Iraq Without A Government And An Elected President After 6 Months Of Elections, Amid A Political Blockage

Al-Amiri: The framework will not give up on forming the largest bloc that preserves the right of the Shiite component

The Independent Arabic  Sunday 3 April 2022 7:16 The results of the early elections that took place in Iraq on October 10, 2021, constituted a prelude to the current political impasse, as Parliament  failed three times so far to elect a new president of the republic, and the government remained a caretaker, in light of the political rams between the two sides of the conflict, the “Sadr movement.” and the coordination framework.

"Obligatory third"

The leader of the Sadrist movement  , Muqtada al-Sadr, gave the "framework" forces, which he described as the "blocking third", an opportunity to negotiate with the other blocs to form a majority government without the Sadrist bloc.

Al-Sadr said in a tweet on "Twitter", "In order for Iraq not to remain without a government and to deteriorate the security, economic, service and other conditions, here I am giving the blocking third   an opportunity to negotiate with all blocs without exception to form a national majority government without the Sadrist bloc, and from the first day of Ramadan. Blessed and until the ninth of the holy month of Shawwal. He called on the Sadrist bloc to "not interfere with this, either positively or negatively," adding, "With this, I have cleared my responsibilities in front of everyone."

biggest mass

The head of the Al-Fateh Alliance Hadi al-Amiri stressed that "the framework will not give up the formation of the largest bloc that preserves the right of the Shiite component in the government and agree on a candidate for prime minister," this came during his meeting with the British ambassador to Iraq, Mark Barison Richardson, in his office in Baghdad.

Al-Amiri stressed that "the political process since 2003 until today was built on three main pillars: agreement, partnership and balance." He continued, "We are seeking a Shiite-Shiite understanding, and this will certainly lead to a Kurdish-Kurdish understanding, and end the division in the Kurdish house."

Meanwhile, Representative of the State of Law Coalition, Muhammad Al-Ziyadi, revealed that "the coordinating framework handed the political blocs its initiative and is awaiting a response to it for the purpose of starting quick consultations before the sixth date of next April."

Al-Ziyadi said in a press statement, "The session for electing the president of the republic will not be set unless we reach an agreement to resolve all matters, at which time it is possible to announce the date for choosing the president," noting that "the framework did not think not to involve the Sadrist movement, because it is considered one of the mainstays within Any government, and accordingly we want to reach agreements that serve everyone's progress in the political process."

He added that "  On the other hand, the Patriotic Union of Kurdistan revealed the details of its negotiations with the Kurdistan Democratic Party regarding the presidency. The leader of the Union, Tariq Johar, said, "The Union welcomes the initiative of the framework, and affirms the collective participation in the formation of a consensus government that includes all the forces playing in the political process."

He stressed that "the participation of everyone is important in the decision and the formation of the government as soon as possible, and that we have not reached a political blockage that will delay its formation."

Jawhar stated that "the dialogue with the Democrat has so far been suspended and there are no efforts to bring our views closer, but the coming days are enough to find solutions between the political parties to elect the president of the republic first, and then assign the prime minister for the purpose of starting to form his government."

fourth time

Meanwhile, political researcher Nabil Jabbar Al-Ali stressed that "the current political differences over the future of the political process and how to manage the state are the main reason for the failure of the political forces to hold a parliamentary session dedicated to choosing the president of the republic for the third time, which is likely to fail for the fourth time on April 6 ( April)".

Al-Ali added, “It is possible to describe the political division today as a division between two fronts, the first represented by the alliance of steadfastness (the Shiite framework, the Sunni resolve, the Kurdish Union and others), which represents one-third of the parliament’s deputies and disrupts the presidential election sessions, as he sees the need to return understandings to the political norms followed since 2003, which assumes power-sharing according to electoral merit, and social balance. As for the other front, according to Al-Ali, it is

Al-Ali pointed out that "the political blockage still exists between the parties, despite Al-Sadr temporarily relinquishing the race to form a government or choose the president for a period that he set for himself, approximately 40 days, during which he gave his competitors the opportunity to form a government."

Looking for partial interests?

Meanwhile, the political researcher, Ali Al-Baydar, stated that "everyone is looking for partial interests without considering the interest of the country, and that the political system is not reaching a degree of maturity that makes it capable of dealing with crises." He added, "The country's survival in the management of a caretaker government is a major problem that cannot take important decisions, and the absence of a comprehensive national position and the unwillingness of any party to make concessions in favor of Iraq, are the most prominent problems of the country."

He pointed out, "The political parties' indifference to the reality of the citizen's condition and their lack of a vision that addresses the blockage we are witnessing today in light of the decline in the standard of living of the Iraqi individual to record levels."   LINK
