International Monitoring..A Guarantee Of The Integrity Of The Electoral Process

The electoral process, especially the previous one in 2018, was accompanied by a lot of doubts about its integrity and immunity from penetration and fraud. However, several measures that accompanied the preparations for the current elections were sent by the Electoral Commission to citizens to reassure them about its transparency. With the exception of electronic devices, technical issues, logistical and safety measures, the presence of international observers constitutes An essential guarantor of the integrity of elections.
Electoral Commission spokeswoman Jumana Ghalay told Al-Sabah: "International observers are a neutral party who will transmit the image in all transparency about the electoral process, and therefore transferring them to the true image is a guarantee of the integrity of the electoral process, so their presence is impartial, and they only have to convey the correct image through their reports. to ensure the integrity of the electoral process.
With regard to previous failures, Ghalay indicated that "the new commission council, when the commission took over, formed a committee of advisory judges to review the failures of the previous phase for the purpose of overcoming them at this stage. What simulations conducted three times have proven, and they have proven that these devices are sober, fair and transparent.”
She added, "With regard to the mechanisms used to ensure the integrity of the elections, we are working with the German examining company and with the cyber security services, in addition to the presence of the United Nations and experts on these aspects, in addition to the specialized technicians in the Commission, there is a specialization committee of technicians from science and technology and employees from the Media and Communications Authority will be present. In all registration centers for the purpose of bypassing any sudden electronic failure, and this committee overcame all failures through the simulation that the United Nations talked about and praised by the international observers from the European Union who attended the last simulation.”
Ghali stressed that "the Electoral Commission is an independent professional body subject to the oversight of the House of Representatives, and therefore the oversight of the House of Representatives in the event of the Commission's failure can hold them accountable as the previous commission was held accountable."
For his part, the expert in the High Commission for Human Rights, Dr. Ali Al-Bayati, said in an interview with "Al-Sabah", that "the presence of international observers is due to the failure of the state to ensure fair, free and transparent elections over the past periods and not to address the mistakes that were occurring before, during and after each election.
He prompted the intervention of the international community through the Security Council by sending international observers to monitor the performance of the electoral process in all its circumstances, assess its integrity and the space for freedom in candidacy, propaganda, and the right to vote and choose, and to send their reports to international bodies, the most important of which is the Security Council, to determine the position of the international community on the political process and the political system.
He explained that "the monitoring will certainly not be extensive and comprehensive, but rather qualitative. The number of international observers will not exceed 600 people at the maximum, and they will not be able to cover all areas, but the focus will be on specific samples and also relying on other sensors such as monitoring civilian organizations, the media, and so on."
He added, "From our point of view, the existence of qualitative, not comprehensive, international oversight, which means international supervision, is a process of balancing between maintaining the international community's support for the political process with its existing mistakes, as well as putting pressure on the parties participating in the elections to control themselves to preserve the integrity and transparency of the elections while supporting oversight and conducting institutions. The elections are to develop their capabilities further, and they do not have a magic wand at best."
In turn, the head of the Iraqi Center for Media Development, Dr. Adnan Al-Sarraj, said in an interview with Al-Sabah: "Certainly, the presence of international observers in the current Iraqi parliamentary elections creates a state of international reassurance and creates stability for the political reality in Iraq, which is reflected in their presence in the electoral process and their impact will be clear.
Abroad is more than what is inside. Inside, not much cares about the presence of these people, whether in general or for the sake of the integrity and integrity of the elections. The Iraqi citizen is complaining about the issue of vote tampering, which was previously carried out inside stations and in places of collecting and counting votes, as well as the issue of vote tampering.
Threats are taking place inside the polling stations, so the Iraqi citizen feels that the elections need security immunity and political solidarity in order to conduct them in an impartial manner.
He added, "With regard to the imported devices, as the simulation experiments showed, they are solid devices, but we cannot judge anything before it happens. All procedures for verification were successful and good. However, at the time of the elections, their effectiveness and ability to make the electoral process successful will be evident Without any kind of hacking or hacking or the like.”
While legal expert Tariq Harb confirmed to "Al-Sabah" that "the current commission has so far complied with the highest levels of commitment, professionalism and craftsmanship in which its organs operate, and we also conclude that it seeks justice and transparency, and as it is said, things depend on its appearance, and all these procedures that the commission takes are accurate."
Very, especially since simulations and experiments with the work of the devices and the inability to steal or manipulate or enter new information or withdraw information or transfer it to another candidate, as it was in the past, shows that the elections will be fair, not to mention that these elections are covered by international sponsorship and this did not exist in all previous elections.
He explained that "the delegation of the Arab League who attended, in addition to the participation of many experts, praised the success of the Commission's procedures through simulations that were conducted many times, and they also praised the Commission's staff and the mastery of their work, and this refuted what was said about the elections, and I do not say 100%, but a little less."
The elections are fair and transparent and will be very accurate, if we know that the government and the security services have devoted themselves to the elections, for the sake of the elections, and to achieve justice.” LINK

He added, "These elections are the first since the fall of Saddam and that they take place without imposing a curfew, which reflects the significantly improved security situation in the country after the defeat of ISIS in 2017, as the previous elections were marred by fighting and deadly attacks that have plagued the country for decades ."
