Tuesday 06 April 2021 2  Baghdad: Morning  The Ambassador of the Republic of Iraq, Sadiq al-Rikabi, to Belgium, Luxembourg and the European Union, stressed that the basic principles underlying the policy of the Republic of Iraq in its international relations come in fulfillment of its obligations and to advance the three pillars of the United Nations, which are sustainable development, peace and security, and human rights.

In this context, the Iraqi mission to the European Union has made great efforts over recent months to reach a framework agreement between Iraq and the European Investment Bank, which lays the legal foundations necessary for the latter to finance some public and private sector projects in Iraq.

The efforts of the Embassy of the Republic of Iraq in Brussels have culminated recently in reaching a draft agreement sent by the embassy, and through official channels, to the relevant Iraqi authorities, for the purpose of studying it and making observations on it in preparation for obtaining the fundamental approvals to sign it between the Iraqi and European sides.

Local peace structures established by UNDP Iraq support the return and reintegration of Internally Displaced Populations, including families perceived to be affiliated with ISIL, into their communities, and rebuilding the social fabric.

On Apr 6, 2021 Previously classified military interrogation reports released today, 6 April 2021, reveal that current Daesh leader Mohammed al-Mawla, provided key intelligence to US military officials about senior members of Daesh’s predecessor organisation, Islamic State of Iraq (ISI).

The 56 newly declassified reports, which can be viewed online at the Countering Terrorism Center at West Point, reveal that al-Mawla gave up information relating to over 68 members of ISI, during interviews conducted in military custody in 2008.

The release provides further detail on how information provided by al-Mawla informed a Coalition led-operation in October 2008, which led to the killing of ISI’s second most senior figure, Abu Qaswarah. Having betrayed Abu Qaswarah, al-Mawla ascended within the organisation, finally becoming its leader of Daesh in October 2019.

Despite having risen to be the group’s deputy in Mosul, the reports reveal that al-Mawla cooperated willingly with US forces, disclosing significant amounts of actionable intelligence, including physical descriptions, as well as names, locations and aliases of key leaders. Throughout a series of interviews conducted in 2008, interrogators describe al-Mawla as ‘forthcoming’ and ‘sincere’, as he identified numerous photos of senior jihadis and disclosed the full organisational structure of ISI in Mosul.

butterfly  As well as identifying senior leaders, al-Mawla provided details for those responsible for military, administrative, and security, sharia and media propaganda functions. Al-Mawla appears to have been particularly hostile toward foreign terrorist fighters within ISI’s ranks.

Having acted as deputy leader of the group in Mosul, al-Mawla described the group’s criminal activities in the city, including kidnappings, executions, assassinations, ransoms and hijacking. In one report, al-Mawla describes the ‘difficulties’ the group had in acquiring weapons. In several other interviews, al-Mawala advises US forces of key meeting points in Mosul, including a market place and a café where terrorist operatives met regularly.

Significantly, al-Mawla also exposed the cover of ISI’s propaganda team in Mosul, revealing details of key media personnel as well as the covert location of their headquarters.

Two years since Daesh lost control of territory in Iraq and Syria, and 18 months since the death of former leader al-Baghdadi, Daesh poses an ongoing threat to communities in Iraq, Syria and elsewhere. But the release of these reports reveal deep and longstanding divisions within an organisation that is steeped not only in criminality, but a culture of betrayal.

Shafaq News / The spokesman for Iraqi Cabinet Hassan Nazim, on Tuesday, held a press conference in which he discussed topics of health, politics and economy.

Shafaq News / A new "double mutant" strain of the coronavirus has been discovered in San Francisco, marking the first time the variant, thought to be behind a surge of cases in India, has been identified in the United States, the San Francisco Chronicle reported.

The mutation is referred to as a "double mutant" because it carries two mutations that help the virus attach to cells.

The case is a patient from a Stanford Health Care clinic and likely occurred in Santa Clara County; County health officials said they are not monitoring the new variant because it is not on the Centers for Disease Control and Prevention's list of concern, according to the Chronicle.

One of the new strain mutations is similar to that found on both the variants first detected in Brazil and South Africa. The second mutation has been found in a variant in California. The mutation is believed to be more transmissible than the original strain of COVID-19, but it is unknown if it is more resistant to vaccines.

Shafaq News/ The Minister of Electricity in Kurdistan, Kamal Mohammed Salih Khalil, received today, Tuesday, the official in the US consulate in Erbil, Lisa Donnelly, and explored a spectrum of files pertained to the energy sector in the Region.

A readout of the meeting published by the Ministry said that Donnelly accentuated her country's willingness to engage the energy sector in the Region via both loans and companies that will implement vital projects in Kurdistan.

The Minister expressed gratitude to the US government and people for the support they provide to the Region. He then reviewed a set of the Ministry's projects, inviting the US companies to invest in the energy sector in Kurdistan.

The Minister shed light on the projects of Skada, KV 400 transmission stations, and power stations that benefit from gas flaring in the Region, among other projects.

The US official cited her country's willingness to contribute to those projects via the corresponding departments and spurring US companies to invest in Kurdistan, indicating that she prepared formulas for long-term loans with shallow interests to fund those projects.

Shafaq News/ The Iraqi Parliament submitted today, Tuesday, the Federal Budget law to the Presidency of the Republic for ratification, according to the Deputy Speaker of the Iraqi Parliament, Bashir Khalil Al-Haddad.

A document appended by the Deputy General Secretariat of the Council of Representatives, Sadeq Jumah Hamid, and addressed to the Presidency of the Iraqi Republic, said, "in accordance with Article 73 provision 3 of the constitution, we send to you the Federal General Budget Law of 2021."
