The Iraqi Government Discusses The Water File And Announces Support For The Investment Authority

Shafaq News/ On Tuesday, the Iraqi Council of Ministers took a number of decisions and recommendations, most notably supporting the Investment Authority and a number of sports clubs financially, while discussing the files listed on its agenda.

In a statement received by Shafaq News Agency, the media office of the Prime Minister, Mustafa Al-Kazemi, stated that the council held its thirty-third regular session, during which the overall general situation in the country was discussed, and the most important service, economic and development files were discussed, in addition to discussing the topics listed on the schedule of work.

Al-Kazemi directed all state ministries and their various formations to be in a state of maximum alert, and to harness all the required capabilities of the mechanisms to transport visitors heading to the city of Karbala and their return, provide services to them, ensure the smooth flow of their transportation, and secure their movement.

Meanwhile, Minister of Interior Othman Al-Ghanimi gave a detailed explanation of the progress of the fortieth visit, the mechanism for the entry of foreign visitors to Iraq with a high flow, and the necessary protection for all visitors coming from all over the country and heading towards the city of Karbala.

In this regard, Al-Kazemi stressed the need to exert maximum efforts; For the success of the security plan, to secure the visit, and to protect the crowds of visitors who celebrate the Arbaeen ceremonies and their processions.

The statement indicated that the Council of Ministers discussed the topics prepared on the agenda, including those related to the water file, and the challenges facing Iraq in this regard.

The Minister of Water Resources reviewed the country's water situation, the major problems facing the ministry, treatments, and preparations to address them and mitigate their effects on Iraq. The irrigation plan for the agricultural season and the mechanism for overcoming the obstacles encountered were also reviewed.

The Council also discussed the measures of the Ministry of Water Resources in the face of climate changes, and the challenges posed by the dry season, and agreed to approve the recommendation of the Ministerial Council for Energy (32 for the year 2022) regarding updating the strategic study of water and land resources in Iraq, in the face of climate changes according to indicators.

A council issued decisions that included, the General Directorate of Sewers in the Ministry of Construction, Housing, Municipalities and Public Works, assigning the project of equipping, implementing and operating the main and subsidiary lines of the rainwater and heavy water sewer networks, with the right-side lifting stations in the city of Mosul, to the implementing company with the best bid, as far as validity is concerned.

Finance, provided that the Ministry of Construction, Housing, Municipalities and Public Works bears the validity of legal procedures in assignment and contracting.

It also approved the recommendation of the Ministerial Council for Human Development (16 for the year 2021), and to approve the addition of 500 million dinars, as a maximum of profitable oil companies for each of the oil sports clubs, as an exception to the decisions of the Council of Ministers (25 for the year 2021);

For its participation in external tournaments, provided that the amount is added to the approved budget, and the Ministry of Oil has the discretionary power to determine the amount to be spent for each case as part of social services within the amount of the distributable net profit.

Increasing the financial allocation for Al-Zawraa and Al-Mina Sports Clubs by one billion dinars for the year 2022 from the social services account of the General Company for Ports of Iraq.

The Council also agreed to authorize the Chairman of the National Investment Commission to negotiate and sign a draft agreement to encourage and protect investment between the Government of the Republic of Iraq and the Government of the State of Qatar, as amended by the State Council.

The Ministry of Foreign Affairs shall prepare the necessary authorization document on behalf of the Government of the Republic of Iraq to the Chairman of the National Investment Commission, according to the approved contexts, and submit it to the General Secretariat of the Council of Ministers to obtain the signature of the Prime Minister.

The Director General of the Technical Department in the Ministry of Environment, Amer Al-Fayyad, said that "the capacity of the infrastructure of sewage stations ranges from 3 to 4 million people in Baghdad," noting that "the capital, Baghdad, has a population of nearly 8 million, and therefore the stations operate with full capacity." to drain water as a result of population pressure.

Al-Fayyad added, "All the existing rain stations throw sewage without treatment as a result of pressure on the stations," pointing out that "there is a tendency to deepen drinking water pipes to avoid pollution."

Al-Halbousi blamed “the Iraqi governments, as they are responsible for these violations, and they must return to the agreements concluded since 1923, the Lausanne Agreement and before it Sèvres, and the agreements signed later, all of which guarantee Iraq’s land and water rights, all of which were violated by Turkey.”

He added: “As a soldier, I was an operations manager and I follow all the military movements that concern my country. I say that Turkey is not allowed to breach the borders under the pretext of pursuing the Turkish Kurdistan Workers’ Party (PKK).

He added: “Although the Security Council resolution when it was taken, Iraq was under Chapter VII and stripped of its sovereignty and has just emerged from the war, there are many countries, including Germany, that have returned the lands that were deducted from them after the Second World War.

Noting that "Iraq fulfilled all its obligations with Kuwait and the border file remained, and until we extinguished the fire of sedition between peoples and not between governments, given that governments change and go and peoples remain, so the Iraqi and Kuwaiti peoples should think about this issue with reason, and the issue of silence must be taken in 1973 Which the Arab army entered under the guidance of the Arab League and determined the border line, and returning to this line is the best solution now.”
