When they pasted the last three amendments to the Federal Court law they said they got it to the president Tuesday night to sign and submit on Wednesday with the federal budget. They said if they didn't post Wednesday it would be in Saturdays and that there was no variance from those publishing days. I had to translate to read, i will go back and look again. Maliki screwed it all up now with 6 violations supposedly in budget recall. I am sure he will draw everything out more with his cronies to not pass the budget.

Archaeologists in Egypt have discovered a 3,000-year-old “lost city” buried under the sands in Luxor, home to the Nile Valley’s famed Valley of the Kings, the latest pharaonic-era wonder to be unearthed as the country seeks to revive its tourism industry.
The city, known as the “The Rise of Aten,” dates to the reign of Amenhotep III which began around 1,390 BC, and was later used by successors including Tutankhamun, according to a statement on Thursday from the Egyptian mission that made the find.

butterfly Excavations by a team under Egyptian archaeologist Zahi Hawass started work in September 2020 and soon found a large, well preserved city, with intact walls, a bakery and ovens, tombs, and rooms filled with the tools, as well as rings, scarabs and colored pottery. Evidence of several industries, including spinning and weaving, metal manufacture and glass-making, was also found. The mission was conducted jointly with Egypt’s Ministry of Tourism and Antiquities.
Historical records suggest the settlement consisted of three royal palaces belonging to King Amenhotep III, as well as the empire’s administrative and industrial center. Mud bricks bearing the pharaoh’s seal, or cartouche, confirmed the dating of the city.
Further work at the site could help explain what Bryan described as one of the age’s greatest mysteries: Why did Amenhotep III’s son Akhenaten and his wife Nefertiti move the dynasty’s capital to a new location at Amarna?

National Army, Federal court law 23 amendments passed, HCL signed and agreed by Kurds for oil and salaries and what oil property they get and a little extra percentage to keep them in line. They also passed corruption laws that they were asked to implement by IMF. New budget that dates back to January 1st, which would have to be the rate till now of what it was, then it is possible to either reinstate their currency or float it.

Is Iraq Heading To Fully Float The Local Currency?
Baghdad / Obelisk: Iraq will be forced to float the entire local currency, if the devaluation of the Iraqi dinar against the dollar leads to results that lead to the deterioration of the economy and the inability of the state to cover the expenses.
The Central Bank has reduced the value of the Iraqi dinar against the dollar by 24% with the end of 2020.
The dollar exchange rate reached 1470 dinars to the public, and 1460 dinars for banks operating in the country, compared to 1182 dinars before the reduction.
The economist Osama Al-Tamimi believes, according to Al-Jazeera Net, that the flotation is supposed to lead to stimulating domestic production and reducing dependence on imports, but the corrupt will face this mechanism by raising the prices of local commodities.
He pointed out that it is difficult to move towards a comprehensive float, because of what it needs from the presence of a state that has the force of law, "and this is not available now.
He stressed that the devaluation enabled the government to overcome a major crisis that Iraq could face, through which it was able to provide salaries, manage state affairs, and limit money smuggled abroad, as the dinar achieved a weak economic margin for smugglers.
The floating policy is not of real benefit in the economy of Iraq, which is a rentier economy, which relies heavily on oil revenues, says the economist Manar Al-Obaidi.
Al-Obaidi points out that the full floating policy requires diversifying the economy to create a state of balance in supply and demand, but this is difficult in Iraq because there is only one player in this equation, which is the Central Bank of Iraq.
Cian In turn, industrial development and investment consultant Amer Al-Jawahiri ruled out a full float until 2022, because of its political and social repercussions that are difficult for the Iraqi economic and political reality to bear now.

The Iraqi Parliament submitted yesterday, Tuesday, the Federal Budget law to the Presidency of the Republic for ratification, according to the Deputy Speaker of the Iraqi Parliament, Bashir Khalil Al-Haddad.
A document appended by the Deputy General Secretariat of the Council of Representatives, Sadeq Jumah Hamid, and addressed to the Presidency of the Iraqi Republic, said, "in accordance with Article 73 provision 3 of the constitution, we send to you the Federal General Budget Law of 2021."

Shafaq News/ Iraq's gold reserve retained the 38th ranking worldwide, the monthly report of the World Gold Council said.
The Council, in its latest (April) update to the list of largest Gold reserves for 2021, said that the cumulative possessions of the Central banks of the hundred countries in this list amounted to 35.218 thousand tons.
Iraq is 38th on the list, fifth among Arab Countries, with 96.3 tons, equivalent to 8.9% of the world's reserves.
US is still the top dog with 8.133 thousand tons, followed by Germany with 3.362 thousand tons. Yemen came the least on the list with 1.6 tons, preceded by Haiti with 1.8 tons.
Top gold buyers were India and Uzbekistan by 11.2 and 7.2 tons, respectively, followed by a margin by Kazakhstan and Columbia with 1.6 and 0.5 tons.
Turkey was the top seller with 11.7 tons.
The World Gold Council is the market development organization for the gold industry. It works across all parts of the industry, from gold mining to investment, and their aim is to stimulate and sustain demand for gold.

butterfly April 6, 2021 It took four months, six tries and many more delays before Iraq’s 2021 federal budget bill passed on March 31 after intensive negotiations.
The current bill seeks to address the country’s challenges over growing unemployment, delays in handing out salaries, pensions, rife corruption and plummeting oil prices. The government is now tasked with implementing the bill ahead of the country’s October elections.
“Having an imperfect budget is better than not having one,” said Bilal Wahab of The Washington Institute to Al-Monitor. “The COR (Council of Representatives) was initially reluctant to put a budget at Prime Minister [Mustafa al-] Kadhimi’s disposal, but doing so would have cost them dearly in an election year.”
How did we get here?
Iraq’s parliament failed to approve a budget last year. Meanwhile, the county’s economic crisis worsened, fueled by the coronavirus outbreak and a drop in global oil prices. Iraq houses the world’s fourth-largest oil reserve and depends on oil revenues to fund about 95% of its national budget.
As Iraq’s energy sector took a hit, the country struggled to pay the nearly $5 billion in monthly fees for public salaries and pensions. In November, Baghdad was forced to pass a $10 billion emergency spending bill that would allow the cash-strapped government to borrow from international markets and local banks in order to pay state employees whose salaries had been delayed for months.
butterfly By December, in a bid to close an expanding budget inflation gap, Baghdad devalued the dinar by nearly 24%, from 1,182 dinars to the US dollar to 1,457. It was the first currency devaluation by the Iraqi government in decades. Some lawmakers criticized the move, arguing it would severely impact the country’s poor citizens as merchants took advantage of the devaluation to sharply increase prices of basic commodities.
That same month, Iraq’s Cabinet approved a 2021 draft budget of 150 trillion Iraqi dinars (about $103 billion). The draft was sent to parliament for approval.
But disputes over the Kurdistan Regional Government's (KRG) oil share and non-oil revenues delayed the vote. On Sunday, despite a last-minute agreement between Erbil and Baghdad, parliament failed to pass the bill for the fifth time as political blocs grappled over the dollar exchange rate and the inclusion of foreign loans.
Frustrated at the prospect of another year without a federal budget, the Council of Representatives requested on March 30 parliamentarians attend a special March 31 voting session. That session resulted in the approved 2021 federal budget of about $89 billion. The budget deficit is estimated at roughly $20 billion.

In the end, the approved budget shielded the dinar’s devaluation. To settle the Erbil-Baghdad disagreement, the Kurdistan Region will receive its 12.67% share of the budget when it hands over the revenue of no less than 250,000 barrels of oil per day at the price set by the State Organization for Marketing of Oil at $45 per barrel.
Erbil will deliver non-oil revenues to the state treasury and must also make repayments on a 5 trillion dinar ($3.4 billion) loan it received from the Trade Bank of Iraq at about 50 billion dinars ($34 million) monthly over seven years, Samir Hawrami, spokesperson for KRG Deputy Prime Minister Qubad Talabani, told Rudaw’s Snwr Majid.
Among other approved articles in the bill include a call for the state’s Media and Communications Commission to force mobile phone companies to pay the financial obligations they owe, including any fines, during the first half of the current year. The National Retirement Authority is also obligated to pay end-of-service bonuses and accumulated leave for former army members, though this amount will not exceed 10 million dinars ($6,800).
The budget also calls for compensation for the families of the thousands killed or missing in Mosul between 2016 and 2017 during the battle to reclaim the city from the Islamic State.
“In front of us now is the privilege to implement a way that guarantees the interests of citizens and to rebuild the nation and take the highest measures to support low-income classes, provide job opportunities for our youth and combat corruption,” tweeted Iraqi President Barham Salih.

The challenge confronting lawmakers now is carrying out the bill ahead of the Oct. 10 general election. But much of the budget’s language remains hazy, questionable or subject to political interpretation as a detailed breakdown has yet to be released. In order to meet its budget total of $89 billion, for example, Iraq would need to produce more oil than its OPEC+ quota allows or hope that the price per barrel rises to more than $60. For much of 2020, Iraq struggled to comply with this quota.
Iraq continues to face major structural challenges that the budget sought to address. In October, the country adopted the White Paper, a policy document drafted by the government that called for emergency financial reform. It outlined measures to address the country’s “accumulated, decades-old serious challenges that confront it,” the government wrote in a press release.
The executive branch attempted to incorporate some of these principles in the budget draft, including protecting the devaluation of the dinar and increasing non-oil revenues. To address issues of unemployment, the budget calls for the addition of 300,000 people to the public payroll, an addition that could be seen as a political maneuver to appease young voters ahead of October’s elections.
But not all recommendations by the White Paper were incorporated. The budget approved by parliament changed significantly from the original draft. Some articles of the draft budget were removed entirely, including Article 20 that deals with income tax proposals and outlines salary cuts to the three presidencies, ministries and employees.
The Iraqi government now plans to issue a formal complaint against the rewriting of the budget with the federal court in regards to some of the changes imposed by parliament, according to an Iraqi official who spoke to Al-Monitor on the condition of anonymity. Challenges exist with tax reduction and obliging the government to employ thousands of dismissed employees.

The US blames Iran-backed militias for regular attacks on its personnel and interests in Iraq.
The attacks have put significant strain on the relationship between Baghdad and Washington.
The retaliatory US drone strike that killed Iranian General Qassem Suleimani and Iraqi militia leader Abu Mahdi Al Muhandis in the Iraqi capital in January 2020 also raised tensions dramatically.
Washington withdrew its forces from Iraq in 2011, eight years after leading the invasion that toppled dictator Saddam Hussein and set off a bitter sectarian conflict.
But thousands of American soldiers were redeployed to the country from 2014 onwards as part of a global coalition battling ISIS.

Both Iraq and the United States indicated their common intention to address the climate emergency and work together to promote clean energy and combat climate change, including working with the private sector in the United States, through the implementation of projects that promote clean energy development and improve ways to generate electricity using solar energy.

He added that Al-Kadhimi is expected to visit other regional countries for empowering the Iraqi economy.
Regarding the educators, who were not included in the 2021 budget, Nazim explained that their share was allocated in the budget law but the Parliament had reduced it. A woman in eastern China had the shock of her life when she found out that her son was marrying her long-lost daughter. The reunion occurred right at the would-be spouses' wedding in Suzhou, Jiangsu province on March 31, according to Sohu News.
The shocking discovery was made after the woman noticed a birthmark on the bride's hand, which looked strikingly similar to that of her long-lost child. Determined to uncover the truth, the woman mustered the courage to ask the bride's parents whether she was adopted.
After explaining her story and the identical birthmark, the bride's parents eventually confirmed that their child had been adopted. Details were quickly ironed out and the bride confirmed that she was, indeed, the woman's long-lost biological daughter.
It turns out she went missing as a child and was picked up by her adoptive parents on the roadside some 20 years ago. The wedding could have been called off at this point, but the woman also revealed that her son — her now-daughter's groom — was also adopted.
The wedding proceeded as planned, but the shocking twist is one detour their guests will never forget. In photos that went viral on Chinese social media, the bride can be seen breaking down and hugging her long-lost mother tightly.
It's unknown how exactly the daughter went missing, but some are raising the possibility of human traffickers being the culprit. It's also unclear whether the woman's adopted son — now her son-in-law — will be searching for his own parents. The efforts of the Embassy of the Republic of Iraq in Brussels have culminated recently in reaching a draft agreement sent by the embassy, and through official channels, to the relevant Iraqi authorities, for the purpose of studying it and making observations on it in preparation for obtaining the fundamental approvals to sign it between the Iraqi and European sides.
A framework agreement
He explained in the speech of Iraq, during the hypothetical event organized by the European Investment Bank with the head of the Asia Department, Mr. Edwards Pomistinas, and the concerned officials in the draft agreement in the European Investment Bank, with the head of the negotiating delegation of the Republic of Iraq on concluding a framework agreement with the European Investment Bank.

On Apr 6, 2021 Previously classified military interrogation reports released today, 6 April 2021, reveal that current Daesh leader Mohammed al-Mawla, provided key intelligence to US military officials about senior members of Daesh’s predecessor organisation, Islamic State of Iraq (ISI).
The 56 newly declassified reports, which can be viewed online at the Countering Terrorism Center at West Point, reveal that al-Mawla gave up information relating to over 68 members of ISI, during interviews conducted in military custody in 2008.
The release provides further detail on how information provided by al-Mawla informed a Coalition led-operation in October 2008, which led to the killing of ISI’s second most senior figure, Abu Qaswarah. Having betrayed Abu Qaswarah, al-Mawla ascended within the organisation, finally becoming its leader of Daesh in October 2019.
Despite having risen to be the group’s deputy in Mosul, the reports reveal that al-Mawla cooperated willingly with US forces, disclosing significant amounts of actionable intelligence, including physical descriptions, as well as names, locations and aliases of key leaders. Throughout a series of interviews conducted in 2008, interrogators describe al-Mawla as ‘forthcoming’ and ‘sincere’, as he identified numerous photos of senior jihadis and disclosed the full organisational structure of ISI in Mosul.
butterfly As well as identifying senior leaders, al-Mawla provided details for those responsible for military, administrative, and security, sharia and media propaganda functions. Al-Mawla appears to have been particularly hostile toward foreign terrorist fighters within ISI’s ranks.
Having acted as deputy leader of the group in Mosul, al-Mawla described the group’s criminal activities in the city, including kidnappings, executions, assassinations, ransoms and hijacking. In one report, al-Mawla describes the ‘difficulties’ the group had in acquiring weapons. In several other interviews, al-Mawala advises US forces of key meeting points in Mosul, including a market place and a café where terrorist operatives met regularly.
Significantly, al-Mawla also exposed the cover of ISI’s propaganda team in Mosul, revealing details of key media personnel as well as the covert location of their headquarters.
Two years since Daesh lost control of territory in Iraq and Syria, and 18 months since the death of former leader al-Baghdadi, Daesh poses an ongoing threat to communities in Iraq, Syria and elsewhere. But the release of these reports reveal deep and longstanding divisions within an organisation that is steeped not only in criminality, but a culture of betrayal.

Shafaq News / The spokesman for Iraqi Cabinet Hassan Nazim, on Tuesday, held a press conference in which he discussed topics of health, politics and economy.
On economic situation, Nazem said the Prime Minister Mustafa Al-Kadhimi will visit the markets before the Month of Ramadan to check the prices and that the Minister of Trade may resort to import goods to confront the high prices.

“I expect the consumer prices to continue to rise for the following months,” Al-Obaidi said.
"The future of the dinar is expected to maintain its price in the range of 1500 for a period that may reach more than a year.
If the economic situation improves, it is possible to raise the value of the dinar."

According to the economist Osama Al-Tamimi, the float should lead to stimulating domestic production and reducing dependence on imports, "but the corrupt gangs will face this mechanism by raising the prices of local commodities."
He pointed out that it is difficult to move towards a comprehensive float, because of what is needed by the existence of a state that has the force of law, "and this is not available now."
He stressed that the devaluation enabled the government to overcome a major crisis that Iraq could have faced.
