Iraq entered a constitutional vacuum after the parliament failed, since its first session, on February 9, to elect a president.

Forty candidates are competing for the presidency, led by the Patriotic Union of Kurdistan, the current President of the Republic, Barham Salih, and the Kurdistan Democratic Party's candidate, Reber Ahmed. According to the prevailing custom in Iraq, the three presidencies are distributed among the three components (Shiites, Sunnis and Kurds).

As a Kurd, positions in Baghdad and the Kurdistan region are divided between the two main Kurdish parties according to a written agreement between them.  link

RVAlready:  I hope the court makes a ruling specifying the president, the PM, all the cabinet members, and the RV rate. I think these people have violated the constitution, and the federal court will now deliver the smack down. Anything else will just lead to more of what we have seen for the last several months.

The Patriotic Union of Kurdistan revealed a proposal regarding the election of the president of the republic, and the leader of the Union, Mahmoud Khoshnaw, said that he “proposes a solution that can be followed, and that the Union presents its candidate and the Kurdistan Democratic Party as well, and the choice remains for the deputy to vote for any of the candidates.”

Khoshnaw stressed that the best solution lies in the understanding between the two Kurdish parties, and the choice for the deputy is from the "Frame, Sovereignty and Progress" blocs and other blocs.

In turn, former Prime Minister Iyad Allawi stressed the impossibility of marginalizing the head of the State of Law coalition, Nuri al-Maliki, from forming the government, indicating that al-Maliki is a winner in the elections and has merits that cannot be bypassed.

Allawi was quoted as saying, “Nuri al-Maliki, despite the disagreement with him, is a big winner in the parliamentary elections and no party will be able to marginalize him (...) Sadr cannot form a majority government and end the presence of opponents, and the winners must agree and that the prime minister be chosen from the Sadrist movement while the framework agrees.” Coordination on the candidate.
