HÀ NỘI — Việt Nam received US$25.1 billion in foreign investment in the first 11 months, up 0.5 per cent month-on-month but down 5 per cent year-on-year, the Foreign Investment Agency (FIA) has said.  

During the period, new capital registered in the country by foreign investors saw a yearly decline of 18 per cent to $11.5 billion while their capital contributions and share purchases also declined 7 per cent year-on-year to nearly $4.08 billion. 

The agency underlined two factors behind the falling registered capital, which were stringent COVID-19 preventive measures early 2022 and global uncertainties.

It said strict COVID-19 preventive measures imposed in the beginning months of the year had made it more difficult for foreign investors to travel to Việt Nam to seek new investment opportunities. Such hindrance held back the number of newly-registered projects in early 2022.

Global uncertainties, including geopolitical conflicts, inflationary pressures and supply chain disruptions, compounded the situation by scaling down the capital flows from big economies, especially Việt Nam's partners.

One bright spot in the period was adjusted capital which surged 23.3 per cent year-on-year to $9.54 billion, the FIA noted. 

According to the agency, the adjusted capital continued to maintain its growth momentum, which was a signal to confirm the confidence of foreign investors in the economy and investment environment of Việt Nam. Therefore, they decided to add more capital to their existing projects in the country. 

Statistics from the FIA also showed that the average scale of adjusted capital per project in 11 months of 2022 increased 4.9 per cent over the same period of last year. Notably, many projects in manufacturing of electronic and high-tech products witnessed capital added on a large scale during the reviewed period. 

On the bright side, many large-scale projects had their capital adjusted up significantly in ten months. For instance, Samsung Electro-Mechanics was given two capital boosts, of $920 million and $267 million. 

Samsung HCMC CE followed suit with $841 million. Other projects to manufacture electronics and multimedia devices in Bắc Ninh, Nghệ An and Hải Phòng provinces were financed with additional capital of $306 million, $260 million and $127 million, respectively.  

At the same time, disbursed capital also witnessed a positive increase of 15 per cent to reach $19.68 billion in the period, the FIA added.

From January to November, manufacturing and processing lured the lion's share of foreign investment with over $14.96 billion, making up 59.5 per cent of total capital. It was followed by real estate with $4.19 billion, or 16.7 per cent. Electricity production and distribution and science and technology were the runners-up with $2.26 billion and $1.03 billion, respectively. 

Singapore was the top source of capital pledges in the period with $5.78 billion, accounting for 23 per cent of the total. Japan came next with over $4.6 billion or 13 per cent while South Korea ranked third with above $4.1 billion or 16.4 per cent. 

Others sources of foreign capital were mainland China, Hong Kong (China) and Denmark. 

Among cities and provinces receiving foreign capital in the period, HCM City led with nearly $3.54 billion, up 3.3 per cent year-on-year or equivalent to 14 per cent of the total. The southern province of Bình Dương ranked second with over $3.03 billion, up 45 per cent year-on-year or accounting for 12.1 per cent of the total. 

In a recent report to the National Assembly, the Ministry of Planning and Investment said that foreign direct investment (FDI) disbursement this year could reach $21-22 billion, an increase of about 6.4-11.5 per cent compared to 2021. These figures, then, meant that Việt Nam's FDI attraction was rapidly moving towards recovery.

Nguyễn Văn Thọ, chairman of the Bà Rịa – Vũng Tàu People’s Committee, said during the conference that the province has an initiative to form a free trade zone associated with a deep-water seaport in the Cái Mép Hạ area and develop the province into a world-class tourism hub following the Politburo’s Resolution No. 24-NQ/TW.

“The formation of the Cái Mép Hạ free trade zone will create an effective economic tool for Việt Nam to compete with regional countries in attracting investment and implementing the new phase of the industrialisation strategy, and will be the driving force for the southeastern region to make greater contributions to the country’s development.”

HÀ NỘI — Benchmark indices rose more than 3.5 per cent on Monday, as domestic investors' risk appetite improved strongly while foreign investors continued to pour capital into the country's stock market.

The VN-Index on the Hồ Chí Minh Stock Exchange (HoSE) extended last week's big rallies and broke over the key level of 1,000 points for the first time in nearly a month.

Accordingly, the index surged 34.23 points, or 3.52 per cent, to 1,005.69 points, the highest since November 4. Meanwhile, the HNX-Index on the Hà Nội Stock Exchange (HNX) jumped 7.29 points, or 3.7 per cent, to 204.06 points.

The market's breadth was in a positive zone, with 491 stocks edging higher on the two main exchanges, while only 74 ticker symbols slid.

Liquidity also increased sharply over the previous session, with total trading value on both main exchanges of nearly VNĐ17.3 trillion (US$697.4 million). Matching value on the southern bourse increased by 66.67 per cent compared to Friday's session to nearly VNĐ14 trillion, equal to a matching volume of 872 million shares.

Similarly, on HNX, the matching value reached VNĐ927 billion, equivalent to the trading volume of 77.5 million shares.

3- Activating municipal institutions in the governorates, Law No. (80 of 1970) and its instructions in force, and the dissolved Revolutionary Command Council Resolution No. (184 of 2002) for the purposes of owning land whose use has been changed for the purposes of this decision.

4- The Municipality of Baghdad and the municipal institutions in the governorates shall undertake the preparation of sectoral designs for the areas covered by the provisions of this decision in a manner consistent with the design of modern cities. lowest excretion.

A- The actual beneficiary of the land should be according to the inventory provided by the concerned administrative unit, through a committee headed by the Mayor of Baghdad in the capital, the governor in the governorates, and the membership of the municipal director, the director of urban planning, the director of real estate registration, and a representative of the Ministry of Finance.

b- It is not permissible to own more than one plot of land for the applicant.

C- To submit an application to the concerned municipality directorate within a period not exceeding 90 days from the date of issuance of this decision.

8- This decision shall be implemented on lands owned by the state, on which residential floors are built with fixed structures, and that it be a regular inhabited residential complex.

9- This decision does not include lands allocated for public benefit projects.

10- The Ministry of Agriculture, the Municipality of Baghdad, municipalities, and administrative units shall follow up on cases of trespassing on agricultural lands and orchards, and take legal measures against trespassers after the enforcement of this decision. Taking into account the opinion of the Legal Department in the General Secretariat of the Council of Ministers, according to its memorandum No. (M. D / S / 2/71/42/310 L. S) dated November 21, 2022, and the observations of some members of the Council of Ministers.

11- The relevant authorities should take the necessary measures to prevent any violations in the future.

The Cabinet also decided the following:

1 – Financing an amount of 10 billion dinars, to the Iraqi National Security Agency, to pay the salaries of the employees of the aforementioned agency, in implementation of paragraphs (1, and 2) mentioned in the book of the Federal Office of Financial Supervision No. (1/1/12/2334) dated February 3, 2022. 2- The advisory body mentioned in Paragraph (First) above shall review what the Ministry of Electricity offered for the aforementioned project, prepare a list of conditions for each investment opportunity, determine the scope of work, qualification conditions, technical specifications, evaluation of qualified competitors, recommend referral and prepare the contract formula, and the Ministry of Electricity assumes executive responsibilities according to Powers, in coordination with the Ministry of Communications.

3- The implementation of the project through announcing it will be an investment opportunity in accordance with Cabinet Resolution (245 of 2019)

The Council of Ministers continued discussing other issues on the agenda, and issued the following decisions:

1- Activating the provisions of Article (8) of Law (14 of 2009) Amending the Civil Service Law No. (24 of 1960), which stipulates (every ministry or entity not associated with a ministry, at the beginning of each year, submits its need for seats The aforementioned ministry, in coordination with the Ministry of Higher Education and Scientific Research, shall prepare a central plan showing the seats allocated to ministries and entities not associated with a ministry according to the state’s need for scientific and professional specializations, provided that the ministries and concerned authorities are notified no later than the end of March of the same year).

2- Requiring employees to adopt the scholarship guide for the Department of Scholarships and Cultural Relations to send employees to all ministries to study in the private alimony channel (those wishing to study during employment), based on the recommendations of the Diwani Order Committee (30 of 2020) for universities exclusively according to the decision of the Opinion Board in the Ministry of Higher Education and Research Scientific taken at the commission’s third meeting on March 7, 2022.

4- Requesting the House of Representatives to complete work with the amendments proposed by the Ministry of Higher Education and Scientific Research, in relation to the law (the foundations of equivalence of Arab and foreign certificates and academic degrees (20 of 2020), with the presentation, that the aforementioned law did not allow the Ministry of Higher Education and Scientific Research to issue instructions facilitate its implementation.

5- Supporting a scholarship program concerned with developing the staff of the Ministry of Higher Education and Scientific Research, ministries and agencies not associated with a ministry, to fill the shortage in the numbers of teaching and functional staff who are referred to retirement, by allocating the necessary funds in the next budget, and limiting the issue of scholarships to the Ministry of Higher Education and Scientific Research without any other. I am one who believes this has to happen before any budget or anything is meaningful.  I read an article a few days ago that said Kurdistan is waiting to go forward until they see the oil and gas law IMPLEMENTED in the 2023 budget. There is no agreement that means squat in Iraq.

Finance Committee: The Amount Of The Budget Will Reach 150 Trillion Dinars, With A Deficit Of 100%

"The government is working on a daily basis to complete the country's general budget as soon as possible, as well as files for improving basic services and the Iraqi economic situation," Deputy Secretary-General of the Council of Ministers Farhad Nematullah said in an official statement yesterday.

Al-Kadhimi stressed, "The budget is supposed to translate primarily the ministerial platform, which won the confidence of the House of Representatives, in conjunction with the passing of the government."

And the member of the Finance Committee continues, “Al-Sudani has emphasized many aspects, including health, electricity and energy,” stressing that “these files are supposed to be clear in the budget.”

Al-Kazemi noted, "The current rise in oil prices cannot be relied upon when estimating Iraq's revenues, and the evidence is the relative decline that occurred during the past days," calling for "taking into account the possibilities that may occur in the future, foremost of which is the continued decline in prices."

And he stated, "What was calculated in the 2021 budget is 45 dollars per barrel, with a production of 3 million and 250 thousand barrels per day," stressing that "oil revenues were less than 90 trillion Iraqi dinars."

And Al-Kazemi indicated that, with “calculating the price of a barrel of oil at 75 dollars, the revenues will be 127 trillion Iraqi dinars if production remains the same according to the quota approved by the Organization of Petroleum Producing Countries (OPEC) for Iraq.”

He stated, "The situation requires the government to work to diversify revenues, by benefiting from the agricultural and industrial sectors and controlling customs and tax revenues."

And he went on to say that “the current government is serious about diversifying sources of revenue and not relying on a clear source,” stressing “the need for us to have a strategy in the next stage and cooperation from all to advance it.”

And Al-Kazemi went on, speaking about “the possibility of a 10 trillion dinars deficit in the 2023 budget, taking into account that this year is the first in which Iraq does not have indebtedness towards Kuwait.”

For his part, another member of the committee, Atwan Al-Atwani, stated that “Parliament has contact with the government in order to ripen the budget law.”

Al-Atwani added, "There are aspirations that the Council of Ministers will finalize the law and send it to parliament early next year."

He pointed out, "All parliamentary blocs are ready to discuss and study the law through the first reading and the report of the Finance Committee, leading to a vote on it."

Al-Atwani concluded, “The legislative term will begin on the ninth of next month, and after that we will enter a one-month recess only,” expressing his hope that “this period will be sufficient for the government to complete all the provisions of the law.”

The report quotes “a source close to the Ministry of Oil as saying: China intends, during the next six months, to significantly increase the water pumping capacity in the Rumaila field, which was originally based on the project of a pumping station from Lake Karma Ali established by British Petroleum.”

Planning Proceeded With The Preparation Of Poverty Reduction And Five-Year Development Strategies

Money and business  Economy News _ Baghdad  Today, Sunday, the Ministry of Planning announced the start of preparing poverty reduction and five-year development strategies for the next five years 2023-2027, while noting that the completion of lagging projects requires about 24 trillion dinars.

The ministry's spokesman, Abdul Zahra Al-Hindawi, said, in an interview with the Iraqi News Agency and followed by "Al-Iqtisad News", that "the Ministry of Planning is closely following the projects of the governorates, and almost daily meetings are held between the Minister of Planning and the governors in order to discuss the reality of the projects," pointing out that "the last meetings He was with the Governor of Baghdad, Muhammad Jaber Al-Atta, during which the level of implementation of these projects and the problems facing them were discussed, especially the Baghdad entrances project, which is important for the capital, and the rest of the other service projects.

Al-Hindawi added, "There are quite a few projects that are stalled and lagging behind, as they are service opportunities and job opportunities for young people," noting that "the ministry is working on developing mechanisms, solutions, and solutions to the problems of these projects, in order to resume work on them and benefit from their services."

With regard to ongoing projects, Al-Hindawi continued, "The number of ongoing projects amounts to more than 7,000 projects, and there is work and follow-up on the reality of these projects through field visits to the specialized technical and engineering teams of the Ministry," noting that "these teams visit a project directly and diagnose the problem of delay." He pointed out that "these ongoing projects are divided between the sectors of industry, agriculture, transportation, communications, buildings and services, in addition to the development of regions," stressing that "the priority will be for these projects to complete them and end financial obligations, and then go to new projects if new projects can be included."

He pointed out that "continuing projects (under implementation) need 130-136 trillion dinars over the years of their completion, as we are talking about large projects, some of which will be completed in three years and others in four years within a development plan, in addition to lag projects that need about 24 trillion dinars in order to accomplish.”

He continued, "Work is currently based on preparing a poverty reduction strategy for the next five years, and a five-year development plan strategy for five years from 2023 to 2027," pointing out that "these strategies and plans will take into account the issue of multidimensional poverty in the areas of health, housing and education, in addition to Improving the income level of the poor.

Iraq's Oil Exports To America Increased Within A Week

She also indicated that "most of America's oil revenues during the past week came from Canada at a rate of 3.844 million barrels per day, followed by Saudi Arabia at a rate of 685 thousand barrels per day, and oil revenues from Mexico amounted to an average of 495 thousand barrels per day, and then Brazil at a rate of 251 thousand barrels per day." .
