MZ: I feel we are right on top of it based on Paymasters, attorneys, contacts in Europe and Iraq and Asia…..articles around the world on gold standards and basel accords:  ….so much points to it being ready to pop.

Member:  Basel Accords The Basel Accords refer to the banking supervision Accords—Basel I, Basel II and Basel III—issued by the Basel Committee on Banking Supervision.

MZ: I am hearing the delay the last 2 days is the paymasters in Dubai 1 and 2…some paymasters had rates as high as 10% and they are supposed to be getting 1%.  ….So there was some restructuring and straightening out on those contracts.  I am hearing we are in a good spot now with this.

Nflemingjr:   MONTHS AGO THE PAYMASTERS WERE TOLD TO LOWER THEIR PERCENTAGES IT ACTUALLY CAUSED A DELAY THEN AND HSBC AND ELDERS, TREASURY PUT A STOP TO IT AND TOLD THEM NO MORE THAT 1% SOME OF THEM CHANGED AND SOME DID NOT. THE ONES THAT CHANGED GOT TAKEN CARE OF YESTERDAY AND THOSE THAT DID NOT ARE GOING TO HAVE TO CHANGE THEIR CONTRACTS

Member:  So if the PayMaster Rate issue is real then the beauty of QS is they can Pay n Seize immediately so do it and let everyone else proceed. There are Checks and Balances. Smells to high Heaven as another excuse

MZ: Nothing out of Europe yet

MZ: No new rate reported yet from contacts in Iraq.

Member:  No rate in Iraq is curious, which is an understatement IMO. It is curious also that the IMF, World Bank and AMF are all in Iraq along with a South Korean delegation. It is curious because all members of the AMF have rates and it is a requirement. IMO, they are all there now to put forth the rate. They said in broadcast news yesterday they have big news for today. We'll see of course but you have to admit overall everything is positive coming out of Iraq.

Member:  One bit hint coming out of Iraq is the Parliament started their new session and said, they have nothing to do but wait.... That IMO means they are sending their citizens the message it is now totally in the hands of the CBI to put forth the rate so they can implement the already agreed to 60% of monies toward investment in Iraq.

MZ: I hear from all my sources in Iraq that they are totally done and waiting for the rest of the world….They have to be very frustrated with us.

Member:   Iraq keeps informing their citizens via news articles, TV and electronic billboards that the currency value will increase and that they will be using coins. No need for coins if rate not increased.

Member:  Rumor: MGR at Tier 2 bank said 800 #'s over weekend- all tiers complete by 9/10

Q: Does your Reno contact still feel confident about not going back to Reno next week?

MZ: HE is absolutely hoping he gets to go home tomorrow

MZ: Yes- I believe they are waiting for US to be ready so they can release. .

Member:   They have tried to get this done for 6 weeks, but the Cabal has interfered. Remember that the world has never tried this before! Not simple! Today looks good, actually.

MZ: Yes…and we hear most of those originated in china…..and that it is being handled.  All cleaned up and ready to roll.

Member:  because 86% of the zim bonds were fake, they have said that our rates will be higher. Probably have to negotiate that higher rate.

Member:  100trillions has UV images on Zim notes on their site to see known real zim

Member:  Zim notes were printed on Bond paper by Germany who was printing their currency at that time, which is what makes them far more valuable then a regular currency.

As a result, 250 people were arrested – another reason for the delay. Bank sources have said that this would go this week. Release of the 800#s could come around lunchtime tomorrow Wed. Sept. 4 and you might be able to set appointments by tomorrow afternoon Wed. Sept. 4.

Gold as a reserve asset

Central banks held 34,000 tonnes1 of gold, as of Q1 2019 according to IMF data, making gold the third largest reserve asset in the world. Gold is generally considered to be a strategic asset that can be deployed for both short-term liquidity management and as a store of value over time. It is an asset that is well suited to meeting central banks’ strategic objectives of: safety, liquidity and return.  

Recent central banks gold trends

In 2018, central banks bought more gold than at any time under the existing international monetary system.  The vast majority of demand has come from emerging and developing country central banks. 19 individual central banks bought more than one tonne of gold in 2018, giving rise to total purchases of 651 tonnes. Even the European Union re-emerged as a net buyer, due to substantial purchases from Poland and Hungary. 

The increase in central bank gold demand reflects a combination of factors: 

Rising economic and political risks associated with other reserve assets. These include, but are not limited to: growing global inequality, which is fuelling social unrest, the rise of populist politicians and the increasing polarisation of political parties; ageing populations and deteriorating budget deficits; ongoing trade disputes and an upsurge in protectionist policies; challenges to central bank independence and the threat of debt monetization; and the risk of currency wars.

Negative real and nominal interest rates: The total value of negative yielding debt increased to US$13.19 trn, as of 19th July 2019 according to the Bloomberg Barclays Global Aggregate Negative Yielding Debt index. This has reduced the opportunity cost of holding gold.

Structural changes in the international monetary system: 39% of emerging and developing country central banks said that anticipated changes in the international monetary system were relevant to their decision to hold gold, in the 2019 Central Bank Gold Reserve Survey. Such a change could be both destabilising and dollar negative. Gold can serve as a hedge against both.2

A de-dollarisation policy: 17% of emerging and developing country central banks said their decision to hold gold was part of a de-dollarisation strategy, in the same survey.

Safety

Gold is the only reserve asset that is free from political and counterparty risk. It does not depend on a sovereign’s ability to repay. Nor can the value of gold be de-based by the printing presses or by extraordinary monetary policy measures. These characteristics of gold are particularly attractive in today’s environment of heightened political risks, growing threats to central bank independence and fears of debt monetisation and currency wars.

Safety can also refer to the way in which an asset performs during times of crisis, when a central bank is most likely to have to sell assets or raise liquidity. Precisely because gold has no credit risk, it often experiences safe-haven inflows during times of financial crisis, leading its price to rally. Gold returns were positive during eight of the last nine periods of systemic risk, highlighting gold’s ability to preserve capital during times of crisis.

Liquidity

The gold market is deep and liquid with central banks able to transact in large sizes. The value of “financial gold” (gold held by central banks bank plus investment gold) is currently estimated to be US$3tn, suggesting that the financial gold market is similar in size to major sovereign debt markets.

The gold market is also characterised by strong trading volumes. Gold trades between US$50bn and US$80bn per day, through over-the-counter spot and derivatives contracts. Gold futures trade US$35–50bn per day across various global exchanges. Gold-backed exchange-traded funds (ETFs) offer an additional source of liquidity, with the largest US-listed funds trading an average of US$1bn per day. This makes gold one of the most highly-traded financial assets. 

Gold is universally accepted and therefore serves as valuable collateral during times of crisis. There is also an active gold swap market.  Of the third of central banks that said they actively manage gold in our 2019 Central Bank Gold Reserve survey, 38% said they are active in the swap market.

Although safety and liquidity are the most important objectives of international reserves, return is also a consideration, as positive returns contribute to building international reserves. 

Since 1971, when gold began to be freely traded following the end of Bretton Woods, the price of gold has increased by an average of 10% per year. This means that gold’s long-term returns have been comparable to stocks and higher than bonds or commodities.

Central banks can actively manage gold to generate additional returns. Of the third of central banks that said they actively manage their gold reserves in our 2019 Central Bank Gold Reserve survey, 62% said they have gold on deposit.

MZ: they are saying they can see them…..just need holds released…we are at a ramped up state of readiness.

MZ: Package deliveries as I understand it could be starting at any moment…by Wednesday…..so if you get one or know someone who gets a delivery please let us know.

MZ: As far as 800 numbers…..I feel we could see them tomorrow or Thursday at the latest…based on what we are hearing.

MZ: What we also hear from the Iraqi contacts they expect to see a new CBI Governor and a new rate by Thursday

MZ: The rate they are expecting is $3.91-$4.25

Mod:  Iraq is looking good. Parliament will be back mid September because there is nothing left to do except change the rate. Stay positive

Member:  They do seem to be teaching the Iraqis how to deal with ATMs and new rates.

Member:  IMO The GCR has little to do with Iraq. Looking good good in Iraq, Thursday may announce they are international. Citizens can already buy international, buy in stock market, purchase foreign currency

Member:  A positive: Erbil and Iraq have concluded their agreement meaning things are calm between the Kurks and Iraqis with Kurdistan now delivering oil monies to the GOI. That's big in case you don't realize it because it is another step toward completion of the HCL and now pressing on to the RI.

Q: what does dropping zeros mean?   

Member:  Zeroes= moving decimal point 3 places. .1190 current value of dinar would be 1.19. But that is not where it is going to end up. But this is what the zeroes is about. Could go into several ways it could be administered such lops and such but we really don't know for sure at this point. The CBI said they weren't going LOP route. The GCC nor IMF are going for that and have told them. Iraq wants in the WTO but IMF and World Bank aren't going to let them without a fair rate.

Member:  NOTICE: No one is dropping zeros ... instead they are going to ADD zeros to the right side of the decimal point (Example $.000011 on the Zim)

Q: Is Sept. 11 still the Zim deadline?

MZ: I am still hearing it’s the deadline to set the appointment……not to have exchanged….but to set the appointment.

Member:   China has a gold treaty with zimbabwe. Zimb agreed to pay china 100T on that gold treaty. China is buying OUR zim from our exchanges

Member:   The new system is going to be digital. So the zim should not be an issue with the unbelievable amount that some of us are expecting.

Q: Why would anyone tell us when this will happen? That makes zero sense. I believe it will happen in the dead of the night when no one will know.

MZ: You are right…no one knows the exact time…...We are all trying to figure this out based on news and sources . ….

Member:  FedEx took a contract , driver was telling me thursday they had a meeting a week before. He said the deliveries start 2 to 3 weeks after initial meeting. I believe it's for the cmkx packages.

MZ: My paymaster went home over the weekend and he is heading back in Reno now….so hopefully I will get an update late this evening. Other paymasters are saying they expect to see payouts tomorrow early in the day.

They know the rate was 3.22 before the 2003 invasion and Iraq is much more wealthy now than then. They keep promising them very soon but the people because of the corruption of the past still do not trust them they demand they do right by them with the rate. The UN Security Council will hold a meeting tomorrow on the situation in Iraq, press sources said.

The sources said that "the meeting will be held tomorrow at 10:00 am New York time (5:00 pm Baghdad time)."
