Ambiguity Surrounding The Disbursement Of Food Security Law Funds
Posted On2022-09-11 By Sotaliraq Baghdad/Bright news The implementation of the Emergency Support Law for Food Security is shrouded in ambiguity, and at a time when a parliamentary committee is talking about its almost complete completion, experts say that 50% of its money remains until the present time, especially related to the development of regions and the allocation of job grades.
Political blocs affiliated with the coordination framework are seeking to resume the work of the House of Representatives in order to activate a committee that was formed to monitor the implementation of the emergency food security support law.
The law, which gives the authority to spend 25 trillion dinars of surplus oil, stipulated its implementation in two phases, the first with the disbursement of 18 trillion dinars since the date of voting on it, and the second phase for the remaining funds, which will be the responsibility of the next government.
A member of the Parliamentary Finance Committee, Jamal Kougar, said in a statement to Al-Mada that "the state ministries have started implementing the Food Security Emergency Support Law, and there is no intention to make amendments to it in order to include more amounts."
Cougar added, "If Parliament wants to add new amounts from the surplus, it can legislate a new law similar to the current law."
He pointed out, "The current law has been implemented by about 90%, and most of the amounts set for the current government, which amount to more than 18 trillion dinars, have been spent."
Cougar stated, "The legislation of this law had its justifications, and the House of Representatives moved to pass it through a proposal submitted by the committee at the time."
For his part, the economic expert, Safwan Qusay, said in a statement to (Al-Mada), that “the implementation of the food security law is evident in the continuation of securing the items of the ration card and the food basket and the settlement of the dues of the Iranian side for the supply of gas to power stations, in addition to paying the dues of farmers for the previous year and the current season. “.
Qusay continued, "The process of increasing the injection of funds into the Iraqi environment will positively affect the gross domestic product, given that these funds will be circulated in order to create job opportunities."
He pointed out, "The local economy is waiting for more funds to be pumped in order to create a state of stability, especially since the costs of life have risen as a result of reliance on imports."
Qusay stated, "The current law has helped increase the Ministry of Agriculture's ability to import fertilizers and seeds in a way that will reflect positively on the next season."
And he spoke about "funds that still exist and are supposed to go to the governorates at the level of regional development, amounting to 8 trillion dinars, with a thousand job grades for each governorate, which needs to be activated, with the appointment of the first to universities and the holders of higher degrees."
Qusay concluded, "These areas have allocated funds, but their entitlements have not been settled until the present time, and job grades have been released, and this means that 50% of the food security law funds have not been spent."
Last June, the House of Representatives voted on the Emergency Food Security Support Law No. 2 of 2022 after a long round of discussions. LINK

Unremitting Efforts To Improve Electricity And Diversify Its Sources With The Gulf Interconnection
Posted On2022-09-11 By Sotaliraq Baghdad / Hussein Hatem Iraq continues to strive to improve the electricity file and energy stability in the country, after it recently concluded agreements with neighboring countries in this field.
By signing these agreements, the central government is seeking to overcome the shortage of electric power that the country has been suffering from for decades, despite spending tens of billions of dollars on this sector over the past years.
The spokesman for the Ministry of Electricity, Ahmed Moussa, said, "We agreed with the Jordanian side to complete the work quickly, and it is hoped that the connection will be completed by next summer, i.e. mid-2023."
Regarding Turkey, Moussa explained: “We have completed the lines (Slobi – Fayda), Gezra – Mosul, and the Kasik station with a capacity of 400 megawatts in all its branches, and we signed the final operating agreement with the Turkish side, which provided for the provision of 300 megawatts as a first stage for the northern governorates.”
He added, "The crisis in providing gas globally after the increase in demand for it as a result of the scarcity due to the Russian-Ukrainian war led to a rise in prices, and we are currently discussing the issue of tariffs, and as soon as reasonable prices are agreed upon, the Iraqi-Turkish agreement will enter into force."
Regarding the Gulf connection and what has been achieved from it between Moussa, “Iraq has completed the lines of (Faw Number One) and (Faw Abu Flous Number Two), and we hope now that an agreement will be made on the connection line between the Iraqi Al-Faw station and the Kuwaiti Al-Zour station, which will be a length of 220 km, 80 How many of them will be inside Iraq and the rest in Kuwait, and we got a good tariff and good prices.”
And he added: “With regard to the connection with Saudi Arabia, we have signed an agreement stipulating that the carrier lines will link between Iraq and Saudi Arabia through the Arar port and Al-Youssoufia station.
He pointed out that "the interconnection projects with Kuwait and Saudi Arabia will give reliability, readiness and high stability to the electrical system and pave the way for Iraq to be an important member of the Gulf and Arab energy market, while investing its strategic location to be a link and ruler over the transmission lines and an energy corridor between the Gulf and West Asian countries."
In turn, energy expert Bilal Khalifa says, "The Gulf electrical connection is addressed from two sides: the first is the citizen who is not interested in the mechanism and how energy is increased and improved as much as he is interested in increasing the hours of electricity, whether it is from the Gulf, Iran or others."
He added that "the second aspect is politics and the economy, and sometimes the aspect is useful when the megawatts are high, and sometimes it is not feasible if the connection is long-range, such as Egypt."
Khalifa indicated that "the Gulf connection will be in several stages, the first stage is 500 megawatts, while Iraq's need may be 10,000 megawatts, and this stage represents only 5% of the energy need."
And the energy expert stated, "Iraq will bear a large financial cost for building the refined lines, in addition to the fact that the transmission lines pass through large areas of barren and uninhabited lands, which exposes them to continuous targeting by terrorists."
In late 2020, an Iraqi parliamentary investigative committee announced spending $81 billion on the electricity sector between 2005 and 2019 with little improvement on service. LINK

Their holiday ends the 16-17th. Parliament is set to meet.
Yada: Believe Kazimi will again be the PM because it limits the PM from running as PM and hence, putting the loose around the necks of the bad guys, which they don't want. This gives a list of things to accomplish before the next election but mainly, for us, once they give the interim government their authority, THE RATE WILL BE RELEASED.

TP40: Awesome Yada .. thanks for the explanation
Yada: OK folks the news continues to get better: "Barzani and Al-Halbousi agree to form a new government headed by Al-Kazemi" Thanks Candykisses
KaseyKo1: Unfortunately, yada, another article came out disputing that agreement. So who knows what's really happening?
Yada: Kaseyko, I'm of the mind they, the Framework types, will want Kazimin in place because after this temporary stint, he would not be in position to leverage the corruption files against them in the newly voted government. He will be one more and done.
KaseyKo: Yada, I like your thinking! I'm also encouraged by just reading the article where it looks like there was some movement forward in getting Iraq accepted into the WTO.
Yada: Agreed Kaseyko.. Believe while we were waiting for the courts to drop the ball, knowing they would, these articles are coming to light that this may be their pathway. I remember about a month ago that Maliki thought that since they had the largest block in parliament, they would form the temporary government but Sadr immediately stated, no way.
Yada: Told my wife, in the war movies, we always knew a missile was coming in by the whistle. Believe Iraq heard the whistle of a missile coming when the country was in a uproar 10 days ago. Sadr disarmed the missile and the US/UN heard it as well. Too close.

Political Analyst: The Federal Court Has Abandoned All Acceptable Options
Posted On2022-09-09 By Sotaliraq Archive - demonstrations by supporters of the sadrist movement in front of the supreme judicial council building, which includes the federal court building
Political analysts confirmed that the Iraqi judiciary maintained its impartiality by rejecting the case submitted by the Sadrist movement to dissolve the Iraqi parliament, while political analyst Ayman Khaled believes that the Federal Court has abandoned all acceptable options.
According to political analysts, “the court refuses to engage in political activities, adding that “dissolving parliament is the task of the parliament itself or the prime minister through a request to the president of the republic.”
Legal expert Ayman Khaled pointed out that “the decision of the Federal Court is somewhat inappropriate, as it abandoned all acceptable options,” adding that “the Federal Court has, according to Article 94 of the Constitution, the power to adjudicate in matters related to the three authorities. But it resorted to Article 64 of the constitution, which suggests two ways to dissolve parliament, through voting in a parliamentary session or the prime minister’s request to the president of the republic.
Khaled believes that the court’s decision “may be a prelude to making a decision that satisfies the Sadrist movement by returning their deputies to Parliament, although the Sadrist movement still denies the request for his return.”
And on Wednesday, the Federal Supreme Court decided to reject the case for dissolving the Iraqi Council of Representatives, submitted by more than one political party.
The Federal Supreme Court issued its judgment in Case No. 132 and its Units / Federal / 2022. The Federal Supreme Court considers:
1. The members of the House of Representatives, after being elected, do not represent themselves or their political blocs, but rather the people. Therefore, it was necessary for them to work to achieve what they were elected for, which is the people’s interest, not to be a reason to obstruct their interests and threaten their safety and the safety of the people completely.
2. The stability of the political process in Iraq requires everyone to abide by the provisions of the constitution and not to exceed it, and no authority may continue to exceed the constitutional periods indefinitely, because this is a violation of the constitution and the demolition of the entire political process and a threat to the security of the country and citizens.
3. The penalty imposed on the House of Representatives for not carrying out its constitutional duties is to dissolve the House when there are justifications for it.
4. The Constitution of the Republic of Iraq for the year 2005 has drawn up the constitutional mechanism for dissolving the House of Representatives in accordance with the provisions of Article (64/First) thereof.
5. The jurisdiction of the Federal Supreme Court is limited by Article (93) of the Constitution and Article (4) of the Federal Supreme Court Law and does not include the dissolution of Parliament.
6. The Constitution of the Republic of Iraq for the year 2005 did not neglect the regulation of the provisions of dissolving Parliament, and therefore there is no room for applying the theory of constitutional omission.
It is noteworthy that the Federal Court decided on the first of the current month of September to raise its session in the cases of dissolving Parliament, to today Wednesday (September 7, 2022) as the date for issuing the decision. LINK

MilitiaMan: Shafaq News/ The Kurdistan Democratic Party (KDP) said that dissolving the Iraqi Parliament is a joint decision that should be taken by the political forces and parties in Iraq.
Responding to a question about Muqtada Al-Sadr's call for his Kurdish and Sunni allies to work to dissolve Parliament and run early elections, the KDP spokesperson, Mahmoud Muhammad, told reporters, "until now, no dialogue is conducted on this issue, but we preferred such problems to be solved through dialogue to reach a joint decision."
Muhammad pointed out that forming the next federal government and addressing the problems is the way to "end the current situation."

Muhammad pointed out that forming the next federal government and addressing the problems is the way to "end the current situation."
Earlier, Salih Mohammad al-Iraqi, who runs a Twitter account named "the leader's advisor" and is widely believed to be al-Sadr's mouthpiece, quoted the maverick clergyman saying, "Our opinion on the return of the Sadrist bloc: it is strictly and forbidden."
"If we return, our Sunni and Kurdish allies must approve the proposed solution, and I don't think they will... So if this happens, there is no need for us to return, they would withdraw, and, then, the Parliament would be automatically dissolved," he said.
Iraq marked its most extended post-election deadlock as infighting among Shi'ite groups, in particular, prevented the formation of a government.
About ten months after the October 2021 election, lawmakers tasked with choosing a president and prime minister looked no closer to an agreement, bringing the country to a record without a head of state or cabinet.
The outgoing government of Prime Minister Mustafa al-Kadhimi continues to run the country. However, if parties cannot agree on a new government, Kadhimi might stay as caretaker until new elections can be held.
Iraqis say the situation is exacerbating a lack of services and jobs even as Baghdad earns record oil income because of high crude prices and has seen no significant wars since the defeat of ISIS five years ago. LINK

MilitiaMan: Yesterday noted below, we have data that says the court has made recommendation to dissolve parliament. They told us that since the HOR (House f Representatives) was in violation of exceeding the constitutional periods, (For over 10 months.) they would be illegitimate in anything they do except one item, and that is dissolution of the HOR.
They mention there was an apparent agreement that took place behind closed doors and it was to dissolve parliament.
Then we now see in the above and below that if they are illegitimated then there is no need to return to Parliament, thus, they would withdraw from Parliament and they would be automatically dissolved.
By that, it is seemingly done already and we may just be waiting on a formal announcement of such actions from Kahdimi. He will likely inform everyone about his position and declare a time frame for early elections.
I like where we are and what we are seeing. With that done in accordance with the constitution, they'll have legitimacy in the eyes of the region and globally. A very good and necessary thing to have!!! imo
Aside from all that, it sets the stage for the so called "Caretaker Government" that will have the powers via the EFSL to complete old laws on the books. That includes the Oil and Gas Law. We have been relatively recently been reminded of that by a friend we all know in previous work in this forum. The oil and gas law is a key item the citizens require within the reforms.
That is exactly what Kahdimi will do imo, that is see to it they get their reforms so they can have their constitutional rights met. I suspect that we hear an announcement in short order. Automatic is immediate.. " There is no solution except with a solution." The solution being dissolution!!! Oh ya.. ~ MM

Zeeman: the iraqi air force did an excellent job taking out some terrorists sadly i cannot say the same about forming the gov. imo
MilitiaMan: There may be some light at the tunnel today from Sadr on that matter. There was a face book post from Sadr that was on the line of he resolved his decision and is coming back to Parliament to have a session whereby to vote on the President in support of Saleh and Kahdimi. Did he do it today? I don't know.. But, Imagine there was good reason form him to decide to come back. Is that because the dark room deals were struck yesterday? We surely will soon find out. Mark: PEOPLE IT'S WAY BIGGER THAN IRAQ ..... YOU JUST HAVE TO DO SOME RESEARCH
MilitiaMan: I have the same feeling and understanding.. It is not only about Iraq, but, it is about Iraq. Many currencies are at play, as we all know that the IQD will likely fall within a basket at the AMF within the BUNA platform system electronically..
The BUNA article today supports that within 2-3 weeks there will be more currencies going on-line with it and they will benefit from doing so.
As Petra likes to say.. "All boats rise with the tide.", and they will. Once the IQD with an international calculation is applied and it is 100% IMF Article VIII compliant and placed into the basket and cleared electronically within the electronic digital platform that value will be reflected in the balance sheets of the the other countries that have IQD.
Just as the IMF SDR basket will rise in value. Many SDR Basket currencies own shed loads of IQD.. I mean trillions in some cases.. o, when you say it is bigger, your not wrong at all.. IOO.. ~ MM

Haider Al-Ansari, chairman of the authority, said that "the committee that set the prices relied on the technical study of the project that shows the level of technology used in construction and the financial study that includes the price analysis to calculate the costs and profits presented within the economic feasibility study by the investor, as well as the detailed tables of quantities for construction, architectural, electrical and mechanical works." and others including price and origin.
Al-Ansari added in an interview with the official "Al-Sabah" newspaper, which was followed by "Mawazine News", that "the instructions of the National Investment Commission obligated the investor to the price established by the economic feasibility study, and otherwise it is a violation that requires the application of Article 28 of the amended Investment Law No. 13 of 2006."

Yada: In lieu of the article: Maliki’s condition for new elections” they may as well get ready for the UN/US at the end of the month.
TP40: The UN. US needs to get a move on it.. these people waste so much time..
Annie68: Agreed, yada. We just need someone to step over the line!
CharlieOK: On its own, Iraq is incapable of any kind of lasting solution to its sectarian, tribal problems. On top of that, a foreign country (Iran) is controlling Iraq. Tony has been preaching this point for quite some time. When the US/UN is very involved in Iraq, Iraq is more autonomous and peaceful. We have had a decade of schooling/history on what happens in Iraq when the US/UN bails out.
Doc: There is no solution. This has been going in circles for now nearly nine months. Talk …zero action.. Maybe that will change by 9/17. Sure hope so

CandyKisses: The fortieth anniversary imposes a truce of conflict..and hopes for a political agreement that lays the path of reform
The parties to the crisis in Iraq postponed the escalation, in an unwritten agreement, after the Federal Court decided to reject the lawsuit to dissolve Parliament.
One of the reasons for the delay is the Arbaeen ceremonies, when millions of pilgrims flock to Karbala on the Arbaeen of Imam Hussein.
The leader of the Victory Alliance, Haider al-Abadi, did not hide his fear of the next stage, and said in a tweet to him: After the Federal Court’s decision, I call for presenting an initiative based on Article 64 of the Constitution, and within a scheduled political agreement that includes early elections and their laws and institutions, under the supervision of a government with full powers, The House of Representatives was dissolved, stressing that order, stability, peace and development are top national priorities, and they are in the interest of all.
As for the leader of the Kurdistan Democratic Party, Hoshyar Zebari, who criticized the court’s decision, he called for the return of the Sadrist movement’s deputies to parliament, and said in a tweet to him: After the decision of the Federal Court, which did not heal a wound and did not resolve an issue, politicians have practically no choice but to come to an understanding on the return of Deputies of the Sadrist movement that won (in the elections) to Parliament, with the legal ground, and the framework withdrawing its candidate for the Council of Ministers, to dismantle the crisis first.
The researcher in Iraqi political affairs, Basil Hussein, considered that the court’s decision contains a contradiction between the introduction and the end, and lacks normativeness that should be a rule in its rulings, and that the decision does not belong to the rules of general theories in constitutional interpretation, and includes open ends of interpretation.
Internal political parties in Iraq were counting on the lawsuit that was dismissed, as one of the outcomes of resolving the current crisis, on the grounds that the judicial ruling will be binding on all parties, especially since the complaint was submitted by the Sadrist movement, which accuses Parliament of failing to fulfill its constitutional obligations, including choosing a president for parliament.
And the formation of a new government, although more than 10 months have passed since the elections.
