An Economic View Of The Conscription Law

Dr. Bilal Al-Khalifa   The annual increase in Iraq in recent years has approached one million people annually, and this increase is very large in relation to the population of more than forty million people (1) in this year. Where the percentage of males from this figure is 50.50%, while the percentage of females is 49.5% (2).

The number of young people who reach the age of (18-18 years) of this number in this year, which is 2021, is 882,093 people (1) and this constitutes 2.151% of the total number, as males constitute 455,370 youth (1), which means The percentage of young people who are at the age of eighteen is 1.11% of the community, and for females it is 426,723 young women (1) at the age of eighteen.

We return to our topic, which is the compulsory conscription of young people, and this means that 2,151 from the Iraqi society will join the ranks of the Iraqi army, knowing that part of the army are volunteers and they are the officers and ranks of the Iraqi army, and the result is that the total number will reach about 600 thousand members of the Iraqi army.

Expected scenarios

1 - The current army personnel, who number more than 288,000 members, will not be dismissed (3). If we add to them the current number, the number may reach 700,000.

If the current number of associates in the Ministry of Defense, and the share of the Ministry of Defense for the year 2019 is more than nine trillion Iraqi dinars (4), and the amount allocated to the Ministry for the year 2021 is up to ten trillion Iraqi dinars. This amount is only 288 thousand, so what if the number becomes 750 thousand (if the number of young people at the age of 18 years is combined with the workforce in the army now, which is 288 thousand).

The result is that the amount will be struck by three, meaning that the sufficient allocations for it, if the law is legislated, will be in the range of 30 thirty trillion Iraqi dinars, i.e. it will take a quarter of the federal general budget. Up to 20% of the budget, the result is that more than a third of the budget will be spent on the security services.

This contradicts the ABCs of the economy, which urges reducing expenditures and maximizing revenues, and contradicts the government's orientation and reform paper (the white paper).

2. The second scenario, the demobilization of the current volunteers

This scenario is illogical, and it has two possibilities, namely

a. Demobilization without retirement, and this violates the regulations and laws and is never possible.

NS. Layoff with retirement, this is possible, but there are many negatives, the most important of which is

- There are young laid-offs who have potential and will look for work in the private sector, because they cannot work in the public sector because this is considered a violation and combines two jobs, and thus they will compete with the rest of the unemployed.

- These laid-offs have great experience, because they have trained and entered many courses. The courses mean money exchange, and thus the replacement of experienced people with others who do not have any experience.

Referring them to retirement means giving money for free, which is in exchange for previous services, as well as giving the salaries of any money to other people, and therefore the disbursement of money doubled and this was previously detailed.

The positives of the decision

We previously said that the number of young people at the age of eighteen is 455,370 (1). If the legislation includes the possibility of paying the military service allowance with an amount of money, and let us assume five million Iraqi dinars, of course it is a large amount for the poor and a very small amount for politicians who were former or still in power.

Let us assume another hypothesis, which is that a third of young people can pay that amount, i.e. up to 150 thousand young people. The annual return of the ministry will be up to 750 billion dinars, or a trillion and only a quarter. This means that 7.5% of the financial allocations allocated to the ministry were funded from service allowances.

Discussing the service allowance

We mentioned the benefit of the economic decision in terms of the financial return, but did not address:

1 - The huge increase that will affect the financial allocations to the Ministry of Defense in terms of salaries, logistical support and training.

2 - The operation needs recruitment centers in all governorates and districts to be able to absorb the large numbers that will review those centers. It should be noted that every center needs a building, and either that building is being built or is rented, and this means that the buildings will cost very large sums.

The number of districts in Iraq is 130 districts (5) and the costs of one building are about 500 million dinars, so the total amount of buildings will be only (65 billion dinars),

but in the case that these buildings will be rented and not built, let us suppose that the rate of rent for that building It is one million and a half, so the monthly amount that will be paid to all the buildings will be (195 million dinars per month), but annually, the amount will be (2.340 billion dinars annually), which is huge amounts.

3 - The centers need civil or military employees, and one center needs 15 employees, and the salary of one employee is one and a half million per month, which will cost the state annually (35.1 billion dinars).

4 - buildings and centers, you need to prose in order to pay electricity, water , stationery, purchase and for the maintenance of the building and kerosene - generated and other things, and to assume that the amount of petty cash monthly is three million dinars, devoted to prose is it will be the annual amount (4.68 billion dinars a year)

5 - if The sums of paragraph (2, 3 and 4) have been collected, and the total will be (72.02 billion dinars annually).

6 - The important point in this matter is that the citizen will review several departments to complete this process, and therefore the friction between the citizen and the employee means financial and administrative corruption and large and widespread bribery, and therefore the recruitment process will increase financial and administrative corruption in a more terrible way than it is in the rest of the ministries.

7 - The sons of officials will not serve in the army, and the burden of service will fall on the poor only, just as the burden of raising the dollar exchange rate fell.

8 - The centers designated for recruitment will also be subject to quotas between parties, and the matter may reach quotas between clans in some districts.

Politically

1- The Iraqi government is formed by quotas, and one of the parties will go to the Ministry of Defense, and therefore the contracts in it will be transferred to companies affiliated with the most senior official in the party, and therefore the party that controls the ministry will have greater financial returns.

2 - In all democratic systems, there is no compulsory conscription, rather it is voluntary and contracts with those who wish to join the ranks of the army, and this means that legislation is contrary to democratic systems.

3 - Some may justify that compulsory conscription creates patriotism in the hearts of individuals in it, and this is not true, as we have seen that conscription did not do that in the time of the past regime.

4 - Will the region be subject to conscription and serve the Kurdish individual in the center and south, as is the case with the rest of the provinces? This is excluded.

5- Will the army be subject to partisan and regional quotas, and soldiers will be placed in their provinces and other soldiers in other provinces

6- What is the purpose of it, governments usually do it with a beneficial and fruitful goal for the people first and finally Are we in a state of war or is there something foretelling of danger if there is something about Like this, why was the door for compulsory recruitment not opened in ISIS, for example?

Socially

1 - Some justify that conscription makes young men men, and eliminates liquefaction, but we noticed in the days of ISIS that many young men who were diligent fought fighting the lions in the popular crowd and on the front lines of the battle fronts. Therefore, there is no need for conscription

2 - Compulsory conscription makes most young people use peace and may engage in battles, and consequently, conscription results in more violent people, because most of them learn to carry and use peace, and thus are more prone to violence.

3 - It is the poor classes who will bear the burden of conscription, and this has been clarified in the above.

4 - Compulsory conscription will waste years of the energy, life and production of young people in matters that they are indispensable to, and it is possible for someone else to do them, and the reason is that he cannot pay the allowance.

5 - Conscription will be a burden on the poor citizen, because he will leave his family and leave his work for something urgent that will last for two or three years.

6 - Where are the civil advocates and advocates? We seek peace and what the resistance is doing is to militarize Iraq. We need a new life devoid of wars. Where are their voices? Where have they gone?

Iraq And Saudi Arabia Sign A Maritime Transport Agreement Between The Two Countries

Money  and business  Economy News _ Baghdad  On Thursday, Iraq and Saudi Arabia signed a maritime transport agreement between the two countries, aimed at increasing the traffic of commercial vessels between the two countries and facilitating the procedures for accessing ports.

Saudi media said that this came during the meeting of the Transport, Border Ports and Ports Committee of the Saudi-Iraqi Coordination Council, today, in Riyadh, headed by the Minister of Transport and Logistics Saleh bin Nasser Al-Jasser on the Saudi side, and the Minister of Transport Nasser Al-Shibli on the Iraqi side.

During the meeting, according to the Saudi media, the two sides agreed to increase the volume of trade exchange through the Jdeidet Arar port by facilitating procedures and accelerating the movement of trade exchange at the port so that the handling process does not exceed four hours per container, provided that periodic reports are submitted for measurement and improvement. , indicating that it was agreed to rehabilitate and prepare a new port of Arar on the Saudi and Iraqi sides through the implementation of the project to expand the road linking the port and the Saudi border.

At the level of maritime transport and ports, the Saudi media referred to the discussion of the cooperation agreement between the government of the Kingdom of Saudi Arabia and the government of the Republic of Iraq in the field of maritime transport, indicating that it was agreed to sign the agreement as soon as the internal procedures were completed.

The two sides also agreed to approve the members of the Technical Committee for Maritime Transport in the two countries, provided that the first meeting of the committee will be held during the last quarter of 2021, to discuss the mechanism for implementing the cooperation agreement in the field of maritime transport and to discuss the most important issues related to strengthening the role of ports and encouraging the navigation line between King Abdulaziz Port Dammam and the port of Umm Qasr, Iraq.

They also discussed the exchange of experiences in the fields of port automation and management, and the achievement of an electronic link between the ports of the Kingdom and Iraq to exchange information about ships and goods.

Al-Kifah and Al-Harithiya Central Stock Exchanges in Baghdad recorded this morning, 147,300 Iraqi dinars, compared to 100 US dollars.

On Wednesday morning, prices were recorded at 147,200 Iraqi dinars per 100 US dollars.

Planning: The Unemployment Rate In Iraq Is 13.8%

Money  and business  Economy News _ Baghdad  The Ministry of Planning announced, on Thursday, that it will conduct a new survey of unemployment in Iraq, while it indicated that the latest statistics indicate that the unemployment rate is 13.8%.

Ministry spokesman Abdul-Zahra Al-Hindawi said in a press interview, "It is hoped that a new survey of unemployment in Iraq will be conducted during the coming period," noting that "the ministry is still dependent on previous indicators in Iraq, which indicate the unemployment rate is 13.8%."

He added, "The latest statistics indicate that the capital, Baghdad, had an unemployment rate of 9.3%," noting that "Al-Anbar Governorate recorded the highest unemployment rate at 32.4%, followed by Dohuk Governorate by 26.4% and then Maysan Governorate by 20.4%, while it is less Unemployment rate in Iraq is in Kirkuk governorate at 6.3%, followed by Karbala governorate with 6.7%, followed by Basra governorate with 7.6%.

He explained that "the unemployment rate in the governorates of Kurdistan reached 17.4%, in the northern governorates 17.1%, in the central governorates, 9.7%, and in the southern governorates, 14%," pointing out that the unemployment rate in the countryside amounted to 14% and in urban areas it reached 13.2%.

He pointed out that "there is no clear relationship between poverty and unemployment in Iraq because poverty is multidimensional and includes housing, income, education and health, and a person may be unemployed, but he has housing, education and health services."

He stressed that "the relationship between unemployment and poverty is limited only with regard to income in one way or another, as the unemployed will have difficulty obtaining money in the face of life."
