Formation Of A Clan Government Alliance To Stem The Conflicts In Muthanna

The "coordinator" feels that Iran has implicated him by leaving him alone without al-Sadr in the task of forming the new government, and he would have preferred to persuade the leader of the movement rather than push him to go to the boycott.

The leader of the Sadrist movement had recently denied being threatened by Tehran, but instead accused "Iran's arms" in Iraq of being behind his recent retirement decision.

By withdrawing from forming the government, Al-Sadr has dealt two blows to his former opponents by causing a rift within the "coordinating framework" and embarrassing them with the support of their candidate for the presidency, Barham Salih.

It is expected that the recent and sudden changes within the "Coordination Committee" will disrupt the latter's efforts to launch negotiations with the remainder of the tripartite alliance.

After obtaining the compensatory seats (following the Sadrists' resignation), the coordinating framework has about 170 seats within what is known as “national stability.”

This group includes the "Coordination" 130 seats, the National Union 20 seats, Azm 13 seats after the accession of Ahmed al-Jubouri (Abu Mazen), and 4 seats for Christians.

This predicament was made by the coordination framework when it extracted, last March, a decision of the Federal Court, which interpreted the quorum of the selection session (the president) as requiring at least two-thirds of Parliament.

However, there are new indications that may lead to a retraction of the "federal" from the famous decision that obstructed the formation of the government so far.

The Judicial Council recently published a comment on the US Supreme Court's reversal of a previous decision more than 40 years ago on the "right to abortion," and considered the reversal of the decisions an "internationally approved" context.

Until then, the "Coordination Committee" is required to convince the remainder of the Triple Alliance (about 100 seats), in addition to the "neutral" category of independents and emerging powers whose seats exceed 40 before proceeding with the formation of the government.

Sources within the coordination framework confirmed to (Al-Mada) that “parties in the framework wished that the demands of the leader of the movement would be addressed and not reach the point of non-return chosen by al-Sadr and enter into the crisis of collecting seats or waiting for the Federal Court to abandon the two-thirds quorum.”

Those sources indicate that "Iran asked the leader of the movement to postpone his ambition and plan to form a majority government for one or two future sessions."

A few days ago, a newspaper affiliated with Hezbollah in Lebanon indicated, after alternative representatives were sworn in, that Iran had directly managed to correct the "deviation" in Iraq.

But the leader of the Sadrist movement, said last week, Iran «this time did not exercise any pressure on any Shiite party».

Whether or not Iran forced al-Sadr to leave the political scene, the withdrawal of his deputies from Parliament constituted a new crisis, especially for the Shiite forces.

Abd al-Salam Barwari, a member of the Kurdistan Democratic Party, told Al-Mada that "the coordinating framework is still afraid of forming a government in the absence of al-Sadr."

The Coordinator had met once with the Democratic Party after "al-Sadr's retirement," before the emergency session that took place last week.

And about the progress of the understandings, Berwari adds: "If the framework had the real ability to form a government, it would have started now to form a committee and a strong negotiating paper, but this has not happened so far."

It seems that the coordinating framework tried to ensure obtaining a quorum for the last session of parliament, to send messages to the Kurdish party that it agreed to the conditions, but it seemed without "guarantees."

Berwari, a former member of the Kurdistan Parliament, continues: "There are no guarantees with forces that do not believe in the region and federalism. Even the constitution and the Federal Court have been violated several times."

A former deputy from the Sadrist movement, warned a few days ago of the (range) of the possibility of «withdrawing the coordinating framework of his pledges after the formation of the government or the President of the Republic».

The deputy, who asked not to be named, added that "the framework needs the President of the Republic only 10 minutes to announce the name of the person in charge of forming the government, and then they can dispense with his services."

A senior Kurdish official said, after the negotiations that preceded the swearing-in session for the alternate deputies, that an agreement had been made with the coordinating framework on "settling oil disputes" and "withdrawing the factions" from the vicinity of Kurdistan.

But these statements came before the escalation of attacks on oil sites inside and on the borders of the region, which eventually led to the suspension of one of the Emirati companies operating there.

These events complicated the problems within the "coordinating framework" that is facing a "dissension" that appeared at the last meeting held in Baghdad last Monday evening, in the absence of 4 major leaders, including Hadi al-Amiri, the leader of Al-Fateh, and Ammar al-Hakim, the leader of wisdom.
