facilitate the connection between businesses and localities.

Attention will be paid to enhancing the effectiveness of the National Brand Programme, thus helping enterprises’ products go deeper into global supply chains.

According to the MoIT, the total import-export turnover of Việt Nam reached US$732 billion last year, up 10 per cent year-on-year.

Minister Trần Hồng Diên said rising inflation, energy shortages and disruptions of raw material supply chains in many countries will result in a decline in orders. This will have a negative impact on Việt Nam’s economy, he noted.

To maintain traditional export markets as well as expand new ones, it is necessary for enterprises to grasp market signals, the minister said, noting that Vietnamese trade offices abroad play a vital role in collecting market information and providing it for enterprises, associations and localities.

Trần Công Quỳnh, Vietnamese Trade Counsellor in Canada, said her trade office is working with the textile, garment, footwear and food processing associations in the host country to capture demand for importing goods from Việt Nam. A delegation of Canadian businesses is expected to arrive in Việt Nam to explore opportunities in this regard, she revealed.

A representative of a Vietnamese trade office in Europe said preparations are underway to bring domestic trade promotion delegations to international trade fairs in this continent, including Global Seafood Expo 2023 from April 25-27 in Barcelona, Spain and Fruit Attraction 2023 from October 3-5 in Madrid. Henig:  M&A 2023 prospects looking up

Although the market for mergers and acquisitions (M&A) in Vietnam decelerated in 2022, many economists are looking ahead to plentiful prospects for 2023

From quantity to quality

In its most recent report, the Ministry of Industry and Trade's Vietnam Competition and Consumer Authority (VCCA) found that M&A activities encountered significant challenges in Vietnam and around the world. It noted that the world is experiencing rising inflation and economic contraction, and that interest rate hikes to combat inflation have driven up the price of M&A. With the securities market in constant flux, reaching an agreement on the value of M&A deals has also posed challenges.

2022 saw a decline in M&A compared to the pre-pandemic levels, according to economists. However, the quality of M&A deals improved at a faster rate than the quantity, with investors shifting their focus from "opportunity" to "strategy" in favor of creating long-term profit rather than capitalizing on opportunities that present themselves on temporary terms.

Data from KPMG Vietnam show that in the first 10 months of 2022, the total value of M&A deals reached US$5.7 billion, down 35.3 per cent compared to the same period in 2021. Singapore is the leading country in cross-border transactions with about US$1.2 billion, followed by the US with US$570 million and the Republic of Korea (RoK) with US$370 million. The average size for a transaction of published value has decreased from US$31.1 million in 2021 to US$16.5 million in the first 10 months of 2022.

M&A activity has been relatively dormant among domestic firms until recently. In a reversal, domestic investors are increasing their share of deal value compared to their overseas counterparts. In 2022, investors from Singapore, the US, the RoK, and Spain (the top five investors in the M&A market) typically contributed some 40 percent to the overall deal value.

Future M&A drivers

Tran Quoc Phuong, Deputy Minister of Planning and Investment, said maintaining political stability, economic growth and macroeconomic stability, inflation control, and business investment environment improvement will be an important foundation to both attract and promote investment.

“These will be big drivers for Vietnam’s economic growth in 2023, and the driving force for Vietnam’s M&A market to develop. The recent slowdown of such activities in Vietnam is expected to be short-term and will recover soon. The market in the country has always been assessed as a safe and attractive market to activate new opportunities,” Phuong said.

Dr. Nguyen Cong Ai, Deputy General Director at KPMG Vietnam, foresees three drivers of M&A expansion in 2023 and 2024. He pointed particularly to the sustainable energy development trend gaining increasing traction in Vietnam, and the country’s wave of digital change and innovation. The middle class is also growing quickly, creating a promising consumer market. Therefore, investors with adequate funds will soon be able to purchase attractive projects at reasonable prices. Ai believes that when interest rates rise and liquidity decreases, foreign investors will contribute more than ever before.

On the same note, Dr. Le Duc Khanh, Investment Capability Development Director of VPS Securities Joint Stock Company agrees that many businesses are facing difficulties, forcing them to restructure or liquidate valuable assets. Therefore, 2023 will likely be a hectic year for M&A in the finance, real estate, technology, science, consumer goods, and retail industries.

According to economists, numerous new investors will enter the Vietnam M&A market. Middle Eastern investment institutions, for example, seeking to alter the economic structure and reduce reliance on oil, are supporting investments in startups and renewable energy. Therefore, investors from the Middle East will invest in developing nations with high growth rates, such as Vietnam.

Future M&A in Vietnam will be primarily focused on digital transformation, clean energy, the consumer market, and ESG (environment, social, and governance) awareness.

Henig:  Việt Nam wrestles with labour productivity issue when heading to innovation-based development

Rasing labour productivity is key to Việt Nam's sustainable development strategy by 2030.

Việt Nam achieved and exceeded 14 out of 15 targets assigned by the National Assembly for 2022 with many impressive numbers including GDP growth, export turnover and the number of newly-established and re-opened businesses. Only labour productivity was under expectations.

Việt Nam’s labour productivity was expected to increase by between 4.7 per cent and 5.2 per cent on average in 2022, higher than the average growth rate of 4.7 per cent in 2021 but behind the target of 5.6 per cent set for the whole of 2022.

On January 10 this year, the Government issued Resolution No 06/NQ-CP on the development of a modern, efficient, sustainable and integrated labour market serving quick socio-economic recovery, setting the average labour productivity target for 2023 at more than 6.5 per cent.

Labour productivity is an important economic indicator that is closely linked to economic growth, competitiveness and living standards within an economy. According to International Labour Organisation (ILO), labour productivity represents the total volume of output (measured in terms of Gross Domestic Product, GDP) produced per unit of labour (measured in terms of the number of employed persons or hours worked) during a given time period. This indicator provides general information about the efficiency and quality of human capital in the production process.

Paul Krugman has said: “Productivity isn’t everything, but in the long run it is almost everything.”

After more than 35 years of implementing Đổi Mới (Renewal) policy, Việt Nam has made remarkable achievements in socio-economic development. The economy has continuously grown positively for many decades, averaging 6.8 per cent during 2016-19. Even in challenging times due to the COVID-19 pandemic, Việt Nam's economy still maintained positive growth.

Despite 2022 being a tumultuous year for the world economy, Việt Nam’s economy still grew by over 8 per cent, the highest pace since 1997.

The process of renovating the growth model has also witnessed important initial results towards gradually reducing dependence on the exploitation of natural resources, raw exports and cheap labour and slowly turning to the strong application of science, technology and innovation.

The Vietnam 2035 Report (World Bank, 2016) emphasises Việt Nam's aspirations of modernity, industrialisation and a higher quality of life on “three pillars: balancing economic prosperity with environmental sustainability, promoting equity and social inclusion, and bolstering the state’s capacity and accountability. The rapid growth needed to achieve these aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation.”

In its draft project on the national programme on increasing labour productivity to 2030, the Ministry of Planning and Investment in December 2022 pointed out Việt Nam’s labour productivity improved relatively quickly and continuously in the period of 2011-21, increasing 2.5 times from VNĐ70.3 million (US$3,004) per employee in 2011 to VNĐ172.8 million ($7,385) per employee in 2021. The average growth rate of labour productivity in 2011-20 reached 6 per cent. However, the growth rate was not stable and has shown signs of slowing down.

In 2020 and 2021 when Việt Nam was hit hard by the COVID-19, Việt Nam's labour productivity grew by 5 per cent and 3.8 per cent, respectively. World Bank data shows that although Việt Nam's labour productivity has improved relatively quickly in the 2011-21 period, it is still low compared to other countries in the region in absolute terms.

By 2021, Việt Nam's labour productivity reached $18,792, equivalent to 10.25 per cent of Singapore, 14.20 per cent of Brunei, 24.32 per cent of Japan, 22.67 per cent of South Korea, 33.02 per cent for Malaysia and 59.15 per cent for Thailand. In Southeast Asia, Việt Nam's labour productivity is only higher than that of Laos, Cambodia, Myanmar and East Timor. In addition, the Asian Productivity Organisation Report (APO, 2020) also shows that Việt Nam's labour productivity lags by 60 years behind Japan, 40 years behind Malaysia and 10 years behind Thailand.

Việt Nam has searched for solutions to boost labour productivity quickly and sustainably. However, the pandemic in the past three years has significantly affected the implementation of this task.

The report on the evaluation of the five-year socio-economic development during 2016-20 and the tasks for the next five years recognised: “Science, technology and innovation have yet to become a driving force to improve labour productivity, competitiveness and promote socio-economic development. Labour productivity remains much lower than in other countries in the region and the gap continues to widen.”

Most recently, the 2022 Global Innovation Index Report of the World Intellectual Property Organisation (WIPO) ranked Việt Nam at 48th out of 132 countries and economies, a slip of four places compared to 2021, although it was still among the group that has made the greatest progress over the past decade and was one of only three middle-income economies (along with Iran and the Philippines) to have the highest innovation performance in 2022.

The Government’s leader Phạm Minh Chính has affirmed that increasing labour productivity is an important factor to improve the competitiveness, independence and self-reliance of the economy. Việt Nam’s labour productivity has improved significantly but not fast enough to close the gap with other countries in the region.

Prime Minister pointed out the main reasons including inadequate awareness and investment for this task while the quality of human resources is still limited. The growth rate of trained workers, especially those with degrees and certificates, is still low along with backward technology and unreasonable economic structure.

The Government is expected to approve the MPI’s proposal on the National Programme on increasing labour productivity to 2030 with some key targets including raising the average labour productivity growth by 6.5-7 per cent/year, of which the growth rate of the processing and manufacturing industry is 6.5-7 per cent/year; of agriculture, forestry and fishery at 7-8 per cent/year; of service sector at 7-7.5 per cent/year; the labour productivity growth rate of key economic regions and five centrally-run cities is higher than the national average labour productivity growth rate in the 2022-30 period.

The project also targets to increase the proportion of contributions of science, technology, and innovation to the growth of total factor productivity (TFP) to 45 per cent of GDP by 2025 and 50 per cent by 2030.

By 2025, investment in science and technology will reach 1.2-1.5 per cent of GDP. By 2030, the number of enterprises meeting the criteria of science and technology enterprises and the number of innovative start-ups will increase by two-fold compared to 2020; the rate of enterprises having innovative activities reached 40 per cent of the total number of enterprises.

In terms of international standards, Việt Nam will strive to be listed in the top 40 countries ranked by the Global Innovation Index by 2025 and the top 60 of the United Nations e-Government Development Index (EGDI). It will also strive to be in the leading group of ASEAN in terms of labour productivity growth by 2030.

To realise these goals, besides many solutions such as improving the business investment environment to attract both foreign and domestic investment in high-added value industries, enhancing the competitiveness of industries, and developing regional economic linkage, the policies should focus on two key areas - the quality of human resources and promoting science and technology, innovation and digital transformation.

Việt Nam needs to build a strategy for developing human resources to meet the requirements of the Industry 4.0 and digital transformation through completing mechanisms and policies for labour market development towards greater flexibility and integration through strengthening employment services to connect workers with employers and standardise vocational training qualifications according to national and international vocational skills standards.

The country should develop mechanisms and policies to attract overseas Vietnamese experts, intellectuals and workers to return to work in Việt Nam, participate in innovation activities, cooperate in capacity building and improving labour productivity in Việt Nam, expand the network of links and promulgating policies to encourage the use of Vietnamese talents abroad.

Member: I love the way that sounds “PANIC SELLING” Thant just makes me giddy the way it sounds!!!

Member: Iraqi citizens buying IQD is a massive tell…..

MZ: Yes it is. It is an enormous tell.

MZ: From Rueters:  “Iraq revalues currency to 1300 IQD per 1 USD. –Cabinet statement”  On Bloomberg:  “Iraq revalues currency weeks after replacing central Bank head”  They are showing clearly that they have the ability to change it at anytime at will.

MZ: “ CBI Governor thanks Iraq’s premier for approving the dinar’s revaluation”  This is important because Sudani told us there would be steps in the process to restore the rate to its former glory. He did now say he was going to restore it to 1100, 1200 or 13oo…He was talking about pre Iraqi war rates. So it still has a long way to go.

MZ: I am getting some interesting feedback from the banking side on this. They are ecstatic. They have been looking for this first move. Treat this as a rumor but many of my bankers that are involved in the exchange process are convinced that after Iraq made that announcement this morning we are now in a 48 hour window since they have now made that first move..   Treat this as rumor….

MZ: The thing you treat as fact is the process is well underway.

MZ: Iraqi sources tell me that they know their target. They will do a quick number of floats to get to that target. They are testing the system and priming the pump .

MZ: I am told we are going to see some bouncing and changing and to expect a yo-yo time and see how the values change with other countries. This should be a short window of time. We have been expecting this. For over 20 years.

MZ: Sheila and I had a conversation 30 minutes ago and she is hearing similar things from all her contacts. The process has started and they can no longer stop it. They have put in motion the inevitable conclusion of this thing.  This part sounds good….

MZ: What doesn’t sound good is we may have a couple more days of craziness in this process. I think I am more excited for the Iraqi people then for us. Millions of them have been living through years of hell.

MZ: A number of lower level bank employees at the teller level have also reached out to me …they know its coming . I had a couple of them say that that they were told to watch for 180 days of unusual banking activity that my require manual input.  They were also told by higher ups that they may get lots of foreign currencies …a lot of questions and a lot of people coming in. Refer them to us.

MZ: The system is changing and it all went off the charts this afternoon when Iraq made that announcement. (am so excited about what is coming. .

Member: Nader said $1300 to $1 right now.

MZ: Yes right now and this is to be expected.

Member: people freaking out over 1300-1. it will definitely go a whole lot higher….just watch.

Member: they said Dinar is stronger than the dollar. so I expect much bigger

Member: Al Sudani said the Dinar is like a father to the dollar. It is worth more!

MZ: I expect anytime from now to middle of the month. Sooner from what I am hearing right now.

, revealed a new package of the process of reforming the Iraqi economy.
Al-Rikabi said in a tweet on his Twitter account, which was followed by the Iraqi News Agency (INA).

"Wait for the next package of reforming the Iraqi economy," he added.

The Council of Ministers approved, on Tuesday, adjusting the exchange rate of the US dollar to be 1,300 dinars.

A brief statement by the Media Office of the Council of Ministers, received by Shafaq News Agency, stated that the Council of Ministers approved the decision of the Board of Directors of the Central Bank of Iraq to adjust the exchange rate of the dollar against the dinar, equivalent to 1,300 dinars to one dollar.

 This comes after the exchange rate of the dollar against the dinar rose to unprecedented levels, as it exceeded in some days the price of 1800 dinars per dollar.

 Since the first month of the new government taking over the administration of the country, the exchange rate of the US dollar against the Iraqi dinar has witnessed an upward rise, to exceed 1,500 dinars per dollar before the end of last year.

Since the beginning of this year, the exchange rate of the dollar has witnessed sudden jumps, as it crossed the threshold of 1,600 dinars to the dollar, and it remained fluctuating during the month of last January in the square of 1,600, but during the month of February, the dollar crossed the barrier of 1,700 dinars, and in some days it approached 1,800 dinars per dollar.

These booms and fluctuations prompted the government and the Central Bank of Iraq to take several measures in an attempt to control the exchange rate, but they have not achieved anything so far, while some say that the dollar exchange rate may continue with this rise.   LINK

Clare:  Parliament calls on the government to expedite the submission of the budget according to the new exchange rate

Today, Tuesday, the First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, called on the government to present the budget according to the new dollar exchange rate, calling on it to tighten control over merchants and exchange rate manipulators to control the market.

Al-Mandalawi said in a tweet on Twitter: "We appreciate the cabinet's approval of the decision of the Central Bank's board of directors to adjust the exchange rate of the dollar against the dinar, and we affirm our support for these efforts to relieve the burden of the people."

Al-Mandalawi asked the government to "tighten control over merchants and exchange rate manipulators to control the market," calling on it to "expedite the submission of the budget according to the new price."

Today, Tuesday, the Council of Ministers approved a change in the exchange rate, equivalent to 1,300 dinars to one dollar.  LINK

Clare:  The Central Bank of Iraq begins selling dollars at the new official rate

 February 07, 2023

The Central Bank of Iraq will start selling the dollar at the new official rate, starting tomorrow, Wednesday, 2023/2/8, and will continue its procedures and steps until the dollar exchange rate stabilizes according to the official exchange rate.

It declares its readiness to meet all legitimate requests of individuals, companies, projects and offices to achieve the bank's goal of stabilizing the general level of prices to protect the purchasing power of citizens, especially since the new exchange rate granted to traders and others provides lower prices for citizens.

The exchange rates will be as follows:

1300 dinars per dollar purchase price of the dollar from the Ministry of Finance.

1310 dinars per dollar The selling price of the dollar to banks through the electronic platform.

1320 dinars per dollar selling price of dollars from banks and non-bank financial institutions to the ultimate beneficiary.

Henig:  Parliamentarian: Iraq has actually begun to break the American will

Today, Monday, the representative of the Al-Fateh Alliance, Muhammad Karim, considered that Iraq has begun to break the American will that it is following according to the principle that you are either on my side or you are my opponent, while stressing that Iraq is in dire need of more international relations to develop expertise and exploit the available capabilities.

Karim said in a press interview seen by “Takadum” that “Iraq has already begun to get rid of the American arrogance that it is moving from controlling the country’s resources,” noting that “the government is in dire need of more international relations to develop expertise and exploit the available capabilities, as well as The government curriculum on the ground.

And he continued, "The wise leadership of the Sudanese will bypass America's card that it pays to double the value of the dinar in order to use it as a card of pressure on the government and the people," pointing out that "the economic situation in Iraq is the best that it has experienced in the past, and it is imperative for everyone to use it in building the country."

Today, Monday, Parliament Speaker Muhammad al-Halbousi received the Minister of Foreign Affairs of the Federal Republic of Russia, Sergey Lavrov, and his accompanying delegation.

The meeting discussed, according to a statement by the parliament speaker’s office, “bilateral relations between the two countries, and means of cooperation in a number of fields, including food security and combating terrorism.”

During the meeting, the Speaker of the House of Representatives affirmed, "Iraq's keenness to maintain relations with friends, and to strive through legislative institutions that represent peoples to restore global stability and security."

For his part, the Russian Foreign Minister expressed his country's desire to maintain bilateral relations between the two countries, and cooperation in all fields. Tishwash:  The Iraqi Central Bank issues a new statement on digital currencies

On Tuesday, the Central Bank of Iraq reaffirmed its previous decision to ban trading in digital currencies.

In a statement received by Shafaq News agency, the bank said, "We affirm "our previous decision to ban the use of cards and electronic wallets for the purpose of speculation and trading in digital currencies of all kinds," stressing "the need for banks, licensed non-bank financial institutions, and all electronic payment companies to comply."

He added, "Everyone must commit to taking all administrative, legal and technical measures necessary to prevent and track such types of transactions and trades, in addition to educating your customers about the risks and measures that will be taken against them in accordance with the laws and instructions in force related to these transactions and trades."

He stressed that "all strict legal measures will be taken against violating institutions and customers under the Anti-Money Laundering and Terrorist Financing Law No. (39) of 2015 and the instructions issued thereunder in the event of non-compliance with the above."   link

Today, Tuesday, a  close associate of the Sadrist movement led by Muqtada al-Sadr spoke of a possible return to the Sadrist movement's demonstrations within weeks, while indicating that the election law might blow up the situation again in Iraq.

Al-Muqrab (a government figure and a prominent leader within the formations of the Sadrist movement) told (Baghdad Today) that "the Sadrist movement is closely following developments in the situation in the country and is monitoring what the government of Prime Minister Muhammad Shia'a al-Sudani is doing and its decisions, but so far it has not fulfilled the promises it made." I made it about many files that were accompanied by an economic crisis due to the high exchange rate of the dollar, which caused great pressure on millions of poor people. 

He added, "Many reasons will push the Sadrist movement to return to the arena of demonstrations in Baghdad and other provinces, and their launch during the coming weeks is possible," pointing out that "what may explode the situation is the election law, which some influential forces seek to draw according to measures that serve their partisan interests." And not patriotism,” while stressing that “this is what the Sadrist movement will not accept, and it may be the gateway to the explosion of the situation.” 

He, who is close to the movement, pointed out that "the decision to return to the demonstrations depends on a word from the leader, Muqtada al-Sadr, and nothing can be done without his direct approval," adding, "But in general, the movement's silence will not last in the face of many violations." 

The leader of the Sadrist movement, Muqtada al-Sadr, announced on (August 29, 2022) his retirement from political work, while his supporters staged mass demonstrations in the Green Zone in central Baghdad, which resulted in armed clashes that killed dozens of civilians   link

MZ: Because that what bankers were saying from all over the place. They are seeing rates all over the screens.

MZ: The title today is the IQD is floating. We hear from local markets that the dinar is floating from 17 something down to 15 something…and this week the government says its going down to 13 something. It continues to move in the proper direction now.

Member: In Iraq: "The world is swarming to our country. They know what is about to happen. Iraq is going to be so powerful." also: "It will go at the last nano-second." On the ground..

Member: Nadar had a video this morning

Member:  Nader mentioned the Dinar was up to around 1050.

MZ: Yes Nader talked about the rate moving this morning as well. That is the news from Iraq today. Nader does a great job…very accurate.

MZ: the government said they are counting on a peg later on this week of around 1300 which is temporary and allows it to find its value.

Member: I watched nadar. that was hopeful

Member: Frank26 always said it would float…..so maybe this is really good news?

Member:  If the U.S. is manipulating the IQD and other currencies wouldn't that still keep the IQD from reaching its potential even in a float?

MZ: No- they had been manipulating the IQD…now they have run out of road and hit a dead end. The IQD has kept going and the US can no longer pursue it. Iraq is finally telling them to F off. The bullying and sanctioning no longer work and the US is desperate.

Member: Mark - you have been super giddy that we were really close and now it seems with a peg it could sit for a bit?

Member: Must be part of the yo-yo intel we were told to expect at the end.

Member: Float means it’s going international ??

Member: If its floating can we cash out?

MZ: Yes but it hasn’t floated enough to make it worth cashing out. Over the course of this week it has improved its value about 20% but, it’s not what we are looking for. I am looking for considerably more than that before I exchange mine.

Member: When the rate hits 1 to 1…that’s when I will look at exchanging

Member: Not what we are expecting…..Looks like we are not getting a fixed rate now……darn it..guess we just have to watch closely and see how high the dinar goes…..hope the dong will go as well.

Member: I was sure hoping for a rate of $3+….maybe this float is smoke or it this just wishful thinking?

Member: I wonder if all currencies will float now.

Member: Contract rate should be higher anyway ?????

MZ: We are still getting great chatter from the banking side of it….Bankers were expecting great things last night but I was not…..I thought it was a bit premature.

MZ: Bond folks stlll have great expectations for their payouts this month. Bankers have great expectations of their payouts imminently. And the chatter is still great from Iraq…..so not much has changed. There was zero bad news overnight.

Member: I am still trying to decide if this float news is bad or not….guess we just wait and see. First thought is that this is a bummer.

Member: Mark I heard that paymasters and Chinese elders were starting to get paid …but only a percentage. I also heard Japan has started the process.

MZ: I heard that as well…along with bond people ….I am having trouble finding people with big amounts of money in their pockets though.

Member: I am not enjoying this yo-yo game.

Member:  Mark, 300 More millionaires on the debt clock as of 2/5/23. since then, 3 more millionaire as of today!!!!

Member: Does anyone know if the Dinar is up on Forex?

Member: Turkey and New York had earthquakes yesterday and now they report a 7.1 earthquake in the Philippines

GCR Process:

As of Tues. 31 Jan. 2023 and behind the scenes, the US Inc. fiat Dollar officially transitioned to the new gold/asset-backed US Note. It will take the new USN three months to transition from the fiat US Dollar and nine months to completely roll out.

As of Wed. 1 Feb. 2023 the US Inc. fiat Dollar, British Pound and European Euro were no longer recognized as legal tender anywhere in the world; the Iraqi Dinar was reinstated and banks were using the new Quantum Financial System.(Rumored)

On Thurs. evening 2 Feb. 2023 the Iraqi Dinar was (rumored) revalued with the street Rate locked in at $3.93 – the release celebrated with fireworks on Iraqi streets.

On Fri. 3 Feb. partial funding was released by the Chinese Elders (Rumored) so that the funds could begin processing through the Tiers.

On Sat. 4 Feb. Reno began (Rumored) processing their GCR funds.

This coming week funding would be available to all Tiers, with Tier 4b (us, the Internet Group) likely seeing liquidity by Tues. 7 Feb. (Rumored)

Mon. 6 Feb. MarkZ: “I am hearing from a number of bond folks that, starting Sat. 4 Feb and over the weekend, they received a percentage. I don’t know what that means. I just know they did not receive full dollars. …The overwhelming majority expect full funding  around the 14th or 15th. That is what they were told. I do not believe the RV has to wait that long. …All of my banking sources are absolutely convinced that it will happen overnight tonight and into tomorrow.  It could be accurate but it could be a little premature. But we are certainly close. …My banking side contacts are convinced this is it.”

It's not common...they mentioned there was talk between a phone call of the Prime Minister Al-Sadani and President Biden in respect to coordination.  For them to say those types of things means there's been some sort of an agreement.  And that is effetely in our view and many people's view a green light for the monetary/economic reforms to continue...
