Shafaq News/ The financial advisor to the Prime Minister, Mazhar Muhammad Salih, revealed that Iraq would fulfill all its obligations to Kuwait on compensation for the 1990-91 invasion.

Salih said in an interview with Shafaq News Agency, "Deducting 3% of the cost of each barrel exported abroad as compensation for the Kuwait war will end next year, the remaining amount is not more than one billion dollars."

It is worth noting that Iraq stopped making payments in 2014 during the war against ISIS, which controlled a third of the country but resumed in 2018, and now, 3% of oil export revenues go to Kuwait.

Under the United Nations Compensation Commission (UNCC), Kuwait and Iraq agreed that payments would gradually increase from 0.5 percent of Iraqi oil proceeds in 2018 to 1.5 percent in 2019 and 3 percent in both 2020 and 2021.

That would be one step that needs to be done, but there are others. They, of late, have shown they are asking for investors of other countries. That will take time also. As the IMF stated, they don't look for anything to happen, in stability, with Iraq until 2024.

1/9/2021   One of the major obstacles to the development of the private sector in Iraq is the lack of access to finance to support its growth. The consensus view is that this is a consequence of Iraq’s underdeveloped banking sector, which is dominated by the state.

While this diagnosis is, to a certain extent, true, a more accurate way of framing the problem would be to say that Iraq simply does not have a banking system, at least in the way that banking is globally understood or practiced.

Iraq has institutions which are referred to as “banks” and indeed, they perform certain functions that resemble banks; however, with a few limited exceptions, Iraq’s banks do not perform the essential functions that characterize a modern banking system.

Whereas banks globally play a major role in the provision of credit and in the functioning of payment systems, banks in Iraq play second fiddle to cash. So long as cash dominates, there is little room for a robust banking sector to emerge. Reconstruction of the Central Bank of Iraq building in Old Mosul

Monday 30 August 2021 17:42 ........ The mayor of Mosul, Zuhair Al-Araji, announced today, Monday, the start of the reconstruction of the Central Bank of Iraq building in the old Mosul.

Al-Araji told the National Iraqi News Agency ( NINA ) that "the engineering cadres in the Mosul municipality finished removing the rubble from the Iraqi Central Bank building, which was subjected to aerial bombardment during the operation to liberate Mosul from the grip of ISIS."

He added that "the sums for the reconstruction of the bank were allocated and disbursed from the sums of the reconstruction of the second phase of the reconstruction of Mosul, with a working period of about (15) months."

"I was learning to trade currencies in the 70's...I was working in Riyadh in 1989 for a developer, and Amed, my boss, was telling me of a 'rumor' that Kuwait was planning to 'adjust' their currency... Remember, Iraq was attacking Kuwait's oil wells... Well with the help of USA & international assistance, adjustments were about to take place... I never heard the RV by name, just an 'adjustment'...

Their currency at that time was .05... While there I bought quite a bit of their currency, quite a bit in Riyadh... I was back in Honolulu around March when my currency broker from the past called me at home, and mentioned that Kuwait's currency adjusted to a higher value, 3.47 USD...

I called my bank, Bank of Hawaii, and they confirmed... So I went with my bills and cashed them in... I had to show my passport with the date when I was in Egypt... it was my former boss in SA that called about their RI/adjustment then I went through his broker... It went from 0.05 to 3.47 USD... It was just an exchange, no tax.

There is more to the story but this should give you enough to share at this point... It did happen no matter what the so-called Gurus are telling you."

The International Monetary Fund announced that Special Drawing Rights (SDRs) were effective for all 190 members, equivalent to about $650 billion, on August 23, 2021.

The fund said in a report seen by Shafak News Agency; “Iraq’s share of the IMF’s Special Drawing Rights amounts to 1.594,700,000 billion units, equivalent to two billion and 264 million and 742 thousand dollars out of its financial share in the fund of 0.35%,” noting that “these financial allocations to Iraq came in accordance with its current shares in the Fund.” .

The fund indicated that “this allocation will benefit all members to address the long-term global need for reserves, build confidence, enhance the resilience and stability of the global economy, and will especially help the most vulnerable countries struggling to deal with the impact of the COVID-19 crisis.”

The International Monetary Fund, under its founding agreement, may distribute allocations from the Special Drawing Rights to member countries in proportion to their membership quotas, and this distribution allows each member country to obtain an international reserve asset without cost or conditions.   shafaq.com

Salih said the Iraqi government is deducting 3% of oil revenues to pay the remaining compensation to Kuwait following the 1991 Iraqi invasion of its Gulf neighbor.

“The remaining war reparations are expected to be paid within a year or so,” he said.

In May 2020, Iraqi lawmaker Hanin Qaddo told Anadolu Agency that Baghdad had asked Kuwait to postpone the payment of $3.7 billion in war reparations to the Gulf state.

Basra crude rises to more than 10% in a week ................................... He pointed out that "the Iraqi economy has changed since 2019 and the obligations of the previous government, and the Corona crisis led to the collapse of oil prices and increased unemployment," noting that "the government's policy worked to control expenditures and thus reflected on state revenues."

He added, "The process of changing the exchange rate was not easy, but the fiscal and monetary policy is reformist and it must be continued.

The reform process is correct and started with banks and customs," stressing that "the fiscal policy aims to balance oil and maximize other resources."

He pointed out that "the process of changing the dollar exchange rate should have taken place years ago, which reflects something beneficial to reform the economic system, as it is not possible to create an incubating environment for a private economy without the government's ability to change the distortion of public finance."

She added that "the decline in the value of the Iraqi dinar in the nineties of the last century due to the embargo forced the government to print the currency illegally in order to pump more to cover the financial deficit at the time, which resulted in the disappearance and decay of the small currency."

She pointed out that "presenting small currencies now needs two things, the first of which is to control inflation in the markets, and this matter is very difficult to control by the government, especially after the step of devaluing the Iraqi dinar."

butterfly   KRG receives share of Federal Budget, ends Salary Cuts.......28th July 2021......Prime Minister Masrour Barzani on Sunday led a meeting with the Kurdistan Region's Economic Council to address the resumption of full salary pay for government employees.

Prime Minister Barzani reiterated that the KRG pays salaries from available revenue, and that they can do so more reliably if the Iraqi government upholds their budget commitments.

The Council stated that they are preparing to distribute full salaries without any cuts following the federal government's release of 200 billion dinars to the Kurdistan Region.

The positive effects of the KRG's efforts in internal reforms and revenue collections were another point of discussion.   (Source: KRG)

butterfly   Transporter Named for Iraqi Oil Exports to Jordan...........28th July 2021 .............The Jordanian Ministry of Energy and Mineral Resources has announced that Burj Al Hayat Transport and Trading Company has been awarded a tender to transport Iraqi crude oil to Jordan.

The company will be responsible for transporting 10,000 barrels of crude oil per day from Iraq's Baiji oil refinery to Jordan's Petroleum Refinery Company in Zarqa, covering 7 percent of the Kingdom's daily demand with a discount of $16 from the price of Brent crude per barrel.

"The door-to-door shipping process begins in the coming two weeks, with 50 percent of daily imports transported via Iraqi and Jordanian tanker trucks," according to a statement by the Ministry.

butterfly  UK's Proserv Wins Contract at Majnoon Oilfield...........28th July 2021......UK-based global controls technology company Proserv Controls has secured a significant contract to manufacture and deliver 22 wellhead control panels (WHCP) to the Basra Oil Company (BOC) for use on the Majnoon Oil Field in southern Iraq.

The deal has been arranged through KBR, the Houston based engineering, procurement and construction management (EPCM) company, which is the EPCM lead on BOC's plans to significantly ramp up production capabilities at the field.

The 22 WHCPs each has the capability of controlling up to four wells and they have been earmarked for use on 70 new wells which are currently in the development phase. At present, Majnoon has a capacity of just over 200,000 barrels per day (bpd) of production, but BOC's strategy is to more than double this to above 400,000 bpd in the next two years.

Proserv will deliver the WHCPs in three lots, with the first due towards the end of Q3 2021, with the second scheduled for Q4 and the final tranche set to arrive in March 2022.

The firm will make use of its well-developed footprint in the Arabian Gulf to deliver this order, with the WHCPs being manufactured at Proserv's dedicated site in Jebel Ali, Dubai.

The legal authorities in the United States of America confirmed to the Governor of the Central Bank of Iraq that all the reserves and funds of the Central Bank of Iraq are fortified and no party can seize them. They also confirmed that they will defend its immunity with the rest of the countries and these reserves cannot be compromised.

As Iraq will complete during the coming period the full payment of the compensation and benefits accrued from it prior to 2003, this will lead to the lifting of the international immunity for Iraq's money abroad and it will be subject to implementation by some creditors from other parties and companies.

Al-Kazemi said during his meeting with businessmen and owners of companies at the American Chamber of Commerce: "We started to address the weak infrastructure by encouraging private sector investments, and we have achieved great progress in the field of investment, and there is work in the field of oil and energy."

He added: "The doors of Iraq are open to investment, and American companies in particular, and we have launched strategic projects in the investment of associated gas, in cooperation with American companies."

butterfly  Oil price hike   Wednesday 28 July 2021.......Oil prices recorded a big jump, on Wednesday, after industrial data showed that stocks of crude and American products fell more sharply than expected last week.

Brent crude futures rose 30 cents, or 0.39 percent, to $73.81 a barrel.

US West Texas Intermediate crude futures rose 38 cents, or 0.53 percent, to $72.03 a barrel.

Data from the American Petroleum Institute industry group showed that US crude stocks fell by 4.7 million barrels for the week ending, gasoline stocks decreased by 6.2 million barrels, and distillate stocks decreased by 1.9 million barrels.

Shafaq News Agency correspondent said that CBI's sales of foreign currency in today’s auction amounted to $174,815,000, down by wowing 18.69% compared to yesterday's $214,570,530. The weighted rate of the U.S dollar averaged 1460 dinars.

Our correspondent explained that three banks and five exchange companies cashed $11.32 million, while the remaining sums went to boost funds abroad in the form of credit and non-cash transactions, with 27 banks meeting those demands.

Butterfly   The dollar is rising, and investors' eyes are on the Fed's decision

Economie- 07-28-2021 .... The dollar rose slightly on Wednesday after falling earlier, as investors shunned big bets ahead of the results of the US Federal Reserve meeting.

The US dollar index turned bullish after falling in Asian trade. It rose 0.1 percent at the latest reading to 92.534.

The Japanese yen, the Swiss franc and the euro maintained the gains of the previous day during Asian transactions, and the yen, which is considered a safe haven, recorded 109.80 per dollar, and the euro reached the level of 1.1809 dollars.

The dollar saw a steady rise over the course of a month after the Federal Reserve turned to tightening in June. Markets are waiting to see if the central bank will indicate when to start withdrawing stimulus measures amid rising inflation rates in the United States.

But exchange market analysts said there is a good chance that the Fed will not change policy, given that the recent inflation boom is likely to be temporary, as well as concerns about the growing Covid-19 infections, which could derail the global economic recovery.

"The delta outbreak may provide good reason to continue to be vigilant and to postpone the announcement of any significant downgrade to the Jackson Hole Symposium in late August," ING analysts wrote in a note.

By 0707 GMT, the spot price of gold was up 0.3 percent to $1804.69 an ounce. US gold futures rose 0.2 percent to $1,803.40 an ounce.

"Gold is benefiting from some buying to hedge risks ahead of the FOMC meeting," said Jeffrey Haley, senior market analyst for Asia Pacific at Oanda.

The Fed statement will be released at 1800 GMT today, followed by a press conference by Central Bank Chairman Jerome Powell.

Gold plunged 7 percent in June after the Fed sounded hawkish at its last meeting.

Silver rose 0.6 percent to $24.82 an ounce, after hitting its lowest level in nearly four months at $24.46 on Tuesday.   Palladium and platinum rose 0.7 percent to $2,626.93 and $1,057.99 an ounce, respectively.

He added: "The doors of Iraq are open to investment, and American companies in particular, and we have launched strategic projects in the investment of associated gas, in cooperation with American companies."

He continued, "Our vision is serious about relying on Western investments instead of others, and we are conducting negotiations with international companies to grant 7,500 megawatts of solar energy during the next two years."

Shafaq News Agency correspondent said that CBI's sales of foreign currency in today’s auction amounted to $214,570,530, down by 6.14% compared to yesterday's $228,680,588. The weighted rate of the U.S dollar averaged 1460 dinars.

Our correspondent explained that 18 banks and 25 exchange companies cashed $63.38 million, while the remaining sums went to boost funds abroad in the form of credit and non-cash transactions, with 32 banks meeting those demands.

As Iraq's prime minister visits the White House for talks with President Joe Biden, an announcement has been made that all remaining US combat troops will be out of Iraq by the end of this year as part of an ongoing "US-Iraq Strategic Dialogue".

This prompts two key questions: what difference will this make on the ground, and does this open the door for a return of Islamic State (IS), the group that terrorised much of the Middle East and attracted recruits from as far afield as London, Trinidad and Australia?

Eighteen years on from the US-led invasion of Iraq, America only has about 2,500 regular troops left in Iraq, plus a small and undisclosed number of Special Operations forces fighting IS.

Concentrated in just three bases, they are a tiny fraction of the 160,000-strong force that occupied Iraq post-invasion - but they are still subject to rocket and drone attacks from suspected Iranian-backed militias.

The US military's job is training and assisting the Iraqi security forces who are still battling a sporadic but deadly insurgency by IS jihadists.

But the US military's presence in the country is controversial.

Iranian-backed politicians and militias want them out, especially after the US assassinated the head of Iran's Revolutionary Guards Quds Force, Maj Gen Qasem Soleimani, and a top Iraqi Shia Muslim militia commander at Baghdad airport in January 2020.

Even non-aligned Iraqis would like to see their country rid of foreign forces; the notion of foreign occupation is an emotive one.

butterfly   This suits some in Washington just fine, although not at the cost of "handing over Iraq to Iran".

The US has long been trying to extricate itself from what President Biden calls its "forever wars" in the Middle East. Hence the accelerated withdrawal of US forces from Afghanistan, as the US and its allies turn their attention increasingly towards the Asia-Pacific region and the South China Sea.

Islamic State 2.0?

Lurking in the background here is the spectre of an IS revival and the possibility of history repeating itself.

In 2011, President Barack Obama announced that US troops were pulling out of Iraq.

Although a small number have remained since, that drawdown, combined with a toxic Iraqi political mix and a burgeoning civil war across the border in Syria, created the perfect space for IS to eventually seize Mosul, the second city, and then control territory the size of a European country.

Could this now happen again? Could a reconstituted IS 2.0 once again sweep aside a demoralised Iraqi army deprived of US combat support?

It's a lot less likely, for several reasons.

IS was able to capitalise back then on the massive discontent felt by Iraq's Sunni Muslims towards the highly partisan Shia government of Prime Minister Nuri Al-Maliki. He ran the country from 2006-2014 and systematically disenfranchised the Sunnis, pushing many into the waiting arms of IS.

Today's political equation, while far from perfect, is more acceptable to Iraq's competing ethnic groups.

Since the defeat of IS, the US and Britain have also spent a lot of time and effort in training up Iraq's counter-insurgency forces and that training is set to continue, with Nato backing.

Thirdly, IS' strategic leadership, or what's left of it, appears to be more focussed on exploiting the ungoverned spaces in Africa and Afghanistan than battling well-armed security forces in its Arab heartland.

butterfly   So despite the US drawdown, which may still see small numbers of American troops remaining, the West will be watching to see if IS or any other jihadist groups look like using Iraq as a springboard to carry out transnational attacks, especially in the West.

"Should the US detect that IS in Iraq were preparing an attack on US interests outside Iraq, Washington would probably unilaterally attack," says Mr Barry. And with sizable resources nearby and offshore in the Gulf, the Pentagon certainly has the means to do so.

Iran's long game

The bigger, long-term picture here is one that favours Iran.

Ever since Iran's Islamic Revolution in 1979 it has been trying to evict US forces from its neighbourhood and become the premier power in the region.

It has had little success in the Arab Gulf states where mistrust of Tehran runs deep and where the US military has facilities in all six countries, including the headquarters of the US Navy's powerful 5th Fleet in Bahrain.

But the US-led toppling of Saddam Hussein's regime in Iraq in 2003 removed the most effective obstacle to Iranian expansion, and Tehran has not passed up on the opportunity since then. It has successfully inserted its Shia militias into the fabric of Iraq's security establishment, and its allies have a powerful voice in parliament.

Syria's civil war has opened the door for a major Iranian military presence there, while next door in Lebanon Iran's ally Hezbollah has become the most potent force in the country.

Iran is playing the long game. Its leaders hope that if it keeps up the pressure, both overt and covert, it will eventually make the Middle East a region not worth America's effort to stay engaged in, militarily.

Hence the frequent rocket attacks on US bases and Iran's support for civil protest calling for US troops to leave.

An agreement that sees the end of US combat operations in Iraq will be seen by many in Tehran as a step in the right direction.  Source: BBC

2021-07-25 07:50   Biden asks for the help of Iraqi intelligenceShafaq News/ The American newspaper “Washington Times” reported that US President Joe Biden intends, during his scheduled meeting with Iraqi Prime Minister Mustafa Al-Kazemi in the coming hours, to request stronger help in confronting the phenomenon of drone attacks on US forces present in Iraq and Syria.

Iran’s influence

And the American newspaper stated, in a report translated by Shafak News Agency, that “Biden may not have enough influence to overcome Al-Kazemi’s fears of retaliatory responses from Iran,” quoting analysts who indicated that there are several things Al-Kazemi can do for Biden.

And the American newspaper quoted a professor at the University of Florida in Atlanta, Robert Rabil, as saying that “Iraq will not take a hard stance on matters that are not within its interests,” adding that “the Iraqi prime minister is pro-American, but he is also patriotic and pro-Iraq, and he realizes that he cannot make Iran is an enemy.”

Since Biden took office last January, there have been at least eight drone attacks and 17 missile attacks against US forces in Iraq and Syria.

Also, an attack took place earlier this month on an Iraqi air base housing US soldiers, injuring two of them.

In response to these attacks, Biden twice ordered air strikes on pro-Iranian militia sites operating in Syria, including one near the Iraqi border, according to the Washington Times. 

Al-Kazemi’s role

butterfly     The newspaper indicated, “Al-Kazemi has been reluctant so far to take a stronger position, for fear of a possible response and its reflection on his country,” and quoted Rabil as saying that “Al-Kazemi will not go in the opposite direction to Iran.”

Rabil explained, “Al-Kazemi does not have a political party, and therefore he needs to work within the framework of consensus, and he wants to develop Iraq, but it faces many challenges,” noting that “using Iraq to settle the account between the United States and Iran will not help.”

And the newspaper considered, that “what complicates the matter further, is the tense relations that exist between Iraq and the United States since the era of former President Donald Trump, who gave the order to assassinate the commander of the Iranian Quds Force, General Qassem Soleimani, and the deputy head of the Popular Mobilization Forces, Abu Mahdi Al-Muhandis, near Baghdad Airport.”

A new beginning
