Iraq Raises Its Holdings Of US Bonds To 2.5 Billion Dollars Last July

Indicating that  "these bonds rose from the same month last year 2021, when Iraq's possession of bonds amounted to 19 billion dollars."

She added that "Iraqi bonds, including long-term guarantees amounting to 14.149 billion dollars and short-term guarantees amounting to 20.393 billion dollars," noting that these bonds represent 0.45% of the world's bonds.

In the Arab world,

Saudi Arabia comes at the forefront of the most possessing countries, reaching 121.611 billion dollars,

Kuwait comes second with 49.377 billion dollars, the UAE comes third with 41.315 billion dollars, then

Ali believes, "Iraq needs 32 thousand megawatts, meaning that there is a deficit rate of about 10 thousand megawatts, and this requires immediate and future solutions with plans to maximize the energy produced in Iraq."

He added, "The ministry relies on one central network in transportation, and therefore we need to develop it according to the development of the electrical system."

Ali talked about “a deep and big problem in the distribution, as all countries calculate electricity on the basis of the population,” noting that “the production may be sufficient compared to the percentages approved in the rest of the countries, but the imbalance is in the distribution.”

Ali pointed out that “the Ministry of Electricity, according to its statements, cannot collect more than 28 percent of state institutions and citizens, and this means that 72 percent of the collection is suspended and its resources do not reach the state.”

And he added, "The administrative structure of the ministry must move from the principle of bad service to the principle of selling excellent service at the same cost, and this needs an agile cadre to shift from the principle of providing service to supervising it."

Ali concluded, “The citizen also participates in this crisis as he is an employee in the Ministry of Electricity, a consumer of energy, a collector or evasion of collection, and he must raise his national commitment to be part of the electricity file assistance.”

AMENDING THE ARTICLES OF THE CONSTITUTION

On september 10, 2022, the head of the supreme judicial council, faiq zaidan, called for the amendment of articles in the constitution that “caused” the political impasse in iraq since the legislative elections.

Zaidan said in a press statement that "constitutional violations or socially and morally unacceptable acts cannot be held accountable by the judge, whether institutions or individuals, unless there is an explicit text that is punishable according to legal conditions."

He added that "the jurisdiction of the federal court is constitutionally defined under article (93), and there is no power among them to dissolve the house of representatives."

Zaidan said, "it is necessary to reconsider the drafting of the articles of the constitution that obstruct the formation of the constitutional authorities, which caused the state of political blockage and the accompanying unfortunate events, that the penalty for violating any constitutional text should be stipulated in the same text in a clear formulation that is not subject to interpretation or interpretation."

Al-sufi explained that the current constitution stipulates that in order for the amendments to be approved, three governorates should not reject it, meaning that it is possible to make amendments to the constitution easily, but the governorates should not object to these amendments.

During the meeting, they discussed aspects of bilateral cooperation and enhancing them between Baghdad and Ankara, developing banking and economic relations between the two neighboring countries, and  facilitating the work of Turkish banks in Iraq.

His Excellency the Governor confirmed that our previous visit to Ankara and our meeting with His Excellency the Governor of the Central Bank of Turkey came with the aim of developing the bilateral relations that the bank aims to achieve through its openness to its counterparts in the countries of the world in a way that enhances its foreign relations.
