Iraq is facing a human capital crisis despite having been one of the early investors in health and education in the MENA region.

The World Bank's Human Capital Index shows that a child born in Iraq, today, will reach, on average, only 41% of her potential productivity when she grows up, compared to the 57% average of the MENA region. Large disparities in human capital outcomes also persist between regions, urban and rural areas, and among vulnerable groups namely women and internally displaced people.

With this background, the Human Development Public Expenditure Review (HD‐PER) offers evidence‐based policy recommendations to inform reform that is urgently needed to spur human capital development. The report examines three chapters: the health sector, the education sector, and the pension system. In each chapter, it focuses on sector outcomes as well as efficiency, effectiveness, and equity of spending within the sector. It also highlights accordingly an agenda for reforms within each sector.

The Iraq HD‐PER builds on existing data and exerts an exceptional effort to collect spending and sector information amidst a data scarce and fragmented environment. This HD‐PER looks at general historical trends of various expenditure components and budgetary revenue sources and offers scenarios to simulate the magnitude of the fiscal adjustment in the medium‐run to create the needed fiscal space for additional spending in human capital.

A report of the market obtained by Shafaq News agency said, "49 publicly traded companies cast out of 103 enlisted companies," indicating, "19 companies were delisted by the Iraqi Securities Commission for violating the disclosure regulations."

"54,830,510,000 equities were traded this week at a value of 57 billion dinars, down by 39.52% from last week, via 2239 transactions."

"ISX60 index closed at 564.10, 2.45% below last session's closure," the report added.

It is noteworthy that Iraq Stock Exchange installed Central Depository and Electronic Trading Systems in 2009. It organizes five weekly sessions and lists 103 public companies from different economic sectors.

Oil extended gains after U.S. figures showed nonfarm payrolls increased by 559,000 jobs last month. The U.S. dollar weakened after the report, making oil cheaper for holders of other currencies and lending support to oil prices.

Brent crude rose 33 cents, or 0.5%, to settle at $71.64 a barrel at 0812 GMT, after touching $72.17, its highest since May 2019.

U.S. West Texas Intermediate crude rose 22 cents, or 0.3%, to settle at $69.03. The session high was $69.76, its highest since October 2018.

Oil prices drifted higher after U.S. energy firms this week cut the number of oil and natural gas rigs operating, for the first time in six weeks, data from energy services firm Baker Hughes showed.

"After much dilly-dallying, Brent appears to have found a new home above $70," said Stephen Brennock of oil broker PVM. "Summer and the reopening of the global economy is bullish for oil demand in the second half of the year."

Brent rose about 3% on the week while U.S. crude notched gains of nearly 5%. It is the second week of gains for both contracts.

Also boosting oil this week was a slowdown in talks between the United States and Iran over Tehran's nuclear program, which reduced expectations of a return of Iranian oil supply.

Shafaq News/ Iraq’s Ministry of Defence delivered, on Tuesday, military vehicles from the US-led Coalition to empower the Iraqi forces in combatting ISIS.

According to the Ministry’s statement, The Joint Task Force of Al-Azm Al-Salb Operation (CJTFOIR) donated to the Iraqi Ministry of Defence 45 vehicles.

It pointed out that the equipment are funded by "the Counter-ISIS Train and Equip Fund (CTEF)" which is a part of the United States' whole-of-government approach to support the lasting defeat of ISIS.

It’s noteworthy that The CTEF specifically supports the Department of Defense’s efforts to work by, with, and through' the Iraqi Security Forces (ISF) and the Vetted Syrian Opposition (VSO) to build key defeat-ISIS capabilities and promote the long term stability of the region by preventing the resurgence of ISIS.
