Al-Sadr: A great opportunity to fundamentally change the political system, the constitution and the elections

Posted On2022-08-01 By Sotaliraq   The leader of the Sadrist movement, Muqtada al-Sadr, called on the clans, the security forces and the popular crowd to support the "revolutionaries for reform."

Al-Sadr said, in a tweet to him, yesterday, "I call on everyone to support the revolutionaries for reform, including our proud clans, our heroic security forces, members of the Mujahid Popular Mobilization Forces who refuse to submit and subjugation, and all groups of the people to support reform, men, women, old people, youth and children," adding, "Not under my banner or my leadership." Rather, it is under the banner of Iraq and the people’s decision, even if some claim that the current revolution is a Sadrist.”

Al-Sadr described these demonstrations as “another opportunity to dispel darkness, darkness, corruption, exclusivity in power, loyalty to the outside, quotas and sectarianism that have permeated Iraq’s chest since its occupation and to this day,” expressing his hope that “the tragedy of missing the first golden opportunity in 2016 will not be repeated.”

He considered the current demonstrations "a spontaneous, peaceful revolution that liberated the (green) region as a first stage," noting that it is "the golden opportunity for all of the people stigmatized by the fire of injustice, terrorism, corruption, occupation and dependency."

He also wrote, "Yes, a great opportunity to fundamentally change the political system, the constitution, and elections that, if rigged in favor of the deep state, have become the best free and fair elections, and if they are fair and remove the corrupt, they have become fraudulent and are rigged by the hands of the corrupt on the one hand and malicious lawsuits on the other."

Al-Sadr’s statement, made an appeal to the Iraqi people, saying: “Oh, the proud and free Iraqi people who love reform, democracy, citizenship, law, independence, sovereignty, prestige, and confining arms to a strong, patriarchal state that imposes the law on itself before the poor and does not exclude the influential, militias, and the like.”

Beloved, you are all responsible and all of you are at stake.. Either an Iraq lofty among nations or a vassal Iraq controlled by the corrupt, vassal and those with religious ambitions, and even moved by the hands of the outside, east and west, and then I have no choice but to pray and cry over the end of Iraq, which is near.” chest statement.

And he added: "Oh, free people, it is the cry of Imam Hussein: It is humiliating, and his cry: Who heard our conscious and did not help us." And he continued, “So I say: Whoever hears the awareness of reform and does not support it, he will be a prisoner of violence, militias, kidnapping, greed, intimidation, marginalization, poverty, humiliation and the erasure of dignity. Your Iraq is the Iraq of sacred things, the Iraq of civilization, the Iraq of jihad and the Iraq of the reformist spring, so do not miss the opportunity, or else there will be no time.”

Al-Sadr warned not to miss the current opportunity, saying: “If you miss the opportunity, do not blame me, for I invite you to what is in your best interests and reform, and to save your homeland, your dignity, your food, your good deeds and your prestige … and there is no way.”    LINK

Al-Sadr is looking for his opponents' recognition of the error of the interpretations of the blocking third and the largest bloc before the sit-ins were dispersed

Posted On2022-08-01 By Sotaliraq   Baghdad / Tamim Al-Hassan

Nuri al-Maliki, the leader of State of Law, pressed the “wounding of defections” within the “coordination framework” again while he was waiting for the arrival of human reinforcements to a center affiliated with the Dawa Party in one of the prestigious neighborhoods of Baghdad, where he was preparing to respond to the Sadrists storming Parliament for the second time.

On the other hand, the protesters of the Sadrist movement have spent their first night in the corridors of Parliament “without vexation” from the supporters of the “frameworkers” who vowed to send them to occupy the Prime Minister’s office on the principle of “an eye for an eye.”

After the decision to sit in Parliament, the demonstrators practiced their normal lives and set up “Hussainia mourning” councils, while others went to assume the role of ministers and the Speaker of Parliament and sign blank papers.

Calm prevailed in the capital, yesterday, after a night in which dramatic events took place as protesters toppled concrete barriers on the Jumhuriya Bridge linking Tahrir Square and the Green Zone, then opened a gap in the walls and reached Parliament.

The government announced late Saturday evening the suspension of official working hours on Sunday, for all institutions except for the security, while it did not provide a reason to stop working, while the following hours witnessed the opening of streets and bridges that were closed on the day of the storming.

The breath was held due to the escalation of threats by the "Coordination Committee", which then retreated to the request of the leader of the Sadrist movement, Muqtada al-Sadr, for a comprehensive dialogue, while in return, "Al-Sadr" might ask his opponents to "confess the mistake" that took place after the last elections, before his supporters evacuated. Parliament.

Parliament Speaker Muhammad Al-Halbousi decided on Saturday evening to suspend the parliament’s sessions until further notice, while the demonstrators and the security forces demanded the preservation and protection of public institutions, in return, Prime Minister Mustafa Al-Kazemi called on everyone to adopt dialogue.

Close to the Sadrist movement revealed to (Al-Mada) what they described as a "tempting offer" made by the "coordinating framework" during the past 48 hours, in exchange for the demonstrators' withdrawal from Parliament, but they confirmed that "the offer is rejected."

The Coordination Council seemed confused after the shock of the protesters entering Parliament 3 days after the first storming, as the security forces had deployed dozens of concrete walls on bridges and entrances to the Green Zone, and more than 100 people from both sides were injured in the recent events.

With these intensive security measures and the security forces' attempt to push the demonstrators away from the green walls, the "framers" had no chance of accusing the government or hinting that it had facilitated the protesters' entry to the fortified area, as happened in the first storming that occurred on Wednesday evening.

And about the retreat shown by the “coordinator” in his positions, close to the movement said that “the coordination offered a deal to the Sadrists to end the sit-in, including returning the resigned deputies (73 deputies) and participating in the government while giving the movement the right to name the prime minister,” and part of the deal from him had been offered. On “Al-Sadr” during the last crisis before his withdrawal last month, and was rejected.

Those close to the Sadrist movement point out that "the offer is certainly rejected because it does not achieve the goals of the leader of the movement, which wants to build a real democracy and form a majority government that bears the responsibility for success and failure in its performance."

On this basis, those close to the movement reveal that "Muqtada al-Sadr wants his opponents (coordinating) to admit the mistakes that occurred after 10/10 (the last legislative elections) from the issues of the largest bloc and the blocking third."

Those parties add: “The interpretation of the blocking third, which is a heresy that emerged after five electoral cycles, must be retracted, and a return to the minutes of 2005 and the subsequent formation of a government regarding the interpretation of the largest bloc, which is the winning bloc after the elections by the number of seats and not arising from alliances.”

Those close to the movement indicated that "Al-Sadr is not interested in the return of parliamentarians or the formation of the government, but rather wants to establish these facts and prevent fraud and politicize the judiciary," noting also that "the re-election is not on the table now, because if (the elections) take place, it will cost the country new money, while it will produce the same problem."

The protesters had decided, shortly after entering Parliament, to go to the Judicial Council, which mobilized the Sadrists against it during the past days, before the "minister of the leader" who is close to al-Sadr published a tweet calling on the supporters of the movement to "return to the parliament because it is the symbol of the people."

From escalation to dialogue

In a moment of reviewing the positions following the events of Saturday, all the leaders of the coordination “framework,” including “Al-Maliki,” the leader of the Sadrist movement, called for dialogue, hours after an “escalatory statement,” which later turned out to be written by the “revolutionaries” within the Shiite bloc.

An informed politician confirmed to (Al-Mada) that "Nuri al-Maliki and some of his supporters within the coordination framework drafted the statement of escalation that was published after the storming of Parliament, which did not satisfy the rest of the Shiite leaders and was replaced after that by a call for dialogue."

The statement was drafted during Al-Maliki’s meeting in the Al-Abrar Hall, which is a luxurious hall that cost 20 billion dinars to build, according to the latter’s statements in 2018, affiliated with the Dawa Party in the Jadriya area, where it was supposed to gather the supporters of the “Coordination” to respond to the Sadrists.

At that moment, “frameworks” leaked information that “supporters of the framework, the crowd, and the resistance will enter the Green Zone and occupy the prime minister’s office in response to the Sadrists,” while the “schism” within the Shiite group caused a coup that was carried out by the leader of the state of law more than once against the consensus of “leaders.” Coordination” in the absence of those reinforcements.

And the well-informed politician adds that “only dozens of Maliki supporters arrived at the righteousness hall, while there were opinions from some frameworks threatening elements of the crowd to cut their salaries if they did not join the demonstrators in Baghdad.”

Such information was leaked during the demonstrations organized by the "Coordination Committee" at the end of last year, when (the framework) was objecting to the election results, during which his supporters surrounded the Green Zone for two months, with the help of elements of the Popular Mobilization after threatening them to cut their salaries.

The Coordination statement, which was described as “escalatory,” stressed that “the state, its legitimacy, its constitutional institutions, and civil peace are a red line,” calling on “all Iraqis to prepare to defend it in all possible peaceful ways.” LINK

The jump in oil revenues saves Iraq's economy from collapse.. and conflicts reduce gains

Posted On2022-08-01 By Sotaliraq   The jump in oil prices came to save Iraq from stifling economic and financial crises, and to get it out of the predicament of borrowing, depleting cash reserves and exacerbating the budget deficit.

And revenues from Iraqi oil exports, during the month of June, amounted to about 11.505 billion dollars, according to official figures issued by the Ministry of Oil in Baghdad. The ministry said in a statement that the total amount of crude oil exports for the same month amounted to more than 101 million barrels.

The researcher in Iraqi economic affairs, Hamza Al-Hardan, said that the opportunity for high oil prices comes to Iraq again after the world witnessed a rise in oil prices nearly ten years ago, and the country did not benefit from it in real terms, relying on its rentier economy (oil money) to fill its operating and investment expenses. .

Al-Hardan said that the Iraqi government should take advantage of the opportunity to rise in oil prices correctly this time, because it is expected that oil revenues for this year will reach more than 120 billion dollars.

He added that this increase in oil prices can continue, which may be reflected positively so that there will be a turning point in the Iraqi economy, through the correct and sound investment operations, and the establishment of projects to support the Iraqi budget and the lack of complete dependence on the oil sector.

He explained that the Iraqi government should invest opportunities to develop the economic sectors and industrial and agricultural facilities, and to develop projects that could be an essential source of transforming the national economy from rentier to diversified.

He pointed out that this increase is a temporary opportunity due to international factors and variables, and the possibility of an end to the Russian-Ukrainian crisis, which will be followed by international agreements to reduce global oil prices.

Standard cash reserve

Iraqi Prime Minister Mustafa Al-Kazemi revealed that during the two years of the government's life, the Central Bank's reserves were less than 50 billion dollars, and now it has reached 76 billion dollars, and it will reach 90 billion dollars by the end of this year.

Al-Kazemi indicated during a press conference, that the salaries of employees, retirees, benefits and others amount to 5 billion dollars per month, and there are two billion dollars in operating expenses, bringing the total amount of monthly expenses to 7 billion dollars, at 84 billion dollars annually.

Al-Kazemi made it clear that the Iraqi government has no intention of moving towards changing the dinar exchange rate.

For his part, the economist, Manar Al-Obaidi, stated that the Central Bank owns multiple types of reserves, amounting to more than 160 trillion dinars, including an investment reserve of 60 trillion dinars invested in foreign banks in return for returns and interests.

Al-Obaidi added that there are reserves of gold estimated at 140 tons, worth approximately two trillion dinars, in addition to the presence of internal debts with the Ministry of Finance of the Central Bank of up to 40 trillion dinars, and the high oil prices in the global market contributed to a jump in Iraq's cash reserves.[/size]

Possibility to face challenges

A member of the Finance Committee in the Iraqi parliament, Jamal Cougar, explained that it is too early to say that Iraq is capable of facing global economic challenges, because Iraq is a rentier country that depends on oil revenues, and any fluctuations that occur in countries of the world contribute to causing great paralysis in the local economy, which It is considered a fragile economy.

And Cougar indicated that the Iraqi state today does not have integrated economic studies, and the effects of global inflation will have great repercussions on the Iraqi economy, because the country depends mainly on importing goods and services from abroad and there is no local production, which means that the Iraqi market is negatively affected by every case of inflation witnessed by the countries of the region. and the world.

He added that the rise taking place today enabled the Iraqi economy to regain its monetary activity, raise reserve rates, and pay large sums of debts owed internally and externally. He pointed out that the government should benefit from the rise in oil prices, and allocate the surplus to support the investment side, because the state is still spending 75 percent of its budget for the operational side, expenses and salaries, and all of these expenses have no financial return.

He called on the government to work on approving an investment budget, not an operational one, to create new sources of funding, and to transform the Iraqi state from a rentier state to a multi-resource state. In light of the intersections within Parliament, the budget has not yet been approved, which specifies the items of state expenditures within a year, especially those allocated to salaries, support and the payment of debt burdens, as well as specifying the target of state revenues.

Despite the government’s success in obtaining about $ 18 billion within the emergency security law recently approved by Parliament to secure energy imports, finance important service projects, and finance the Social Welfare Fund, officials confirm the country’s continued need for the budget that was drafted earlier at nearly 90 billion. dollar.   LINK

Baghdad announces the formation of a committee to prepare designs for the entrances to the capital

Posted On2022-08-01 By Sotaliraq   Yesterday, Sunday, the Department of Roads and Bridges in Baghdad Governorate revealed the reasons for the reluctance to work at the entrances to Baghdad, while it disclosed the amounts allocated to it, and indicated the formation of a committee to prepare a new design for the controls.

The director of the department, Huda Abdul-Amir, said, "The percentage of completion of the four entrances to Baghdad is among the works of the province of Baghdad, and it includes the entrance to Baghdad-Mosul 33 kilometers, the entrance to Baghdad Al-Hilla, the old Baghdad Abu Ghraib entrance 24 kilometers, and the entrance to Baghdad Baquba 10 kilometers."

She indicated that "the expansion work at the entrances has begun, but there are many conflicts, such as optical and electrical cable works, and this requires the preparation of statements by the implementing agency," noting that "in coordination with representatives of the Ministry of Electricity, Rusafa and Karkh, the points were taken and cable paths determined."

And she continued, "The sums are large, amounting to 6 billion dinars, but they are not included in the statement, forcing the department to have its work at the present time in the form of surveys, determining the line and fixing the weights, until the preparation of the statements that are supposed to contain an increase in the allocated amounts, especially since there are There are many conflicts, including water, sewage, electricity and optical cable.”

She added, "The Roads Law No. 35 of 2002 specified the distance in which services should be placed and according to the type of road (main - secondary), but the departments did not comply with the implementation of the law and the approval of the Roads and Bridges Department was not obtained when extending their services," noting that " The problem will remain unless work is done in cooperation with the concerned authorities.”

And she continued, "The reality of the situation requires the inclusion of amounts for paragraphs related to the Ministry of Electricity, which will cause delays in the work and completion of the project," stressing that "there is coordination with the concerned authorities, especially with the existence of a new plan to expand roads and bridges."

And she pointed out, "The sums allocated to the four entrances to Baghdad amounted to 195 billion dinars, which is not enough, as several meetings were held with the Prime Minister's advisor, because the entrances to Baghdad are considered the facade of the capital, and its works and specifications must be taken into account to be suitable for the next 20 years." She confirmed, "In the coming days, a vision will be raised regarding the entrances."

Abdel Amir expressed her hope “to monitor the amounts without delay to ensure the continuity of work,” explaining that “the issue of surveillance cameras for entrances will be included in the statements, and there is coordination with the Ministry of Interior regarding controls, as a joint committee was formed between the Directorate of Roads, Bridges and National Security for engineering consultancy.”    LINK

Iraq's offshore oil export pipelines are vulnerable to environmental disaster

Posted On2022-07-31 By Sotaliraq   Iraq's crude oil production has stagnated in recent months, despite a quota increase under the OPEC+ agreement, which is largely constrained by its inability to export more volumes through its southern port on the Persian Gulf.

According to S&P Global Commodity Insights, near-term prospects for increased loading volumes at its old Gulf facility in Basra are bleak, Iraqi officials acknowledge, preventing any meaningful production gains that would allow the struggling country Financial distress by taking advantage of high oil prices.

The deteriorating pipelines connecting the terminal to the loading docks pose a significant risk of catastrophic environmental disaster.

Iraq produced 4.38 million barrels per day of crude oil in June, including from the Kurdistan Region, slightly higher than the March production level of 4.34 million barrels per day.

Also, production did not keep pace with Iraq's share, which rose from 4.37 million barrels per day in March to 4.509 million barrels per day in June and is scheduled to increase to 4.651 million barrels per day in August.

Figures indicate that until the restoration of southern Iraq's exports to this April 2020 level will still require the country to keep production below its quota in OPEC +, as storage facilities in Basra are full, and local refineries and power stations are limited in what they can consume, port data showed. Crude oil stocks in the southern reservoirs have reached about 6.8 million barrels, about 72% of their total capacity of 9.5 million barrels.

Flows in the port of Basra are hindered by the deterioration of two marine lines feeding the berths from the station, and sources familiar with the matter said that bulges have appeared at the end of these lines in recent months, and are feared that they will explode and cause a major oil spill into the Gulf.

This has forced the Basra Oil Company to cut berth pumping rates by more than 25%, to about 54,000 b/h from previous levels of 70,000 b/h.

The cruise lines were built in the late 1970s and were due to be replaced decades ago, but were never implemented due to funding problems, political turmoil and other delays.

Iraqi officials aim to increase southern export capacity to 3.35 million barrels per day by September, said the deputy director of the state oil marketing company SOMO.

At the moment, this is what we believe we can achieve, taking into account not only the restrictions on export capacity, but also rehabilitation activities that may sometimes cause halts,” Ali Al Shatari said.

That number could go up, of course, but I'm a bit conservative until I see plans to develop export facilities move forward."

Of this volume, SOMO expects Basra Heavy to average 1.1 million bpd in July and Basra Medium, 2.2 million bpd, Shatari said.

The current high price environment represents an opportunity for Iraq to raise the necessary funding to replace its aging sea lines, which will likely take about two years to complete from the signing of the contract. LINK

Al-Monitor: Mosul Is Heading Towards The Reconstruction Of Its Destroyed Airport

Reports   Economy News-Baghdad   As part of the campaign to rebuild Nineveh Governorate after its liberation from the grip of the terrorist organization ISIS, attention is directed towards implementing the long-awaited project to rebuild Mosul International Airport. .

A report by Al-Monitor indicates that the government’s interest in this project in Mosul came in response to the demands raised by the citizens of the province to rebuild the infrastructure in their city and the reconstruction of the airport, as it constitutes an important service and commercial facility for the city’s residents, as well as the reconstruction of factories and the implementation of projects that will provide job opportunities for them .

In this context, Ministry of Planning spokesman Abdul-Zahra Al-Hindawi told Al-Monitor that Mosul “received the largest part of the funds allocated in the budget for reconstruction purposes because its infrastructure was destroyed and tens of thousands of houses were destroyed .”

The UNESCO Educational, Cultural and Scientific Organization had supported the initiative to revive the spirit of Mosul, which was launched in 2018, which gave impetus and a glimmer of hope that the revival and rebuilding of historical monuments and landmarks that characterized the city .

A source from Nineveh Governorate confirmed to Al-Monitor that the project, after Al-Kazemi’s recent directives, has become one of the strategic priorities in the governorate. On the other hand, he indicated that there are some disputes about the size of the project’s cost, and that an international accounting and evaluation company has been assigned to estimate the cost of rebuilding the airport .

Jihad Al-Daraji, a spokesman for the Civil Aviation Authority, said that discussions are currently underway with a French consortium company on the appropriate designs for this project, which will revive the province's economy and commercial movement and enhance the absorption of air transport between the governorates of Iraq and abroad .

The prime minister's financial advisor, Mazhar Muhammad Salih, told Al-Monitor, “Back in the 1950s, Mosul was a major economic center for the grain trade and the second most populous city in the country. At that time, its airport was the main center for tourism and trade in northern Iraq .

Salih added, "Mosul in particular and Nineveh Governorate in general is in dire need of a modern and developed civil airport that can enhance air transport in northern Iraq and is locally linked with airports in the Kurdistan region and the rest of the airports in the governorates of Iraq." This airport will prove to be a very important and vital outlet for tourism and trade in the province .”

Regarding the exceptions given to the Mosul airport project, Salih said, “Efforts to implement the Mosul Airport reconstruction project, which was part of the campaign to rebuild Nineveh after its liberation from terrorism, had failed due to excessive bureaucratic and routine administrative procedures. This led to delays in making decisions and obtaining approvals, which entail high additional costs. It is necessary to expedite the process of rebuilding the airport in order to avoid the loss of benefits and unjustified additional costs on the budget .”

Saleh said that the government had taken exceptional decisions by approving the implementation of the Mosul Airport project by finalizing contracts outside the well-known bureaucratic mechanisms and in agreement with the negotiating forces in the Council of Ministers .

Muhammad al-Hashimi, a researcher at the Union Research Center in Baghdad, told Al-Monitor, “The reconstruction of Mosul International Airport is a step in the right direction. Mosul is ranked second after Baghdad in terms of surface area and population.

The city also has its heritage and civilization, and its airport is among the oldest in the country since it was built in 1920 under British tutelage as a military airport. And then it developed to be a civilian airport in the year 1922 ».

Joseph Sliwa, a former parliament member from Nineveh province and a civil and political activist, told Al-Monitor, “The completion of the Nineveh Airport project is a good indicator and adds very necessary services to a region inhabited by more than 3 million people, as many Mosul residents who want to travel by air go to Erbil International Airport in Kurdistan Region .

Sliwa believes that the airport will be a cultural window for the province towards the world and will enhance the openness of the people of Mosul after their liberation from ISIS, especially the members of the Christian community who have suffered a lot .

They praised the need to protect the project from any attempts of corruption and extortion, stressing that "many commercial projects in Mosul are stumbling or failing despite the huge sums of money that have been allocated to them." Therefore, it is very necessary to apply accurate financial control and to ensure quick and good implementation of these projects .”  15 . views   Added 08/01/2022 - 11:30 AM  Update 08/01/2022 - https://economy-news.net/content.php?id=29096

IMO the dissolution of the govt and restarting elections sets this thing way back even further, please elaborate if I am missing something. IMO one day soon the IMF/UN is gonna say Iraq you are hopeless continue to exist at a program rate.

Tivon: Dissolution puts in place constitutional legislation that the EFSL is based on. Which gives Al-Kazemi full powers to enact laws put on the back burner.

That is why they are not doing a 2022 budget. They want a entire new clean slate before 2023. That way when they do a budget for that year they can start on new things.

Keep in mind that the Oil & Gas Law can be passed with a transitional government. We don't care about the IMF/UN. We are talking about constitutional obligation. No power supercedes that. They can not dictate what goes on in the country when you are operating from "The Law of The Land. That goes for Total, Kurdistan, UN, IMF, etc.

The 15th is the deadline for banks. Which will be the new digital platform for shares, stocks, bonds, trades, and ofcourse daily banking practices.

Tivon Cont……If Al-Kazemi is declared the authority today the CBI can release the rate tomorrow.

What you are seeing right now is stonewalling from the CF. Why? Because they know once Al-Kazemi is officially deemed the interim for the remainder of they year it will be officially over for the corruption in all sectors of society.

That's why the EFSL was created to clean house. Which is what you are seeing. That's why everyone is now supporting Al-Kazemi. Why do you think the citizens  cheered when Al-Kazemi announced that the 1190 rate is wrong? They know what that signifies.

 Now it makes perfect sense why Al-Kazemi rewrote the contracts after the Total article came out. Because once adjusted it will support the national currency. Which is why nothing can be done with Total until he Al-Kazemi has full authority.

Total wanted to close a deal before the citizens received purchasing power in IQD. Al-Kazemi was not going to let that happen. Because the new oil contracts have to be denominated in IQD only.

Keep in mind the CBI sits on the same council as the Ministry of Oil and the PM. To encourage private sector investment in the refining sector, the Refining Law offers the following incentives. The Ministry of Oil is obligated to supply crude oil to the refining company at a price equal to the international FOB export price for Iraqi crude less a discount of 5 per cent, provided that the discount will not be less than US$4 per barrel or more than US$8 per barrel.

At that time the discount applied for a period of 50 years on prior contracts before Al-Kazemi recently adjusted them. Because this was based on old contracts that have been recalculated to only support the IQD. Not the USD. IMO

If you are looking at it one way you can see why some would assume there's a long way to go. Because it appears we are waiting on things being settled between what powers will run the country in "The New Government".

But Al-Kazemi is in position to implement everything for the interim period as an transitional authority who will use the EFSL to enact the Oil & Gas Law sense he will have full legislative authority. That way the citizens can have purchasing power while they start new elections and choose a new GOI. Because the EFSL covers "All Contracts & Procedures".

Therefore it can cover everything the citizens want and need now. Everyone in Al-Kazemi cabinet knows thus. Which is why he instructed all ministries to implement all provisions of the EFSL. Imo.

**************

DallasDude:  The obvious answer is dissolution with elections next year some time..let Al-Kazemi be the announced government in the interim and things will fall into place for everyone..saw the article where it was suggested that the CF would be the new government until early elections..not a chance in you know what that's going to happen..not for 6 months not for 6 minutes..anyway IMO this is the most likely scenario..

Tivon:  Bingoooooooooooooooo. Somebody understands. The "New Government" is the problem we are trying to get rid of now! That's why we have the demonstrations going on. Thank you. People didn't seem to understand the new was referring to old problems that the citizens do not want to continue. This short comment summed up everything I have been trying to get across. The citizens do not want a "New Government". They want purchasing power. And they can get that now from the man himself Al-Kazemi. They could care less what happens to the GOI from that point. Why? Because given the new anti corruption methods put in place even if you wanted to steal money from auctions or the border or the budget. You will be caught immediately. Imo

MilitiaMan:  Tivon, there you go. Supporting data that The PM has the ability to do neccessary mechanisms to get the country out for crisis. We have been talking about this over an over.. MM

Al-Kazemi addressed the demonstrators, saying, "Your message is clear, and your commitment to calm and organization is a duty and appreciated, and it is now time to discuss the mechanisms for launching a reform project agreed upon by the various national parties, and I am sure that in Iraq there is enough rationality and courage to move forward with a project." My country is getting the country out of its current crisis."

MilitiaMan:  Al-Kazemi said in a statement received by Shafaq News Agency, "Iraq is witnessing a great political tension that threatens if wise people do not interfere with dire consequences," adding: "While we have taken all necessary measures and measures to control the situation, maintain security, and prevent the waste of Iraqi blood, we call on all parties To calm, reduce escalation, to start an initiative for a solution on national bases.

MilitiaMan:  This is even more support. The use of necessary mechanisms is like saying that we have the constitutional authority to use the necessary powers to launch reforms. Notice too, that by PM Kahdimi had no push back by the militias. Even clans that were likely on the CF payroll are now in favor to the Sadr camp. The two sides both stood down relatively peacefully too.

Again, once the dissolution happens, the direct statement above from Kahdimi shall likely launch the reforms. Which are constitutional entitlements for the citizens.

There is nothing in this that supports we have to wait for a new government at all, as the present government shows he has the necessary mechanisms in his hands to do so. The Supreme Judicial Council wrote a piece on it in February and June 2022. The roadmap has been talked today about and dissolution makes the most sense for the empowerment for people. imo We are in a good place.. ~ MM

~~~~~~~~~~~~~
Tivon:  Thanks Militia-Man. People you all have to connect the dots. Think about the speed of which things are happening. Remember when BUNA said they will launch in the 2nd half of the year? Guess what? That (3nd half) already started on July 1st.
Now keep in mind why the CBI gave all banks until the 15th to be on the new digital platform. Which handles all trade, stocks, bond, and shares. Including international payments. Why are they now so adamant about this being done by the 15th.
Well because by November SWIFT wants most countries under ISO-20022 regulations. Because it deals with XRP/XLM. Digital Currency or Crypto Asset= XRP for exchange across borders (X-borders) and exchanging value between all markets and asset classes.
XRP will be used to balance trade accounts between Sovereign entities or countries, via Treasury & Central Banks. What is Iraq now? A Sovereign Nation.
Now if you read and understand why this is in place. You should understand what the CBI wrote below in regards to the BUNA platform. This is why they are on a timetable concurrent with not only BUNA but the SWIFT system. This is why reforms have to launch immediately. And the only way to get there is dissolution. Time is not on their side in any regard. IMO
CBI: To expand the scope of electronic payments, "the actual launch and operation of the Buna platform for inter-Arab payments", a platform that provides real-time clearing and settlement services for cross-border financial transfers between Arab countries and in Arab and international currencies. The first movement implemented through banks between The State of the Emirates and the Arab Republic of Egypt, in the currency of the UAE dirham.
The Central Bank of Iraq and a number of local banks have already signed an agreement and completed the technical requirements to participate in the project in coordination with the Arab Monetary Fund, and work is underway to approve the Iraqi dinar in the system for the next stage, as the participating banks in the Arab countries will be able to send and receive payments between them in a safe and reliable manner. This platform will help reduce the recourse to international centers from correspondent banks in clearing and settling Arab payments, which will contribute to reducing the time and costs associated with banks and their customers.
Al-Kazemi’s Advisor Identifies The Negative Effects Due To The Lack Of Approval Of The Budget
Economie| 06:59 - 31/07/2022   Baghdad - Mawazine News, the financial advisor to the Prime Minister, Mazhar Muhammad Salih, clarified, today, Sunday, the alternative laws for the budget in minimum treatments, while warning of five negative effects when the budget is delayed.
Saleh said, "The alternative laws to the annual federal budget law are treatments for the minimum in the conduct of economic life in the country, such as the financial management law and its current applications or the recently adopted emergency food security law."
He explained, "The most negative point in not passing a law on the general budget is the delay in approving new government investment projects, especially large and strategic projects, which leads to delays or shortcomings in economic growth rates."
He continued, "This shortcoming extends its negative effects to the coming years due to the faltering growth of the great national capital accumulation, and the transformation of spending into a phenomenon limited to consumption only, which is fed by imports," noting that "this leads to growing cases of stagnation and economic stumbling at the end." Ultimately, levels of underemployment or crowding out levels of unemployment are in all cases.”
The Jump In Oil Revenues Saves Iraq's Economy From Collapse..And Conflicts Reduce Gains
Posted On2022-08-01 By Sotaliraq  The jump in oil prices came to save Iraq from stifling economic and financial crises, and to get it out of the predicament of borrowing, depleting cash reserves and exacerbating the budget deficit.
And revenues from Iraqi oil exports, during the month of June, amounted to about 11.505 billion dollars, according to official figures issued by the Ministry of Oil in Baghdad. The ministry said in a statement that the total amount of crude oil exports for the same month amounted to more than 101 million barrels.
The researcher in Iraqi economic affairs, Hamza Al-Hardan, said that the opportunity for high oil prices comes to Iraq again after the world witnessed a rise in oil prices nearly ten years ago, and the country did not benefit from it in real terms, relying on its rentier economy (oil money) to fill its operating and investment expenses. .
Al-Hardan said that the Iraqi government should take advantage of the opportunity to rise in oil prices correctly this time, because it is expected that oil revenues for this year will reach more than 120 billion dollars.
He added that this increase in oil prices can continue, which may be reflected positively so that there will be a turning point in the Iraqi economy, through the correct and sound investment operations, and the establishment of projects to support the Iraqi budget and the lack of complete dependence on the oil sector.
He explained that the Iraqi government should invest opportunities to develop the economic sectors and industrial and agricultural facilities, and to develop projects that could be an essential source of transforming the national economy from rentier to diversified.
He pointed out that this increase is a temporary opportunity due to international factors and variables, and the possibility of an end to the Russian-Ukrainian crisis, which will be followed by international agreements to reduce global oil prices.
Standard cash reserve
Iraqi Prime Minister Mustafa Al-Kazemi revealed that during the two years of the government's life, the Central Bank's reserves were less than 50 billion dollars, and now it has reached 76 billion dollars, and it will reach 90 billion dollars by the end of this year.
Al-Kazemi indicated during a press conference, that the salaries of employees, retirees, benefits and others amount to 5 billion dollars per month, and there are two billion dollars in operating expenses, bringing the total amount of monthly expenses to 7 billion dollars, at 84 billion dollars annually.
Al-Kazemi made it clear that the Iraqi government has no intention of moving towards changing the dinar exchange rate.
For his part, the economist, Manar Al-Obaidi, stated that the Central Bank owns multiple types of reserves, amounting to more than 160 trillion dinars, including an investment reserve of 60 trillion dinars invested in foreign banks in return for returns and interests.
Al-Obaidi added that there are reserves of gold estimated at 140 tons, worth approximately two trillion dinars, in addition to the presence of internal debts with the Ministry of Finance of the Central Bank of up to 40 trillion dinars, and the high oil prices in the global market contributed to a jump in Iraq's cash reserves.
Possibility to face challenges
A member of the Finance Committee in the Iraqi parliament, Jamal Cougar, explained that it is too early to say that Iraq is capable of facing global economic challenges, because Iraq is a rentier country that depends on oil revenues, and any fluctuations that occur in countries of the world contribute to causing great paralysis in the local economy, which It is considered a fragile economy.
And Cougar indicated that the Iraqi state today does not have integrated economic studies, and the effects of global inflation will have great repercussions on the Iraqi economy, because the country depends mainly on importing goods and services from abroad and there is no local production, which means that the Iraqi market is negatively affected by every case of inflation witnessed by the countries of the region. and the world.
He added that the rise taking place today enabled the Iraqi economy to regain its monetary activity, raise reserve rates, and pay large sums of debts owed internally and externally.
He pointed out that the government should benefit from the rise in oil prices, and allocate the surplus to support the investment side, because the state is still spending 75 percent of its budget for the operational side, expenses and salaries, and all of these expenses have no financial return.
He called on the government to work on approving an investment budget, not an operational one, to create new sources of funding, and to transform the Iraqi state from a rentier state to a multi-resource state.
In light of the intersections within Parliament, the budget has not yet been approved, which specifies the items of state expenditures within a year, especially those allocated to salaries, support and the payment of debt burdens, as well as specifying the target of state revenues.
Despite the government’s success in obtaining about $ 18 billion within the emergency security law recently approved by Parliament to secure energy imports, finance important service projects, and finance the Social Welfare Fund, officials confirm the country’s continued need for the budget that was drafted earlier at nearly 90 billion. dollar.    LINK
A member of the State of Law coalition, Fadel Al-Azrajawi, criticized the daily practices of the caretaker prime minister, pointing out that Al-Kazemi is implementing a plan that has been prepared in advance with the support of some internal parties and external support in order to ensure his continuation in power.
Al-Azrajawi said in a press statement, which was monitored by The Independent, that "some parties are seeking to keep Al-Kazemi in his current position and not go towards choosing a prime minister and forming a new government."
He added, "Al-Kazemi is benefiting from the Emirati and Gulf external support in general, after he signed some agreements with them, and therefore he is externally supported in addition to the internal support he receives today to remain in the position and drag the country towards normalization."
Tishwash:  Reuters report reveals al-Sadr's demands, dissolving parliament and reforming the judiciary
Supporters of Iraqi populist leader Muqtada al-Sadr pitched tents and prepared for an open sit-in in front of the Iraqi parliament on Sunday, in a move that could prolong the political crisis or plunge the country into new violence. .
Thousands of loyalists of the Shi'ite cleric stormed the fortified Green Zone in Baghdad on Saturday, seizing the empty parliament building for the second time in a week as his Shi'ite rivals try to form a government.
"We will stay until our demands are met. We have many demands," a member of Sadr's political team told Reuters by phone, speaking on condition of anonymity because he is not allowed to make statements to the media.
The Sadrist official said that Sadr's socio-political movement is demanding the dissolution of parliament, new elections and the replacement of federal judges.
The Sadrist movement came first in the October elections as the largest party in parliament, making up about a quarter of its 329 members.
Allied parties suffered heavy losses in the elections, with the exception of former Prime Minister Nuri al-Maliki, Sadr's archenemy.
Al-Sadr failed to form a government devoid of those parties, however, suffering from enough opposition in parliament and rulings by federal courts that prevented him from being chosen for the post of president and prime minister.
He withdrew his deputies from parliament in protests and has since used his own group of poor Shi'ite followers to incite street protests.  link
Iraq's Offshore Oil Export Pipelines Are Vulnerable To Environmental Disaster
Shafaq News/ Iraq's production of crude oil has stagnated in recent months, despite the increase in the quota under the OPEC + agreement, which is largely restricted by its inability to export more quantities through its southern port on the Arabian Gulf.
According to S&P Global Commodity Insights, near-term prospects for increased loading volumes at its old Gulf facility in Basra are bleak, Iraqi officials acknowledge, preventing any meaningful production gains that would allow the struggling country Financial distress by taking advantage of high oil prices.
The deteriorating pipelines connecting the terminal to the loading docks pose a significant risk of catastrophic environmental disaster.
Iraq produced 4.38 million barrels per day of crude oil in June, including from the Kurdistan Region, slightly higher than the March production level of 4.34 million barrels per day.
Also, production did not keep pace with Iraq's share, which rose from 4.37 million barrels per day in March to 4.509 million barrels per day in June and is scheduled to increase to 4.651 million barrels per day in August.
Figures indicate that until the restoration of southern Iraq's exports to this April 2020 level will still require the country to keep production below its quota in OPEC +, as storage facilities in Basra are full, and local refineries and power stations are limited in what they can consume, port data showed. Crude oil stocks in the southern reservoirs have reached about 6.8 million barrels, about 72% of their total capacity of 9.5 million barrels.
Flows in the port of Basra are hindered by the deterioration of two marine lines feeding the berths from the station, and sources familiar with the matter said that bulges have appeared at the end of these lines in recent months, and are feared that they will explode and cause a major oil spill into the Gulf.
This has forced the Basra Oil Company to cut berth pumping rates by more than 25%, to about 54,000 b/h from previous levels of 70,000 b/h.
The cruise lines were built in the late 1970s and were due to be replaced decades ago, but were never implemented due to funding problems, political turmoil and other delays.
Iraqi officials aim to increase southern export capacity to 3.35 million barrels per day by September, said the deputy director of the state oil marketing company SOMO.
“For now, this is what we believe we can achieve, considering not only the limitations on export capacity, but also rehabilitation activities that may cause halts at times,” said Ali Al Shatari.
"That number could go up, of course, but I'm a bit conservative until I see plans to develop export facilities move forward."
Of this volume, SOMO expects Basra Heavy to average 1.1 million bpd in July and Basra Medium, 2.2 million bpd, Shatari said.
The current high price environment represents an opportunity for Iraq to raise the necessary funding to replace its aging sea lines, which will likely take about two years to complete from the signing of the contract.  LINK
Energy    Economy News-Baghdad   The New York Times warned that the situation is about to take a turn for the worse, as new sanctions that the European Union and Britain have agreed to impose on Russia by the end of the year are likely to push up oil prices .
The newspaper wrote that the United States and its allies relied heavily on imposing economic sanctions to punish Russia for its invasion of Ukraine. But it seems that a key element in that strategy, the restrictions on Russian oil exports, often causes hardship and harm to ordinary people in other countries .
European countries, in particular, have caused massive damage to their economies without reducing Russian oil revenues .
The newspaper stressed that the countries seeking to help Ukraine are aiming at the wrong goal, that is, by focusing on reducing Russian energy exports rather than reducing its export profits, as Russia exports less oil, but in the opposite way, it makes more money, according to the Center for Research on Energy and Clean Air in Finland. Sanctions raised prices more than offsetting the decline in exports. In May 2022, Russia earned €883 million per day from oil exports, up from €633 million per day in May 2021 .
The newspaper warned that the situation is about to take a turn for the worse, as the new sanctions that the European Union and Britain agreed to impose on Russia by the end of the year are likely to push up oil prices .
Some analysts warn that the price of a barrel of oil may exceed $200, which could easily push Western economies into recession.    Views 221   Added 07/31/2022 - 12:22 PM   Update 07/31/2022 - 6:33 PM
Al-Kazemi’s Advisor Identifies The Negative Effects Due To The Lack Of Approval Of The Budget
Economie Today, 18:59   Baghdad - INA - Nassar Al-Hajj, the financial advisor to the Prime Minister, Mazhar Salih, explained, today, Sunday, the alternative laws for the budget in the minimum treatments, while he warned of five negative effects when the budget was delayed.
Saleh said, to the Iraqi News Agency (INA), that
"the alternative laws to the annual federal budget law are treatments for the minimum in the conduct of economic life in the country, such as the financial management law and its current applications or the recently adopted emergency food security law."
He explained,
"The most negative point in not passing a law on the general budget is the delay in approving new government investment projects,
especially large and strategic projects, which leads to delays or shortfalls in economic growth rates."  He continued,
"This shortcoming extends its negative effects to the coming years due to the faltering growth of the great national capital accumulation, and the
transformation of spending into a phenomenon limited to consumption only, which is fed by imports," noting that
"this leads to growing cases of stagnation and economic stumbling at the end."
In the end, the levels of underemployment or crowdedness of unemployment are in all cases.
Why Is It Time To Change Or Restructure The Political System?
Sunday, 31 July 2022 11:48 AM   Dr.. Basil Hussein
It has become clear that Iraq, as a country, is going through an exceptional stage, which has created expectations that it has begun to move towards an unknown future, and
this is due to the following factors:
1. Every political system is born with tools that enable it to confront challenges and threats,
but the 2005 system could not but be a crisis system and not a solution system.
The main mechanisms such as the constitution and the institutions that were supposed to be a basic reference for the solution, became part of the crisis system.
2. The countries whose totalitarian regimes were overthrown have gone through a stage of democratic transition, but
what is recorded of this system is that it has become stuck at this stage and only made partial and faltering steps towards strengthening democracy, as
it placed it in a gray area between dictatorship and democracy.
Temporary democratization has become out of the question, as we are facing a kind of settlement for this transitional phase.
3. In the midst of this anxious stage, the model of “facade democracy” was born in Iraq, which practices the democratic form without democratic content or democracy without democrats, which led to a kind of competitive authoritarianism or electoral authoritarianism as one of the products of facade democracy.
4. It follows that the legitimacy of democracy
It is in constant decline and erosion, and thus a crisis of real representation was born, and the electoral fund is no longer sufficient to prove this representation due to the lack of confidence in its integrity or in the political environment that is its vital field.
5. The failure of the political system to build its legitimacy by bypassing the legal and official frameworks that were registered on political practices
6. The political system was based on a basic idea, which is consensual democracy, which is based on two basic ideas, the
first is power sharing, and the
second is autonomy for groups.
Power-sharing means that all ethnic or religious elements participate in the decision-making process through the formation of coalition governments, and
this denominator comes down to other public institutions.
While autonomy gives groups the right to manage their internal affairs, and
the theorist of this model Liephart sees that federalism is the best expression for this autonomy.
7. The supposed goal of this model is to maintain the cohesion of the state in a pluralistic society,
but the distorted application of this system led the country to further disintegration, which gave rise to doubts about the efficacy of this model in solving Iraqi problems.
8. The Iraqi experience proved that the inclusion of religion in democratic practices and issues related to the problems of state building is an inclusion that harmed both religion and the state and re-questioned Islam and democracy and the extent of the conflict between them, based on the idea of a deep-rooted contradiction between Islamic values and democracy,
or as Samuel Huntington sees in his book (The Wave). The third) that Islam and Confucianism are among the most severe cultural challenges to the global spread of democracy
9. Any system of government, as Philippe Schmitter sees it, is a
set of principles that determine the methods of assuming public office, the
qualities of the various representatives required to hold these positions, and the
rules followed in making binding decisions through the institutionalization process
This is what the 2005 system failed to do.
10. There is no doubt that institutionalization and stability are closely related, and
one of the most important causes of instability is the failure to build institutions in Iraq, as we are faced with institutional structures without solid institutional bases,
which created the illusion of the existence of institutions, and
in a pluralistic society institutionalization contributes to building citizenship and to the submission of individuals and groups
It also helps to build a neutral state in a way that guarantees the confidence of the actors of society and reduces the processes of conflict and conflict.
11. There is a great conviction among the political actors that this system is a political product and not the product of a political process that was formulated by an external will, and
therefore there is a desire on all sides to change the form and content of this political product due to lack of conviction or to achieve more gains
That stems from a feeling that this product or its rules are unreliable, and the fragility of its structure, with an underlying lack of respect for it.
12. The entry of the forces of political arms into the cycle of political and economic life, and the attempts of the actors in it to impose their will on the group against their will,
which contradicts the simplest rules of democracy in that arms and democracy are opposites that do not combine and do not rise together.
13. The transformation of corruption from a phenomenon to a structure into an institution.
Indeed, it is the institution of corruption that has led the country in public and in secret, and
it is one of the most important factors that threaten the country and the future of generations.
It is best to say that the 2005 regime failed in the equation of challenge and response,
which created a kind of crippled political system,
whose crisis was exacerbated by the nature and content of its main actors, as well as the impact of negative external factors that put increasing pressure on it and deepened the crisis of its failure.
Therefore, changing it or restructuring it is an imposition and duty within a national project that responds to all the challenges and threats facing the state and society.
Without this project, the fate of the country and the people will go toward choices.
Not least the disintegration, struggles and constant failures. https://nnciraq.com/144385/
Al-Halbousi announces the suspension of sessions until further notice.. Political forces rule out the resumption of the work of Parliament soon
Posted On2022-07-31 By Sotaliraq   Baghdad / bright news
Political forces have ruled out resuming the parliament's work soon due to the current crisis and the Sadrist movement's sit-in in the parliament building, calling for direct negotiations and talks between the opposing blocs with the aim of reaching solutions that defuse the crisis.
Parliament Speaker Muhammad al-Halbousi issued a statement received by Al-Mada, in which he confirmed the suspension of parliament sessions until further notice.
A member of the Al-Fateh Alliance, Fadel Al-Fatlawi, said in a statement to Al-Mada that "the charged atmosphere makes it difficult to hold a close session of Parliament, and the wise and wise should move to remedy the situation through dialogue and understanding."
Al-Fatlawi added, "Sitting at a direct dialogue table will solve many problems, especially since Parliament will live in a state of disruption as a result of recent developments."
He called on political leaders to "release calm speeches that seek to defuse the crisis, think about the country's interest and think of realistic solutions that fit the stage we are in.”
Al-Fatlawi stressed that "the understandings that must take place between the forces will be outside the scope of the parliament, but through sessions between the leaders of the blocs, and the role of the leaders will be to get out of the crisis."
He called, "community activities and religious and cultural institutions to intervene and show a calm position that works to defuse the crisis, as it is not possible for the country to remain in this state."
Al-Fatlawi continues, "Dialogue is enough to solve this crisis, and we fear that its impact will reach the street. The escalation and convulsive discourse are not in the interest of any of the political parties."
Al-Fatlawi added, "All national parties hope that there will be a dialogue table that brings together all political parties and leading figures, especially parties that find themselves at odds with each other, and we have no other solution to calm the situation."
But a member of the Al-Hikma bloc, Rahim Al-Aboudi, confirmed that "the coordinating framework adheres to the nomination of Muhammad Al-Sawadni to the position of prime minister."
Al-Aboudi spoke about a “committee that was formed that will conduct negotiations with all political forces with the aim of reaching agreements and a government program capable of bearing the burdens of the next stage and overcoming crises within time limits.”
For his part, Kurdistan Democratic Party MP Suhaib al-Lahibi said in a statement to Al-Mada that "what some political forces sought to insist on holding a session of Parliament is incorrect, and the evidence is what happened during these two days."
Al-Lahibi continued, "The current opinion is for the Iraqi street to make a radical change in the political process," calling on "political forces to see what the Iraqi street has gone through."
He pointed out, "the possibility of conducting negotiations between the political blocs in order to resume the work of Parliament and reach an agreement that satisfies the masses," expressing his hope that "positive results will be reached that will save Iraq from possible ruin."
Al-Luhaibi concluded, “All the data indicate the difficulty of resuming parliament sessions in these circumstances, and then proceeding with the formation of the government.”
Protesters from the Sadrist movement stormed the Green Zone yesterday, Saturday, and took control of Parliament, and announced an open sit-in after the coordination framework insisted on the nomination of Muhammad Shia al-Sudani for the position of prime minister.   LINK
Posted On2022-07-31 By Sotaliraq   The solution is dialogue and a return to the law and the constitution.”
A member of the political bureau of the Kurdistan Democratic Party, Hoshyar Zebari
A member of the Political Bureau of the Kurdistan Democratic Party, Hoshyar Zebari, said today, Saturday, that the Iraqi judiciary is reaping what it sowed after the recent legislative elections.
You reap what you sow," Zebari wrote on his Twitter account. Previous biased judicial decisions after the October 2021 elections are the reason for what happened today because of the short-sightedness in denying the winning forces in the parliamentary elections to form a national majority government.”
Damn the Shiite civil war," he added.
Zebari pointed out that "the solution is dialogue and a return to the law and the constitution."  LINK
Nechirvan Barzani Calls On The Iraqi Political Parties To Come To Their "Second Capital" And Start An Open Dialogue
Shafaq News/ The President of Kurdistan Region, Nechirvan Barzani, expressed on Sunday his concern about the recent political situation in the country, calling at the same time on all political parties to exercise restraint and engage in direct dialogue to overcome problems, and get Iraq out of this sensitive circumstance.
In a statement received by Shafaq News Agency, President Nechirvan Barzani said that "we are following with deep concern the political situation and developments taking place in Iraq," calling on the various political parties to exercise utmost restraint and engage in direct dialogue in order to solve problems.
He added that increasing the complexity of matters in these sensitive circumstances endangers societal peace, security and stability in the country.
The President of the Region also said: While we respect the will of the peaceful demonstration of the masses, we stress the importance of protecting state institutions and the security, life and property of citizens and state employees.
He added: The people of Iraq deserve a better life, present and future, and the common duty and responsibility of all forces and parties is to work together to get Iraq out of this sensitive and dangerous circumstance.
Nechirvan Barzani continued by saying that the Kurdistan Region will, as always, be part of the solution, so we call on the concerned political parties in Iraq to come to Erbil, their second capital, and start an open and inclusive dialogue to reach an understanding and agreement based on the country's higher interests. There is no problem that cannot be resolved through dialogue.
It is noteworthy that the supporters of the Sadrist movement, led by the prominent Shiite cleric Muqtada al-Sadr, stormed for the second time and within 72 hours the fortified Green Zone and the Iraqi parliament building in protest against the nomination of the coordinating framework, Muhammad Shia Al-Sudani, for the position of Prime Minister for the next federal government.
The Sadrist bloc had obtained the highest votes in the early legislative elections that took place in October of 2021, but the efforts of the leader of the current failed to form the new federal government due to the Shiite coordination framework standing in its way by obtaining a fatwa from the Federal Court with the so-called blocking third in a contract The session for electing the President of the Republic, which paves the way for naming the Prime Minister.
The three-way alliance between the Kurdistan Democratic Party led by Masoud Barzani, the Sovereignty Alliance headed by Khamis al-Khanjar, and the Sadrist movement led by Muqtada al-Sadr was broken following the resignation of the Sadrist bloc's deputies, and the movement's withdrawal from the political process by order of al-Sadr.
The political scene is living in a crisis situation and a dead end unprecedented in the history of Iraq, as more than 300 days have passed since the early elections without being able to form a new government in the country, and the survival of the caretaker government headed by Mustafa Al-Kazemi.
On the tenth of last October, Iraq held early legislative elections to get out of a political crisis that swept the country after large demonstrations in the central and southern regions in 2019 in protest against the widespread unemployment in society, the spread of financial and administrative corruption in government departments and institutions, and the deteriorating reality The service and the livelihood, which prompted the former prime minister, Adel Abdul-Mahdi, to resign under popular pressure.
As soon as the preliminary results of the elections were announced, the voices of political forces and actors rose in their rejection of losing many seats, accusing them of major fraud in the ballot, which was denied by the executive and judicial authorities, at a time when the United Nations and international organizations praised the integrity of the electoral process.   LINK
President Barzani: All The World's Money Is Not Worth The Greatness Of A Martyr, But Compensating The Families Of The Anfal People Is A Moral Responsibility
Erbil (Kurdistan 24) - President Masoud Barzani said today, Sunday, that all the world's money is not worth the greatness of the remains of one of our martyrs, but compensating the families of the martyrs is a moral responsibility of the federal government, and Baghdad should assume its responsibilities in this regard.
President Barzani's statements came during a funeral ceremony for the remains of 100 Barzani victims of the notorious Anfal operations launched by the former Baathist regime against the Kurds in the eighties of the last century.
In addition to President Barzani, Kurdistan Regional President Nechirvan Barzani, former Prime Minister Adel Abdul-Mahdi, and Foreign Minister Fouad Hussein attended the ceremony.
President Barzani said, "On a day like today, 39 years ago, the Baathist dictatorship killed 8,000 innocent people, with extreme brutality, in the deserts of southern Iraq, and they were between 12 and 90 years old, and all their fault was that they were Barzani."
He added that "what happened is a wound that will not heal," stressing at the same time that efforts are being made at the international level to gain recognition of the Anfal crime as a genocide.
President Barzani called on Baghdad to compensate the families of the victims and said: "All the world's money is not worth the bones of any of our martyrs, but compensation for the families of the martyrs is a moral responsibility that falls on the shoulders of the federal government, and Baghdad must fulfill its duties in this regard."
During the ceremony, wreaths were laid on the coffins containing the remains of the victims, before burial in the Barzanis Al-Anfal cemetery in the Barzan region.
On July 31, 1983, the Iraqi Revolutionary Guard launched a campaign against the Barzanis, where these forces collected 8,000 people from them, and those who killed them.
And then Saddam Hussein's regime carried out other Anfal operations against the Kurds, which began on February 22, 1988, and continued until September 6 of the same year.   LINK
The Sadrist Movement: The Sit-In In Parliament Will Remain Open Until The Corrupt Are Removed From Power
Political | 03:16 - 07/31/2022    Baghdad - Mawazine News   , the director of the office of the leader of the Sadrist movement in Baghdad, Ibrahim al-Jabri, confirmed today, Sunday, that the sit-in of the Sadrist movement's supporters in the parliament building inside the Green Zone in Baghdad will remain open until the "corrupt clans" are removed from power.
Al-Jabri said: "The sit-in in Parliament is open, and we say to the Iraqi people, who walked and came from most bridges to Baghdad and entered Parliament, and said that there will be an open sit-in until this corrupt group is removed from the bench of power."
He added, "The first and last goal of the sit-in is to remove corruption. If corruption is removed, Iraq will flourish, and if it is not removed, Iraq will not recover."
And he continued, "Sectarianism will remain, and those who relate to this sectarianism will remain, unfortunately, and those who are related to the love of homelands outside their homeland, and this is not satisfied by the living conscience of those who came and entered Parliament from among the Iraqi people."
Regarding the Sadrist movement's readiness for dialogue with the "coordinating framework" after the leaders' calls yesterday to sit down and negotiate with the movement, al-Jabri asked, "Who represents the framework? Is it Nuri al-Maliki, Haider al-Abadi, Hadi al-Amiri, Mr. Ammar al-Hakim, or who?"
He continued, "They all said we demand the framework and the Sadrist movement to sit at the negotiating table. Who is the framework? We do not know who."
He continued, "Is there a split so that we know that so-and-so has left the framework? All of them today are calling for the framework, so who is the framework? The framework is inside Iraq or outside Iraq?"
The demonstrators supporting the Sadrist movement had organized protests inside the Green Zone in Baghdad, in protest against the nomination of the "Coordinating Framework" coalition, Muhammad Shiaa al-Sudani, for the position of prime minister.    https://www.mawazin.net/Details.aspx?jimare=201065
The New York Times: Oil Prices May Rise To $200 A Barrel
Energy Economy News-Baghdad  The New York Times warned that the situation is about to take a turn for the worse, as new sanctions that the European Union and Britain have agreed to impose on Russia by the end of the year are likely to push up oil prices .
The newspaper wrote that the United States and its allies relied heavily on imposing economic sanctions to punish Russia for its invasion of Ukraine. But it seems that a key element in that strategy, the restrictions on Russian oil exports, often causes hardship and harm to ordinary people in other countries .
European countries, in particular, have caused massive damage to their economies without reducing Russian oil revenues .
The newspaper stressed that the countries seeking to help Ukraine are aiming at the wrong goal, that is, by focusing on reducing Russian energy exports rather than reducing its export profits, as Russia exports less oil, but in the opposite way, it makes more money, according to the Center for Research on Energy and Clean Air in Finland. Sanctions raised prices more than offsetting the decline in exports. In May 2022, Russia earned €883 million per day from oil exports, up from €633 million per day in May 2021 .
The newspaper warned that the situation is about to take a turn for the worse, as the new sanctions that the European Union and Britain agreed to impose on Russia by the end of the year are likely to push up oil prices .
Some analysts warn that the price of a barrel of oil may exceed $200, which could easily push Western economies into recession.  176 . views   Added 07/31/2022 - 12:22 PM  Update 07/31/2022 - 4:45 PM
He continued: "This requires setting the necessary recommendations for the plans of the organization and the producing countries allied with it, for their approval and approval by the ministers," noting that "the OPEC agreement to cut production has contributed greatly to reducing the repercussions and impact of the health, security, economic and political crises on price stability." Barzani Calls On The Baghdad Government To Fulfill Its Constitutional Obligations
Political | 09:13 - 31/07/2022  Baghdad - Mawazine News, Prime Minister of the Kurdistan Regional Government, Masrour Barzani, called today, Sunday, for the federal government to fulfill its constitutional obligations regarding compensation due to the families of the victims of the former regime.
Barzani said in a statement on the anniversary of the Barzani's Anfal, a copy of which was received by Mawazine News: "We remember today one of the most horrific crimes of the former Iraqi regime, the events of which cannot be forgotten, when he committed a mass murder and a shameful extermination against more than eight thousand." An innocent person among the Barzanis, and while we commemorate the victims of this major crime, more sadness descends on us this year, coinciding with the return of the remains of a hundred other Barzanis, from the deserts of southern Iraq to Kurdistan, to bury their burial places in the Barzan region.
He added, "The Barzan region has represented, for more than a century, the basis of the Kurdish national spirit, the revolution and the uprising, against oppression, tyranny and occupation, and it was a haven of tolerance and safety for all who took refuge in it against tyranny and injustice. Like all other regions of Kurdistan, this region has always faced Heinous, barbaric military attacks that burned everything and everything, including destruction, bombing, and the use of prohibited weapons.
And Barzani said that "the extermination of the Barzanis is part of a series of blatant crimes committed against this region and the whole of Kurdistan, which marked the beginning of the Anfal campaigns and chemical attacks on Kurdistan."
In remembrance of this human massacre, we salute with honor and reverence the memory of the Anfal Barzani martyrs and the martyrs of all of Kurdistan, as commemorating the genocide against the Barzanis is a remembrance and memorial for all the Anfal and martyrs of Kurdistan in Garmyan, Badinan, Balisan, Sheikh, Sanan, Faili Kurds and Sinjar, and we cannot but remember here. With great appreciation and gratitude, the sacrifices and steadfastness of merciful mothers, after they proudly endured the hardships of life and the consequences of this catastrophic genocide.
Barzani reiterated, "The insistence on compensating the families of the genocide and the Anfal campaigns a worthy compensation for the federal government to fulfill what was stipulated in the constitution, after it unfortunately ignored it for many years, and it is still, like many constitutional articles, but the issue of compensation for victims can no longer be overlooked." It
is incumbent upon the people of Kurdistan to constantly remember those crimes that were committed against it, and never to sacrifice their freedom and their experience in governing themselves, under any pretexts or pretexts.” Ended 29/M 99     https://www.mawazin.net/Details.aspx?jimare=201032
Followers Of The Current Launch An “Open Sit-In” In Parliament.. “The Coordination Committee” Failed On The Eve Of The Second Storming Of The “Green” To Convince Al-Sadr.
Posted On2022-07-31 By Sotaliraq   Baghdad / Tamim Al-Hassan
In less than two hours, supporters of the Sadrist movement managed to storm Parliament for the second time in less than a week, while health authorities indicated that dozens of injuries had been recorded.
On the eve of the recent protests, "frameworkers" tried to communicate with the leader of the Sadrist movement, Muqtada al-Sadr, to avoid escalation, but it seems that they did not get a response.
Minutes after entering the parliament, Ibrahim al-Jabri, director of al-Sadr's office, announced an "open sit-in."
Al-Jabri said in a post on social media: "The people choose the open sit-in inside Parliament...", referring to the demonstrators who stormed the parliament.
While entering Parliament, demonstrators suggested - according to some of the protesters with whom I contacted (Al Mada) - to go to the Judicial Council near Parliament.
Demonstrators used military terms to divide roles, with one group "holding the land" in Parliament and the other advancing towards the "judiciary."
On the other hand, I understood the tweet of what is known as the “minister of the leader,” who is close to the leader of the movement, Muqtada al-Sadr, as supporting the idea of the protesters going to the Judicial Council, but with conditions.
The "minister," Salih Muhammad al-Iraqi, said on Twitter, directing his words to the protesters: "If you want to deliver your voices (to the Iraqi judiciary), we will not accept their assault...".
Later, the demonstrators withdrew from the vicinity of the Supreme Judicial Council after a tweet by Saleh Muhammad al-Iraqi, in which he prevented attacks on the headquarters of the judiciary, in which he called on the demonstrators to return to the House of Representatives as the symbol of the people.
At that time, the number of those enrolled in the Green Zone began to escalate with the spread of news of the storming of the Green Zone again, and an hour after entering Parliament, some demonstrators arrived in the vicinity of the Judicial Council.
Shflats" were seen walking among the crowds of demonstrators to demolish the remaining concrete blocks that the security forces continued for a whole night to place them on bridges and in front of the green gates.
Rising anger
The scene began to escalate on Friday, when transport vehicles arrived in the Bab al-Sharqi area, in central Baghdad, and began erecting tents called "logistical support."
And put the Sadrists eating, drinking and rest requirements in those tents near the bridge of the Republic, while at that time preparing supporters of the Wisdom Movement in return to demonstrate nearby.
According to observers, Ammar al-Hakim, the leader of wisdom, provoked the Sadrists by expelling his supporters at the same time under the pretext of celebrating the new Hijri year.
But Al-Hakim did not miss that occasion to get over the political crisis and the first storming of Parliament, which occurred on Wednesday evening.
The head of the Wisdom Movement said that he would not stand idly by in front of the voices of sedition and plunge the youth into chaos, announcing his adherence to the nomination of Muhammad Shia Al-Sudani for prime minister.
And what Al-Hakim spoke was considered as announcing his departure for the first time from the gray area in which he has been standing for years.
Al-Hakim explained in a speech to his supporters in Al-Khilani Square in the center of the capital, “We have witnessed during the past weeks many attempts to sow discord and rivalry between the components of the people on the one hand and within the larger social component on the other hand, and they are malicious endeavors that only want evil in Iraq and its people (…) and will not stop until An expectation between brothers and children of the same house.
He added, "We will not stand idly by in front of the attempts of hatred and the voices of strife and the involvement of our youth in conflicts and chaos, for Iraqi unity is a red line and we will not tolerate that at all, and we will not allow the fingers of the soft war to affect our people or fuel differences, challenges and sensitive conditions that we are going through to achieve its malicious goals." .
Al-Hakim was at the head of the special committee that was formed by the "Coordination Framework" last week, to choose the new prime minister, consisting of 4 leaders.
Al-Hakim's last words angered the Sadrists, who flocked to the headquarters of the leader of Al-Hikma in Baghdad and a number of provinces to close them in response to what he said.
During the hours leading up to Saturday's demonstrations, informed sources told Al-Mada that "parties in the coordination framework tried on Friday evening to contact the leader of the Sadrist movement to stop the protests."
Those sources confirmed that "the movement ignored those contacts and did not respond adequately to the demands for intervention," and suggested that "Al-Sadr will refrain this time from interfering to expel the demonstrators, as happened Wednesday."
In a statement posted on Twitter, al-Sadr said that the "Muharram Revolution", which he gave to the demonstration, is a "revolution of reform and rejection of injustice and corruption," and said that "the message has arrived" and called on the demonstrators to return.
On the other hand, shortly after the demonstrators withdrew, Nuri al-Maliki, the leader of the state of law, came out, wearing military clothes (without scruff), in two pictures, once carrying a Russian weapon and the second an American, wandering inside the green.
On the other hand, the coordination framework responded to the first incursion into the fortified area, accusing the government of facilitating the protesters' passage to Parliament.
Hours later, the "Coordination Council" announced the formation of a negotiating delegation with the political forces to complete the government, calling for the selection of the President of the Republic in yesterday's session.
It was supposed to start yesterday, the first session of the new legislative term, while most of the political forces (outside the framework) did not interact with the call for the presidential elections.
Crossing concrete hoops
And in order to prevent the meeting, the Sadrists gathered on Friday evening, while the security forces were fortifying the gates and roads leading to the green with concrete partitions.
While there was information about injuries among the protesters, who quickly crossed several concrete hoops on the Jumhuriya Bridge, the "minister of the leader" warned against targeting the demonstrators.
The "minister", Salih Muhammad al-Iraqi, blamed the political blocs for targeting the protesters, after they climbed walls and brought down a number of them.
Al-Iraqi said on Twitter that "the political blocs bear any aggression against peaceful demonstrators. The security forces are with reform and reform."
Some electronic platforms and television stations, which directly transmitted the events of the storming of "Al-Khadra", showed footage of gunmen inside Al-Khadra wearing black uniforms and black masks, in scenes mentioned in the days of the October demonstrations in 2019.
Yesterday, after midday, the Ministry of Health announced the registration of dozens of injuries, most of them moderate and light, with a number of serious injuries.
On the other hand, Prime Minister Mustafa Al-Kazemi called, minutes before storming Parliament for the second time, for the security forces to protect the demonstrators, and the demonstrators to adhere to the peacefulness of their movement.
Prime Minister Al-Kazemi said in a statement that: "The continuation of the political escalation increases tension in the street, in a way that does not serve the public interests."
The statement continued, "The security forces have a duty to protect official institutions, and stressed the need to take all legal measures to maintain order."
On the other hand, he called on the demonstrators: “to abide by the peacefulness of their movement,” asking them to “not escalate and abide by the directives of the security forces that aim to protect them and official institutions.”
In a subsequent speech, Al-Kazemi warned against the continuation of political tension, adding that "the dilemma is political and its solution is political, and the solution is possible through dialogue and making concessions for the sake of Iraq."
Al-Hakim returned to issue a statement calling on the Sadrist movement and the forces of the coordination framework to engage in an open and direct dialogue. As for the leader of the National Coalition, Iyad Allawi, he called for wisdom, balance and warding off sedition.
Saleh Muhammad al-Iraqi issued a statement later, calling on the United Nations to support the Iraqi people in order to end their suffering from corruption, while the prominent leader of the Sadrist movement, Hazem al-Araji, held the coordinating framework responsible for the blood shed during the demonstrations.
On the other hand, the leader of the Al-Fateh Alliance Hadi al-Amiri advised the coordination framework and the Sadrist movement to “adopt the approach of calm, restraint and deliberation, and prefer the method of dialogue.”
The leader of the Victory Alliance did not stray far from what the rest of the political leaders went, by calling for calm, “dialogue and agreement that Iraq, its security and the interests of its children are the common word for which we must be dedicated.”    LINK
Today, Sunday, the former Iraqi Prime Minister and leader of the Victory Alliance Haider al-Abadi renewed his call for all political blocs to form a committee authorized by all parties to agree on a roadmap to end the current crisis in the service of the country's supreme national interests.
Al-Abadi, who belongs to the Shiite Coordination Framework Forces, said in a press statement, “We previously proposed a rescue initiative on the twenty-second of last June, based in essence on considering the next transitional stage that ends with new elections, and the formation of a valid and moderate governance equation that enjoys the approval of the participating and non-participating forces in governance. To ensure that the current crisis is overcome, but unfortunately it has not been taken care of.”
He added, "We renew our call for all political blocs to consider the next phase as transitional, ending with new elections, the duration of which is agreed upon and the formation of a balanced, moderate governance equation, a place of international regional acceptance, and a place of reassurance for the participating and non-participating political forces in the government, to ensure the unity of the national ranks."
He explained that the main tasks of the next government are to "manage the transitional period that ends with new elections, to restore the street's confidence in the political system, and to ensure qualitative achievements regarding files of corruption, security, services or sovereignty." He warned that "the Iraqi reality today is complex, dangerous and open-ended, and it is not controlled or coherent, and the actors in it are many, and conflicting to the point of contradiction, and any new failure this time will lead to unconventional scenarios."
He also warned that “stiffness or flexibility in managing the stage is a mistake, as rigidity alone leads to contradiction and refraction, and flexibility alone leads to weakness and loss, and what is required is rigidity and flexibility with wisdom, appreciation, responsibility and determination at the same time, in dealing with thorny and dangerous files.”  LINK
Samson:  Sadrist leader: The political system has ended and the constitution will be changed
31st July, 2022
The leader of the Sadrist movement, Muhannad al-Asadi, said on Sunday that the political system has ended and the constitution will be changed.
Waqi al-Asadi, in a Facebook post, which was followed by Mawazine News, said that the current political system has ended... and the Iraqi constitution will be changed... and the rotten laws will end... and the ways to circumvent the constitutional texts are over. He added, "False lawsuits in the Federal Court to obstruct any outcome will end... and the quotas and division of spoils must end."
He noted that Muqtada al-Sadr hinted at many things through his last and important tweet, which roused the Iraqi people not to miss this diamond opportunity to change the wounded reality of Iraq, and to draw a new map through which everyone who loves Iraq and seeks to build it away from subordination, sectarianism and partisanship.
Earlier today, the leader of the Sadrist movement, Muqtada al-Sadr, called for a radical change in the political system in Iraq. Al-Sadr said in a tweet via Twitter, "The spontaneous, peaceful revolution that liberated the (green) region as a first stage is the golden opportunity for each of the people stung by the fire of injustice, terrorism, corruption, occupation and dependency, so I hope that the tragedy of missing the first golden opportunity in 2016 will not be repeated,"
Adding “Yes, this is another opportunity to dispel darkness, darkness, corruption, exclusivity in power, loyalty to the outside, quotas and sectarianism that have permeated Iraq’s chest since its occupation and to this day. It was honest and removed the corrupt, it has become a forger that is being eaten up by the hands of the corrupt on the one hand, and malicious lawsuits on the other hand.”
He continued, "Oh, the proud, free Iraqi people who love reform, democracy, citizenship, law, independence, sovereignty, prestige, and limiting arms to the hand of a strong, patriarchal state that imposes law on itself before the poor and does not exclude the influential, militias, and the like."
Al-Sadr stated that, "Dear friends, you are all responsible and all of you are at stake.. Either an Iraq lofty among nations or a vassal Iraq controlled by the corrupt, vassal and those with worldly ambitions, and even moved by the hands of the outside, east and west, and then I have no choice but to pray and cry over the end of Iraq, which is near."
O free men, it is the cry of Imam Hussein: How humiliating we are... And his cry: Whoever hears our awareness and does not help us... I say: whoever listens to the awareness of reform and does not support it will be a prisoner of violence, militias, kidnapping, greed, intimidation, marginalization, poverty, humiliation and the erasure of dignity. God, may God bless him and his family.” He noted that "your Iraq is the Iraq of sacred things, the Iraq of civilization, the Iraq of jihad, and the Iraq of the reformist spring.
Do not miss the opportunity, otherwise there will be a time of regret. Therefore, I call on everyone to support the revolutionaries for reform, including our proud clans, our heroic security forces, members of the Mujahid Popular Mobilization Forces who refuse to submit and subservience and all groups of the people to support reform, men, women and youth Young men and children, not under my banner or my leadership, but under the banner of Iraq and the decision of the people, and if some claim that the current revolution is a chestnut
He added, “But if you miss the opportunity, do not blame me, for I invite you to what is in your interest and reform, and to save your homeland, your dignity, your wealth, your bounties, and your prestige. And the time is inevitable.”   LINK
Samson:  A Legal Expert Explains The Possibility Of Going Towards Holding Early Elections
31st July, 2022
The legal expert, Ali Jaber Al-Tamimi, clarified the possibility of going towards holding early elections during the era of the current caretaker government.
Al-Tamimi said in a press statement, which was followed by the Independent, that “Article 64 of the Iraqi constitution stipulates that the House of Representatives shall be dissolved by an absolute majority of the number of its members, that is, half of the total number plus one, and this is done in two ways
(the first is a request from a third of the members, any written request to the Speaker of the House of Representatives signed). out of 110 deputies, or the second method is a request from the Prime Minister and with the approval of the President of the Republic), and if we exclude the second method because the current government is dealing with daily matters that did not come from the current Parliament, neither the President nor the Prime Minister, and therefore neither the Prime Minister nor the President of the Republic has the right to submit the joint request“.
He added that "there is one way to dissolve the current parliament, which is for the parliament to dissolve itself, i.e. at the request of a third of the members and the approval of the absolute majority of the number of members, that is, half of the total number plus one."
And he indicated that “the House of Representatives and when voting to dissolve itself by an absolute majority of its members, the President of the Republic calls for general elections in the country within a maximum period of 60 days from the date of the dissolution, and certainly the Council of Ministers continues to conduct daily affairs until the formation of the new government.”  LINK
Mabat, known as the "minister" of the leader of the Sadrist movement, Muqtada al-Sadr, issued ten instructions on Sunday evening to the demonstrators in the "Green Zone" in the center of the Iraqi capital, Baghdad.
This comes shortly after the leader of the Sadrist movement, Muqtada al-Sadr, announced what he described as the "liberation" of the Green Zone, and called on all Iraqis to support the "reform revolution" in reference to his followers of the demonstrators and sit-ins inside the parliament building and the Green Zone.
"Al-Sadr Minister" Saleh Muhammad Al-Iraqi said, in a statement seen by Shafak News Agency, titled "Instructions to Demonstrators and Protesters Against Corruption, Quotas and Subordination."
1- There is nothing wrong with holding Husseini rituals, but it is preferable that they be outside the parliament building and without addressing matters that some consider sectarian.
2- Not creating a building at all...Moving caravans and the like can be used.
3- Commitment to the cleanliness of the parliament, rather the absolute places.
4- Not to issue individual data.
5- Organizing the sit-in and adopting the principle of “shafts” for its permanence and continuity, and women’s sit-ins are absolutely prohibited.
6- Forming service committees and periodical guards without using any weapon at all.
7- It is possible that Friday prayers will be held in the ceremonial arena, so you have to adhere to and reflect a beautiful image through organization and discipline.
Samson:  The last chance for Iraq's economy is fading.. 3 years and the financial abundance that exceeds Iraq's budget by 90%, and there are no signs of a full-fledged government
30th July, 2022
For the second time in days, despite the cancellation of the presidential election session, supporters of the Sadrist movement entered the parliament building, in a sign that raises questions about the unknown fate of the political process in Iraq, with the growing difficulty of forming the new government by the political blocs in Parliament following the withdrawal of the Sadrist movement.
Demonstrations renewed in front of the Green Zone gate near Al-Jumhuriya Bridge, while large numbers of demonstrators flocked to Tahrir Square and the surrounding areas near the Green Zone gate, amid strict security measures to secure the demonstrations.
Prime Minister Mustafa Al-Kazemi directed the security forces to protect the demonstrators, calling on the demonstrators to remain peaceful in their movement, not to escalate, and to abide by the directives of the security forces whose goal is to protect them, and to protect official institutions.
 Al-Kazemi considered that "the continuation of the political escalation increases tension in the street and does not serve the public interests," stressing that "the security forces have a duty to protect official institutions and the need to take all legal measures to maintain order."
For his part, the leader of the Sadrist movement Muqtada al-Sadr, through the famous account, Saleh Muhammad al-Iraqi, warned the political blocs to hold them responsible for any attack on the demonstrators. Al-Iraqi said: “We hold the political blocs any attack on peaceful demonstrators, for the security forces are with reform and reform with them.” He continued: "You stole Iraq's money, so it is enough for you to trespass on pure blood."
The demonstrators entered the parliament building again and for the second time within days, a new message that reinforces questions about the fate of forming the next government, and the fate of the political process in general.
The leader of the Sadrist movement, Muqtada al-Sadr, does not seem to have any clear project so far about the nature of the coming period, and how to manage the state and order after reaching the political blockage, which raises questions about whether the results of the current demonstrations are to maintain the government of Mustafa Al-Kazemi, as seen by politicians and analysts.
The path of forming the government is escalating at a time when Iraqis are in dire need of budget legislation and building a new economic approach, while Iraq is still suffering under the rentier economy that depends on oil by 96%, which is currently not left at its “attractive” prices, and its financial availability is more than 3 years Moqbel, according to a statement by Oil Minister Ihsan Abdul-Jabbar, which is an opportunity that specialists believe will not be repeated to take advantage of the oil surplus to build a new economy and invest it to open a new door for financial revenues instead of relying entirely on oil, and while the days pass when oil prices will drop and financial abundance is wasted, still the formation of a new government is something elusive and not yet clear.
It is expected that Iraq will achieve this year 150 billion dollars, more than its actual expenses and its annual budget of 80 billion dollars, by about 90%.
Estimates indicate that the poverty rate in Iraq has reached 40%, as in the year 2021, the Iraqi Ministry of Planning says that the poverty rate has reached 27%, an increase of 3% from the original rate as a result of the government’s decision to devalue the currency in late 2020, but a report by the Food Organization And agriculture, "FAO", the World Bank and the World Food Program, say that there is between 7% and 14% an increase after the government's decision regarding the dinar.  LINK
