Shafaq News / Hundreds of supporters of the Sadrist movement, Muqtada al-Sadr, stormed the Green Zone on Saturday, after dropping the concrete blocks and security barriers set up by the Iraqi security forces to prevent their storming.

Al-Sadr's supporters entered the Green Zone from the side of the Ministry of Planning gate, adjacent to the Jumhuriya Bridge, amid chants and slogans condemning the ruling political parties.

Before that, a number of demonstrators placed wires on the pillars to bring them down and secure the entry of the crowds into the Green Zone, despite the fact that security forces continued to spray the demonstrators with water in an attempt to keep them away from the pillars.

The demonstrators demanded, from the riot police behind the concrete blocks, to move away from them, to bring them down. From Friday evening until Saturday, hundreds of supporters of the Sadrist movement, Muqtada al-Sadr, flocked to Tahrir Square in the center of the capital, Baghdad, and then to the Green Zone. Shafaq News/ On Saturday, the Commander-in-Chief of the Armed Forces, Prime Minister Mustafa Al-Kazemi directed the security forces to protect the demonstrators, at the same time calling on the demonstrators to adhere to peace.

In a statement received by Shafaq News Agency, Al-Kazemi stressed that the demonstrators must adhere to peacefulness in their movement, not escalate, and abide by the directives of the security forces whose goal is to protect them and protect official institutions.

He stressed that the continuation of the political escalation increases tension in the street and does not serve the public interests.

Shafaq News/ The coordination framework, which includes Shiite political forces, except for the Sadrist movement, renewed its call on the Kurdish parties to quickly agree on the nomination of a candidate for the post of President of the Republic of Iraq, at a time when he announced that his negotiating committee will start negotiations with other political parties in order to strengthen the government next federation.

A statement issued by the framework stated that "for months, the coordination framework has been working to correct the course of the political process, which I want it to go in unknown directions away from the people's desire and the votes of the voters."

Al-Hakim: We Will Not Stand Idly By In Front Of The Sounds Of Sedition And The Entrapment Of Youth Into Chaos

Shafaq News/ The head of the Wisdom Movement, Ammar al-Hakim, confirmed on Friday that he will not stand idly by in front of the voices of sedition and plunge young people into chaos, calling at the same time to amend the election law. During the past weeks, many attempts have been made to sow discord and animosity between the components of the people on the one hand, and within the larger social component on the other hand, and they are malicious endeavors that do not want anything but evil in Iraq and its people.

The Coordination Framework Constitutes A Negotiating Delegation To Form The Government

Shafaq News/ The coordination framework held a meeting today, Thursday, to consult on the political issue of Iraq.

A statement by the framework stated, "This meeting resulted in the formation of a negotiating team to discuss with all political forces regarding the formation of the government and the completion of the constitutional entitlements, and the team will start its dialogue rounds tomorrow, Friday."

This comes after movement and calls within the Sadrist movement published on social media threatening to storm the House of Representatives again if the coordinating framework insists on the nomination of Muhammad Shia al-Sudani for the position of prime minister, or a session of Parliament is held next week.

After A Meeting With Fouad Hussein.. Al-Amiri And Talabani Discuss Accelerating The Formation Of The Government

Shafaq News/ The leader of the Al-Fateh Alliance, Hadi Al-Amiri, and the President of the Patriotic Union of Kurdistan, Bafel Talabani, affirmed this evening, Thursday, the continuation of political understandings in order to expedite the formation of the expected government.

Al-Amiri's media office said in a statement received by Shafaq News Agency, that the latter received in his office in Baghdad, the President of the Patriotic Union of Kurdistan, Paval Talabani, and the two parties discussed the latest developments in the political situation and the speedy formation of the government.

The two sides stressed the need to continue dialogues and understandings to reach realistic and acceptable results that adopt constitutional frameworks.

This comes after a meeting held by the President of the Patriotic Union of Kurdistan, Bafel Jalal Talabani, with Iraqi Foreign Minister Fouad Hussein, at the home of the late President Jalal Talabani in the capital, Baghdad.

According to a statement received by Shafaq News Agency, the two sides discussed the political situation in Iraq and the region, and the completion of legal and constitutional ways to form the new Iraqi government.

He stressed "unifying efforts, understanding and consensus in accordance with the principle of true partnership, in order to form a government of national services that would bring stability and prosperity to the people."

On Wednesday, an informed political source revealed details of talks that took place between the commander of the "Quds Force" in the Iranian Revolutionary Guard, Ismail Qaani, with the Patriotic Union of Kurdistan on the sidelines of his meeting with the coordination framework in Baghdad.

The source told Shafaq News Agency, that the meeting discussed the issue of the candidate for the presidency of the Iraqi Republic, where the dispute between the Union and the Kurdistan Democratic Party.

According to leaks obtained by Shafak News Agency, the settlement candidate who is being talked about is Latif Rashid, a member of the Political Bureau of the National Union, and the late President Jalal Talabani, husband of Shanaz Ibrahim Ahmed.

This Evening, A New Meeting Of Qaani And The Leaders Of The Framework To Resolve The Fate Of The Parliament Session

Shafaq News/ An informed political source revealed, on Thursday, an upcoming meeting that will be held between the leaders of the coordination framework exclusively and the commander of the Iranian "Quds Force" Ismail Qaani, to discuss political developments.

Qaani, who succeeded Qassem Soleimani with the leadership of the Quds Force, who was assassinated in Iraq in a US air raid, repeated his visits to Baghdad to rearrange the Shiite house again and form a consensual government, but his previous attempts did not achieve his goal.

The source told Shafaq News Agency, "The meeting will be held this evening at the house of one of the leaders of the coordination framework to discuss the repercussions of the political scene, specifically resolving the situation regarding the parliament session for electing the president of the republic and what will follow it."

He added, "The holding of the session on Saturday or not is subject to the recommendations or agreements that will be issued in today's meeting, and it may be postponed to the next Monday."

The source pointed out that "the framework is trying to go towards calm and find a stability equation."

The Fund confirmed in a statement, that "the Executive Board decided, starting from August 2022. The value of the Special Drawing Rights shall be the sum of the values of the following amounts for each currency:

Euro 0.37379,

Chinese yuan 1.0993,

Japanese yen 13,452, and

43.38 percent for the dollar,

29.31 percent for the euro,

12.28 percent for the Chinese renminbi,

7.44 percent for the pound sterling.

Al-Kazemi’s Advisor Sets Priorities For Investing Financial Savings And Increasing Revenue

 Economie    Yesterday, 17:50   Baghdad - INA - Nassar Al-Hajj  , the financial advisor to the Prime Minister, Mazhar Muhammad Salih, identified, today, Friday, the priorities for investing financial savings and the increase in total revenues.  Saleh said, to the Iraqi News Agency (INA), that

"the increase in total revenues, based on oil revenues, is subject when it is outside the limits of financing the expenditures set forth in Law No. 2 of 2022, that is, the Emergency Support Law for Food Security and Development, or exceeds the funding limits set forth in accordance with Provisions of Article (13) / Second of the effective Financial Management Law No. (6) of 2019 disbursing 12/1 of the actual current expenditures realized in the fiscal year 2021.  He added,

"Based on the provisions of the two laws above, and when actual revenues exceed expenditure estimates and after covering the actual deficit, if any in the emergency law as mentioned, the surplus is directed and employed in the budgets of the following years through a (sovereign fund) as stipulated by the provisions of Article 19 of the Financial Management Law.

The aforementioned, provided that legal adaptation is available for the current fiscal year’s conditions because the financial savings that go to the sovereign fund’s account is required under the applicable Federal Financial Management Law to have a law for the annual general budget, which does not exist for the year 2022.  He continued,

"Nevertheless, this means, in all cases, the generation of official reserves that are used for spending in the coming years through a sovereign saving fund inevitably,

and it is managed in accordance with international best practices in managing and investing official reserves and benefiting from the investment returns of these official foreign reserves or disposing of them."

In financing the budgets of the coming years and achieving the so-called financial sustainability, as confirmed by the Central Bank of Iraq in its recent statements about the management of the Fund.  He continued,

"Certainly, the priority will go in an important aspect towards financing investment projects that contribute to the development of national income and the economic prosperity of our country."  He explained,

“If the fiscal year 2022 ends, for example, without approving the general budget, and starting spending at a ratio of 1/12 of the actual current expenditures for the past year 2021, the financial surpluses will go to a fund or reserve account that represents the sovereign wealth, and certainly the priority will go.” Towards the sustainability of financing investment projects that contribute to the development of national income and the economic prosperity of our country.  He concluded by saying:

"Despite the foregoing, there is a fundamental development that came in the effective Federal Financial Management Law that was amended in 2020, whereby governorates that did not benefit from their share of the allocation for investment projects were allowed to keep those allocations in the following year in a trust account to resume the exchange.

British Report: Iraq Does Not Benefit From Oil Revenues Because Of Its Crises.. And A Senior Official: There Is No Longer A Country

Reports & Analytics    Iraq    breaking    corruption    oil imports   2022-07-29 08:03   Shafaq News/ The "Financial Times" newspaper considered that the demonstrations in the Green Zone in Baghdad reflect the worsening political turmoil in Iraq in light of the failure of the political forces to form a new government, about 10 months after the elections, to run the country,

which means that the second largest country As an oil producer within OPEC, it is not able to benefit from the rise in global oil prices.

The "Financial Times" report, which was translated by Shafak News Agency;

He described the current political stalemate in Iraq as the longest since the first US-sponsored elections were held in 2005.  The report pointed out that

this political crisis prevents Iraq, which is the second largest oil producer in OPEC, from enjoying the gains of high oil prices, which also raises concerns about the prospects of instability in the future, and causes tension among foreign investors as well.

The report quoted a high-ranking Iraqi official as saying, "We are only moving from crisis to crisis, without a clear end to the stalemate."

After the report indicated that Sadr's supporters stormed the Green Zone and the parliament building, as a warning to his political opponents closest to Iran, he pointed out that

Sadr may launch more demonstrations unless his demands are met, and that

even if his opponents succeed in their efforts to form a new government, Sadr will remain a force within the political system. 

Although the report talked about

the years that al-Sadr spent building his political power to become a "king-maker", ambiguity still surrounds the end of his current game after the resignation of his deputies from Parliament.

The report quoted a government official, a veteran of the Iraqi political scene, as saying,

"We don't really know if he has a strategy. Is he honestly withdrawing from the operation, or is he waiting for the Iranian-backed force to make a mistake, so that he can launch his crowds against them?".

In light of this situation, the report mentioned that although state coffers were enhanced with funds through unexpected profits as a result of high oil prices, the 2022 budget is approved, which means that it is not possible to spend most of this financial surplus.

Rather, solutions have been developed. emergency to deal with the shortage of essential commodities such as gasoline and grain.  He noted that

some analysts say that Sadr's popular support base has declined due to his association with rampant state corruption, but he added that others consider

Shafaq News/ The Turkish Statistics Authority announced, on Saturday, that Iraq came as the fourth largest importer from Turkey last June, indicating an increase in Turkish exports and imports by 18.7% and 39.7%, respectively.

The authority stated in a report, seen by Shafak News Agency, that "Turkey's exports for the month of June amounted to 23 billion and 428 million dollars, registering an increase of 18.7 percent, compared to the same month of the year 2021."

She added that "Turkey's imports in June amounted to 31 billion and 595 million dollars, recording an increase of 39.7 percent, compared to the same period in 2021."

At that review, the IMF determined that the composition of the SDR basket and the weights assigned to each currency in the basket will be 43.38 percent for the U.S. dollar, 29.31 percent for the euro, 12.28 percent for the Chinese renminbi, 7.59 percent for the Japanese yen, and 7.44 percent for the pound sterling (See Press Release No. 22/153).

The SDR interest rate that will be determined on August 5 and applied for the week of August 8, 2022 will be the first one that reflects the new SDR valuation basket. It will be based on the exchange rates and interest rates that will prevail at the time of its determination, and the above currency amounts.

The change in the SDR interest rate relative to the previous week will reflect the changes in the shares of currencies in the SDR valuation basket, as well as the changes in the interest rates on each financial instrument in the interest rate basket.

This patient and sacrificial people, who have never been stingy for the sake of Iraq from its northernmost to its southernmost, and from its east to its west, deserves from us a response befitting the scale of these sacrifices... 

Our people yearn for life, and they do not like strife, blood, strife, revenge, and strife, and they do not like malice and hatred, and they look forward to a future equal to the size of the sacrifices and suffering they went through.

The Chinese ambassador to Iraq, Cui Wei, described Iraqi companies as an "important partner" in the project to build the 1,000 schools, and that cooperation in building the "Belt and Road" is achieving fruitful results.

Wei said: "The Chinese side has full confidence and ability to complete the (1,000 schools) project alone, but it will not monopolize interests, but rather wants more local companies to participate in building the project, providing job opportunities for locals, and helping Iraqi companies enhance their capacity. , by sharing with it the benefits of cooperation,” expressing his wishes that “Iraq will continue to develop to become stronger, and thus (the cake of cooperation) between the two countries will be bigger and bigger.”

He added that "Iraq is one of the first Arab countries to establish diplomatic relations with the People's Republic of China, and it is an important cooperation partner for China in the Middle East, since the establishment of the strategic partnership relations between the two countries in 2015, where mutual political trust has been constantly strengthened, and cooperation is achieved in building ( The Belt and Road) has produced fruitful results, and human and cultural exchanges are steadily deepening.”

“Border Guards” Establish Military Points On The Borders With Iran And Turkey

A commander in the Iraqi border guards said, "The purpose of establishing these permanent military points is to monitor the borders, prevent illegal armed groups from infiltrating, reduce smuggling operations, and secure stability and security for the people of the region."      LINK

Gold Is Heading For The Best Week In 5 Months With The Weak Dollar

Shafaq News/ Gold prices rose on Friday, as the dollar and bond yields continued to decline in the wake of US economic data, making the yellow metal set for its best week in nearly five months.

By 0616 GMT, gold in spot transactions increased 0.6 percent to $1766.08 an ounce. It has risen about 2.3 percent since the start of the week, its best performance since early March.

US gold futures rose 0.7 percent to $1,780.70.

Geoffrey Haley, chief analyst at OANDA, said gold remains inversely correlated with the dollar and yields, and their recent declines gave it some support this week.

Despite the good weekly performance of gold, it is still on track to record the fourth consecutive monthly decline, which is the worst series of monthly losses since November 2020.

For most of July, the dollar hovered around 20-year highs, undermining demand for gold priced in US currency among holders of other currencies.

Also affecting gold prices, major central banks adopted a tough approach of raising interest rates and tightening monetary policy in their attempt to combat inflation, as well as the strong performance of US Treasury yields earlier in July.

Higher interest rates and bond yields increase the opportunity cost of holding gold. But US 10-year Treasury yields fell on Friday.

The US economy unexpectedly contracted in the second quarter, which raised the risks of an economic slowdown, contributing to a more than one percent jump in the price of safe-haven gold on Thursday.

As for other precious metals, silver increased in spot transactions by one percent to $ 20.18 an ounce, while platinum rose 1.5 percent to $ 901.08.

Shafaq News/ The exchange rates of the dollar decreased against the Iraqi dinar, today, Thursday, with the closure of the main stock exchange in Baghdad.

Shafak News Agency correspondent said that the Al-Kifah and Al-Harithiya Central Stock Exchange closed in Baghdad at 148,450 Iraqi dinars, compared to 100 dollars.

While the prices this morning were 148,500 Iraqi dinars for $100.

Our correspondent indicated that the buying and selling prices in banking shops in the local markets in Baghdad stabilized, as the selling price amounted to 149,000 Iraqi dinars, while the purchase prices amounted to 148000 dinars per 100 dollars.    LINK

Oil Stabilizes With Tight Supplies And Eyes Turn To The OPEC + Meeting

Shafaq News/ Oil prices stabilized at a high level in Asian transactions on Friday, supported by supply concerns and with the focus shifting to the next meeting of the OPEC + bloc, although recession fears limited the gains.

By 0330 GMT, West Texas Intermediate crude futures for September delivery increased 38 cents, or 0.4 percent, to $ 96.80 a barrel, to offset losses incurred in the previous session, and is heading towards recording a weekly increase of about three percent.

Brent crude futures for September delivery, which expire on Friday, settled at $107.14 a barrel. Brent crude futures for October delivery jumped eight cents, or 0.1 percent, to $101.91 a barrel.

The next meeting of the Organization of the Petroleum Exporting Countries and its allies, or the grouping known as OPEC +, on August 3 will be an important factor in the market.

OPEC + sources said the cartel would consider keeping the production level unchanged for September, but two sources in the cartel told Reuters that a slight increase in production would be discussed.

The decision not to increase production will disappoint the United States after US President Joe Biden visited Saudi Arabia this month in the hope of reaching an agreement on oil production.

Iraq Discovers New Oil Wells In Anbar

The local government in Anbar Governorate, in western Iraq,  announced the discovery of several new oil wells in separate areas of the province, which contain large quantities of oil, gas, phosphate, sulfur and other important minerals.

And in the middle of this week, Anbar Governor Ali Farhan al-Dulaimi announced that his governorate seeks to invest in natural resources to improve the economic and electricity reality, by investing gas and oil fields in coordination with the cadres of the Oil Exploration Company and the Seismic Survey Directorate of the ministry.

He confirmed the discovery of new oil wells and reservoirs in Tharthar and west of Ramadi, without revealing any other details related to the size of those discoveries or whether he would start extraction from them.

Al-Dulaimi added, in statements to reporters, that the engineering and technical efforts of the province began with actual steps to refer the fields to investment, indicating that the regions of western Iraq are characterized by the availability of minerals and phosphates.

He added that the Ministry of Oil needs to take steps to complete the new oil discoveries in Anbar Governorate, whose area constitutes 34% of Iraq's total area.   LINK

The Iraqi Minister of Agriculture, Muhammad al-Khafaji, called on Friday to launch a common market and a unified agricultural calendar among the Arab countries in order to improve trade exchanges between them to fill the food shortage due to the crisis the world is witnessing.

This came during his meeting today with the President of the Lebanese Republic, Michel Aoun, on the sidelines of his participation in the Quartet Agricultural Meeting in Beirut, according to a statement issued by the Minister's office.

The statement stated that Al-Khafaji stressed the importance of concerted Arab efforts to confront food security and secure food and agricultural products for our peoples, calling for the need to launch the Arab Common Market to improve trade exchanges and address food shortages in order to achieve food integration.

The statement quoted the minister as saying, "Our ambition is to include the largest number of Arab countries in this alliance and to strengthen relations at the agricultural level," noting that "when we can reach a unified agricultural calendar between countries, an added value will be achieved for farmers, as well as consumers in terms of easing cost".  LINK

Samson:  Al-Tamimi Clarifies The Legality Of Holding The Parliament Session Outside The Capital

The legal expert, Ali Al-Tamimi, explained the extent of the possibility and legality of holding the parliament session in a place outside the capital and the building of the House of Representatives, pointing out that the parliament's internal system was clear in this matter.

Al-Tamimi told Al-Maalouma, "Article 21 of the parliament's internal system authorized the convening of the parliament session in another governorate, as it was stated in this article (parliament sessions are held in Baghdad and can be held in other places when necessary)."

He added that "the legal text in the internal system, when Baghdad specified a place for parliament sessions, allowed them to be held in another governorate, and the word places in it included all governorates, even the governorates of the Kurdistan region."

The Sadrist movement continues to mobilize its supporters to hold a demonstration tomorrow, Saturday, in the event of the Parliament session scheduled to elect the President of the Republic, while the security forces tightened their procedures in the Green Zone.

And media outlets affiliated with the Sadrist movement published a picture of Aoun Al-Nabi, who is close to Muqtada al-Sadr, and the general official of the Peace Brigades, Tahsin al-Hamidawi, while they were in Tahrir Square in central Baghdad. As the leaders of the movement mobilized for tomorrow's demonstration, the security forces closed more gates of the Green Zone and the surrounding roads.

A security source said in an interview with Mawazine News that "the security forces closed the green gate leading to the Supreme Judicial Council with concrete blocks." He added, "The planning gates leading to the Presidency of the Republic were also closed, as were the Muallaq, Al-Sink and Al-Gomhoria bridges."

Today, Friday, the Baghdad Operations Command held a security meeting to discuss a plan to secure protection for the demonstrations tomorrow, Saturday. And the leadership stated in a statement received by Mawazine News, a copy of it, that "Lieutenant-General, Commander of Baghdad Operations, Ahmed Salim, chaired an expanded security conference attended by the leaders of the advanced headquarters on the Karkh and Rusafa sides, team leaders and directors of security services operating within the sector of command responsibility." She added, "The conference was held to discuss the security plan for securing protection for the peaceful demonstration to be launched on Saturday."

 The Parliamentary Integrity Committee revealed that it had sent several corruption files to the Integrity Commission in order to work on them.

A member of the committee, Alia Nassif, told {Euphrates News}, "The Parliamentary Integrity Committee works separately. There is a collective and individual work, and each deputy works alone."

And she added: "Despite the reluctance in the Parliamentary Committee due to political differences, the deputies send files to the Integrity Commission and we hope that it will interact with us, because the capabilities of the Commission are higher and greater than the capabilities of the representative, especially in the aspect of obtaining information."
