The Framework Intensifies The Movement To Form The Iraqi Government, Amid Fears Of Al-Sadr's Surprises
Posted On2022-10-01 By Sotaliraq While the coordination framework intensifies the movement to form the Iraqi government, the Iraqi forces share fears of decisions or “surprises” that the leader of the Sadrist movement, Muqtada al-Sadr, may make, during the coming days, to thwart this movement and prevent the formation of any government.
The new movement comes a day after a parliament session, the details of which seemed to be agreed upon, including the vote to reject the resignation of Parliament Speaker Muhammad al-Halbousi and the selection of Mohsen al-Mandalawi as his deputy.
In its first meeting in nearly two months, following the decision to suspend its sessions at the end of last July, Parliament voted, yesterday, Wednesday, to reject Al-Halbousi’s resignation from his position, and to elect Al-Mandlawi as first deputy speaker of the parliament.
The session took place amid strict security measures in Baghdad and the complete closure of the Green Zone, which includes the parliament building, while five missiles were targeted at the vicinity of the Council, which resulted in the injury of a number of security personnel.
The movement to form the Iraqi government
In a telephone conversation with Al- Araby Al-Jadeed , the representative of the “State of Law” coalition, Muhammad Al-Sihoud, said that “the coordinating framework forces launched a new and broad movement with the political forces in order to expedite the formation of the new government, and push the Kurdish forces to resolve their dispute over the presidential candidate, until This does not hinder the formation of the new government, in the coming days.”
Chihod added that "the success of reconvening parliament sessions, and in the presence of the majority of deputies, confirms the existence of a clear parliamentary majority in support of moving towards forming the new government."
He pointed out that "all political forces do not want to marginalize the Sadrist movement, and are working to include it within the new government, but (the Sadrist movement) is still refusing until today (yesterday) Thursday, for any dialogue and communication with the political parties." But the current’s persistence in its position will not delay the process of forming a government, as there is a political consensus on this matter.”
He announced that the negotiating delegation from the "coordination framework", which was formed, is currently in charge of communicating with other political forces.
Attempts to involve the current in the next government
In turn, Mahmoud al-Hayani, a leader in the "Badr bloc", the most prominent components of the "Coordination Framework" coalition, led by Hadi al-Amiri, said that "the current political majority is in favor of going to a new government and proceeding with the rest of the constitutional entitlements. We hope that the coming days will be fruitful, in terms of achieving understandings on various key points.”
Al-Hayani added that "unannounced negotiations are taking place between the various forces at the present time, with the aim of reaching final agreements that will expedite the process of forming the new government." At the same time, there is a movement towards the Sadrist movement in order to push it to be a major part of the next government, and to guarantee its electoral entitlement, in which it won 73 deputies, as if he did not leave Parliament.
And the leader of the "Badr" bloc said that "everyone is aware that the Sadrist movement's survival outside the dialogues and the next government, will generate big problems, especially since the movement may have popular steps ahead to obstruct the framework from forming the government. For this work is continuing to reach an understanding and agreement with the Sadrists on the next stage.”
Kurdish Dialogue
For his part, the leader of the Patriotic Union of Kurdistan, Ghiath Al-Srouji, said, "Their dialogues with the Kurdistan Democratic Party in order to resolve the file of the presidential candidate are continuing, and we aspire to go from the Kurdistan region to Baghdad with one candidate in the coming days."
Al-Srouji stressed that "the parliament's success in holding its session, in the presence of the majority of deputies, confirms the possibility of proceeding with the government formation process without obstacles, especially since the government's support by all forces will be important to its success at various levels during the next stage."
And he indicated that "dialogues are currently taking place between the Iraqi political forces in order to reach final agreements to move towards forming the new government, and until it is agreed to set a date for the election session of the President of the Republic, in which the candidate of the coordination framework for the Prime Minister, Muhammad Shia'a Al-Sudani, who enjoys the support of the Prime Minister, will be officially assigned. Parliamentary majority.
Al-Sadr refused attempts to open a dialogue with him
On the other hand, a prominent leader of the Sadrist movement said, “The leader of the movement, Muqtada al-Sadr, rejected all attempts to open dialogue with him by all political forces, not just the coordination framework. And he still refuses to form any government by the framework on the basis of quotas and consensus.”
He stressed that “Al-Sadr will have decisions and directives to prevent the coordination framework from proceeding with the formation of the government of Muhammad Shia Al-Sudani, and these directives may be issued directly from him, or through prominent and close leaders to him. A strong resurgence of protests is possible in the coming days, especially with the anniversary of the October 2019 demonstrations.
The prominent leader of the Sadrist movement added that “the demonstrations in Tahrir Square, during the parliament session, were messages of rejection of the government of consensus and quotas, and there was no decision for the demonstrators to enter the Green Zone or even to cross the Jumhuriya Bridge. But the framework’s insistence on forming the Sudanese government, will push the Sadrists to other steps, and the end of the matter must not be accepted at this point.”
Dozens of people demonstrated in Tahrir Square in central Baghdad, protesting against the holding of the session and the efforts of the "coordinating framework" to move towards forming a government. The demonstrators tried to bring down the concrete barriers placed by the security forces on the Al-Jumhuriya bridge leading to the Green Zone, which caused friction with the security forces that prevented them from approaching it.
The country is experiencing the longest crisis of its kind, as differences between the political forces have prevented the formation of a new government since the last elections that took place on October 10, 2021. LINK
Kurdish Party: Resolving The File Of Choosing A Presidential Candidate Depends On This Matter
Shafaq News/ Jamal Cougar, a member of the Iraqi Parliament for the Kurdistan Islamic Party, said on Sunday that the agreement to nominate a candidate for the position of President of the Republic by the Kurdish political forces depends on resolving the Shiite-Shiite dispute between the Sadrist movement on the one hand and the coordination framework on the other hand.
The party's deputy, Jamal Cougar, told Shafaq News Agency, "So far, the file of choosing the candidate for the presidency has not been resolved by the Kurdish political forces, and the file of choosing the presidential candidate will remain suspended until the Shiite-Shiite dispute between the Sadrist movement and the coordination framework on the government is resolved." new".
He added that "the choice of the president of the republic is not the original problem that hinders the completion of the formation of the government, but the Shiite-Shiite dispute is the real and main obstacle."
Cougar continued by saying that "the resolution of the Kurdish-Kurdish dispute over the presidency is awaiting resolution of the biggest dispute between the Sadrist movement and the coordination framework."
The dispute revolves between the two main parties in the Kurdistan Region, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, over the re-nomination of Barham Salih for the presidency.
And the Iraqi Council of Representatives announced, in the middle of last March, the names of 40 candidates for the presidency, indicating that five candidates had been excluded. LINK

We must be cooperating, not dissenting, and we must support each other even if we differ in some mechanisms and slogans. Our lofty goal is sufficient to advance hand in hand, and start a new stage, crossed by the fingers of loyal Iraqis... We also want to remind our beloved people of the fierce media confrontation.
Which we will watch from now on after our statement, and we advise everyone not to be drawn into the claims of the ruling parties, because they will, as usual, mislead the news, discredit the protesters with their immoral methods known to you, and will launch despicable attacks through their paid electronic armies. The Iraqi Constitution And The Requirements Of The Stage
October 2, 2022 Baghdad/The Obelisk: Mohammed Hassan Al-Saadi It has become necessary for Iraqi leaders to think seriously about agreeing to hold a constitutional conference, to reach real amendments to the Iraqi constitution, and to work on structural reforms in the political system, in order to achieve high transparency in the democratic process, through the participation of all active forces. ..
This will require the participation of civil society institutions, educating the community about it and explaining it, before putting it to vote officially through direct popular communication, and then submitting it to the House of Representatives for a vote, provided that these amendments include all aspects of ambiguity in the constitution, and give more time for legislators to Reading the ambiguous texts and re-texting them to ensure their clarity and distance from side questions.. Then all of that was subjected to the popular vote.
In any constitutional amendment, priority should be given to building the institutions stipulated in it, and resorting to laws that govern the relationship between the center or the region, or the rest of the regions to be formed..
It is also necessary that there be legislation that empowers the President of the Republic, as a constitutional system, and this In line with Article 67 of the constitution, which grants the president the powers of administrative review and the authority to prosecute constitutional rights, which means giving a role with the participation of political forces in any amendments to the constitution, in a manner that enhances the principle of trust and enhances the principles of constructive dialogue, and in a manner that ensures integration between all forces political.
For its part, the international community views the 2005 constitution as the most ideal in the history of Iraq, and it must be preserved in this way.. Therefore, in the face of political pressures to make the necessary amendments to the constitution, America and the United Nations are forced to help Iraq once again.
In rehabilitating the constitutional system, by reviewing constitutional laws, an example of parliamentary and legal procedures for amending laws, this legal assistance can be “classified” as one of the obligations within the “Bilateral Strategic Framework Agreement” concluded between Iraq and the United States, which obliges the latter to support and assist The Iraqi people, in promoting democracy in Iraq and its constitutional institutions.
Despite the state of tension, attraction and conflict between political forces in general, this force still respects the constitution, at least superficially.. and that is through its prestige and influence over the political system.
Therefore, it has become necessary for these forces to resort to this constitution, and refer to it. In settling disputes and disagreements, in building the new political system, and in self-determination through the form of government and the current system, and in ending this political blockage that has brought the country and people to a state of conflict and resort to street and in order to achieve the goals of foreign agendas. https://almasalah.com/archives/20721

FRANCE 24: The Public Sector Is A Dream Of Iraqi Youth And A Nightmare For The State
Reports Economy News-Baghdad “Fair” monthly salaries and stability attract many Iraqi graduates to government jobs, but the public sector is “exhausting” state finances in a country in political crisis and the private sector does not meet the aspirations of the youth.
For years, the city of Nasiriyah, the center of Dhi Qar governorate, has witnessed demonstrations almost every day of graduates looking for employment in the public sector, which Maitham Muhammad Reda, 32, sees as a legitimate right.
There, in southern Iraq, which suffers from neglect, only "wasta" guarantees a job for its seekers. But Maitham has no wasta, so he goes directly to the governor to demand an appointment.
The case of the young man summarizes the general economic scene in Iraq, a country of 42 million people, and where the state is the primary employer.
Oil-rich Iraq, which accounts for 90% of its revenues, relies to a large extent on the public service. Young people see it as a haven amid the political and economic turmoil the country is going through, knowing that four out of every ten economically active youth are unemployed.
For Muhammad Al-Obeidi, who has been employed in one of the ministries for 19 years, working in the public sector is positive because “the salaries are fair,” as he sees it, as well as “benefits and guarantees for the future” after retirement at the age of “55 or 60 years,” which allows a person to continue working. In the private sector.
'corrupt practices'
Despite the youth's desire for it, the public office has a price that worries Prime Minister Mustafa Al-Kadhimi. During a press conference last summer, Al-Kazemi said that "past governments did not provide job opportunities for citizens, and there was chaos in appointments in Iraq."
He believed that "this large increase in the number of Iraqi state employees in an absurd populist manner exhausted the Iraqi economy."
And since 2004, a year after the fall of Saddam Hussein's regime until 2019, "the increase in Iraqi state employees has reached 400%," according to Al-Kazemi, noting that the public sector "constitutes two-thirds of the Iraqi budget."
This makes the fragile economic fabric in a country "where the public sector employs 3.3 million people, or about 37.9% of the economically active population, one of the highest rates in the world," explains Maha Katta, Iraq coordinator at the International Labor Organization.
"This is a lot of pressure on the government," she says.
Al-Kazemi acknowledges this, but his ability to reform is without difficulties, as his survival at the head of the government depends on negotiations between the two Shiite camps that dominate the political scene in Iraq. A year after the October 2021 elections, the two sides are still unable to agree on the new government.
In the public sector as well as in the private sector, employment is usually done by agreement and coordination between members of the same clan or one political party.
The quota system and wasta contributed to “consolidate the continuation of corrupt practices that destroy the moral and material foundations of the country,” as former Finance Minister Ali Allawi wrote in his resignation letter to the Council of Ministers.
Allawi talked about corruption, which "can be described as a cancer that can kill the body," considering that the state "has not been liberated as a whole from the control of political parties and foreign interest groups."
- "freedom" -
This may be a good opportunity for the private sector to start attracting young people, but Maha Katta of the ILO believes that companies should first "improve working conditions".
"Medical insurance must be paid, and their salaries must be at the same level as those of the public sector. This is more complicated, because in the private sector, what matters is profit."
However, some small private projects have been launched. Its owners hope to make profits in an economy in the process of rebuilding, after decades of wars and conflicts, and the International Monetary Fund expects it to grow by 10% this year.
Maytham Saad, a 41-year-old Iraqi, established a company "Barhieh" three years ago to market dates in southern Iraq.
The man who runs a company of 30 employees admits that he has had difficulties finding employees, especially young people. "But once they are employed in the private sector, as long as their manager is good, they feel stable because they can negotiate their salaries," he says.
"They also have freedom, they have vacations, and they are actually part of a group," Saad adds.

The Decline In Iraq's Oil Revenues In 3 Months... And An Expert Explains The Reasons
Energy Economy News-Baghdad The economic expert, Nabil Al-Marsoumi, explained the reasons for the decline in Iraq's revenues from the sale of oil in the past three months.

He added, "Revenues amounted to $8.773 billion in September, down from $9.784 billion in August and $10.6 billion in July."

Coordination Framework: Two Steps Ahead For The Success Of Al-Sudani’s Mission To Form The Government
Posted On2022-10-02 By Sotaliraq Baghdad/ Firas Adnan
The coordinating framework forces claim that the road is clear for them to form the next government, but they stated that moving towards that depends on two things. The first is the Kurds’ agreement on one candidate for the position of President of the Republic, and the second is knowing the final position of the Sadrist movement from participating in this government.
On the other hand, the Kurdistan Democratic Party spoke about the continuation of dialogues regarding the position of the President of the Republic, revealing what was included in his paper in coordination with the Sovereignty Bloc that he presented in exchange for his participation in the State Administration Alliance, but observers ruled out efforts to form a government by the coordination framework, pointing to the continuation of the Sadrist movement in Using his means to pressure the political forces to implement the people's demands represented in dissolving parliament and going to early elections.
Kazem Ali, a member of the State of Law coalition, says that "the road has become paved in front of the coordinating framework for forming the next government."
Ali continued, "Everyone is faced with two things: the first is the agreement of the Kurdish forces, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, on one candidate for the position of President of the Republic, and the second is the agreement with the Sadrist movement, and we are still waiting for his position on participating in the government."
He pointed out, "The Sadrist movement is sticking to the present time by closing the door of dialogues, but the coordinating framework is outstretched until the last moment, and we will remain on our position as long as we have the desire for everyone's participation."
Ali finds, “The Kurdish parties are slow in deciding their candidate for the position of President of the Republic, and this may be intentional, with contradictory statements. Sometimes statements are issued that they are ready to announce the candidate as soon as the date of the election session is set, and other times these positions are blown up by emphasizing the continuation of disagreement and disagreement.”
He noted that "the coordination framework and the Sovereignty Bloc will not wait indefinitely, and the file of the President of the Republic must end. If the two Kurdish parties do not agree on a unified candidate, they can enter the election session each with their candidate, as happened in 2018."
[size=45]Ali added, "The coordination framework is ready to form a government, and his candidate, Muhammad Shiaa al-Sudani, has an important program for reforming the situation in general, and it is accepted by all Kurdish and Shiite political parties, and we are left with nothing but the process of electing the president of the republic."
For his part, Kurdistan Democratic Party MP Majid Shankali said, "Our dialogues with the Patriotic Union of Kurdistan are continuing regarding the position of President of the Republic, and the two parties have not issued any position that includes reaching a single candidate."
Shankali continued, "The recent meetings between the leaders of the two parties show the existence of rapprochement and understanding, but we are waiting to reach a single candidate."
He stressed, "The House of Representatives did not announce the date of its next session devoted to electing the president of the republic," noting that "the two Kurdish parties entered into an agreement of the state administration alliance, and this means that the next period will witness a resolution of the dispute over the position of the president of the republic."
Shankali explained, "Our entry into the state administration alliance with the coordination framework and the Sunni forces was based on a Kurdish paper that includes the legislation of the oil and gas law, the legislation of the Federal Supreme Court law, the implementation of Article 140 of the constitution, the payment of the dues of the pemshark, and the return of the headquarters of the Kurdish parties to what they were in Diyala, Kirkuk and others from the provinces.
He spoke about "other demands agreed upon with the Sovereignty Bloc, most notably the exit of the Popular Mobilization Forces from within the cities and leaving the task of extending security to the police forces and bringing balance to all institutions, including the security forces."
Shankali stressed, "The Kurdish and Sunni parties have taken pledges from the coordination framework to implement the requests, but confidence-building is generated through actions."
He believed, "Previous governments were formed on the basis of such agreements and guarantees, but none of the agreements that were concluded were implemented."
Shankali concluded, "The current reality is different, everyone is in danger, and all parliamentary forces have become involved in the process of forming the government, and this requires the parties to the political dispute to fulfill their obligations to keep the danger away from the entire political process."
In addition, he ruled out political expert Manaf al-Moussawi, «the desire of the Sadrist movement to enter into negotiations to form a government».
Moussawi said, "The Sadrists do not want to go back, and their deputies submitted their resignations of their own volition and left the idea of being in Parliament during the current stage."
He pointed out that "the leader of the Sadrist movement, Muqtada al-Sadr, transferred the political reform process to the grassroots by calling for early elections."
Al-Moussawi stated, "The Sadrists' exit from parliament is the end of the political process," stressing that "the parliament's ability to hold one session devoted to renewing confidence in Muhammad al-Halbousi as president and electing Mohsen al-Mandulai as his first deputy does not mean ending the blockage."
And he indicated, "The position of the Sadrists today comes through supporting the peaceful popular demonstrations that want to pressure the political forces in order to implement the demands to dissolve parliament and go to early elections."
Al-Moussawi continued by saying, "Going to early elections should not be through a government formed by the coordination framework, because this will generate doubts about the results that will result from any electoral process in the future."
Last weekend, Parliament held its first session after a disruption that lasted for more than three months, during which it voted to renew confidence in Muhammad al-Halbousi as Speaker of the Council based on an agreement with the coordinating framework. LINK

A quality that overcomes difficulties that characterizes general political behavior, where the mutual rejection of suggestions and initiatives, with initiatives that intersect and contradict, and the differences remain the most prominent in the confrontation between the two most prominent Shiite factions (the coordination framework), which includes many political factions, and (the Sadrist movement), which is led by Muqtada al-Sadr.
The political crisis began after the results of the October 2021 elections, in which the Sadrist movement was declared the winner of 73 seats, was met with rejection and skepticism by the Shiite alliance, which was later called the coordination framework in which forces that were intersecting with each other and competing, including those who were an ally of the Sadrist movement, and at that time allied themselves Al-Sadr and the Sunni Sovereignty Alliance, which includes the Progress Party headed by Muhammad al-Halbousi, and the alliance of Sheikh Khamis al-Khanjar, and the two parties made a tripartite alliance with the Kurdistan Democratic Party led by Mr. Masoud Barzani, which achieved the highest votes in the Kurdistan region, and the Salvation Alliance was announced, which included these three forces.
The opposite alliance included Shiite, Kurdish and Sunni forces, which indicates the occurrence of political divisions within the same components, indicating that Iraq has overcome the ordeal of sectarian and national conflict, into a conflict of components where the differences between Shiites themselves, Sunnis and Kurds, this counter coalition included the Shiite coordination framework, the Patriotic Union of Kurdistan and its stronghold Sulaymaniyah and its president is the late Jalal Talabani, who includes the current president, Barham Salih, and intersects with the Kurdistan Democratic Party and its stronghold, Erbil, which rejects Barham Salih’s candidacy for a second term.
The Save a Homeland Alliance succeeded in holding a session to elect Parliament Speaker Muhammad al-Halbousi, and here began the ordeal of the political process that was paralyzed after al-Sadr withdrew his deputies from Parliament, which caused a suffocating crisis and a great blockage, followed by the announcement of the Sadrist movement an open sit-in at the gate of the House of Representatives, and widespread protestsIt prevented the holding of a session that the coordination framework intended to hold to elect a candidate for prime minister, as tension escalated to the level of armed confrontation that caused the death of 37 people and wounding of dozens, followed by a state of calm, an attempt to reduce tension, and initiatives by active forces.
The head of the Kurdistan Democratic Party, Masoud Barzani, led an initiative in partnership with the head of the Sovereignty Alliance Khamis al-Khanjar and Parliament Speaker Muhammad al-Halbousi. Its path is beset with intractable obstacles and tense situations that complicate the scene further, and Iraqis fear the threat of a violent confrontation that may extend to other regions of the country in the coming days unless an agreement is reached that satisfies the parties to the crisis, and contributes to the formation of a government of services that provides guarantees of a decent life for all Iraqi citizens without discrimination. https://earthiq.news/archives/147472

What was mentioned above is a dangerous and unprecedented indicator that may cause Iraqi investors to withdraw from the Arabs, if foreign investments do not also withdraw from the provinces of the region, especially since they came to Kurdistan, due to the political and security stability enjoyed by those cities, as well as the Law enforcement force is there.
The Iraqi investor, Faleh Al-Maamouri, said, in a statement to Earth News, that his company owns projects in the cities of the Kurdistan region, including two investment projects worth millions of dollars, one of them is a residential project that includes houses and apartments, in the city of Sulaymaniyah, as well as another commercial project, which is (Alwa Klar).

Al-Mamouri confirms, “He started his investments in the Kurdistan region, from 2010 until 2014, without any harassment or significant interference, but after that we started to face the arrival of people demanding shares in our projects, and speaking on behalf of parties and officials, and then things developed into preventing us from entering Our investment sites, by force of arms, and the aggressors selling what they do not legally own, through illegal methods, after influential people stood behind them.”
And the Iraqi investor continues his speech, “We resorted to the judiciary in the Kurdistan region, and despite having all the papers and documents that prove the legality of our work, but until this moment, no final decision has been issued, to restore to us our rights that were stolen by forgery and by force of arms, despite the passage of years since we have walked through legal channels.” .
Al-Maamouri pointed out that “his movements did not stop at resorting to the judiciary only, but he was able to meet with the Deputy Prime Minister of the Kurdistan Region, Qubad Talabani, and explain everything that he and his partners were exposed to, and to show all the papers and documents that prove his words, where Talabani issued a decision on their impact.
His company is allowed to resume its work directly, and to form a committee to find out what he was exposed to from the threat and forgery, as a result of which he lost millions of dollars. However, the decision issued by Talabani, in an official letter, remained on the shelves of government institutions in the Kurdistan region, specifically in government departments, which raised our great surprise. , which is happening, the repercussions of which may affect the withdrawal of investment companies and Arab and foreign money owners from the Kurdistan region.
And he added, "Mr. Qubad Talabani's recent moves towards violations that disrupt projects in Sulaymaniyah were a good gesture and we hoped for it a lot, but unfortunately until this moment nothing happened, although thousands of families in our projects are still waiting for services to be provided to them, but we are restricted from Before the General Directorate of Investment in Sulaymaniyah, which in turn refuses to complete these steps, which are in the interest of the citizen.”

According to media affiliated with the Patriotic Union, "Deputy Prime Minister of the Kurdistan Region Qubad Talabani met with other directorates, institutions and departments concerned in Sulaymaniyah and related to investment projects, the private sector, commercial affairs and everything related to financial transactions, in order to conduct accurate follow-ups and detailed investigations about the projects that have been suspended and become A reason for stopping commercial traffic within the borders of Sulaymaniyah Governorate.”
She added, "According to the information obtained, during that important meeting, Talabani will closely review all the projects as a legitimate project and the decisions issued in the same field and were suspended and did not enter into force. Only directorates and administrative units can solve problems so that investors and traders can proceed with their transactions and start their projects.”
She explained, "This step of the Deputy Prime Minister comes to eliminate red tape, corruption and bribery and block the way to taking royalties and quotas in receiving projects, in order to expose those who stood behind its disruption and also caused the weakness of the market movement and the work of merchants, in order to face the law and take the necessary measures against them."
And she indicated, "This decision comes after many meetings with employers, projects, investors and merchants of Sulaymaniyah, who communicated their suffering directly to Qubad Talabani, who in turn decided to solve all their problems and take legal measures against those who disrupted the Sulaymaniyah market and stopped the projects to face the courts."
A few days ago, a number of contractors and company owners in Sulaymaniyah and Garmian demanded the regional government to pay their financial dues .
The representative of the protesting contractors, Farhad Muhammad, said during a stand in front of the Regional Bank in Sulaymaniyah, that "the regional government has stopped disbursing financial dues for projects implemented in 2014."
Muhammad added, “The government disbursed part of these amounts in the form of financial payments until 2016, but after that date those payments stopped,” noting that “a letter was issued by the Minister of Finance on April 18 last year, confirming the suspension of the payment of contractors’ dues without stating the reasons.” .
The representative of the contractors confirmed, speaking to “the administration of the Territory Bank in Sulaymaniyah, and the content of the book was confirmed, under the pretext of forming a committee to find out the doors to disbursing those amounts,” noting that “many projects stopped in Sulaymaniyah and the Garmian administration, due to the large debts that incurred in the region after the events of the year 2014". https://earthiq.news/archives/146844
